INTRODUCTION:
Public Sector in the Philippines refers to all
the organizations,instituions and enterprises providing
basic services to the general public like
health,education,housing and other social
services.Public sector is the part of a country’s economy
which is controlled or supported financially in
government.It does not include private
companies,voluntary organizations,and household.
Quality public service is the right of every citizen of
the world. Modem facilities and technology,
supportive policies, capable and highly motivated
public sector workers and above all, honest and
trustworthy leaders with a vision.

education, healthcare etc.Public Sector now is in bad
shape.The challenges

affecting the lives of the public sector workers at
present not only on a personal

professional lives too.

Many factors threaten job


security:globalization,outsourcing,downsizing,recession
and new technology.

Overpopulation
,poor education system,inadequate vocational and
technical training facilities despite TESDA are
the
following factors driving high unemployment in the
Phillipines. This figure does not include yet job
orders and agency-hired
workers
delivering public services .Of the various public
sectors education and health are the topmost
priorities.
Many
government offices have resorted to manning
agencies because it saves them from the trouble
of management and

generates savings from benefits and priviliges that


should have be given to the workers had they
been hired directly.

Many government employees have to endure poor


working conditions like poor lighting, lack of
ventilation, lack of clean water, non functional
toilets, lack of space and in some cases very
dilapidated rooms. Many offices have outdated
office equipment and lack modern facilities.Youth
now a days dropout in school beacause of their
poverty.There are classrooms that lack of things.
This situation inside the classroom puts too much
stress and tension to the teachers and
children/youth who have to discover ways and
means of making up for the situation.The online
learning of the students during the pandemic covid
19 is one of the hardes challenges that face by the
students.Lack of financial support is one of the
issues in education.There is also a inflexible
education budgets.Also low salary of the teacher’s
is one of the issue of the education sector.

know that the government or the public sectors
has making an effort to improve and to make a
solution on these issues.
