PREFACE
Thank God for his mercy and guidance so that I can complete my proposal entitled “The
Effective Strategy in English Learning to Make English as Second Languange in Indonesia”
in time. Prayers and blessings to our great Prophet Muhammad SAW, the educator who
brings us to a time full of knowledge as it is today.
In writing this thesis proposal, the writer would like to say thank you so much to all who
have provided support and help throughout the process of preparing this thesis proposal,
especially for :
1. My beloved parents (Abdul Wachid Usman, S.E and Kurniyati) who always
support me and encouragement throughout all of my journeys.

B. Research Context
Language plays a very important role in human life, including English. English is a
universal language because it is used by most countries in the world as the main
language. Apart from that, English is one of the international languages that is
important to master or learn. 1 The development of this era means that English is also
increasingly developing; almost all activities use English, such as in the political,
social, economic, and even cultural fields.This happens, of course, because of global
influence, so it cannot be denied that the use of English is increasing very rapidly.The
increasing use of English has made English more and more popular, but in the midst
of the popularity of English in our country, it turns out that there are still many people
who cannot understand and speak English.

1. Has English become a second language in Indonesia?
2. What are effective strategies for learning English to improve it so that it becomes a
second language in Indonesia?
D. Research Objective
1. To find out whether English has become a second language in Indonesia.

2. To find out effective strategies for learning English to improve it so that it
becomes a second language in Indonesia.
E. Reseacrh Significant
Every researcher hopes their research will provide significant and useful
contributions, and this research is no exception. The researcher aims for this study to
have a positive impact both theoretically and practically.
1. Theoritical
From a theoretical perspective, this research can significantly contribute to
understanding effective strategies for learning English as a second language in
Indonesia. It explores the various methods and techniques that can facilitate the
mastery of English among Indonesian learners. In the context of second language
acquisition (SLA) theories, this research provides valuable insights and practical
examples that can be used in teaching methodologies and curriculum development
for ESL (English as a Second Language) programs.
2. Practically
a. For Reader
This research can enhance readers' understanding of effective strategies in
English learning. It provides insights into the relationship between effective
learning strategies and successful language acquisition.
b. For Student
The researcher hopes that the results of this study can serve as a resource for
students studying ESL methodologies, particularly in Indonesia.
c. For Educator
This research offers practical guidance for educators on implementing effective
strategies in their English teaching practices. Educators can use the findings of
this study to enhance their teaching methods, improve student engagement, and
achieve better learning outcomes.
F. Key Term
1. English as Second Languange (ESL)
Second language acquisition is the process by which people learn a second
language.

in addition to their native language(s). English as a Second Language (ESL or
TESL) is a traditional term for the use or study of the English language by non-
native speakers in an English-speaking environment (it is also known as English
for speakers of other languages.)
3. Strategies in Teaching
Strategy is a technique used to a goal. A language learning strategy is a strategy
employed by a learner to improve language learning efficiency, language skills,
self-confidence, mental activity, behavioral actions, and a variety of other
techniques.
G. Previous Study
According to Maya Oktara the results of the English Proviciency Index (EPI)
research conducted by Education First (EF) in 2013, Indonesia was ranked 28th
out of 63 countries in terms of the level of ability to speak English well and
correctly. The preparation of the country rankings was based on the results of
English language tests conducted on 750 thousand adults in 2013 and compared
with the results of EPI research in the past seven years since 2007. It was found
that out of 63 other countries, Indonesia is in the middle ability category with a
score of 52.74.3
According to Miza Rahmatika Aini the English language skills of the Indonesian
people are still recognized so low. World Bank data shows that the largest gap is
owned by the local workforce is 44% use of English. English The Proiciency
Index (EPI), released by Education First (EF), provides an data that results from
research on 70 countries' English language proficiency levels adults in Indonesia
are in the 32nd position, below Singapore and Malaysia has a high level of
proficiency (advance).4 However, according to Brown in Nurul Afifah language
ability is not only assessed by speaking skills where the second aspect is related to

accuracy. That accuracy is the ability to produce correct sentences using correct
grammar and vocabulary in natural interaction. It means that accuracy is focused
on the speaker the elements of phonology, grammar, and discourse in their spoken
output. And indonesian people not understanding obout the structure or grammar
in english.5 Accordingstates to Huda in Maya Oktara that English is the main
foreign language, although the Indonesian government is reluctant to officially
state this. English in Indonesia is generally taught as a language foreign. The term
'foreign language' in the field of language teaching is different from 'second
language'. A foreign language is a language that is not used as a means of
communication in the particular country where the language is taught.6
Some experts believe that learning strategies help students in the acquisition of
second language or languages foreigners while increasing knowledge which is
comprehensive about both types that language. Apart from that, the use of strategy
variations need to be improved to achieve great success in mastering a second
language as well as foreign languages.

Moreover according to Ellis in Hengki regarding the Grammar Translation
Method in teaching, stated that teaching Grammar involves any technique
instruction that attracts the attention of the learner to some grammatical forms such
that help them to understand it meta-linguistically or processing them in
understanding and producing so that they can interalize it. 9 Furthermore according
to Khoshniyat and Dowlatabadi in Merta Widiawitasari Br simamora, they believe
that the use of English movies can empower students with extensive vocabulary
lists, syntax, and also other language skills that will enable them to improve their
English proficiency.10

1. English as Secong Languange (ESL) and English as a Foreign Language
(EFL)
According to Ho in “The Internatonal Journal of Literacies” suggests that the
term of English as foreign language (EFL) and English as second language (ESL}
sometimes can be used interchangeably. In the general contact of teaching English
in most of Indonesians schools, the term of EFL is more appropriate than ESL
because the EFL learning refers to the situation where the learners are learning
English in context where English as a target language is not uncommon within the
society in which the learners are living.This situation is different with Indonesian
neighbor countries such Malaysia and Singapore in which they regard English as a
second language.14

met in order for these learning processes to be activated. In general an approach
has the answers to the two questions but certain methods may only emphasize one
of the two dimensions. From assumptions about language and language learning, a
method will be developed. There can be many methods within one approach.17
I. Research Method
1. Research Approaches
Researchers use qualitative methods in making research proposals where
researchers describe the results from the research sources that have been obtained.
In the process of data acquisition, the researcher uses an approach or interview
technique to the source by giving some questions related to the research problem
and use the study literature to ensure the correctnes of research data that is then
presented in this proposal. Next match it with previous research or literature
reviews.
2. Presence of Researcher
The researchers are present in research to obtain data.
3. Research Location
The researcher do a research in Dsn. West Konang Ds. Konang, Pamekasan
District, Madura, East Java.
4. Research Subject
In this study the subject is a teacher and also a student as the source during the
interview.

a. Observation
In this case, the researcher is as a participant observer where the
researcher actively participates in the activities for getting data. The
resarcher come to the school to do interview.
b. Documentation
The researcher get the data from collecting, recording and saving
information from the sources or the subject. The researcher record
interview data in the form of notes. After the interview teh researcher
analyze the data.
7. Analysis Data
1. Researchers interview teachers about effective strategies in learning English.
2. Researcher interview students about what strategies are most preferred and
considered easier to learn English.
3. After obtaining the data the researchers will analyze the data

of the research.
5. The final step the researcher will seek a deeper understanding of this research
and then describe the results.
