5. Helicopter Procedure
a. General
1) Helicopter shall submit Flight Plan and should be filled completely prior to
departure in person or by telephone to the Air Traffic Services Reporting Office
or by radio to the ATS unit designated to serve as the departure aerodrome.
2) Helicopter operating within Balikpapan Control Zone (CTR), Balikpapan
Terminal Control Area (TMA) and Balikpapan Sector should be equipped with
a functioning two-way VHF and HF Radio Communication,and keep listening
watch on the appropriate frequency.

3) Helicopter approach and take-off directions to and from helipad shall be parallel
to the existing runway in use.
4) Helicopter with wheel may take off and landing from north parallel taxiway or
runway if traffic permitted. A heavy helicopter are exempted from these
procedures and will be regarded as fixed wing aircraft.
5) Helicopter operating within Balikpapan CTR, Balikpapan TMA and Balikpapan
Sector should be keep the transponder on assigned SSR Code Number.
b. Departure Procedures
1) Helicopter start clearance shall be issued by Sepinggan Tower.
2) Helicopter taxi clearance shall be issued to control the movement of helicopter
taxiing on the manoeuvring area by Sepinggan Tower.
3) For take-off, the helicopter will be air taxi or ground taxi from the parking area
to the helipad .
4) Runway in use 07
a) Departing helicopter shall use East Aiming Point or as instructed by ATC.
b) Departing traffic to the North or South destination will normally setting
course to destination at position cross wind leg .
c) Departing traffic to the East destination shall be cleared using point Alpha
(Antenna) coordinate 01 14 36.04S 116 53 51.60E altitude 1 500 feet for
joining Senipah VFR Route
d) Departing traffic to the South East destination shall be cleared using point
Alpha (Antenna) coordinate 01 14 36.04S 116 53 51.60E altitude 1 500
feet for joining Senipah VFR Route
e) Departing traffic to the South West destination shall be direct to point
Bravo (BDI Town House) coordinate 01 15 25.26S 116 52 23.25E Altitude
1 500 feet for joining Labangka VFR Route.
f) Departing traffic to the West destination shall be directed to point Bravo
(BDI Town House) coordinate 01 15 25.26S 116 52 23.25E Altitude 1 500
feet for joining Labangka VFR Route.
5) Runway in use 25
a) Departing helicopter shall use West Aiming Point or as instructed by ATC.
b) Departing traffic to the North or South destination will normally setting
course to destination at position cross wind leg .
c) Departing traffic to the East destination shall be cleared using point Alpha
(Antenna) coordinate 01 14 36.04S 116 53 51.60E altitude 1 500 feet for
joining Senipah VFR Route.
d) Departing traffic to the South East destination shall be cleared using point
Alpha (Antenna) coordinate 01 14 36.04S 116 53 51.60E altitude 1 500
feet for joining Senipah VFR Route.
e) Departing traffic to the South West destination shall be directed to point

1. Communication Procedure
a. All aircraft operating within Sultan Aji Muhammad Sulaiman maneuvering area shall
be equipped with radio capable of conducting and maintaining two way
communication.
b. Helicopter Phraseology
1) Helicopter departs other than Sultan Aji Muhammad Sulaiman Sepinggan
Airport.
PILOT: REQUEST DEPARTURE CLEARANCE FROM (location),
DESTINATION (location), ESTIMATE TIME OF ARRIVAL [ESTIMATE TIME
OVER DESTINATION] (time), [REQUEST CLIMB TO (number) FEET].
ATC: CLEAR TO DEPARTURE, PROCEED TO (location), CLIMB TO
(number) FEET], REPORT OVER (destination).
2) Helicopter intends to cross from Southern to point Alpha or point Bravo
PILOT: (Call sign) POSITION (rig / area) [MAINTAINING] 500 FEET,
REQUEST CROSS (overhead/runway).
If traffic permit:
ATC: CROSS OVERHEAD [RUNWAY], MAINTAIN 500 FEET, REPORT

If traffic not permit:

2. Communication Failure Procedure
Aircraft in emergency or experience radio communication failure shall comply with
procedure is according with ICAO standard and recommended practice.
3. Radio Failure Procedures for Helicopter
a. In the event of radio failure occurs, if Helicopter on the ground, shall not be cleared
to depart.
b. If radio failure occurs while helicopter in the air, shall maintain on the VFR route
and or shall be kept squawk A-7600 land of most suitable Helipad or any open area,
then send arrival message to appropriate ATS Unit as soon as possible through the
available telecommunication facilities.
c. Arriving helicopter from Northern Area, shall follow Arrival Procedures, and hold
over entry point, and observe traffics at the traffic circuit then join the helicopter
traffic pattern and orbiting, until clearance will be obtained by means of the
appropriate light signal.
d. Arriving helicopter from Southern area shall proceed and join helicopter traffic
pattern and orbiting until clearance will be obtained by means of the appropriate
light signal.
4. Emergency Procedures for Helicopter
Helicopter known or believed to be in the state of emergency and or including being
subjected to unlawful interference, should be handled in accordance with the
procedures contained in AC 170 - 02 Manual of Air Traffic Services Operational
Procedures.
5. All aircraft operating within TMA balikpapan shall be equipped with radio
transponder.
