“RESOLUTION ENDORSING THE COMPREHENSIVE BARANGAY


YOUTH DEVELOPMENT PLAN (CBYDP) 2024-2026 OF THE
SANGGUNIANG KABATAAN OF BARANGAY SAN EMMANUEL
TO THE KATIPUNAN NG KABATAAN FOR THEIR APPROPRIATE
AND FAVORABLE ACTION.”

Presented to the body by Hon. Johaimen S. Maulana for information and


appropriate action is the need to endorse the Comprehensive Barangay Youth
Development Plan (CBYDP) 2024-2026 of the Sangguniang Kabataan of Barangay San
Emmanuel for their appropriate and favorable action.

WHEREAS, it is the declared policy of the State to recognize the vital role of the
youth in nation-building and thus, to promote and protect their physical, moral, spiritual,
intellectual and social well-being, inculcate in them patriotism, nationalism and other
desirable values, and encourages their involvement in public and civic affairs.

WHEREAS, Republic Act No. 10742 otherwise known as the “Sangguniang


Kabataan Reform Act of 2015” established adequate, effective, responsive and enabling
mechanisms and support systems that will ensure the meaningful participation of the
youth in local governance and in nation-building;

WHEREAS, Section 4(a) of R.A. 10742 provides that there shall be in every
barangay a Katipunan ng Kabataan which shall “serve as the highest policy-making body
to decide on matters affecting the youth in the barangay. As such, the Sangguniang
Kabataan shall consult and secure the concurrence of the Katipunan ng Kabataan in the
formulation of all its, programs, plans and activities.”

WHEREAS, likewise, Section 8(a) of the same Act provides for the powers and
functions of the Sangguniang Kabataan to formulate a Comprehensive Barangay Youth
Development Plan (CBYDP) and approve an Annual Barangay Youth Investment
Program (ABYIP), which states: “In consultation and with the concurrence of the
Katipunan ng Kabataan, and within three (3) months from assumption to office,
formulate a three (3)-year rolling plan, which shall be known as the Comprehensive
Barangay Youth Development Plan, which shall serve as basis in the preparation of the
Annual Barangay Youth Investment Program. This plan shall be aligned with the
Philippine Youth Development Plan (PYDP) and other Local Youth Development Plans
in every level, municipal, city and provincial as is relevant.”

WHEREAS, the Sangguniang Kabataan (SK) of Barangay San Emmanuel, as


mandated by R.A. 10742, has formulated the Comprehensive Barangay Youth
Development Plan (CBYDP) for CY 2024-2026 consistent and aligned with the City
Local Youth Development Plan (LYDP), the Philippine Youth Development Plan
(PYDP), and all other related laws and issuances governing the same, and is now herein
endorsed to the Katipunan ng Kabataan for concurrence;

WHEREFORE, after due deliberation, on motion of Hon. Maulana, for a Joint


Sponsorship, it was –

RESOLVED, as it is hereby resolved, to pass a resolution endorsing the


Comprehensive Barangay Youth Development Plan (CBYDP) 2024-2026 of the
Sangguniang Kabataan to the Katipunan ng Kabataan of Barangay San Emmanuel for
their appropriate and favorable action, to wit:

RESOLVED FURTHER, to forward a copy of this resolution to the Katipunan


ng Kabataan of Barangay San Emmanuel and all other offices and agencies concerned for
their information, guidance and appropriate action.
