In
reference to Gazette Notification No. G.S.R. 170(E) dated ll.O3.2OZ4 and in
supersession of Board's letter No. 2022lTrans Cell/Civil/CRS dated 21.06.2022 and
22.08.2023, followings instructions are issued:

I As per Ptule 22 (B) and 254(1) of the Railways (Opening for Public Carriage of
Passengers) Rules, 2000 and its amendments (last amended on I I .03.20241, the
Principal Chief Engineer of Zonal Railway, may without previous notice, sanction
the opening of following minor works for passenger traffic, if he is satisfied, either
with or without inspection:

(a) construction, rebuilding, modification and strengthening of foot-over-bridges


and road-over-bridges;
(b) construction, rebuilding, regirdering and strengthening of minor bridges;
(c) regirdering and strengthening of all existing bridges, other than minor bridges;
(d) elimination of manned level crossing; and
(e) upgradation of level crossing and diversion ofroads at level crossings

Provided that the power being exercised by the Principal Chief Engineer should not
be delegated:

Provided further that the works so opened without inspection, should ordinarily be
inspected at the earliest possible date, the Principal Chief Engineer shall exercise his
discretion as to the necessity of carrying out a subsequent inspection:

Provided also that the authority for opening said minor works shall be communicated
in writing by the Principal Chief Engineer to the concerned railway administration
and a record of all works so sanctioned during each year, with particulars of the prior
or subsequent inspection, if made, shall be maintained by the principat Ctrief
Engineer.

2. For interlocking of level crossing, the competent authority to grant sanction to open
works shall be the Principal Chief Signal and Telecommunication Engineer, with no
further delegation.

J For following works, the Competent Authority to grant sanction to open shall be the
General Manager, with no further delegation:
(a) introduction of Double Distant Signalling alongwith corresponding changes at
adjacent stations without yard remodelling;
(b) intoduction of new Intermediate Block Signalling, except in section with Slip
Siding and Catch Siding, alongwith coresponding changes at adjacent stations
without yard remodelling; and
(c) introduction of new Automatic Block Signalling, except in section with Slip
Siding and Catch Siding, alongwith corresponding changes at adjacent stations
without yard remodeling,

Provided that the General Manager for above para (3) or Principal Chief Signal and
Telecommunication Engineer for above para (2), as the case may be, may sanction
the opening of works for passenger traffic, if he is satisfied, either with or without
inspection and works so opened without inspection, should ordinarily be inspected at
the earliest possible date, but in case of works of a minor types, the General Manager
or Principal Chief Signal and Telecommunication Engineer, as the case may be, shall
exercise his discretion as to the necessity of carrying out a subsequent inspection.

4 For following works of introduction of Electric Traction Works {item(f) of proviso


to sub-rule (3) of rule 3), the competent authority to grant sanction to open the
section with electric traction shall be Principal Chief Electrical Engineer, with no
further delegation:

tension installation in this regard shall be done with the approval of Electrical
Inspector to Govt. of India (EIG) as laid down in Indian Electriciiy Act 2003.

5 For Works related to Dedicated Freight Corridor {item(g) of proviso to sub-rule (3)
of rule 3), Railway Board's letter No. 2017llnfral6/33 dated 02.08.2018 and its
partial modification vide Board's letter No. 2022/"lrans cell/CiviycRs dated
04.1I .2022 shall be strictly followed.

Procedu Order for of Minor works by Chief under
Chanter II and VI of Railwavs (, for Public Carriaee of Pa )
Rules.2000 and its amendments

In terms of Para I of Board's letter No. 2022lTrans cell/CiviUCRS dated 18.04.2024,


following procedure order for Opening of Minor works by Principal Chief Engineer shall
be followed:

1 Reference to the Principal Chief Engineer (PCE) for opening of Minor Works:

l.l Concerned Railway administration (CE(Con.)/DRM of division) shall refer the


Minor work, to open for public carriage of passengers, to the PCE after ensuring that
the Minor Work to be opened for public carriage of passengers is complete in all
respects as per the Codes and Manuals of Practice as specified, and the stipulations
mentioned in sanction to execute the works, if any, have been complied. The
completion plan of the work shall be affached with the application.

1.2. The clearance from the concemed CAO(Con.) shall be submiffed for minor
works on construction projects confirming following:
i. The works has been completed as per the approved plans/designs/project sheets.
ii. The Minor work sought to be opened has been constructed in accordance with
the relevant Indian Railways Standard Codes and Manuals.

2. Opening of Railway Minor Works:

2.1 The Principal Chief Engineer of the Zonal Railway may, sanction the opening
of any Minor work for passenger traffic, if he is satisfied that works referred can be
opened for the public carriage of passengers without any danger to the public using
it, with or without inspection.

2.2. In case, Principal Chief Engineer considers that inspection of work is required
before opening, concerned Railway administration (CE(Con.)/DRM of division)
shall make affangements, as necessary, to facilitate the inspection of PCE and
accompany the inspection of PCE.

2.3. The authority for opening any Minor work shall be communicated in writing by
the Principal Chief Engineer to the concerned Railway administration. A record of
all above works so sanctioned during each year, with particulars of the prior or
subsequent inspection, if made, shall be maintained by the Principai Chief
Engineer's office.

NOTIFICATION
New Delhi, the I lth March, 2024
G.S.R 170(E).- In exercise of the powers conferred by section 198 of the Railways Act, 1989 (24 of 1989),
the Central Government hereby makes the following rules further to amend the Railways (Opening for Public Caniage
of Passengers) Rules, 2000, namely:-
l. Short title and commencement.- (l) These rules may be called the Railways (Opening for Public Caniage of
Passengers) Amendment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Railways (Opening for Public Carriage of Passengers) Rules, 2000 (herein after referred to as the said
rules), in Chapter VI, after rule 22A, the following rule shall be inserted, namely:-
"22B. Opening of works specified under items (a) to (e) to proviso {other than items (f) and (g)} of sub-
rule (3) of rule 3,-
(l) For items,-
(a) construction, rebuilding, modification and strengthening of foot-over-bridges and road-over-
bridges;
(b) construction, rebuilding, regirdering and strengthening ofminor bridges;
(c) regirdering and strengthening ofall existing bridges, other than minor bridges;
(d) elimination of manned level crossing; and

Provided that the General Manager or Principal Chief Signal and Telecommunication Engineer of the zonal
railway, as the case may be, may sanction the opening of works for passenger traffic undir this rule, if he is
satisfied, either with or without inspection and works so opened without inspection, should ordinarily be
inspected at the earliest possible date, but in case of works of a minor types, the General Manager or priniipal
Chief Signal and Telecommunication Engineer of Zonal Railway, as the case may be, shall exercise his
discretion as to the necessity of carrying out a subsequent inspection.";
(3) In chapter VII ofthe said rules, in rule 25A, in sub-rule (l),-
(i) for the longline, occurring after item (e), the following longline shall be substituted, namely:-
"the Principal Chief Engineer of zonal railway, may without previous notice, sanction the opening of said
minor works for passenger traffic, if he is satisfied, either with or without inspection:
Provided that the power being exercised by the Principal Chief Engineer of zonal railway under this rule should
not be delegated:
Provided further that the works so opened without inspection, should ordinarily be inspected at the earliest
possible date, the Principal Chief Engineerof zonal railway shall exercise his discretion as to the necessity of
carrying out a subsequent inspection:
Provided also that the authority for opening said minor works shall be communicated in writing by the
Principal Chief Engineer of zonal railway to the concerned railway administration and a record of all works so
sanctioned during each year, with particulars ofthe prior or subsequent inspection, ifmade, shall be maintained
by the Principal Chief Engineer of zonal railway.t';
(ii) the Note shall be omined.
