1. GENERAL
1.1. ATIS

1.2. LOW VISIBILITY PROCEDURES


1.2.1. GENERAL
Low visibility procedures will be instituted whenever the official meteorological
visibility condition is 1500m or less, or whenever the cloud base is 1000’ or less,
or whenever conditions are such that all of the maneuvering area not visible from
Control Tower.
The procedure will ensure protection of the ILS LOC and GP signals to ILS CAT III
limits, provide an effective surface movement guidance and control system, and
ensure a safe ground environment for ACFT and vehicles.
Low visibility procedure will not normally be introduced for ACFT carrying out
practice CAT II or CAT III approaches although a request may be made to ATC for
ILS signal protection.

1.3. SURFACE MOVEMENT GUIDANCE AND CONTROL SYSTEM


Departing ACFT are advised to switch on their transponder before requesting
startup clearance from ATC. If an allocated code has not been assigned under
Departure Clearance (DCL) procedures, conspicuity code A2000 should be
selected.
Landing ACFT have to maintain their transponder switched on after landing until
parked on stand.

1.4. TAXI PROCEDURES


TWY D2C: Taxiing to/from stands with Follow-me car.
ACFT are restricted to push back from nose-in parking stands. Exemptions will be
granted to certain ACFT by the AD operator.
On TWY D between parking stand A18 and TWY E1, pilots of code F ACFT need to
exercise caution due to obstacle on the shoulder of TWY D. Obstacle is marked
and lit.

1.5. PARKING INFORMATION


Stands A1 thru A6, A9 thru A18, E11, E13 thru E24, E32 thru E37, W6 and W7
equipped with visual docking guidance system.
Parking on all MARS stands at Eastern apron 1, 2, 3, Main apron, VVIP apron,
stands C1 thru C9, CE1 thru CE4, G1, G2, G2P, G3, G4, E1 to E10, E12,
E25thruE31 only with Follow-me car.

1.6. INDEPENDENT PARALLEL RWY OPERATIONS (IPO)


Due to the proximity of OTHH RWYs, pilots should be aware that Independent Par-
allel Approaches take place at OTHH and that instructions, such as a break-out
maneuver or missed approaches instructions may be given to ACFT arriving at
either OTBD or OTHH that may be considered entering a Non-Transgression Zone
(NTZ) which is established between the RWYs at both APTs.
When Independent Parallel Approaches (IPA) are in operation at OTHH, a 2NM
diagonal stagger distance shall be provided between inbound ACFT to the OTHH
RWY 16R/34L and the OTBD RWY.
The SIDs at OTBD are independent of those at OTHH and therefore pilots must be
aware of simultaneous departures from both APTs.
When IPA are in operations, the following altitude or last assigned altitude have
to be maintained after ILS clearance is granted until established on the GP. Pilots
can expect to intercept the GP from 4500’ for OTBD RWY 15/33.
No early descend below GP to the final approach altitude is permitted unless
instructed by ATC.

1. GENERAL

Birds in vicinity of APT.
180^ turns on RWY are to be made on turning loops, except for ACFT smaller than
A320.

2. ARRIVAL
2.1. SPEED RESTRICTIONS
All ACFT entering Doha TMA are required to adjust IAS as per the following
speeds unless otherwise instructed by ATC:
- 210-230 KT during the initial approach phase;
- 180 KT on base leg/closed heading to final approach;
- 180 KT when established on final approach to 10NM final and then reduction to
160 KT to 4NM final;
- A380 will maintain 180 KT when established on final approach to 10NM final
and then reduction to 160 KT to 5NM final.
Speeds are applied for ATC separation purposes.
All speed restrictions are to be flown as accurately as possible. ACFT unable to
conform to these speeds must inform ATC in advance and state what speeds can
be used. Pilots should also advise ATC if circumstances necessitate a change of
speed for ACFT per reasons.
In the interests of accurate spacing, pilots are requested to comply with speed
adjustments as promptly as feasible within their own operational constraints.
In the event when traffic sequencing does not require speed limitation, ATC will
advise "NO ATC SPEED RESTRICTION".

2.2. ARRIVAL ACFT CONTACT PROCEDURE


In the absence of instructions by DOHA Approach to transfer frequency, landing
ACFT are advised to contact DOHA Tower at 5NM final.

2.3. CAT II/III OPERATIONS


RWY 33 approved for CAT II/III operations, special aircrew and ACFT certifica-
tion required.

2.4. RWY OPERATIONS


To ensure MAX RWY utilisation, arriving flights shall, on completion of landing
roll, expect to vacate expeditiously at first available TWY exit, or as instructed
by ATC.
ACFT should not be slowed significantly below normal taxi speed or stopped on
exit TWY unless approved by ATC.

3. DEPARTURE
3.1. APT COLLABORATIVE DECISION MAKING (A-CDM)
3.1.1. GENERAL
A-CDM
Concept of operations has been implemented at OTBD, to optimize APT operations
by having an efficient turnaround process, departure and arrival sequencing plan-
ning and overall improving the predictability of events.
A-CDM involves the sharing of accurate and timely information between APT
operator, ACFT operators, ground handlers and ATC through different supporting
systems and implementing a set of operational procedures.
Target Off-Block Time (TOBT)
The time an ACFT Operator (AO) or Ground Handling Agent (GHA) or APT autho-
rity estimates that an ACFT will be ready, all doors closed, push-back vehicle
connected to the ACFT and ready to start-up/push-back immediately upon recep-
tion of approval from ATC.
Target Start-Up Approval Time (TSAT)
The time provided by ATC that an ACFT can expect start-up/push-back approval,
based on RWY sequencing, push-back and taxi constrains and ATFM measures Cal-
culated Take-Off Time (CTOT), if applicable.
3.1.2. A-CDM PRE-DEPARTURE PROCEDURE
A-CDM procedures apply to all flights departing from OTBD, except HEAD, Mili-
tary, SAR, MEDEVAC, HOSP, and other special flights, whereby ATC shall have
full discretion in the conduct of such operations.
A-CDM will generate and calculate an automated system - TOBT taking into
account the Estimated/Actual In-Block Time (EIBT/AIBT), minimum turnaround
time and Scheduled Time of Departure (SOBT).
The ground handler (Qatar Aviation Services - QAS) will confirm the system
generatedTOBT at 45 minutes and later as required update the prior calculated
TOBT. TOBT can be updated to an earlier time if needed. TOBT is subsequently
updated to an accuracy of {5 minutes if changes are expected.
- TOBT is available through:
- A-CDM platform;
- Turnaround coordinator.
- TSAT information is available through:
- A-CDM platform at 30 minutes before TOBT;
- Turnaround coordinator.
Note: Flight deck crew shall not contact ATC for start-up request earlier than
TSAT - 2 minutes.
3.1.3. OTBD A-CDM START-UP PROCEDURE
Flight deck crew shall report "ready" to ATC at TOBT until max TOBT +5.
Flight deck crew shall monitor ATC frequency to receive start-up and push-back
approval or taxi instruction for PIPO stands.
ATC amongst other entities can inform flight deck crew about CTOT (if
applicable).

3. DEPARTURE
3.2. SPEED RESTRICTIONS
All departing ACFTs are required to maintain 250 KT until passing 10000' unless
otherwise instructed by ATC or required by SID.
All traffic departing via B457 and M444 are required to cross TULUB at or above
FL180 and to not exceed 300 KT.
All traffic departing via L934 are required to cross LUBET at or above FL180 and
to not exceed 300 KT.

3.3. DEPARTURE ACFT CONTACT PROCEDURE


Flight crew should inform clearance delivery (if requesting clearance via fre-
quency) or Ground Control on first contact if the ACFT livery differs from the call
sign.

3.4. RWY OPERATIONS


To ensure MAX RWY utilisation, departing flights shall commence maneuver with-
out delay, when clearance to enter RWY and take-off is given.
If pre-take-off checks have not been completed, ATC must be advised and dela y
taken up at holding point.
