INTRODUCTION

Lohit District is located in the mid Eastern part of the state of Arunachal
Pradesh bounded by Anjaw, Changlang , Namsai and Dibang Valley districts and in
south by the state of Assam (Tinsukia District). It is one of the districts affected by
large scale illicit opium /cannabis cultivations.

OPIUM

Originally opium was cultivated in small scale by the local indigenous


villagers of the districts for domestic use in the form local medicines to treat
ailments such as cough, body pain, diarrhoea, physical injury etc apart from use in
the Pujas/ritual offer. But later on due to its commercial value in the market, it
started being exploited as a cheap source of cash earning crop in large scale
cultivation for commercial purposes spreading through the length and breadth of
the district affecting the common people and youth grievously, turning significant
section of the population to drugs addict.

To curtail this illegal practice of opium cultivation, destruction operations


involving multiple agencies/departments are carried out annually during the
harvest season (Jan-March). The operations were normally initiated by the central
agencies Narcotics Control Bureau(NCB) or the Central Bureau of narcotics (CBN),
with inputs and assistance from the state agencies like the department of Tax,
Excise and Narcotics, District administration, District Police, etc.

During 2020 season, the joint operation was carried out under the initiative
and supervision of CBN in collaboration with the Department of Tax, Excise and
Narcotics, Lohit Administration, Lohit Police and other state departments in the
month of Feb-March. The total area destroyed was 2580 hectares.

The 2021 destruction operation was carried out in the month of March by
District administration, Deptt. Of Tax, Excise and Narcotics, District Police etc.,
without the involvement of central agencies. The operations were supervised by
the State Nodal Officer(SNO) for Narcotics. The total area destroyed was 1903
hectares.
As per official record furnished by Ministry of Social Justice & Empowerment
department, which identified and listed 272 districts in the country which are most vulnerable
in terms of “KANI”, Drugs, Psychotropic Substances & Alcohol Abuse, Lohit is one of the
districts in this list, which is a matter of serious concern in the part of district administration and
to control this social menace is on top priority of the state government.Cultivation of illicit
opium poppy is practiced by villagers in their fields in very remote areas with narrow approach
roads. The survey & mapping of opium poppy fields by officials and field staffs of Tax, Excise &
Narcotics department is severely hampered by absence of any official vehicle for the purpose
during physical survey of site /fields leading to large stretches of cultivation being undetected
and thus failing the target for control of opium poppy cultivations in the district.

Hence, the separate funds is urgently requires for practical implementation of above
activities to control the menace .The detail fund requirement is given in the following Table
below:-

Therefore in the light of above fact and circumstances , government may look into the
matter on top priority and kind consideration for sanction and allocation of separate funds to
Lohit District ,Tezu in special consideration to control the opium and Drugs menace please.

B. ALTERNATIVELIVELIHOOD

The village wise (NASHA MUKT BHARAT ASBHIYAN) Awareness Campaign cum
counselling on anti- opium/Drugs Tobacco was conducted by the District
administration and the department of Tax, Excise & Narcotics, Lohit district, in
collaboration with GBs , Panchayat leaders ,CALSOM ,MISHMI WELFARE SOCIETY
(MWS) etc w.e.f 17th Feb-2021 to 05.03.2021 Feb-2021 as per Memo No.LJ/149
(pt)/2020-21/22238-88, Dtd Tezu the 11th Feb-2021 and covered total 12 villages
under Lohit District, Tezu may be seen at (Annexure-II).
And during the course of the meetings, the villagers shared their opinion and placed their grievances
regarding their expectation of help from the govt., to shift from opium/kani cultivation to other sources
of alternative livelihood sources.

1. To provide materials for boundary fencing for the alternative crops fields.

2. To provide commercially viable nursery plants like, Betel Nut, Banana, pineapple, Ginger, Orange
and other agricultural crops. They sought financial help and technical expertise to set up Pig farms,
Chicken farms, Fisheries etc under alternative livelihood scheme.

C. De-Addiction Centre

The establishment of “De- Addiction centre” at Sunpura and Wakro Circle with the minimum
capacity of 15 Bedded unit in each centre is required for treatment of Drugs and Opium addicts. Hence,
necessary funds may be sanctioned for the “De-Addiction Centres” from Central /State government.

D. Proper streamling and creation of enforcement


wing for State Narcotics Cell:-

During the last destruction operation the Officers/Officials of Tax ,Excise & Narcotics from other
districts of the state were deployed and engaged in duty for destruction operation of illegal Opium
poppy and cannabis cultivations in Eastern Zone districts of Arunachal Pradesh, vide Memo No. EX-(NC)-
01/2006/501 , Dtd. Itanagar the 20 th January -2021 may be seen at (Annexure-III). In view of manpower
requirement for destruction activities, it is proposed that all the Constables of Tax ,Excise & Narcotics
department from entire State be deployed in Narcotics Teams as an when required by the affected
districts.

Therefore , government may initiate the necessary proceedings to streamline the process and issue
guidelines for smooth deployment of Officers/Officials for narcotics operations.

E. Allocation of funds: -

Recently the Ministry of Social Justice & Empowerment department had identified and listed
272 district in the country which were most vulnerable in terms of illegal cultivation of opium
substances and Drugs & Alcohol abuseand Lohit is one of the district in this list of 272 district. Village
wise public awareness campaigns on ill effect of opium and Drugs Abuse is periodically required to
educate the rural populace and change the casual public perception against this menace. Hence,
separate funds including miscellaneous official expenditures like 1. stationeries , 2. POL (Diesel/Petrol ) is
required for implementation of above activities .

Therefore, in the light of above circumstances , proposal submitted by this end may please be
considered on top priority.

B. Observations and villagers demand.


1. To provide alternative Agri- Horti plants as beneficiary /Subsidy to opium cultivators for
livelihood.
2.To provide fencing materials for their crops field to save from domestic animals etc.
3.To strictly check/ investigation against Drugs/opium Peddlers who come from outside
district/state .
4. To prepare separate schemes for rehabilitation of Drugs/Opium addicted persons.

C. As per Vide Memo No.LJ/149 (pt)/2020-21/22238-88, Dtd Tezu the 11 th Feb-2021 the Awareness
campaign /workshop on ill effects of drug Abuse through NASHA MUKT BHARAT ABHIYAN
conducted by District administration as well as Narcotics department w.e.f 17 th February to 5th
Marc-2021 were successfully completed/covered all the villages under Tezu Circle .
