School-Based Management is fortified under the Governance of Basic Education Act of 2001 (Republic Act No. 9155). With the help of a school improvement plan that lays out specific interventions in schools, it empowers school heads, teachers, and non-teaching staff to increase community participation in education and make the delivery of educational services to learners more responsive, efficient, and effective. 2. __ In adherence to this mandate, all teaching, teaching-related, and non- teaching personnel are encouraged to develop innovative school-based projects aimed at improving the teaching-learning process as well as school administration. 3. Proponents are advised to follow the guidelines set by the Division Office in order to institutionalize the process of approving and accepting Development Projects and Income generating Projects. 4. To adhere to this, the Governance of Basic Education Act of 2001 (Republic Act No. 9155) encourages the Department of Education (DepEd) to promote shared governance through School-Based Management. With this order, school heads are directed to develop the Enhanced-School Improvement Plan(e-SIP). This will serve a guide that sets down specific interventions that a school, with the help of the community and other stakeholders, will take on within a period of three consecutive school years. This further seeks to provide those involved in school planning an evidence-based, systematic approach with the point of view of the learner as the starting point. Ultimately, it is envisioned to help schools reach the goal of providing access to quality education. The implementation of development activities integral to it are in the school such as projects under the Continuous Improvement Program (CIP), the creation and mobilization of Learning Action Cells (LAC), and the preparation of the School Report Card (DO 44, 8. 2015) To adhere to the stated guidelines and in order for the e-SIP to be more functional, schools must develop projects and put these into action. Development projects may be aligned with the different areas of education such as learners’ and teachers’ development, physical plant development, instructional materials development, and others. These should be based on the processes of the e-SIP which revolve with the Assess-Plan-Act (APA) Phases. ‘These projects should address the root cause of a certain Priority Improvement Area (PIA). Also, development projects must be reflected in the e-SIP following the Annex 9 (Project Work Plan and Budget Matrix) and Annex 10 (Annual Implementation Plan). ‘The development projects may be categorized as innovation or feasibility study. Format of a Project Proposal for Innovation I Project Title + This should capture the name of the innovation (independent variable or the cause) and it’s intended effect or result (dependent variable or effect). «Limit the title to 20 words. ll, Background and Rationale * It should present the following: a. the root cause(s) of the problem in order to determine the need for an innovative solution. b. policy guidelines, legal bases, and recent related literature & studies to identify knowledge gaps & reinforce the need for innovation. IIL Objectives * It should include the general and specific statement of the objectives. * There should be a number-bulleted listing of specific statements. + When stating your objectives, use the SMART principle. IV. Target and Beneficiaries * Include the target and beneficiaries of the project. * Nature or characteristics of the beneficiaries must be included, as well as the reasons for their inclusion. V.
