Information Note On MSDS

CTPA Role:
The Cosmetic Toiletry and Perfumery Association (CTPA) is the trade association for the UK cosmetic and
personal care industry.
The Association’s role is to advise manufacturers, distributors and suppliers about the strict legal
framework for cosmetics, to represent industry views to UK government, and external stakeholders and
help promote information to the media on issues relating to the safety of cosmetic products. The CTPA
acts as the voice of the UK industry and provides the most up‐to‐date interpretation of, and guidance on,
regulatory matters affecting cosmetic products in the United Kingdom and internationally.

The manufacture of cosmetic products in Great Britain is covered by Schedule 34 of the Product Safety and
Metrology Regulations 2019 (the UK Cosmetics Regulation) and its amendments. Northern Ireland follows
the EU Cosmetic Products Regulation, in accordance with the provisions under the Northern Ireland Protocol
under the EU/UK withdrawal Agreement.
Finished cosmetic products are exempt from the legislation requiring the provision of a 16‐point
Safety Data Sheet (SDS). However, cosmetic ingredients as raw materials or a bulk of a cosmetic
product are not exempt.
The safety of chemicals is controlled by the UK REACH Regulation (Registration, Evaluation & Authorisation
of Chemicals). Finished cosmetic products1, including salon hair and beauty products, are exempt from the
UK REACH requirements to provide safety data sheets (Title IV covers information on the supply chain, and
Article 2.6(b) of REACH exempts cosmetics from these requirements).
This exemption applies to both consumer home‐use and professional‐use cosmetic products.
A safety data sheet is only required when a substance or mixture is classified as hazardous under the GB CLP
Regulation (Classification, Labelling and Packaging). Whilst Safety Data Sheets are not required for cosmetic
products (e.g. hair care products – finished cosmetic products are also exempt from the labelling
requirements under CLP), they are for other products that are not cosmetics (e.g. disinfectants, household
and cleaning products).
However, it must also be recognised that there are legal requirements under Health and Safety legislation.
In the UK this legislation requires that a person to whom a substance is supplied should be provided with
adequate information about the substance, so that it can be used and disposed of safely. Also, under the
COSHH2 (Control of Substances Hazardous to Health) Regulations, an employer is required to assess work
involving ‘substances hazardous to health’ and to consider the risks. Companies which store or transport
cosmetic products may also ask for information.
Common Practice
For hairdressing salons, CTPA has worked in collaboration with the HBSA (Hairdressing & Beauty Suppliers'
Association) and in consultation with the HSE to produce a booklet entitled a “Guide to the Health and Safety
of Salon Hair Products”3. The guide provides sufficient information on the hair products used in salons so
that the owners can carry out their duties under COSHH.

The booklet offers information on different product types and is to be used in conjunction with product lists
provided bythe manufacturers, which link each product to the relevant product type. More information on
COSHH and hairdressing can be found on the HSE website4.
For other areas of work such as beauty salons, spas, hotels, care‐homes, retail outlets or hospitals for
example, there is no standardised way in which information may be presented for the safe handling of
cosmetic products by a professional or so that COSHH assessments may be made.
This information may be provided in the form of a letter explaining that the cosmetic product has undergone
a risk assessment and that no special precautions are required, or it could include some technical information
supplied in a general ‘Safety Information’ brochure. The details provided tend to include general, basic
information on the product itself, advice on how best to store and handle the product and how to deal with
any spillages and waste disposal of theproduct. If the product is flammable, has significant fumes or any
potentially hazardous properties, then more specificinformation is also provided. Transport information may
also be included if appropriate.
A simple template, created by CTPA, for supplying this information is found on page 4 of this document.
CTPA is aware that other cosmetic associations, namely FEBEA in France and IKW in Germany, have
developed data information sheet templates as a means for member companies to provide information in
an easy‐to‐use, clear format. The templates are available from these Associations to member and non‐
member companies.

IKW: Cosmetics Group Data Sheets (Gruppenmerkblaetter) have been compiled in cooperation with the
Austrian and Swiss organisations. Cosmetics are listed according to product categories. IKW has set up a
public database, at https://gmb.ikw.org/, which allows the download, free of charge, of brochures for various
industry sectors as well as individual compilations of group data sheets. The material is available in German
and English.
Please Note: The CTPA, FEBEA and IKW templates are only suggested formats for providing information
on a finished cosmetic product. Other company or association information sheet designs or letters
containing information are equally valid.
To reiterate, cosmetic products are exempt from the requirement to be accompanied by a 16 point SDS.

The Cosmetic Product Technical Data Sheet or FITPC is a reference document representing a given
finished cosmetic product category. It aims at supplying the useful information for the intermediaries
in charge of the activities of transport and\or of storage of these products. It is intended for wholesalers,
hypermarkets, department stores, carriers, forwarders and other operators of the logistic chain. It does
not aim at answering the questions relative to the final use of this products including by professionals
(hairdressers, beauticians…).
The product categories, for which such a document is available, are listed in Annex 1. Certain
categories have necessitated the creation of a couple of separate data sheets, depending on
information regarding transport in relation to the flash point, the boiling point temperature, the existence
of a fire point or the concentration of a specific raw material (e.g. H2O2) in the finished product.
Each data sheet may be associated with one or more products of the same category. The information
about the correspondence between a given product and a corresponding FITPC recovers from the
responsibility of every manufacturer. It can be made by insertion of a generic cover page (example in
Annex 2) or quite other referencing in an existing logistic system (e.g. packing list).
A description of this generic cover page is supplied in Appendix to the present document.
The FITPC constitute a "consistent reference" to be modified only in case of a change of regulations.

1. SUBJECT
- The product’s regulatory status under the Cosmetic Regulation (CE) n° 1223/2009 is indicated.
- It is also emphasized that the technical data sheet completes but does not replace the technical
instruction leaflets and does not provide an exemption from the obligation to know the specific
regulations concerning the product activity.
- The information in this document is based on the state of knowledge of the product in question at
the time of compilation, the date of which is noted at the bottom of the page.
- Product category: this information corresponds to the title of the data sheet (e.g. Perm products).
- Danger: this information gives the physico-chemical risks associated with the product within the
framework of its transport and storage.
- Ingredients: the ingredients which contribute to the physico-chemical risk (for concentrations > 1%)
are identified.
- A phrase refers to the qualitative composition is listed under the heading INGREDIENTS associated with
the product.
- Physical and chemical properties: general information and important information concerning health,
safety and the environment (flash point, pH, solubility, etc.).
- Stability and reactivity: conditions to be avoided that can influence product stability and that are
likely to lead to dangerous reactions. (e.g.. temperature, light, pressure, humidity, shock, etc.); list of
materials to avoid such as acids, bases, oxidants or any other specific substance likely to result in a
dangerous reaction; dangerous decomposition products likely to be produced by combustion or
contact with air or water.
- Special storage conditions are specified, particularly as regards temperature, humidity and light.
- This section can also comprise special instructions which can apply to certain product categories.
(e.g. aerosols).
- The measures to be taken are given according to type of exposure: contact with skin and eyes,
inhalation, ingestion. If certain specific symptoms necessitate special medical treatment, this is
mentioned. The need for medical assistance is assessed and specified where necessary.
The measures recommended are in accordance with product danger; for example, measures such
as immediate medical assistance are only mentioned if justified.
- The appropriate methods of extinguishing are mentioned; the means and methods of
extinguishing which are not recommended and the specific dangers are also listed.
- The cleansing methods (e.g. collection or absorption) are mentioned. When individual protection
(hands, face, etc.) and/or protective clothing are required, this is mentioned.
- The methods of preserving waste materials for storage and transport as well as a description of
their treatment, are noted.
