a) EXPLAIN THE IMPORTANCE OF LIAISING WITH STAKEHOLDERS IN


IRRIGATION SCHEMES:
Liaising with stakeholders in irrigation schemes is the process of collaborating with
and engaging various people and groups who are interested in irrigation projects or in one
way or the other are affected by that project. The stakeholders include water users,
farmers, landowners, local communities, government agencies, non-government
organizations (NGOs) and other relevant parties. The key aspects to be considered
include the following:
 Conflict resolution
 Information sharing
 Consultation and participation
 Environmental and social impact assessment
 Capacity building
 Stakeholders coordination
 Monitoring and evaluation.
The importance of liaising with stakeholders in irrigation schemes are:

1. It ensures effective communication: The stakeholders will be well informed as a


result they will be able to understand the objectives, design and potential impacts
of the irrigation scheme, to be aware of the project and its implications generally.

2. It encourages participation and cooperation among all parties involved: This


comes after the stakeholders are well informed concerning the general picture of
the scheme as it will lead to the successful planning, implementation and
management of the irrigation scheme, as well as addressing any potential social,
economic and environmental impacts.

3. It will resolve any conflict: Since the stakeholders will be made aware of the
irrigation scheme, it will help to resolve any conflict or dispute that will arise as a
result of the practice. The team who initiated the practice will be on the safe side
because of involving the stakeholders to be part of the team.

4. It leads to capacity building and expansion of knowledge: The process of


making the stakeholders aware of the scheme will involve providing some
education and training programs to them, especially the farmers and water users,
which will lead to effective participation and sustainable use of water resources as
well as addressing their concerns and expectations.

5. It contributes to the success and long-term viability of the irrigation project:


This is due to promoting inclusiveness, addressing of concerns, building of trust
and fostering sustainable water management practices.

6. Risk mitigation and compliance: Engaging the stakeholders helps to identify


and address potential risks such as environmental, social and legal aspects. Such
risks can be minimized and proper measures can be proactively implemented.
This will lead to better outcomes, reducing of conflicts for long-term success.
b) EXPLAIN ANY TWO POINTS TO BE CONSIDERED DURING LIAISING
WITH STAKEHOLDERS UNDER THE FOLLOWING;
i. ENCOURAGING PARTICIPATION
 Communication channels that are inclusive and accessible: It is
important to provide such channels to them for example, meetings,
workshops, online platforms, written materials and local language
translations to ensure that they well understand and properly engaged.

 Meaningful engagement and decision-making processes: This will


encourage their proper participation throughout the project. It involves
key decision-making processes and providing opportunities for their
inputs and feedbacks.

ii. GETTING STARTED IN LIAISING


 Conducting a comprehensive stakeholder mapping and analysis:
This will help to identify and understand the key stakeholders to be
involved in the scheme. For example, identifying individuals, groups,
and organizations interested or that are affected with the project in one
way or the other, as well as assessing their needs, concerns and
potential roles in the project.

 Building trust and relationships: Especially building trust, is one of


the most fundamental aspect of successful stakeholder engagement. It
takes time and effort. Building relationships too by listening to their
concerns, being transparent and responsive to their needs is very
crucial.

iii. PEOPLE PLANNING


 Identifying key stakeholders and their roles: This involves
recognizing their specific interests, concerns and potential
contributions to the project. It will help the project managers to
establish effective lines of communication and ensuring that the right
stakeholders are engaged at the appropriate stages of the project.

 Tailoring engagement strategies: This will help to accommodate the


differences possessed by different stakeholders (characteristics,
preferences and communication styles), so as to enhance the
effectiveness of the liaison process. For example, some prefer face-to-
face meetings while others prefer online platforms and written
communications.

iv. TIME AND MONEY


 Efficient resource allocation: It will ensure that the liaison activities
are conducted within the available time and budget constraints. The
project managers will be able to optimize the use of resources while
ensuring that stakeholders engagement efforts are adequately
supported.

 Prioritizing stakeholders’ engagement: It is crucial to prioritize their


engagement efforts based on their importance and potential impact on
the irrigation scheme. This is because not all of them may require
same level of engagement or attention. By doing so, the limited time
and resources available are targeted towards stakeholders who can
make the most substantial contributions to the project’s success.
