YUBA ODISHA –
NABIN ODISHA

Next ten years will be the “Decade of the Youth” towards creation of Nabin Odisha. The
Future belongs to the aspirational and hardworking youth of Odisha. Shri Naveen Patnaik
believes that Odisha’s future growth depends on the youth and will be powered by the youth.
„ We will be the first state to have a dedicated youth budget - Nabin Odisha Youth Budget
with Rs 1 Lakh crores for next 10 years. This will be tabled in the Legislative Assembly
every year, like the Climet Budget and Gender Budget.
„ Rs 1000 crores of the Nabin Odisha Youth Budget will be set aside every year to be
implemented based on suggestions taken from the youth of the state. A mechanism
will be put in place where the suggestions will be invited from the youth and actual
expenditure will be based on those suggestions.
„ All Colleges will be taken up under the 5T Mandate.
„ Institutions of repute across the India and the World shall be encouraged to set up
campus in Odisha.
„ The Nua-O Scholarships will be increased to Rs12,000 per annum for Boys and
Rs14,000 per annum for Girls.
„ We will provide Nua-O Magic Card to all UG and PG students, and Diploma courses
and polytechnics etc. All the students who are studying in institutions after qualifying
through government entrance procedures will be eligible for this. This revolutionary
innovative initiative will inspire the students towards performance and support them
with access to mobile internet, Wi-Fi, library, books, transportation, sports, career
counselling, online courses, self-defence, English Speaking courses, Internships,
placements etc. There will be four types of Nua-O Cards – Magic, Silver, Gold and
Platinum Card. The Cards for the Students will be upgraded based on performance.

big and achieve by providing educational loans
with interest subvention.
„ “Skilled in Odisha” will emerge as a major
recognised brand with ample job opportunities
across India and the World. We will set up Odisha
Skill and Entrepreneurship University with
degree courses in New Age Technology tailored
to meet industry demand. This will benefit our
youth and encourage excellence in skill education,
leading to Jobs.
„ We will ensure Odisha’s rapid industrialisation and
investment in New Age sector which will create
large number of jobs for the aspiring youth.
„ We will provide interest-free loans of Rs 2 lakhs
for the self-employed youth under SWAYAM
Scheme.
„ We will provide 2 lakh jobs in the government
sector for the youth.

FREE ELECTRICITY
FOR FARMERS
AND DOMESTIC
HOUSEHOLDS

„ We will provide Free electricity to all the domestic households consuming less than
100 units per month. For the households consuming between 100-150 units, 50 units
will be free. Almost the entire rural population will benefit from these initiatives.
This will also benefit the urban households. This scheme will cover 85%-90% fo the
households in Odisha.
„ Free electricity will be provided for the farmers. This will bring relief to large number of
farmers who are dependent on agricultural pumps, especially in Western Odisha.
„ We will promote energy conservation and provide incentives towards renewable
energy initiatives.

SASHAKTA MAHILA
RA ODISHA –
NABIN ODISHA

„ Women’s Empowerment is not a slogan for BJD, it is a code of governance. Mission


Shakti is our pride. We will further strengthen Mission Shakti and become the Number
One State in financial assistance to SHGs. This will be further fuelled with Zero Interest
Loans up to Rs 15 Lakhs.
„ There will be Pension for the Mission Shakti members both rural and urban.
„ The SHGs will be supported with Government business of Rs 20,000 crores over 10
years.
„ We will increase the number of EC members in Federations as per requirement. Urban
SHGs of the state will also be structured on the rural pattern and will be provided
financial support like the GPLFs in rural areas.
„ We will increase allocation for our daughters, sisters and mothers - Gender Budget - to
more than Rs 2 lakh Crores by 2036, which will benefit 50 percent of population in the
state.
„ We will set up a Rs 100 crore corpus fund to provide Soft Loans up to Rs 10 lakhs for
individual women entrepreneurs.
„ We will make provisions for child care support in the workplace and continue to set up
500 affordable crèches and working women’s hostels near industrial / commercial hubs
to address women dropping out from the workforce.
„ We will also enhance the employability of our girls by introducing specialised education
programs focused on AI and digital technology including coding classes etc in all high
schools in the state with particular emphasis to make the girls of the state present and
future ready.
„ BSKY coverage of Rs 10 lakh will be continued for women, and the health packages for
women will be broadened. They will include screening for reproductive cancers, such as
breast and cervical cancers among women over 40 years.
„ All grassroot women workers like community support staff of Mission Shakti, AWWs
and ASHAs will get BSKY coverage and social security pensions.

„ We will introduce at least 20 new market oriented courses in ITIs and Polytechnics
focused on emerging technologies and Women.
„ Security of women is of utmost concerned to BJD. A panel of experts will be set up to
suggest the best practises from across the world to enhance the safety of our girls
and women. We will continue to endeavour to make Odisha one of the safest places for
women in India.

KRUSHAK ODISHA –
NABIN ODISHA

„ We are the only state to have doubled farmer incomes in the country. Odisha will
continue to be the number one state in increasing farmers income in the country in the
next 10 years.
„ We will focus on the entire ecosystem of agriculture, including irrigation coverage,
modern technology driven extension services, agricultural marketing, higher crop
productivity etc to empower our farmers.
„ We will strengthen our farmers with continuous support under KALIA Yojana, interest
free loans up to Rs 1.5 lakhs, Free electricity for the irrigation pumps, near universal
crop insurance with increased coverage.
„ There will be further support for commercial horticulture crops, fisheries, dairy,
poultry, and millets to increase farmer incomes, including small and marginal farmers.
„ We have already added 20 lakh acres of assured irrigation coverage in last 5 years.
Another 20 lakh acres under irrigation will be added in the next 10 years.
„ We will expand coverage to fishermen to provide Rs 15,000 per year support during
the fishing ban period. They shall also be covered under the KALIA Yojana.
„ We will allocate Rs 500 crore every year towards modernising the Mandis with storage
facilities for farmers, paddy driers and cleaners.
„ We will provide Rs 25,000 assistance to Farmers for their daughter’s marriage.

TRIBAL
EMPOWERMENT

„ Odisha has a significant tribal population with rich cultural heritage. Empowerment
of tribal communities in the state will be an important objective of our governance
mandate. This will continue to be carried out on the pillars of quality education,
autonomy to communities and livelihood promotion.
„ The Special Development Councils (SDCs) will be further strengthened to preserve
tribal identity, language and culture. We will double the funding to the SDCs to enable
them to take up targeted activities in their areas. Preservation of unique heritage of
tribal communities will be of utmost importance. The Tribal Language Commission will
be further strengthened.
„ We will increase the price of Kendu leaf to Rs 2 per Kerry and will provide bonus of
50% for pluckers and 10% for binders.
„ We will fund Rs 1000 crores over 10 years to provide grant of Rs 1 lakh for 10,000 ST
youth every year towards self-employment. Similarly, entrepreneurship among tribal
youth shall be encouraged with interest subvention on loans up to 10 lakhs.
„ The LABHA scheme for marketing of minor forest produce will be increased in
coverage and numbers.
„ All Government job vacancies under ST category will be filled up.

SHRAMIKA ODISHA -
NABIN ODISHA
„ BJD is committed to workers welfare. We have recently made the historic decision to
increase the minimum wages by Rs 100.
„ The construction workers welfare fund will be doubled with special emphasis on
women workers.
„ Handloom weavers and traditional artisans will be given special focus for their welfare
and support measures.
„ Drivers will be provided additional accident insurance, scholarship for their children
education etc for enhancing their welfare.
„ Registration of workers in Unorganised sector shall be continued in phases so as to have
targeted benefits.

MIDDLE CLASS
„ The middle class is the backbone of society. Four major areas of interventions for the
middle class will be housing, health, education and transport.
„ We will extend BSKY coverage to the middle class families.
„ We will provide interest subvention on housing loans up to Rs20 lakhs
„ We will provide Scholarships and loans (up to Rs10 Lakhs) for higher education along
with improving ecosystem in public institutions to make children competitive and future
ready.
„ There shall be affordable transport with expansion of LAccMI and Mo Bus within the
state.
„ Middleclass households with monthly billing of 100 units will receive free electricity.
The Households with monthly billing of 100-150 units will get 50 units of Free
electricity.

SCHEDULED
CASTE
„ The people belonging to schedule caste constitutes significant proportion of states’
population and contribute substantially to State’s growth. Hence, we will continue to
bring several initiatives for the benefit of SC, especially SC youth.
„ We will provide scholarship for SC students for pursuing higher studies.
„ We will fund Rs 1000 crores over 10 years to provide grant of Rs 1 lakh for 10,000 SC
youth every year towards self-employment. Similarly, entrepreneurship among SC
youth shall be encouraged with interest subvention on loans up to 10 lakhs. We will
ensure priority loan under SWAYAM Scheme for starting their own business.
„ All Government job vacancies reserved for Scheduled Castes will be filled up.

OTHER BACKWARD
CASTES (OBC)

„ The people belonging to OBC communities constitutes large proportion of states’


population. We will bring several initiatives for OBC communities, especially youth.
„ We will provide priority scholarship for OBC students under ‘Mukhyamantri Medhabi
Chhatra Protsahana’ Yojana for pursuing higher studies.
„ We will provide special coaching facilities and hostels for OBC students
„ We will be filling up all government vacancies reserved for OBCs in time bound manner
„ We will provide priority loans under SWAYAM Yojana for youth from OBC community.
„ We will fund Rs 1000 crores over 10 years to provide a grant of Rs 1 lakh for 10,000
OBC youth every year towards self-employment. Similarly, entrepreneurship among
OBC youth shall be encouraged with interest subvention on loans up to 10 lakhs.
„ Continue our demand with Union Govt to take up SEBC-OBC Census along with General
Census for providing justice in reservation to the OBC population taking all legal and
legislative action. BJD will also place the state survey data in every forum.

MINORITIES

„ BJD has always worked for an inclusive society where minorities feel empowered and
safe. This will continue as an important priority.
„ Minority educational institutions and important places of worship shall be taken up
for development under 5T in a dedicated time bound manner.
„ Self-employment among the Minority will be supported through the SWAYAM Yojana.

SENIOR
CITIZENS

„ We will provide enhanced, affordable access to healthcare through BSKY for all the
Senior Citizens and include universal screening of Cancer, mental health, disabilities and
other problems associated with elderly.
„ Our government will partner with the private sector to set up active aging centres
across the state and to create a cadre of home nurses for improved care of elderly
population.
„ We will ensure all eligible senior citizens are covered under Madhu Babu Pension
Yojana.
„ We will continue and further expand Baristha Nagarika Tirtha Yatra Yojana, especially
for the pilgrimage to Shree Jagannatha Mandir in Puri.

PERSONS WITH
DISABILITIES

„ We will establish a centre for excellence for disability, inclusive skills and
entrepreneurship for specialised training, mentorship and support to enhance
employability and entrepreneurship.
„ Set up an impact fund of Rs 100 Cr. to invest in assistive technology and promote
innovations.
„ Fill in backlog vacancies for PwDs and government jobs.
„ Establish a scheme by 2026 for digital literacy and smartphone access for girls and
women with disabilities.
„ Increase allocation of the total state budget for disability initiatives, to be the highest
in the country.

ECONOMIC GROWTH -
THE ODISHA WAY

„ Over last 5 years, Odisha’s economy has grown at higher pace compared to the National
growth rate. We will ensure Odisha continues to grow and become one of the Top Three
States in the country in next 10 years. We will continue this trajectory with focus on
demand and supply interventions, including investments, job creation, skill development,
infrastructure, connectivity, efficient agriculture and growth in service sector. We will
focus on New Age Tech industries like semiconductors, EVs, AI-based etc.

„ We are the second ranked state in the country in investment and we shall continue this
trend.
„ Tourism is a huge potential sector of job-oriented growth. We will take 100 places
across the state for high-end and eco-friendly tourism, leading to jobs for local people.
„ Odisha shall become the IT hub of India with huge investment in this sector. We will
build an IT ecosystem with industry, technical and management institutions and skilling
base.
„ Develop a semiconductor and electronics ecosystem to become a leading state in the
country.
„ Local MSME will be assisted through various mechanisms to upgrade quality
standardisation and competitive edge in the global markets. A MSME corpus fund of Rs
500 Cr will be created for the support and development of MSM Enterprises in Odisha.
„ Develop Biju Economic Corridors in Western Odisha and Southern Odisha along the
Biju Expressways with well-planned Industrial Parks.
„ Special focus shall be given on Sambalpur and Puri regions for the development of new
age economy industries.
„ Ensure sustainable development of the metal and mineral-based industries and
downstream industries in the state so that Odisha emerges as a major hub for Metal
and Mineral based Industries.

QUALITY
EDUCATION

„ Nearly 60 lakh children study in government schools in Odisha All 8,681 high
schools across the state have been transformed under 5T with smart classrooms,
modern playgrounds, laboratories, washrooms and quality pedagogic inputs. This 5T
Transformation initiative will be extended to other schools in phased manner.
„ Odisha Adarsha Vidyalayas (OAV) will be set up in every block along with student
strength increase. All OAVs will become Centres of Excellence. They will set standards
of education in the country.
„ The reservation of government school students in professional institutions will
continue.

„ We will ensure and promote Digital literacy and STEM education in schools, especially
among the girl students. Coding, programming, and computer education will be taught in
every High School
„ The scope of ‘Mo School’ will be widened to guarantee innovation in the school
ecosystem, foster global collaborations, and empower Student aspirations.
„ 100 schools related to the great personalities of Odisha will be taken up under the
Heritage School Project for preservation and maintenance.

HEALTH
FOR ALL
„ We will have one of the most accessible, responsive, hassle free and efficient health
systems anywhere in the country based on Biju Swasthya Kalyan Yojana (BSKY) and
smart efficient health care infrastructure and medical professionals. This was visible
during the COVID pandemic when Odisha had one of the lowest mortality rates in the
country with most efficient response mechanisms.
„ BSKY will be made a near Universal Coverage, including the urban middle class and
government servants, community staff, contractual staff etc. in a phased manner. Today,
nearly 3.3 crore people have benefitted from BSKY with expenditure of Rs 5,482 Cr.
„ Odisha’s immunisation is already higher than the national average. We will ensure full
immunisation of our children.
„ Odisha has one of the highest reduction in malnutrition in the country. We will ensure
this trajectory continues.
„ The number of medical colleges and paramedical institutions will be increased to
attain complete self-sufficiency in medical health professionals including doctors and
nurses. Odisha will be doctor surplus soon.
„ We will upgrade the health care infrastructure - PHCs, CHCs and District Hospitals
across the state under the Ama Hospital scheme.
„ We will operationalise the SCB Medical College with best in infrastructure as an AIIMS
Plus campus. VIMSAR Burla and MKCG Berhampur will be upgraded with around Rs
1000 crores projects.
„ We will operationalise the New Medical colleges at Phulbani, Jajpur and Talcher and
continue to strengthen other existing medical colleges.

INFRASTRUCTURE
AND CONNECTIVITY

„ Physical infrastructure connectivity is a key determinant of economic growth and


bridging regional disparities. Hence, we will continue our good work in improving
connectivity for our people.

„ We will build an Expressway between Bhubaneswar and Puri Airport with nodes for
townships and industrial estates to make it as an important economic corridor in the
country.

„ Biju Expressway (South) connecting Gopalpur with Jeypore will be completed at a cost
of over Rs 5,000 crores.

„ The LAccMI bus scheme will be expanded to connect all major villages to the nearest
big towns and then to district headquarters. Shree Jagannath Express Bus will be
increased in frequency and reach.

„ There will be travel subsidy for women and students.

„ Major roads will be strengthened and widened and all major bridges shall be completed.

„ Coastal expressway will be developed.

„ We will operationalise the Shree Jagannath International Airport in Puri and ensure
international air connectivity for the pilgrims from around the world to land directly in
the temple city.

„ Building on the success of international flights to Dubai, Bangkok and Singapore, we


will explore a greater number of flights to international centres and also increase flight
connectivity within the state.

SPORTS
DEVELOPMENT

„ Sports is for Youth. We will ensure that Odisha continues to be a major sports
destination of the country and our model of Sports development with focus on youth
will continue.
„ We will have the best of sports facilities and professional coaching programs across the
state. We shall continue our integrated approach to Sports with the entire ecosystem
support under 5T - from scouting talent to expert coaching to Sports science support
and building of sports infrastructure.
„ We will build International Cricket Stadiums in Barabati, Football Stadium in
Sambalpur, Integrated Sports Complex in Berhampur and sports complexes and
academies and fitness centres across the State.

COMPREHENSIVE
RURAL FACILITIES
AND SERVICES
„ We will provide comprehensive facilities and services to our rural families including
Food security through Ration Cards, clean drinking water Piped water supply, quality
health care through AMA Hospitals and Universal coverage under BSKY scheme, quality
education through the 5T High Schools and colleges, Free electricity for eligible rural
households, Free electricity for the Farmers, Financial inclusion through AMA Banks,
Mobile and broadband connectivity etc.
„ We will provide 10 Lakhs houses under the Rural Housing to cover the eligible families.
„ We will ensure good rural roads and bridges for all villages to provide connectivity
to even remote areas and expansion of the LACCMI bus services to GPs and Blocks/
District HQs.

INCLUSIVE
URBANIZATION

„ We will develop major urban clusters to boost growth, productivity, and innovation.
These urban clusters will generate demand and become centres of economic growth.
We will double the urban population in the next 10 years.
„ The four major urban clusters to be taken up in next 5 years to help boost growth shall
be - Bhubaneswar-Cuttack-Khordha-Puri cluster, Sambalpur-Jharsuguda-Rourkela
cluster, Baripada-Baleswar-Bhadrak cluster and Berhampur-Chatrapur-Gopalpur
cluster. These clusters will be developed in a planned manner and all modern amenities
will be provided such as housing, water and sanitation, electricity, green spaces,
playgrounds, public transport, recreation centres, sports complexes, and educational
institutions.
„ We will also develop major towns like Bolangir, Koraput-Jeypore, Bargarh, Rayagada,
Bhawanipatna, Paradip, Dhenkanal, Joda-Barbil, Kendujhar, Angul, Malkangiri,
Nawarangpur, Parlakhemundi, Phulbani, Boudh, Sonepur, Deogarh, Kendrapada and
Nayagarh in a planned manner and provide with top class modern facilities.
„ The planned Bhubaneswar-Cuttack Metro shall be completed as per the timeline and
then will be expanded to connect Khordha and Puri.
„ We will build an international city in Puri with international airport, spiritual and
wellness centres, eco-friendly industrial hubs with world class facilities for citizens and
devotees.
„ In the slums in all the urban areas, we will provide free electricity up to 100 units to
households and for households consuming 100-150 units, 50 units will be free.
„ We will expand the Jaga Mission.

BHASA HI BHAVISYATA -
LANGUAGE AND
CULTURE

„ The First World ODIA language conference was recently hosted in Bhubaneswar
with the theme- Bhasa Hi Bhavisyata. We are committed to implement all the
recommendations of this conference, compiled by experts, students, linguists etc.
within three years. Such a conference shall happen at the international level once every
five years . At the state level, the Odia language conference shall be held every year
involving students and the youth of the state , apart from experts and linguists.

„ Odia, after being declared as a classical language, has not received any grant from the
centre in the last 10 years, we will set aside a sum of Rs. 100 Cr for the promotion of
Odia language and to take it forward into the digital age.

„ Our artists are the bearers of our proud heritage, and their empowerment is of utmost
priority. To preserve our rich performing arts, Kalakaar federations shall be developed
on the lines of Mission Shakti federations. Kalakaar pensions shall be increased in
coverage.

„ We will connect with the Odia diaspora and build strong networks through the Odisha
Parivar.

„ We will start Kalinga Shree and Kalinga Bhushan awards on the lines of Padma Shree
and Padma Bhushan to encourage and recognise achievement in various fields.

„ We will set aside a sum of Rs 1,000 Cr. for heritage conservation including places of
worship, places associated with our great heroes, and places of historical and cultural
importance etc. with an objective of ensuring our youth being proud of our culture and
language and connected to our glorious heritage.

„ Odia Culture is undeniably linked to Jagannath culture. All Jagannath temples in the
state shall continue to be taken up for preservation and provision of pilgrim amenities.
All other major temples of the state shall also be taken up. Similarly, places of faith
of our tribal population shall be taken up for protection and preservation through
respective SDCs. The faith of all communities residing in the state shall be respected
and protected.

„ Odia University at Satyabadi shall be made the number one language university in the
country by 2034, and an international Journal of Odia Studies will be published every
year.
„ Our handloom and textiles are part of the cultural tapestry of the state. Free accident
and life insurance up to Rs 3 lakh will be provided to weavers and artisans. All eligible
weavers and artisans will be covered under the monthly Pension Scheme.
„ A world class State Institute of Fashion Technology (SIFT) will be set up to help our
weavers and artisans to get inputs on design and innovations. We will showcase our rich
heritage in textiles and connect with global markets.
„ All Padma awardees from Odisha shall get a pension of 25,000 per month for their
contribution in their respective fields.
„ Culture centres shall be revamped in every district to become the nucleus of Odia
culture promotion, and preservation.
„ Bhagabata Tungi will be promoted in every GP across the state.
„ Utkal University of Culture will be developed as one of the premier Culture Universities.
„ We will set up a centre of excellence in Sambalpur University to study and research on
Western Odisha language literature and cultural heritage. A corpus of Rs. 25 crores will
be set aside for this purpose.

FOOD
SECURITY

„ Odisha is the third largest contributor to the national food security basket. We will
continue to provide universal food security to our population while taking care of the
national food security basket.

„ We will provide Ration Cards to all the eligible families under the State Food Security
Scheme (SFSS) to ensure food security.

REGIONAL
DISPARITY

„ BJD has always taken steps to reduce regional disparity and work for all regions
and people. Towards this end infrastructure projects like Biju Expressway and air

„ “Skilled in Odisha” has become a global brand name in Job Market. Odisha’s youth skilled
through various programme of the state are in high demand in the country and outside.
„ World Skill Centre was established in Bhubaneswar in collaboration with ITEES, Singapore
with state-of-the-art infrastructure to provide advanced skill training to youths. 78%
students from first batch got placements in national and international companies.
„ A Robust network of 60 Govt. ITIs, 34 Govt. Polytechnics, 82 Skill Development Centres
has been established and more than 6.5 lakh youths have received skill training.
„ Centre of Excellence have been established in all Government Engineering Colleges.
„ NUA (Nutana Unnata Abhilasha) Odisha Scheme has been launched, under which 1 Lakh
Youth will be trained on emerging technologies like Cloud Computing, AI, AR-VR, ML, Data

for furthering the “Mission Shakti’ movement in the state, benefiting 70 lakh mission
Shakti SHGs.
„ Interest Free Loans up to 5 lakhs were given to Mission Shakti SHGs. More than Rs
40,000 Cr. worth of loans have been disbursed to SHG members between 2019-20 and
2023-24. The loan amount was increased to Rs 10 lakhs recently.
„ To promote entrepreneurship among women and to provide market for their product,
Mission Shakti Bazaar has been inaugurated in Bhubaneswar. There has been plan to
establish 5000 such Bazaars and retail outlets across the state in coming 5 years.

„ Women from SHGs have been empowered to take up various works in Government
departments such as metering, billing & collection activities in the DISCOMs, Paddy
procurement, water distribution and consumer management as Jala Sathis, Managing
Mission Shakti Cafes etc.
„ Biju Kanya Ratna (Ama Kanya Ama Ratna) scheme has been implemented to create an
enabling environment for the survival and development of the girl child and secure her
dignity.
„ An additional 10 days of annual casual leaves for women working in various departments
of the State government was announced. The announcement is yet another testament to
the commitment of State govt towards empowerment of women in the state.
„ Honorarium for ASHA, Anganwadi Workers, Mission Shakti Community Cadre such as
MBK, Bank Mitra, Krushi Mitra and Prani Mitra have been increased recently.
„ The meeting fees for Mission Shakti Gram Panchayat and Block level Federation workers
was hiked by Rs 500. More than 1.26 lakh SHG members benefited from this hike.
„ To facilitate integrated approach towards crime against women and children, Mahila & Sishu
Desks have been set up in 537 Police Stations of the State of Odisha. Further, dedicated
women helpline has been introduced by Odisha Police.
„ To alleviate the issue of maternal and infant undernutrition, Rs 5,000 was provided to the
pregnant and lactating women under MAMATA scheme. This amount has been doubled to
Rs 10,000.
„ With sustained effort on women empowerment, more than 55 per cent women got
elected during latest rural and civic elections, while 21 of 30 Zilla Parishad Presidents
are women which are the results of Odisha’s continued effort to empower women in
every sphere of society.

Farmers
„ Odisha is one of the pioneering states to present a separate Agri-Budget for better focus
on issues of farmer empowerment. Under the Agri-Budget, more than Rs 1 lakh Cr. of
budgetary support was provided to farmers between 2019-20 and 2023-24.
„ More than Rs 11,500 Cr. of financial assistance were provided to more than 64 lakh farmers
in the state in last 5 years under KALIA Yojana.
„ KALIA Scholarship was introduced for children of small and marginal farmers and landless
labourers to pursue higher studies in universities in Odisha and outside.
„ More than Rs 1.45 lakh Cr. worth of crop loans have been disbursed to farmers between
last 4 years. Further, Odisha Government introduced a scheme for providing interest free
loan up to Rs 1 Lakh and charge 2% interest for Rs 1-3 Lakhs loans.
„ The state also decided to bear the premium of the insurance for 3 years, thereby becoming
the first state in the country to provide free crop insurance to farmers.
„ Irrigation potential of around 20 lakh acres was created in the last five years. Various Iconic

„ Millet Mission: Since 2017, the State has incentivised revival of an ecosystem for millet
cultivation through Millet Mission. Odisha became the first state to declare direct incentive
for millet cultivation through DBT. The Union government and the NITI Aayog have
recognized Odisha Millets Mission as one of the best models.
„ Odisha has become the third-largest contributor to the nation’s Public Distribution
System (PDS). In the first ever ‘State Ranking Index’ under the National Food Security
Act (NFSA), Odisha has topped the list of general category states.

Tribals
„ 14 new Special Development Councils (SDCs) were created for the preservation and
propagation of tribal culture and the unique identity of all tribal groups in different districts
of the state. Around 80 lakh tribals in 177 blocks of the 23 districts will be the beneficiaries
of the SDCs.

„ Labha Scheme: LABHA (‘Laghu Bana Jatiya Drabya Kraya’) Yojana was launched with 100%
State funding to ensure minimum support price (MSP) for minor forest produce (MFP).
„ A comprehensive welfare package for Kendu leaf pluckers and workers was introduced
benefits 9 lakhs tribals. This package included bonuses and incentives, Price hike, raising
of age limit for Kendu leaf pluckers to be included in social security schemes from 60 to 62
years, Rs 25000 assistance per daughter for the marriage of two daughters of a Kendu leaf
plucker etc.
„ Under ANWESHA Scheme, free quality English medium education is provided to
disadvantaged ST & SC students from Class I to X. It has been envisaged to admit 5,000 ST &
SC students annually under this scheme. Hostels have been constructed for post-matric ST
and SC students in urban areas under Akankshya Scheme.
„ It has been decided to withdraw 48,018 cases filed against tribals related to police, excise
and forest after a thorough study of the cases.
„ The State Government has approved the establishment of the Commission for Preservation
and Promotion of Tribal Languages of Scheduled Tribes of Odisha for protection and
promotion of 21 tribal languages in Odisha.
„ The Government has worked on a revised multilingual education (MLE) policy to bring in
wholesome changes in the mother tongue-based instruction in the state. The policy will push
research and post-graduation (PG) studies on different tribal languages. It also proposes
that one chapter in the textbook curriculum on different tribal languages shall be included to
inform the students and future generations. Besides, tribal language should be included as a
language subject in school and college curriculum.
„ The Central Government has been continuously persuaded to include ‘Mundari’, ‘Kui’,
‘Saura’ and ‘Ho’ languages ​​in Article VIII of the Constitution and Inclusion of 169
communities in the ST list of Odisha.
„ Foundation stone was laid for construction of Adivasi Bhawan in Bhubaneswar. The unique
art, culture and heritage of tribals will be showcased at the ‘Adivasi Bhawan’.
„ Close to 11,000 sacred groves - integral to Odisha’s 62 tribal communities and 13
Particularly Vulnerable Tribal Groups (PVTGs) – have been renovated and safeguarded from
encroachers to protect the tribal heritage and culture.

2018-19 to Rs 1,60,437 in 2023-24, growing at a higher rate than the national average,
thereby narrowing the gap with the National per Capita Income.
„ The debt has been maintained below 20% of GDP during last 5 years, in spite of contraction

„ Since 2005, Investment worth Rs 19 lakh Cr. in industrialization with employment potential
of 7,50,000 has been generated.
„ As per a recent report by RBI, Odisha ranks among the top three states in the country
for bank-assisted investment proposals, accounting for 11.8% of the total project cost
sanctioned in 2022-23. Odisha secured this position with only 12 projects, signifying the
state’s ability to attract large-scale ventures.
„ In a recent report released earlier this year by CMIE-CII, Odisha is placed second just
behind Maharashtra in attracting the highest ongoing investment.
„ Odisha’s exports as share of India’s exports have grown from 2.2% in 2016-17 to 4.1% in
2022-23, again a 1.8X growth in just 6 years.
„ According to a latest report by Niti Aayog, multi-dimensional poverty has been reduced in
Odisha by 48%, between 2013-14 and 2022-23. In terms of numbers, more than one crore
people escaped poverty during this period.

„ The investment in the Metals and mining industry has continued. Odisha, with abundant

„ More than 1.20 lakh Cr. of budgetary support was provided to education between 2019-20
and 2023-24.
„ 8681 High Schools have been transformed under 5T Initiative to Smart Schools. Around
10,80,000 students in these schools have access to smart classrooms, modern science
laboratory, ICT Labs, etc. Rs 4000 Crs have been spent for the transformation.
„ Similarly, transformation of 1950 Higher Secondary Schools & Degree Colleges under 5T to
Smart Colleges – Rs 1000 Crs.
„ Further, different amenities for students have been created in 54,465 schools under
“Mo School Abhiyan” and in 86 Colleges under “Mo College Abhiyan”, through alumni
contribution along with Government Grant.
„ State Government reserved 15% of seats in Medical and Engineering Colleges of the State
for the students who have passed 10th and 12th Examination under the state Board from any
Government Schools/College. This reservation has been applied horizontally covering all
vertical reservations as well as unreserved group.
„ Nua O Scholarship has been provided to all eligible UG & PG Students. 5,38,000 Students
have benefited from the Scholarship with annual total scholarship of Rs 530 Crs.

card system will be introduced. It will provide incentives related to mobile recharge, travel

The registration is Ongoing. More than 2 Lakh students have already registered. The card
will be distributed from 15th August, 2024.
„ Mukhyamantri Shikhya Puraskar has been launched for all participants in the public
education system, for their outstanding efforts in achieving academic brilliance and holistic
development of schools.
„ 315 Odisha Adarsha Vidyalaya have been established in 313 Blocks, where free quality
education is provided to 2,15,000 Students from across the state, especially from semi-
urban and rural areas. These schools are affiliated to CBSE and provides English medium
education.
„ Iconic Odisha Adarsha Vidyalaya has been inaugurated in Bhubaneswar with investment
of Rs 100 Crs. 1000 bright and meritorious students across Odisha will study here after
completing CBSE Class X board and will also be given quality coaching for NEET, JEE,
Defence entrance examinations, etc.
„ Odia University has been developed and inaugurated at Satyabadi, Puri with investment of
Rs 73 Cr. for research and education of Odia Culture and literature
„ Transformation of OUAT, Bhubaneswar is being undertaken at a cost of Rs 152 Crs.
„ Further, Odisha Government has planned to invest Rs 1,500 Cr. and Rs 2,000 Cr. to
transform Odisha University of Technology and Research, Bhubaneswar and Veer
Surendra Sai University of Technology (VSSUT), Burla, respectively

Health
„ During the last five years, more than Rs 50,000 Cr. has been allocated to Health sector
under the Budget.
„ 90% population of the state have been covered Biju Swasthya Kalyan Yojana (BSKY). 25.37
lakhs claims amounting to Rs 5,482 Cr. have been processed since inception. 700 premier
private hospitals across 17 states have been empanelled.
„ Further, BSKY Nabin Card has been launched for Rural people in the state, ensuring near
universal coverage in the rural Odisha.
„ “Ama Hospital” scheme has been introduced with an aim of strengthening public health
infrastructure in the state. Under this scheme, all the 1,858 PHCs, CHCs, SDH and DHH will
be transformed over next 5 years with expenditure of Rs 3,178 Cr. In the first phase, 140
hospitals have been upgraded and inaugurated spending Rs 520 Cr.
„ Transformation of SCB-MCH, Cuttack has been undertaken to provide AIIMS Plus Facility,
with an investment of Rs 4,500 Cr.
„ MKCG MCH at Berhampur, VIMSAR at Burla, Rourkela Government Hospital (RGH) and
Acharya Harihar PG Institute of Cancer (AHPGIC) at Cuttack have been planned to be
upgraded at the cost of Rs 950 Cr., Rs 950 Cr., Rs 660 Cr. and Rs 900 Cr., respectively.

„ To provide better health services to the people of the State, the SAHAYA scheme was
started in 2018 to render life-saving dialysis services to kidney patients free of cost.
Odisha was the first state in the country to provide this service. In the first phase, this
service was started in all district headquarters hospitals. It has been extended to sub-district
hospitals. 16 dialysis centres have been opened and 16 more will be opened at the sub-
district level.
„ Free Drugs worth Rs 600 Cr. have been distributed to patients in Government Hospitals
under NIRAMAYA Scheme.
„ Free diagnostics worth Rs 150 Cr. have been provided in Government Hospitals under
Nidaan Scheme.
„ 2,473 Medical Officers have been inducted into the state medical services in December
2023. 2392 of them are MBBS doctors, and 81 are Dental Surgeons. With this recruitment,
all MBBS Posts have been filled in the state.
„ The monthly stipends of Nursing, Pharmacy and Allied Medical Students were increased
to encourage students to extend better services to the people and thereby, further
strengthening health services in Odisha.

Infrastructure Development
„ Large scale Heritage Development work has been undertaken in Puri to make it a Heritage
City, under ABADHA scheme, with allocation of Rs 4,224 Cr. The iconic Shree Mandira
Parikrama Project has been completed at a cost of Rs 800 Cr. Development of other
projects under the scheme is under-going.

„ Further, Heritage and Pilgrim amenities development Projects have been undertaken across
various major Temples and Heritage places in the State such as Konark Heritage Area
Development Project (Rs 306 Cr), Samaleswari Temple Development Project, Sambalpur
(Rs 292 Cr), Ekamra Kshetra Development Project, Bhubaneswar (Rs 214 Cr), Tara Tarini
Temple Development Project, Ganjam (Rs 160 Crs).
„ Biju Expressway Phase-1 work was completed at cost of around Rs 3,540 Cr. and work for
Phase II has started with a cost of Rs 5,000 Cr. to connect Berhampur and Jeypore.
„ Taladanda Canal in Cuttack has been renovated with roads and public spaces on both banks,
decongesting the city Traffic in Cuttack.
„ International Air Connectivity to Dubai, Singapore & Bangkok have been introduced.
„ New Airports at Rourkela, Utkela, Jeypore, Rangeilunda, Malkangiri have been established
ensuring Regional Connectivity.
„ Dhamra Port and Gopalpur Port have been established and made functional with active
facilitation by state.
„ The work for Bhubaneswar- Cuttack Metro has started. Rs 6,000 Cr. has been funded from
state’s budget.
„ The state has achieved almost universal electrification in the states. Average power supply
hours in Odisha urban area 23.67 hours and in rural areas 21.96 hours; which is more than
the national average (Urban 23.59 hours, Rural 21.26 hours).

Rural Development
„ “Ama Odisha Nabin Odisha” scheme has been launched with an outlay of Rs 4,200 Cr. for
taking up measures to augment rural infrastructure in the state leading to accelerated
futuristic growth as well as to Promote, Preserve and Protect Jagannath culture and
tradition of the State.
„ An ambitious program of providing household tap water connection to each rural
house has been undertaken with a massive investment of Rs 27,000 Cr. The piped water
connection coverage has reached 73.13% as of March 2024.
„ ‘AMA Bank’ service was introduced in the 4,373 unbanked Gram Panchayats in the state
out of total 6798 Gram Panchayats, to provide 15 bank related services. 2,742 Ama Banks
have been made functional.
„ Almost every GPs have been connected through bus services under LACCMI Scheme.
Under this scheme, 1088 Buses have been introduced and 7,500 Jobs have been created.
„ 780 bridges were constructed under BSY between 2019-20 and 2023-24 to provide
connectivity in rural areas.

Urban Development
„ Two best-in-class Bus Terminals - Baba Saheb Ambedkar Bus Terminal, Baramunda,
Bhubaneswar and Cuttack Netaji Bus Terminal, Cuttack have been constructed and
inaugurated, with expenditure of Rs 210 Cr. and Rs 90 Cr., respectively.

„ Further, “Ama Bus stand” scheme has been introduced with a budget of Rs 6,164.80 Cr.
to enhance Public Transport Infrastructure and Facilities in the State over next 4 years.
Transformation of 190 Bus Stands across the state have already started under this scheme
spending Rs 2,250 Cr. 54 Ama Bus Stands have been completed.
„ “Mo Bus” Service providing affordable urban transportation facilities have been introduced
in Cuttack, Sambalpur, Berhampur and Rourkela along with Bhubaneswar.
„ 24*7 Water Supply has been ensured in 24 cities. Drink from tap quality water at par with
developed countries.
„ Govt of Odisha has embarked upon Decentralised Solid Waste Management in Urban
Areas. This includes Door to Door Collection, and establishment of two types of waste
processing facilities, namely Micro Composting Centre (MCC), and Material Recovery
Facility (MRF).
„ In a first of kind initiative anywhere in the country, Government of Odisha have launched a
scheme “GARIMA” for the safety and dignity of Core Sanitation Workers (CSWs) including
drain cleaners, septic tank and sewer maintenance workers, toilet cleaners and FSTP/STP
operators/helpers.
„ Under JAGA Mission, more than 2,54,672 slum families have received land rights
certificates.
„ 2,919 Slums have been converted to 1,654 Biju Adarsha Colonies, with all basic amenities,
benefiting 14,300 Households.
„ 169 Aahaar Kendras have been opened 115 ULBs providing affordable and nutritious
meals.
„ 56,000 Projects at a cost of Rs 1,256 Crs have been executed by Community Based

the evolution and development of Odia through the ages. In this conference, Odisha
Government decided to take up various steps such as Promotion of international and

Language.
„ Odia University inaugurated at Satyabadi, Puri.
„ MOU signed with JNU for establishment of Biju Patnaik Special Centre for Odia.

assistance from Government.
„ Odisha Government has undertaken a Development Project in Suando village - the
birthplace of Utkalamani Gopabandhu Das, which includes construction of a museum,

„ The pension of construction workers was increased. Workers over 60 years of age will get
₹1,000, while those over 80 will get ₹1,200.
„ Mukhyamantri Bunakar O Karigar Sahayata Yojana was launched in recognition of
weavers valuable contribution towards enriching the art and culture of the state. More than
2,75,000 weavers and artisans will be given financial assistance under the scheme.
„ The wages of self-employed artisans employed in Gram Panchayats was increased from
Rs 4,000/- to Rs 6,500/-. Thirteen thousand self-employed artisans have benefitted
from this step.
„ 8.38 lakh additional beneficiaries have been included in Madhubabu Pension Yojana in last
5 years covering different categories of people like senior citizens, widows, disabled people.
The total number of beneficiaries reached 36.5 lakhs. Further, the monthly pension amount
was increased by Rs 500.
„ Govt. has decided to construct Integrated Infrastructure Complex (IIC) in all the 30 districts
which will have Old Age Home, Home for the Destitute, Physiotherapy Centre, Medical Unit,

of Odisha. It truly encapsulates the vision of Biju Babu who wanted to build a
powerful state. As Odisha is poised to herald a New Odisha and Prosperous
Odisha, the manifesto gives contour to the transformation Odisha is set to
witness in the coming decades. The manifesto has been prepared based on
extensive feedback from cross sections of people and ideas solicited from people

Next ten years will be the “Decade of the Youth” towards the creation of Nabin Odisha. The
Future belongs to the aspirational and hardworking youth of Odisha. Shri Naveen Patnaik
believes that Odisha’s future growth depends on the youth and will be powered by the youth.

1. Youth Budget: We will be the first state to have a dedicated youth budget - Nabin Odisha
Youth Budget with Rs 1 Lakh Cr. for the next 10 years. This will be tabled in the Legislative
Assembly every year, like the Climate Budget and Gender Budget.

2. Support to Students: We will undertake various measures for all-round development of


our students, which would include:

„ Nabin Odisha Magic Card – Unique, Innovative and Technology driven smart card
system which will inspire, nurture and mentor the students to excel in their academic
and non-academic pursuits. Based on performance of student, the card can be upgraded
to Gold, Silver and Platinum categories. There will be incentives related to mobile
recharge, travel concession, books concession, access to libraries and sports facilities,
online coaching etc.
„ Increase the coverage of Nua O scholarships and include company internship, English
speaking, interview management, and self-defence course facilities.
„ System of providing loans with interest subvention to pursue higher education.
„ Development of Nabin Odisha Portal for Youth, an All-in-One Portal providing various
facilities such as Online classes, career counselling, Placement support, networking
opportunities etc.
„ Nua O Competition at colleges across the state.
„ Subsidise transport for the youth shall be broad in scope to enable them to reach their
place of education/work.
„ The NUA-O Scholarships will be increased to Rs 12,000 per year for Boys and Rs 14,000
per year for Girls.

3. Skill Development of Youth: We will make them ready for the future through various skill
development programme and measures, which would include:

„ ‘Skilled in Odisha’ Initiative will be further strengthened to provide high quality skill
development and good job placement in India and abroad.
„ ‘Learn and Earn’ model apprenticeship programme will be launched in partnership with
the industry.
„ Training of youth in new age skills under Nutana Unnata Abhilasha (NUA) Odisha
Scheme
„ Establishment of 50 high performing ITIs/vocational colleges/Polytechnic which will
impart education and training on industry demand courses and skills, and ensure
placement through industry collaboration.
„ Support the Establishment of Institutes for New Age Technology and Skills.

5. Support for Start-Ups and Entrepreneurship:


„ We will increase the amount of interest-free loans from Rs 1 Lakh to 2 Lakhs for the
self-employed youth under SWAYAM Odisha Scheme.
„ Further strengthen the Start-up Ecosystem in the State and proactively, support the
entrepreneurship ventures of the youth. The O-Hub will be further expanded and
support will be provided for the Start-ups with plug and play co-working space and
various incentives.

6. Promotion Sports and Fitness among Youth: Further building on the reputation of
Odisha being the Sports Hub of the country, we will take various measures, such as:
„ Establishment of Integrated sports complex in every district of the state along with
Sports Academies for various disciplines.
„ Quality coaching from grassroots level up to Professional level.
„ Large Landmark Sports Infrastructure will be developed including International
Cricket Stadium, Barabati, Cuttack; Indoor Arena in Bhubaneswar; Football Stadium in
Sambalpur and a new integrated sports complex in Berhampur.
„ The youth of the State will be encouraged to pursue sport and fitness activities for
healthy and productive lifestyle. We will launch programmes to dissuade youth from
various addictions like drugs, alcohol and smoking etc.
„ We will set up fitness centers in all major towns of the state.

Over the past two decades, women empowerment has been the cornerstone of Odisha’ growth.
Large number of women have reaped the benefits of the flagship programme for women – “Mission
Shakti”. In “Nabin Odisha”, the women will be further empowered to explore emerging opportunities
through financial assistance, incentive, welfare programmes, measures for safety and security etc.

1. Increasing allocation under Gender Budget:


We will increase allocation for our daughters, sisters and mothers (Gender Budget) to more
than Rs 2 lakh Cr. by 2036, which will benefit 50 percent of population.

2. Strengthening of “Mission Shakti” Yojana:


„ Women’s Empowerment is not a slogan for BJD, it is a code of governance. Mission
Shakti is our pride. We will further strengthen Mission Shakti and become the Number
One State in financial assistance to SHGs. This will be further fuelled with Zero Interest
Loans up to Rs 15 Lakhs.
„ We will further strengthen Mission Shakti Programme and transform Self Help Groups
(SHGs) into Small and medium-sized enterprises (SMEs).
„ SHGs will be supported with Government business of Rs 20,000 Cr over 10 years.
„ Establish Mission Shakti Business Parks in every districts for female FPOs and SHGs led
units to be constructed in mission mode.
„ There will be pension for the Mission Shakti members in rural and urban areas.
„ Set up the Mission Shakti skill development resource centre to meet the exclusive
training needs of SHG members.
„ Expand the Mission Shakti Retail / Bazaar network up to Panchayat level.
„ Have a dedicated corpus fund for accidents and emergencies for Mission Shakti
members.
„ We will increase the number of EC members in Federations as per requirement. Urban
SHGs of the state will also be structured on the rural pattern and will be provided
financial support like the GPLFs in rural areas.

3. Education for Girls:


„ We will ensure education of the girls on priority and address the barriers and challenges
which leads to dropping out of girls from schools and colleges.
„ Financial constraints will not limit girl’s education in colleges through
Nua-O Scholarships
„ Adequate opportunities for the girls in Technical and Skill Development Programmes
„ Women centric job-oriented programmes like nursing courses will be further expanded
and strengthened.
„ We will introduce at least 20 new market-oriented courses in ITIs and Polytechnics
focused on emerging technologies and Women.
„ We will introduce specialized STEM focused on AI and digital technology in all high
schools with a particular emphasis to make the girls future ready.

4. Support to Working Women and Entrepreneurs:
„ We will set up a Rs 100 crore corpus fund to provide Soft Loans up to Rs 10 lakhs for
individual women entrepreneurs.
„ We will make provisions for childcare support in the workplace and continue to set up
500 affordable crèches and working women’s hostels near industrial/commercial hubs
to address women dropping out of the workforce.
„ We will establish entrepreneurship and innovation centres to support women-led
startups and businesses; strengthen industry linkages to improve female labour
participation rate by 10% by 2030.

5. Ensuring Quality Healthcare and Social Security for Women:


„ All grassroots women workers like the community support staff of Mission Shakti,
AWWs, and ASHAs will get BSKY coverage and social security pensions.
„ BSKY coverage of Rs 10 lakh will be continued for women, and the health packages for
women will be broadened. They will include screening for reproductive cancers, such as
breast and cervical cancers among women over 40 years.
„ Continue to provide Rs 10,000 assistances to expecting mothers under MAMATA in
addition to providing free vaccine, vitamin supplements and nutritious food to every
woman. Expand the scope of MAMATA coverage for all women.
„ State-of-the-art MAMATA Super Speciality Wings to be added in every District
Hospital with dedicated specialists and ICUs for neonatal services, obstetric and
surgical services to ensure 100% institutional delivery. Provide free HPV vaccines and
free health check-ups to detect cervical and breast cancer for women.
„ Provide sanitary pad vending machines in schools and colleges under Khushi scheme
„ Every eligible widow, destitute, divorcee, unmarried women (above 30 years) will be
covered under social security pension.

6. Women Empowerment Initiative:


„ Mobility is empowerment. We will ensure the women are empowered through
provision of bicycle, scooty and affordable transportation (Rs 5 ticket in LAccMI Bus)
for appropriate age groups and categories.
„ Sports programmes for the Girls and Women will be further strengthened
across the state.
„ We will ensure availability of drinking water, clean public toilets and restrooms for
women especially in public offices, courts, bus stations, along highways and
at religious places.
„ Security of women is of utmost concern to BJD. A panel of experts will be set up to
suggest the best practices from across the world to enhance the safety of our girls and
women. We will continue to endeavour to make Odisha one of the safest places for
women in India.

Farmers are important stakeholders in the emergence of “Nabin Odisha”. In “Nabin Odisha”,
sustainable diversified growth will be achieved in agriculture, transforming Odisha into a leading
agricultural state in India. This will be achieved through empowering the farmers and making
them partners in the transformation process. The support systems for agriculture like irrigation,
extensions services, transparent procurement will also be strengthened.

1. KALIA Yojana: We will further strengthen the implementation of the KALIA Yojana for
small and marginal farmers and landless cultivators. We will continue the committed
financial support and various benefits under the yojana.
2. Interest-Free Loans for the Farmers: We will enhance the Interest-Free loans for the
farmers from the current Rs 1 lakh to Rs 1.5 lakhs. We will ensure that farmers in large
numbers avail these loans and invest in the agricultural production. Incentives for purchase
of farm equipment will be further promoted.
3. Strengthening the Farmer Insurance: We will coordinate with the insurance companies
and ensure a robust mechanism to derisk and protect the farmers from the vagaries of
weather through timely accurate assessment and disbursement of insurance claims.
4. Remunerative Minimum Support Prices (MSP): We will work closely with the Government
of India to provide reasonable remunerative Minimum Support Prices. We will ensure that
the procurement process is further strengthened through transparency, technology and
infrastructure.
5. Strengthening the Social Security for the Farmer Families: We will ensure a strong social
security net for the farmer families so that the burden of expenditure for education of their
children and health issues are taken care by the government. We will ensure free quality
education of their children in the government and aided schools and scholarships for the
meritorious students for higher education. We will ensure universal health coverage of all
farmer families under the BSKY Yojana, and Rs 25,000 for daughter’s marriage.
6. Incentivise Crop Diversification: We will further strengthen and expand the support
systems for crop diversification like incentives, price support, training programmes,
extension services etc.
7. Strengthen Millet Mission: We will build on the success of Odisha’s Millet Mission and
expand the program. We will actively promote Millets as a climate-resilient sustainable food
with multiple health benefits. We will focus on the small and marginal farmers especially in
the Tribal areas for millet production and procurement.
8. Horticulture and Vegetable production: We will promote and support the production
of horticulture and vegetables which are suitable for Odisha. A network of cold storage
facilities will be established in partnership with the private and community organisations.
Established brands like Koraput Coffee will be further promoted and supported.

9. Focus on Natural Farming: We will have a special focus on promoting natural farming and
provide the support systems and training required for such nature-friendly, climate-resilient
farming practices.
10. Expanding and strengthening the Irrigation Facilities: We will make huge investment in
Water resources development and ensure that all the irrigation projects are completed,
including the major projects in a time-bound manner. We will target 20 lakh acres to be
brought under assured irrigation in the next 10 years. We will invest in the latest technology,
training programmes and monitoring systems to ensure efficient water management.
11. Strengthening the Agricultural extension services: The farmers will be empowered and
enabled by further strengthening the agricultural extension services across Odisha. We will
work in partnership with the private and community-based organisations to provide the
best and timely extension services. The services will be farmer-centric and extensive use of
technology and training programmes to optimise the resources.
12. Integrated planning to reduce wastage and food processing: We will ensure integrated
planning to reduce the wastage of agricultural products through a network of storage
facilities, grading and sorting units, cold storages facilities and food processing. We will
actively promote private partnerships and investment in this sector to enable the farmers to
get the appropriate prices for their agricultural products.
13. Strengthen the Cooperative Banks and PACS: We will further strengthen the network of
the Cooperative Banks and Primary Agricultural Cooperative Societies (PACS) to ensure
that the farmers are able to avail the services in timely, transparent and technology
enabled manner.
14. Focus on Allied Sectors: We will provide loans up to Rs 20 lakhs for large scale farms
related to diary production, poultry, pisciculture, horticulture etc. We will encourage and
incentivise the farmers towards diversification into the allied sectors.
15. Free electricity will be provided for the farmers: This will bring relief to large number of
farmers who are dependent on agricultural pumps, especially in Western Odisha
16. Assistance to Fisherman: We will expand coverage to fishermen to provide Rs 15,000 per
year support during the fishing ban period. They shall also be covered under the
Kalia Yojana.
17. Modernisation of Mandis: We will allocate Rs 500 crore every year towards modernising
the Mandis with storage facilities for farmers, paddy driers, and cleaners.
18. Marriage Assistance: We will provide Rs 25,000 assistance to Farmers for their
daughter’s marriage.

future. Similarly, street vendors and drivers also hold significant importance in our societal fabric.
In the upcoming decade, we will harness the skills and experience of these workers to construct
“Nabin Odisha”. Therefore, we are committed to implementing numerous initiatives for the
welfare of these workers.

1. Initiatives for Construction Workers: The construction workers welfare fund will be
doubled with special emphasis on women workers. We will take several steps for the welfare
of workers through Odisha Building and Other Construction Workers Welfare Board, which
will include:
„ Scholarship for the children of workers will be increased in coverage and amount.
„ Rs 2 lakh death compensation to the kin of workers in unorganised sector.
„ Financial support for marriage of workers and their dependent girl child.
„ Maternity benefits to female workers to be expanded in scope.
„ Cover the women construction workers under BSKY.
„ 500 affordable crèches near commercial hubs.

2. Initiative for Street Vendors:


„ We will provide credit facilities to street vendors in the state to expand their business.
„ Identify areas for hawking with no restrictions in all major cities and towns.
„ There shall be registration of street vendors and identity cards will be given to the
street vendors.

3. Initiative for Drivers:


„ We will develop dedicated way side amenities along the Highways in the state
for truck drivers.
„ Provision of welfare measure and benefits for Auto, Taxi, Truck and Other Drivers.
„ Collateral free loans to auto rickshaw drivers to switch to e-rickshaws.

4. Registration of workers: Registration of workers in unorganised sector shall be continued


in phases to provide targeted benefits.

existence. To realize this vision, we will implement a series of initiatives aimed at uplifting the
underprivileged sections of society.

1. Promotion of Tribal Culture and Language through Special Development Councils:


„ We will double allocation to Special Development Councils for carrying out
development works based on suggestions of councils.
„ Recognise the contribution of Tribal Communities in the development and growth of
the state. Tribal Icons from the state shall continue to be honoured.
„ Promote tribal languages and culture through education, research and digital medium
„ Establish 2 Tribal Museums and Research institutes in the state.
„ Tribal Language Commission to be strengthened.

2. Healthcare and Nutrition of Tribals: We will launch initiatives to provide adequate


health care and nutritional services in the tribal areas on priority basis.

3. Support for Minor Forest Products:


„ We will introduce special policy on minor forest produce and linkage with markets.
„ We will increase the price of Kendu leaf to Rs 2 per Kerry and will provide a bonus of
50% for pluckers and 10% for binders.
„ Provide life insurance benefits to Kendu Pluckers and expand their coverage
under BSKY.
„ Continue to procure minor forest produce at Minimum Support Price (MSP) and
eliminate distress sale.
„ Expand LABHA scheme in scope to promote processing and value addition of minor
forest produce.

4. Education of Tribal Students:


„ We will take up Ashram Schools under 5T programme and upgrade them to provide
quality education
„ Further strengthen accommodation facilities in hostels of the residential schools
„ Expenses of ST students from Government Schools for studies at Institutes of Repute
upon getting admission will be borne by the State Government

„ We will ensure priority loans under the SWAYAM Scheme for starting their own
business.
„ We will fund Rs 1000 crores over 10 years to provide a grant of Rs 1 lakh for 10,000
SC youth every year towards self-employment. Similarly, entrepreneurship among
SC youth shall be encouraged with interest subvention on loans up to 10 lakhs.
„ All Government job vacancies reserved for Scheduled Castes will be filled up

OBC Communities:
The people belonging to OBC communities constitute a large proportion of the state’s population
and contribute significantly to the State’s growth. Hence, we will bring several initiatives for the
benefit of OBC communities, especially youth.

„ We will provide priority scholarships for OBC students under the ‘Mukhyamantri
Medhabi Chhatra Protsahana’ Yojana for pursuing higher studies.
„ We will provide special coaching facilities and hostels for OBC students
„ We will be filling up all government vacancies reserved for OBCs in time bound manner
„ We will provide priority loans under the SWAYAM Yojana for youth from the OBC
community.
„ We will fund Rs 1000 crores over 10 years to provide a grant of Rs 1 lakh for 10,000
OBC youth every year towards self-employment. Similarly, entrepreneurship among
OBC youth shall be encouraged with interest subvention on loans up to 10 lakhs.
„ Continue our demand with Union Govt to take up SEBC-OBC Census along with
General Census for providing justice in reservation to the OBC population taking all
legal and legislative action. BJD will also place the state survey data in every forum.

Minorities Communities:
BJD has always worked for an inclusive society where minorities feel empowered and safe. This
will continue as an important priority.
„ Minority educational institutions and important places of worship shall be taken up
for development under 5T in a dedicated time-bound manner.
„ Self-employment among the Minority will be supported through the
SWAYAM Yojana.

above the national average. We are on a path of rapid industrialisation and were ranked 2nd

„ Development of large industrial regions near Paradip, Dhamra, Gopalpur, Subarnarekha and
other ports to enable port-based industrial growth.

„ We will ensure that the natural resources of Odisha are optimally used towards further
sustainable development of the metal and mineral-based industries and downstream
industries.
„ Ensure that committed investment by global steel makers like Arcelor Mittal Nippon Steel,
JSW, TATA Steel etc are operationalised to make Odisha as a major Steel Hub.
„ Ensure further investments in the bauxite and aluminium sectors and make Odisha a major
Aluminium manufacturing hub in Asia.
„ Development of downstream Parks for steel-based units and Aluminum across
Kalinganagar, Jharsuguda, Barbil, Rourkela, Sambalpur etc.

4. Hub for IT and Semiconductor Industry:


„ We will make Bhubaneswar as the next best destination for the IT growth in the country by
attracting the big companies from India and across the World.
„ Attract Global Capability Centre (GCC)/KPO/BPO to set up their facilities in the State.

unit, Expand O-Chip programme to strengthen ecosystem for chip design.

thrust to the AI ecosystem in the state.
„ Development of 10 million sq. ft. of world-class tech space to create state of the art space

5. MSME, Small Traders:


„ We will Provide credit facilities and working capital loans to eligible small traders
and MSME.
„ Simplify all applicable laws in the state for small traders and MSMEs to encourage ease of
doing business.
„ Provide insurance to small traders and MSME to protect them from various adverse
scenarios for their business-like natural disaster, fire.
„ Local MSMEs will be assisted through various mechanisms to upgrade quality
standardisation and competitive edge in the global markets.
„ A corpus fund of Rs 500 Cr will be set aside for the support and development of MSMEs.

6. Development of Tourism: Tourism is a huge potential sector of job-oriented growth. We will


take 100 places in the state for high-end and eco-friendly tourism, creating jobs for local people.

„ We will ensure tech aided time-bound and faceless delivery of all government services,

Sustainability
In tandem with the economic expansion and swift industrialisation of our state, we are
steadfast in our commitment to environmental protection and sustainable growth. To
achieve this objective, several steps will be undertaken, including:

„ Odisha Climate Change Action Plan 2036 will be introduced with climate change mitigation
strategies and target for renewable energy.
„ Continue expansion of forest cover with annual plan and long-term plan.
„ Continue expansion of mangrove cover to create strong defence against cyclones.

people of Odisha over the last 24 years.
„ We shall continue to strive for better governance based on the 5T principles and Mo Sarkar. 5T
has already demonstrated how government interventions can effect transformational change.
„ The scope of 5T shall be extended to all big projects. Timely completion in a transparent
manner shall be the hallmark of every major project.
„ Mo Sarkar will be aggressively implemented across all government offices. We will establish

development across the state. The Future of Odisha depends on the ability of the youth to
realise their own dreams and potential. We are committed to transform our education system to
inspire the youth to aspire high and work hard towards achieving those goals. We will make sure
that high quality support systems are put in place to guide and mentor the youth towards such
achievements. In the last few years, there has been transformative changes in the High Schools
and Colleges all over Odisha. We will further strengthen these efforts in the coming years to
make Odisha a model state for education and skill development. Odisha will emerge as a major
educational hub in the country.

1. Transformation of the School Education:


„ We will ensure that all the primary schools are transformed with good infrastructure
which will impart value and activity-based education under 5T programme.
„ Ensure all the High Schools have good infrastructure and provide best quality education
to groom overall personality of the students.
„ Special focus on the education of the Scheduled Tribes, Scheduled Castes and
Minority Groups.
„ Further strengthen the Adarsha Vidyalayas and ensure that high quality education for
the meritorious students is provided and they are mentored to get admission in national
level institutions. All the OAVs will become Centres of Excellence.
„ Widen the scope of ‘Mo School’ to guarantee innovation in the school ecosystem, foster
global collaborations and innovations.

„ We will comprehensively reform and transform higher education in the state.
„ Transform all government and government- aided colleges into smart centres for
learning with modern infrastructure, smart classrooms, digital library etc.
„ Establish new government colleges in the blocks where there are inadequate
number of colleges.
„ Make significant investment to transform all the Universities in the state into Centres
of Excellence with best quality infrastructure, academic courses and personality
development activities.
„ Facilitate Public and Private Universities in Odisha to Achieve NAAC A
& A+ accreditation.
„ Engineering education system will be further strengthened to make our students
compete with the best in the sector.
„ Medical education will be expanded through new medical colleges and para-medical
colleges. Doctors and para medics from Odisha will be made highly skilled to provide
services not only in Odisha but across India and World.
„ Rs 1000 crores of the Nabin Odisha Youth Budget will be set aside every year to be
implemented based on suggestions taken from the youth of the state. A mechanism will
be put in place where the suggestions are taken from the youth and actual spending
based on those suggestions.
„ All Colleges will be taken up under the 5T Mandate.
„ Institutions of repute across India and the World shall be encouraged to set up
campuses in Odisha.

3. Provide support to our students:
„ We will provide NUA-O Magic cards to all UG and PG students, and Diploma courses
like it is, Polytechnics etc. All the students who are studying in institutions after
qualifying through government entrance procedures will be eligible. This revolutionary
innovative initiative will inspire the students towards performance and support them
with access to mobile internet, Wi-Fi, library, books, transportation, sports, career
counselling, online courses, self-defence, English Speaking courses, placements, etc.
There will be four types of NUA-O Cards – Magic, Silver, Gold, and Platinum Card. The
Cards for the Students will be upgraded based on performance.
„ We will support all eligible students to dream big and achieve by providing educational
loans with interest subvention.
„ Launch a system of loans for the students so that meritorious students can aim high and
seek admission in Best Universities for higher education without financial constraints.
„ Provide career counselling classes in secondary levels in government and government-
aided schools.
„ The reservation of government school students in professional institutions
will be continued.
„ Promote student exchange programmes in collaboration with national and
foreign universities.
„ Promote participation of girl students in STEM education.

4. Skilled in Odisha as a Global brand:


„ We will make “Skilled in Odisha” as a recognised brand across the world through
creation of highly skilled workers across the sectors.
„ Strengthen the World Skill Center with addition of more courses and admissions in
higher numbers.
„ Tie up with the best companies and partner with them to provide good quality jobs.
„ Make the ITIs and Polytechnics emerge as centers of excellence in terms of their
infrastructure and quality of the courses.
„ Train the students in New Age Skills under Nutana Unnata Abhilasha (NUA)

„ Odisha Skill and Entrepreneurship University will be set up for job-oriented skills.

5. Odisha as a Major Educational Hub:


„ We will create a policy framework and incentive system to attract private investment to
Odisha in the field of education and make the state emerge as a major educational hub.

set up their academic and research excellence centres.
„ Establish Biju Patnaik Aviation Centre in Dhenkanal to train pilots and other technical

Over the past decade, Odisha has witnessed significant growth in quality accessible healthcare.
Biju Swasthya Kalyan Yojana (BSKY) has transformed the health care system by providing access
to the poorest of the poor to the top-quality private hospital care. State-of-the-art medical
colleges and large hospitals have been established in every district. Additionally, many hospitals
at the block level have undergone transformation under the “Ama Hospital” initiative. Building
upon these achievements, we are committed to further enhancing Odisha’s healthcare landscape
to make it the best in the country. In “Nabin Odisha,” every person will have the right to access
quality healthcare services.

1. BSKY for All


„ BSKY will be expanded to ensure near universal coverage. We will further strengthen
the network of BSKY empaneled hospitals.
„ We have covered all eligible beneficiaries under BSKY in rural areas. We will further
extend BSKY benefits to Urban areas in phased manner.
„ We will also expand BSKY coverage to the middle class and government servants,
including contractual workers, grassroots staff, and others. This would ensure near
universal coverage under BSKY.
„ Include in BSKY screening programmes for women and the elderly for reproductive
issues and geriatric issues, respectively

2. Health Care Infrastructure:


„ We will upgrade the health care infrastructure across the state under the Ama Hospital
scheme. All the PHCs, CHCs and District Hospitals will be upgraded with good quality
infrastructure.
„ Odisha’s Health expenditure as a percentage of GSDP shall be the highest in the
country by 2034.
„ Odisha shall have the lowest out-of-pocket expenditure on health in the next 10 years
among all the states in the country.

„ Operationalise the SCB Medical College with best in infrastructure as an
AIIMS Plus campus.
„ Operationalise the New Medical colleges at Phulbani, Jajpur and Talcher and continue

made for the MKCG Berhampur and VIMSAR Burla.

3. Healthcare Professionals:
„ Due to our efforts in last few years, Odisha is emerging as a surplus state in Health care.
We are already surplus in MBBS doctors and have filled all the vacant positions.
„ In the coming years, we will be filling all the specialists posts across the state.
„ We will enhance the quality and network of the medical and para medical education in
the state and create health care professionals who will be able to serve the state, India
and also in other countries.

4. Health and Nutrition of Children:


„ We will strive for full immunisation of our children.
„ Sharpest drop in malnutrition of children in the next 10 years will be an important goal
of Government.
„ We will ensure one of the highest institutional delivery in the country.

In the last few years, there has been transformation in infrastructure development across the
state. Odisha has one of the best networks of roads in the country, which is visible in every
corner of the state. Biju Expressway has connected all the districts in Western Odisha. Massive
investment under Biju Setu Yojana has connected all remote areas in the state. Large irrigation
projects like Subarnarekha, Lower Suktel, etc. have been operationalised. Ports like Dhamra,
Gopalpur have been operationalised.

Building upon this momentum, we are committed to the continued implementation of larger
infrastructure initiatives. “Nabin Odisha” will emerge as the land where every citizen enjoys
access to best-in-class infrastructure across all aspects of life.

1. Integrated Infrastructure Plan:


„ An Integrated State Infrastructure Plan shall be prepared, considering requirement of
Infrastructure in the State for next 25 years
„ Adequate Budgetary support to be provided for the implementation of Plan
„ This plan shall be implemented over next 10 years to make Odisha’s infrastructure best
in the country in every aspect by 2036.

2. Metro Rail Project: The planned Bhubaneswar Metro shall be completed as per the
timeline and then will be expanded to connect Khordha and Puri.

3. Highway and Railways Connectivity:
„ Biju Expressway (South) connecting Gopalpur with Jeypore will be completed.
„ Build an Expressway between Bhubaneswar and Puri Airport with nodes for townships
and industrial estates to make it as an important economic corridor in the country.
„ Work in close coordination with the Ministry of Railways to connect all districts with
railways and further strengthen the railway network across the state.
„ Major State Highways connecting important urban and economic growth centers will
be widened and strengthened.
„ Connect every gram panchayat with district HQ by good quality roads and reliable bus
services under LAccMI.
„ There will be travel subsidy for women and students.
„ Coastal expressway to be taken up.

4. Air Connectivity:
„ We will operationalise the Shree Jagannath International Airport in Puri and ensure
international air connectivity for the pilgrims from around the world to land directly in
the temple city.
„ We will build on the success of international flights to Dubai, Bangkok and Singapore,
explore a greater number of flights to international centers
„ Expand the air connectivity to all the major cities in the state to Metros in the country.

and industrial estates growth to make the Ports as a major economic engine for the
state.

6. Irrigation Infrastructure:
„ We will make large scale investment in Irrigation and ensure irrigation facility to 20 lakh
acres of non-irrigated land in next 10 years.
„ Use latest technologies to ensure efficient water management and adequate water
reaching the end of the network.

7. Energy:
„ We will strengthen the energy infrastructure across the state to ensure reliable
affordable power supply for the domestic and industrial users.
„ Plan for the underground energy supply lines along the coastal urban areas to mitigate
the cyclone related damage.
„ Emphasis will be on the green energy transition and incentivise the investments in the
Green Energy sector.
„ We will promote energy conservation and provide incentives for renewable energy
initiatives.

Villages serve as the heartbeat of our state. Therefore, the development of villages holds
paramount importance in our journey towards creating “Nabin Odisha.” We have been investing
significantly towards rural development and will continue to focus on the rural infrastructure
development and maintenance, and providing the various services to the rural people like
quality education, accessible and affordable healthcare, agricultural and allied services, clean
piped drinking water supply, quality affordable power supply, food security, etc. We will plan
and execute the programmes with the vision to transform the rural areas with comprehensive
development of the rural facilities and services in a saturation mode.

„ We will provide free electricity to all domestic households consuming less than
100 units per month. For households consuming between 100-150 units, 50 units
will be free.
„ We will provide 10 Lakhs houses under the Rural Housing to cover eligible families.
„ Coverage of all villages with good quality roads and complete all the technically feasible
bridges under Biju Setu Yojana.
„ Strengthening of Location Accessible Multi-modal Initiative (LAccMI) Scheme bus
services to all the GPs with multiple trips per day as per local demand.
„ Primary schools’ infrastructure to be upgraded under the Mo School
5T Transformation programme.
„ PHCs and CHCs to be upgraded under the 5T Transformation AMA hospital programme.
„ Clean piped drinking water supply will be ensured in all the villages in a saturation
mode.
„ Quality and reliable Mobile Tower Connectivity in all the villages will be ensured. All
panchayats will be covered under the broadband network.
„ Irrigation facilities will be ensured for all the farm lands as per technical feasibility.
„ AONO Programme has been introduced with an objective of transforming rural Odisha
and we will continue to strengthen the implementation of the programme with focus on
community assets.
„ We will strengthen AMA Bank facility in all Panchayats of the state to ensure financial
inclusion in rural areas.

Odisha has been recognised for its urban development models which are inclusive and
sustainable. We will continue with our progressive policies to promote urbanisation in a
sustainable manner. Urbanisation will be ensured with proper planning and faster pace to make
our cities as engines of growth for the state. Large urban agglomerations can anchor the rapid
development of economic activities and create jobs for prosperity. We will benchmark the urban
facilities and services with the best practices in India and from around the world.

Some of the major initiatives to be taken up are:

„ Four major urban clusters will be the focus of urban and economic growth in the State
- Bhubaneswar-Cuttack-Puri-Khordha, Sambalpur-Jharsuguda-Rourkela, Baripada-
Baleswar-Bhadrak and Berhampur-Gopalpur-Chhatrapur. Comprehensive planned
urban development with large investment will be made in these clusters to make these
areas emerge as economic engines of the state.
„ We will also develop major towns like Bolangir, Koraput-Jeypore, Bargarh, Rayagada,
Bhawanipatna, Paradip, Dhenkanal, Joda-Barbil, Kendujhar, Angul, Malkangiri,
Nabarangpur, Paralakhemundi, Phulbani, Boudh, Sonepur, Deogarh, Kendrapada and
Nayagarh in a planned manner and provide with modern facilities.
„ The major cities and towns in other parts of the state will also be developed as
the nodes for urban and economic development including the port-based cities
development.
„ We will build an international city in Puri with an international airport, spiritual and
wellness centers, eco-friendly industrial hubs with world-class facilities for citizens
and devotees.
„ Bhubaneswar-Cuttack Metro work in the Phase-1 will be operationalised as per the
project timeline of 4 years. Further expansion of the metro in next phases to Khordha
and Puri will be started.
„ Urban planning and regulation will be comprehensively reformed and governance
strengthened.
„ Urban and Municipal infrastructure and services across the state will be enhanced and
upgraded including the drinking water supply, sanitation, roads and pavements, traffic
management, street lighting, sewerage, drainage, etc.
„ Special focus will be on the slum development as Biju Adarsha colonies with good
infrastructure and maintenance with involvement of the communities. Under
Jaga Mission, the land rights issue will be prioritised for the eligible families. Skill
development initiatives will be taken up for the youths in the slums to provide them
with good job opportunities.

„ We will provide free electricity to all domestic households consuming less than 100
units per month. For households consuming between 100-150 units, 50 units will be
free. This will also benefit the urban households, especially the people living in the slums
in the urban area.
„ CRUT services will be expanded and made accessible to all the major cities and towns in
the state. Public Transport will be prioritised and incentivised for the citizens.
„ The Sports infrastructure and coaching programmes in the urban areas will be further
expanded and made accessible for all. Sports, fitness and healthy lifestyle awareness for
the citizens will be a focus area.
„ 1 lakh youth in the ULBs will be assisted to set up small businesses under

Odisha has a rich cultural history spanning over two millennia. Our culture, language, and
literature are abundant with valuable resources. Preserving and promoting this heritage is our
solemn duty. We will undertake several initiatives for cultural preservation and promotion.
“Nabin Odisha” will emerge as a land where every Odia takes pride in the rich legacy of the land.

„ The First World Odia language conference was recently hosted in Bhubaneswar with the
theme- Bhasa Hi Bhavisyata. We are committed to implement all the recommendations
of this conference, compiled by experts, students, linguists etc. within three years. Such a
conference shall happen at the international level once every five years . At the state level,
the Odia language conference shall be held every year involving students and the youth of
the state , apart from experts and linguists.

„ Odia, after being declared as a classical language, has not received any grant from the centre
in the last 10 years, we will set aside a sum of Rs. 100 Cr as Odia Classical Language Fund
for the promotion of Odia language and to take it forward into
the digital age.

„ We will set up a centre of excellence in Sambalpur University to study and research on


Western Odisha language literature and cultural heritage. A corpus of Rs. 25 crores will be
set aside for this purpose.

„ We will continue to pursue with Central Government for inclusion of tribal languages such
as ‘Mundari’, ‘Kui’, ‘Saura’ and ‘Ho’ languages ​​in Article VIII of the Constitution.

„ Our artists are the bearers of our proud heritage, and their empowerment is of utmost
priority. To preserve our rich performing arts, Kalakaar federations shall be developed on
the lines of Mission Shakti federations. Kalakaar pensions shall be increased in coverage.

„ We will connect with the Odia diaspora and build strong networks through the
Odisha Parivar.

„ We will start Kalinga Shree and Kalinga Bhushan awards on the lines of Padma Shree and
Padma Bhushan to encourage and recognise achievement in various fields.

„ We will set aside a sum of Rs 1,000 Cr. for heritage conservation including places of
worship, places associated with our great heroes, and places of historical and cultural
importance etc. with an objective of ensuring our youth being proud of our culture and
language and connected to our glorious heritage.

„ Odia Culture is undeniably linked to Jagannath culture. All Jagannath temples in the state
shall continue to be taken up for preservation and provision of pilgrim amenities. All other
major temples of the state shall also be taken up. Similarly, places of faith of our tribal
population shall be taken up for protection and preservation through respective SDCs. The
faith of all communities residing in the state shall be respected and protected.

„ Odia University at Satyabadi shall be made the number one language university in the
country by 2034, and an international Journal of Odia Studies will be published every year.

life insurance up to Rs 3 lakh will be provided to weavers and artisans. All eligible weavers

and artisans to get inputs on design and innovations. We will showcase out rich heritage in
textiles and connect with global markets.

„ All Padma awardees from Odisha shall get a pension of 25,000 per month for their

„ Culture centres shall be revamped in every district to become the nucleus of Odia culture
promotion, and preservation.

„ Bhagabata Tungi will be promoted and developed in every GP across the state.

„ Two crore provisions will be made for collaboration with South East Asia Research

hunger-related deaths were prevalent to becoming a food surplus state. However, our journey
does not end here. We are determined to continue our efforts to ensure that “Nabin Odisha”
becomes a place where no one goes to bed hungry and where farmers find prosperity and
contentment. We are also dedicated to taking several steps to provide social security to all
citizens. In “Nabin Odisha,” every person will have the opportunity to lead a fulfilling and
dignified life.

1. Food Security
„ We will provide Ration Cards to all the eligible families under State Food Security
Scheme (SFSS) to ensure essential commodities at free of cost.
„ Complete automation of paddy procurement and ration distribution.
„ Continue to provide meal at affordable rates at AAHAAR Centers.
„ Expand AAHAAR Centres at more locations such as areas near hospitals, bus stands
and railway stations.

2. Senior Citizens
„ We will set up a State-of-the-art Resource Centre for Elderly to identify emerging
needs, and propose necessary actions & reforms to promote active aging.
„ Our government will partner with private sector to set up active aging centres across
the state and create a cadre of Home Nurses for improved care of the elderly.
„ All eligible persons for pension will be covered under Madhu Babu pension Yojana in a
saturation mode.

„ We will establish a centre for of excellence for disability, inclusive skills and
entrepreneurship for specialised training, mentorship and support to enhance

„ Set up an impact fund of Rs 100 Cr. to invest in assistive technology and
promote innovations.
„ Fill in backlog vacancies for Pwd‘s and government jobs.
„ Establish a scheme by 2026 for digital literacy and smartphone access for girls and

„ Increase allocation of the total state budget for disability initiatives, to be the highest
in the country.
„ Appropriate skill training will be imparted to Persons with Disabilities so that they are
economically empowered.
„ Establish Rehabilitation centres at DHHs for autism and neuro- cognitive disorders
„ Promote Para Sports activities.

4. Middle Class:
„ Middle-class households with monthly billing of 100 units will receive free electricity.
Households with monthly billing of 100-150 units will get 50 units of Free electricity.
„ We will extend BSKY coverage to middle-class families.
„ Provide increased subvention for housing loans up to Rs 20 lakhs.
„ Provide Scholarships and loans (up to Rs 10 Lakhs) for higher education along with
improving the ecosystem in public institutions to make children competitive and
future-ready.
„ Ensure affordable transport with the expansion of LACCMI and Mo Bus
within the state.

5. Social Security for All
„ BSKY will be made near Universal Coverage and all eligible families will be covered
under this scheme.
„ MNREGA and the MUKTA schemes will be further strengthened to ensure adequate
opportunity for work, especially for the vulnerable sections of the society.
„ Special focus will be on providing the social security and welfare measures for various
categories for society like the bus, taxi and auto drivers, unorganised workers, etc.
„ Special categories like the Journalists, Lawyers, ex-service men etc will also be provided
with adequate welfare measures to be executed in consultation with their associations.
„ Further welfare measures will be taken up for the benefit of the government and retired
employees to ensure social security.
„ We will also ensure that adequate welfare measures are provided for the contractual,
outsourcing workers, ASHAs, Anganwadi workers, CSS of Mission Shakti.

We Demand Odisha’s Genuine Rights

Odisha has been grossly neglected by the Government of India in


the last Ten Years. The examples given below will make it clear to
the People of Odisha, about the real intensions of BJP, despite their
promises.

1. Special Category Status : Odisha has been demanding Special Category Status
for a long time. This is a genuine demand to rectify the historic neglect that Odisha has
suffered and the frequent natural disasters the state faces. BJP had promised this in their
2014 Manifesto but even after 10 years, they have done nothing. In 2019 and 2024, BJP
didn’t even bother to keep it in their Manifesto, completely ignoring this genuine demand of
the people of Odisha.

2. People of Odisha deprived of Funds by the Government


of India
„ Central transfers as percentage of Total Revenue Receipts, have been consistently
decreasing from 57.38% in 2017-18 to 37.93% in 2021-22.
„ Grants from centre has been consistently declining from Rs.24,152 crore in 2019-20 to
Rs.18,200 crore in 2022-23.
„ Grants under the Fifteenth Finance Commission recommendations, for the year 2021-
22, under Rural Local Bodies and Urban Local Bodies, substantially decreased over the
previous year, by 26% and 24%, respectively.
„ Government of India did not release any fund under Scheme for Special Assistance to
States for Capital Investment (SACI) during 2022-23. Due to this, Odisha lost nearly
Rs.3622 crore.
„ During 2023-24, the second instalment under SACI amounting to Rs.1,509 crore was
not released to Odisha although the State fulfilled all eligibility criteria for release.
„ There has been consistent shortfall in release of grants under Centrally Sponsored
Schemes (CSS) to Odisha. During 2022-23, Odisha lost Rs.12,329 crore in funds
under CSS.
„ Due to this shortfall in release of grants, people lost out on schemes like Samagra
Siksha, PMAY (Grameen), MGNREGS, Jal Jeevan Mission, Central Road Fund, Urban
Rejuvenation Mission (AMRUT), PMKSY etc.

The people of Odisha have been deprived of their genuine funds in spite of Odisha contributing
significantly to the Central revenues. This has seriously affected the development projects.

3. Coal - Odisha gets pollution and not revenues
„ The Coal Royalty has not been hiked despite Odisha’s repeated request over more than
a decade. Inspite of provision to revise royalties every three years , the central BJP
government has not done so as a result of which Odisha has been losing huge revenues
which could have been used for transformational programmes.
„ Government of India has earned more than Rs 50,000 crores due to the Green Cess but
Odisha has been deprived of these funds.
„ Mahanadi Coal Fields (MCL), a central PSU, earned more than Rs. 13,000 crore Net
profit which is completely taken by the Government of India . Not a single rupee was
spent in Odisha .
„ Most of the Coal mined in Odisha is used outside Odisha, while Odisha receives
only ‘pollution’.

4. The Centre has not supported Odisha in its genuine


concerns vis-a-vis other states in Water and Border
Disputes
„ There has been no support to Odisha from the Centre in the Mahanadi water dispute
with Chhattisgarh. The tribunal constituted to solve the issues has not come to any
conclusion yet and hence, the Farmers of Odisha are deprived of their genuine share in
Mahanadi Water due to no fault of theirs.
„ Odisha has been treated unfairly by the Central government in other water dispute
cases too like the Vanshadhara river dispute with Andhra Pradesh.
„ Odisha had demanded repeatedly to stop the construction of the Polavaram Dam in
Andhra Pradesh as large areas of forests and tribals living there would be affected by
it. However, without paying heed to this, the Central Government has moved ahead
in getting all necessary approvals and clearances for project execution, declaring it as
project of national importance.
„ Andhra Pradesh has laid claim on the border area of Kotia in Odisha’s Koraput district.
However, the Central Government has still not taken any initiative to resolve this issue.

5. Neglect in Employment in Central PSUs for Odisha’s youth


despite earning huge profits from the State
„ The state is home to various CPSUs, specifically in mineral based sectors. Major among
them are SAIL, MCL, NTPC, IOCL, HAL etc.
„ Last year, NALCO earned more than Rs. 1.500 crore in profit, SAIL’s Rourekela Steep
Plant has a profit of Rs. 600 Crore, but there is zero contribution to local development
or local employment. .
„ Most of these companies are staffed by outsiders , even in contractual recruitment.
Despite our demands to employ local Odia youth , there has been complete neglect of
employment of local youth in any of these companies.
„ We have been demanding that the PSUs should integrate with the development
priorities of the State and put our youth first.

6. Neglect in MSP hike and higher rice procurement from
Odisha
„ The state government had urged the Centre to hike the minimum MSP of paddy to Rs
2,930 per quintal and also demanded early implementation of the recommendations
of the Swaminathan Committee Report, as per the unanimous resolution passed by the
Odisha assembly. However, the Central BJP Government has neglected this genuine
demand of the people of Odisha.
„ The Central BJP Government has cut down drastically on rice procurement from
Odisha for many years, despite several requests from the state.

7. Neglect of the Tribal issues


„ Shri Naveen Patnaik has repeatedly sent a detailed report with recommendations for
the inclusion of nine communities in the ST list. But the BJP government at the Centre
has ignored our genuine requests for our tribal brothers and sisters.
„ Ho, Mundari and Bhumij tribal languages that could have been included in the 8th
Schedule of Indian Constitution, have not been included due to Central government.
„ The BJP Government has not waived off its share of GST for kendu leaves despite
repeated requests. This has badly hurt the income of tribals as Kendu leaf collection is a
common source of income for poor tribal communities.

8. Neglect of Odia Language and Culture


„ Sri Naveen Patnaik has twice recommended for granting of Classical Music Status
to Odissi music . However, the BJP Government at the centre has rejected the
recommendation for no reason.
„ Sri Naveen Patnaik had formally proposed to the Central Government to recognize
the Paika Rebellion of Odisha as the first Indian war of independence. . However, the
proposal was rejected. In spite of land provided, the memorial for Paika rebellion has
not been started.
„ The Freedom Fighters from the state have not got their just dues from the Central
Government unlike like the heroes from the other states. Why this discrimination
towards Odia baraputras ?
„ Odisha’s brightest son and legendary leader Biju Patnaik has not yet been honoured
with Bharat Ratna in the 10 years of BJP rule in the Centre.
„ Odia language was given Classical Language status more than 12 years ago . However
not a single rupee has been provided for Odia language promotion and research as a
classical language. While other Indian classical languages have been provided hundreds
of crores, Odia language has been neglected. Why ? Whose fault is it ?

9. Absolute delay in completion of the major central
Infrastructure projects in the State
„ No work on Coastal Highway started, which was announced 9 years ago. This could be a
major economic lifeline for the people of the state.
„ Sambalpur-Cuttack NH expansion work has been going on for the last 8 years causing
huge inconvenience to public on daily basis and large number of road accident deaths.
Who is responsible for the deaths , and why is it delayed?
„ No work has started on Capital Region Ring Road. This was a promise, made many years
ago by the BJP.

10. Railways – maximum Revenues from Odisha but no railway


development for people of Odisha
„ East Coast Railways provides profits of more than Rs. 10,000 crore to the Centre and
is the most profitable zone in the country,
„ However, Odisha has one of the lowest railway line per Sq. KM. Six districts of the state
are yet to get railway network. Why this neglect of the Centre ?
„ Odisha Government has provided all required support such as land, even share of
construction cost for few projects, investment in the project through SPV.
„ However, most of the Railway projects are delayed for decades in Odisha. There has
been no new line declared in the last 10 years. Can BJP explain this ?

11. Neglect towards providing Banks in Odisha


„ Odisha has one of the lowest coverages of Banking facilities in the country lower
than Gujarat, Jammu & Kashmir, Andhra Pradesh, Karnataka, Haryana, Uttarakhand,
Himachal Pradesh.
„ There are no bank branches in 4373 of GPs out of 6798 Gram Panchayats in the state.
Nearly 64 % of our panchayat do not have banks.
„ In spite of repeated demands, the banking coverage has not been improved. This has
serious consequences on the local economy , the lives of people and causes immense
inconvenience on a daily basis,
„ To empower our people and reduce their difficulties the state government
decided to start ‘AMA Bank’ service in 6798 unbanked GPs to provide 15 main bank-
related services.

12. Neglect in providing mobile telephone towers in Odisha


„ Odisha has one of the lowest overall tele density in the country at 75.98% against the
national average of 85.23%. It is among the bottom five states in the country.
„ The rural tele density is even lower.

„ Similarly, Internet penetration is also very low in the state, which stands at 52.66%
overall, against national average of 65.89%.
„ As increasing Telecom coverage falls completely under the purview of Central
Government, Odisha has been wilfully neglected by the Central BJP Government in
spite of repeated demands in this regard. This has seriously affected mainly the tribal
population of Odisha in delivery of basic services .

13. Neglect in establishing 2nd AIIMS in Odisha


„ The Odisha government has been requesting the Centre for the establishment of 2nd
All India Institute of Medical Sciences (AIIMS) in the district of Sundargarh in Western
Odisha for a long time.
„ A second AIIMS has been established in Bihar and a similar proposal is also under
consideration for another state.
„ However, Central BJP government has ignored this genuine demand of the people of
Odisha. and now as a cruel joke, the state BJP has put it as part of their manifesto for
Odisha . Can they explain to people why they sat over this decision for the last 10 years
when it was within the centre’s powers to do it.

This makes it clear that only when elections are there, the BJP makes tall promises to the people
of Odisha; they have no intention of implementing any of their promises.
