1- U.P. State construction and Infrastructure Development Corporation Ltd., Lekhraj Market-1st,
IInd floor Indira Nagar Lucknow (U.P.) invites in 2 bids system sealed tenders on percentage rate bids
from eligible and registered contractors of U P State construction and Infrastructure Development
Corporation Ltd./ registered in “B“ and above class. Bidders are advised to note the minimum criteria.

2- The contractors who fulfill the following requirements shall be eligible to apply.
i) Should have successfully completed similar works during the last Seven years ending 31st March
2019, as a prime contractor satisfying either of the following.
a) Three similar completed works each costing not less than 40% of Tendered cost.
Or
b) Two similar completed works each costing not less than 60% of Tendered cost.
Or
c) One similar completed work costing not less than 80% of Tendered cost.
Note :- One Completed work of any nature (either part of (i) or a separate one) costing not less than
the amount equal to mentioned above of the estimated cost put to tender with some Central
Government Department / State Government Department / Central Autonomous Body / Central
Public Sector undertaking.
i) Should have an average annual financial turnover of 50% of estimated cost on construction work of
similar nature during last three years, ending 31st March 2019 (copy of certificate from C.A. to be
submitted).
ii) Should not have incurred any loss in more than two years during the last five years. Solvency
certificate form Banker or District Magistrate to be submitted.
iii) Information regarding projects in hand, current litigation, orders regarding exclusion, expulsion or
black listing, if any should be indicated.
IV) Pan no and GSTIN Required.
v) Income Tax deduction as per applicable.
Vi) Security shall be deducted.
Vii) G.S.T shall be paid as applicable.
Vi) Payment shall be made as per Availability of Fund from Client.

 3- The bids shall remain valid for acceptance for a period of 90 (Ninty) days from the last date of
submission of bids.
4- Bidders shall submit two separate covers marked “technical bid” and fee in PDF format and
“financial bid” in cover “b” in Excel format.
5- Financial bids shall be opened of those bidder whose bids are technically qualified tender cost and
E.M.D. properly uploaded and found eligible.
6- A set of Bidding documents may be downloaded from the e-tender portal of NIC as mentioned in
column-7 between dated mentioned in tender input form section ‘F’ (critical dates).
7- A pre bid meeting shall be held in the office of the Executive Engineer On dated …………… at
……. AM.
8- Bid must be uploaded on e-tender portal of NIC on before dated mention in section ‘F’ and the
technical bids will be opened on 08.05.2019 at 12:00 pm, in the office of Executive Engineer , and
the name of qualified bidders Shall be uploaded to portal, the financial bids shall be opened on
dated mention in section ‘F’ and name of successful bidder shall be uploaded and displayed.
9- Bids must be accompanied with earnest money of the amount specified for the work. The Earnest
Money may be deposited in the form of Demand Draft of a Nationalized Bank/Scheduled bank
(HDFC/ICICI/AXIS BANK) only payable at Lucknow in favor of U.P.State Construction and
Infrastructure Development Corporation Limited. The intending bidders has to fill all the details such
as Bankers name, Demand Draft No. and Amount and Date of issue.

10- The successful bidder will have to submit 5% performance guarantee of the tendered cost in the
form of bank guarantee/FDR of nationalized Bank/Scheduled bank (HDFC/ICICI/AXIS BANK only)
or Demand Draft. If the rates quoted by the bidder is below the BOQ, additional security will have
to be deposited with reference to G.O. No.622/23/12-2012-2 Audit/08 T.C.-2 Dt. 08-06-2012 of
UPPWD- Anubhag 12 as per following.
i) 0.50% per 1.00% below up to 10% below of BOQ.
ii) 1.00% per 1.00% below, above 10% below of BOQ.
11- No Engineer of gazetted rank or other Gazetted officer employed in Engineering or Administrative
duties in an Engineering Department of the state/ Central Government is allowed to work as a
contractor for a period of two years after his retirement from government service, without
Government permission. This contract is liable to be cancelled if either the contractor or any of his
employees is found any time to be such a person who had not obtained the permission of the

 Government as aforesaid before submission of the tender or engagement in the contractor’s
service.
12- Any bidder who is having criminal record is not allowed to participate in the bidding process.
13- Any bidder who is registered with the state Bar council is not allowed to participate in the bidding
process.
14- General condition of contract & special condition of contract can be seen at office of Executive
Engineer at Lucknow.
15- The officer inviting tender shall have the right of rejecting all or any of the tenders and will not be
bound to accept the lowest or any other bids.
