Foreword
The Index oI Industrial Production (IIP) compares the growth in the general
level oI industrial activity in the economy with reIerence to a comparable base
year. In order to capture the structural changes in the industrial sector, the base
year oI the all-India IIP which was commenced in India in 1937 was revised in
1946, 1951, 1956, 1960, 1970, 1980-81 and 1993-94. The current series oI all-
India IIP (base 1993-94) was released in May 1998. It covers the Mining,
ManuIacturing and Electricity sectors with weights oI 10.47, 79.36 and
10.17 respectively.
2. The Quick Estimates oI IIP are compiled on the basis oI data Iurnished by
the source agencies located in various Ministries/Departments/Subordinate OIIices
oI the Government oI India. The index is released within six weeks Irom the
reIerence month and are subsequently revised in the next and the third month based
upon the revised production data Iurnished by the source agencies. For wide
accessibility by the users, the copies oI Press Release on Quick Estimates oI IIP
released through the Press InIormation Bureau are also put on the website oI the
Ministry (www.mospi.nic.in) on the day oI release.
3. As per the recommendations oI United Nations Statistics Division
(UNSD) Ior quinquennial revision oI base year oI IIP, which is also
endorsed by the National Statistical Commission, the Central Statistical
Organisation has undertaken the exercise Ior revision oI base year oI all-
India IIP Irom 1993-94 to 1998-99 under the overall guidance oI
Standing Committee on Industrial Statistics(SCIS).
4. Though the Press Release issued in May 1998 on revision oI base year
oI IIP Irom 1980-81 to 1993-94 contains brieI methodology and limited
data on indices/growth rates, there has been a Ielt need to have a
reIerence document covering historical background, methodologies
adopted Ior item selection, allocation oI weights, etc. in diIIerent base
years oI all-India IIP. As such, an attempt has been made to prepare a
Report on Overview oI Revision oI Base Year oI all-India IIP with
special reIerence to shiIting oI base year Irom 1980-81 to 1993-94 and
the plan Ior revision oI base year oI current series to 1998-99. The report
also includes important Tables and Annexures on time series
indices/growth rates alongwith the list oI new items included in the 1993-
94 base series, common items oI the previous series retained in the new
series etc.
5. I hope this publication would prove very useIul as a reIerence
document to all the oIIicial agencies, academicians and researchers in
the Iield oI Industrial Statistics. While limited copies oI the report would
be printed Ior circulation to important users oI IIP, the report is also
being made available Ior reIerence to the general public and other users
through the website oI this Ministry, i.e., http://www.mospi.nic.in.
