CONTENTS
- Biju Patnaik
Next ten years will be the “Decade of the Youth” towards creation of Nabin Odisha. The
Future belongs to the aspirational and hardworking youth of Odisha. Shri Naveen Patnaik
believes that Odisha’s future growth depends on the youth and will be powered by the youth.
We will be the first state to have a dedicated youth budget - Nabin Odisha Youth Budget
with Rs 1 Lakh crores for next 10 years. This will be tabled in the Legislative Assembly
every year, like the Climet Budget and Gender Budget.
Rs 1000 crores of the Nabin Odisha Youth Budget will be set aside every year to be
implemented based on suggestions taken from the youth of the state. A mechanism
will be put in place where the suggestions will be invited from the youth and actual
expenditure will be based on those suggestions.
All Colleges will be taken up under the 5T Mandate.
Institutions of repute across the India and the World shall be encouraged to set up
campus in Odisha.
The Nua-O Scholarships will be increased to Rs12,000 per annum for Boys and
Rs14,000 per annum for Girls.
We will provide Nua-O Magic Card to all UG and PG students, and Diploma courses
and polytechnics etc. All the students who are studying in institutions after qualifying
through government entrance procedures will be eligible for this. This revolutionary
innovative initiative will inspire the students towards performance and support them
with access to mobile internet, Wi-Fi, library, books, transportation, sports, career
counselling, online courses, self-defence, English Speaking courses, Internships,
placements etc. There will be four types of Nua-O Cards – Magic, Silver, Gold and
Platinum Card. The Cards for the Students will be upgraded based on performance.

FREE ELECTRICITY
FOR FARMERS
AND DOMESTIC
HOUSEHOLDS
We will provide Free electricity to all the domestic households consuming less than
100 units per month. For the households consuming between 100-150 units, 50 units
will be free. Almost the entire rural population will benefit from these initiatives.
This will also benefit the urban households. This scheme will cover 85%-90% fo the
households in Odisha.
Free electricity will be provided for the farmers. This will bring relief to large number of
farmers who are dependent on agricultural pumps, especially in Western Odisha.
We will promote energy conservation and provide incentives towards renewable
energy initiatives.

KRUSHAK ODISHA –
NABIN ODISHA
We are the only state to have doubled farmer incomes in the country. Odisha will
continue to be the number one state in increasing farmers income in the country in the
next 10 years.
We will focus on the entire ecosystem of agriculture, including irrigation coverage,
modern technology driven extension services, agricultural marketing, higher crop
productivity etc to empower our farmers.
We will strengthen our farmers with continuous support under KALIA Yojana, interest
free loans up to Rs 1.5 lakhs, Free electricity for the irrigation pumps, near universal
crop insurance with increased coverage.
There will be further support for commercial horticulture crops, fisheries, dairy,
poultry, and millets to increase farmer incomes, including small and marginal farmers.
We have already added 20 lakh acres of assured irrigation coverage in last 5 years.
Another 20 lakh acres under irrigation will be added in the next 10 years.
We will expand coverage to fishermen to provide Rs 15,000 per year support during
the fishing ban period. They shall also be covered under the KALIA Yojana.
We will allocate Rs 500 crore every year towards modernising the Mandis with storage
facilities for farmers, paddy driers and cleaners.
We will provide Rs 25,000 assistance to Farmers for their daughter’s marriage.
Odisha has a significant tribal population with rich cultural heritage. Empowerment
of tribal communities in the state will be an important objective of our governance
mandate. This will continue to be carried out on the pillars of quality education,
autonomy to communities and livelihood promotion.
The Special Development Councils (SDCs) will be further strengthened to preserve
tribal identity, language and culture. We will double the funding to the SDCs to enable
them to take up targeted activities in their areas. Preservation of unique heritage of
tribal communities will be of utmost importance. The Tribal Language Commission will
be further strengthened.
We will increase the price of Kendu leaf to Rs 2 per Kerry and will provide bonus of
50% for pluckers and 10% for binders.
We will fund Rs 1000 crores over 10 years to provide grant of Rs 1 lakh for 10,000 ST
youth every year towards self-employment. Similarly, entrepreneurship among tribal
youth shall be encouraged with interest subvention on loans up to 10 lakhs.
The LABHA scheme for marketing of minor forest produce will be increased in
coverage and numbers.
All Government job vacancies under ST category will be filled up.

MIDDLE CLASS
The middle class is the backbone of society. Four major areas of interventions for the
middle class will be housing, health, education and transport.
We will extend BSKY coverage to the middle class families.
We will provide interest subvention on housing loans up to Rs20 lakhs
We will provide Scholarships and loans (up to Rs10 Lakhs) for higher education along
with improving ecosystem in public institutions to make children competitive and future
ready.
There shall be affordable transport with expansion of LAccMI and Mo Bus within the
state.
Middleclass households with monthly billing of 100 units will receive free electricity.
The Households with monthly billing of 100-150 units will get 50 units of Free
electricity.

OTHER BACKWARD
CASTES (OBC)
BJD has always worked for an inclusive society where minorities feel empowered and
safe. This will continue as an important priority.
Minority educational institutions and important places of worship shall be taken up
for development under 5T in a dedicated time bound manner.
Self-employment among the Minority will be supported through the SWAYAM Yojana.

SENIOR
CITIZENS
We will provide enhanced, affordable access to healthcare through BSKY for all the
Senior Citizens and include universal screening of Cancer, mental health, disabilities and
other problems associated with elderly.
Our government will partner with the private sector to set up active aging centres
across the state and to create a cadre of home nurses for improved care of elderly
population.
We will ensure all eligible senior citizens are covered under Madhu Babu Pension
Yojana.
We will continue and further expand Baristha Nagarika Tirtha Yatra Yojana, especially
for the pilgrimage to Shree Jagannatha Mandir in Puri.
We will establish a centre for excellence for disability, inclusive skills and
entrepreneurship for specialised training, mentorship and support to enhance
employability and entrepreneurship.
Set up an impact fund of Rs 100 Cr. to invest in assistive technology and promote
innovations.
Fill in backlog vacancies for PwDs and government jobs.
Establish a scheme by 2026 for digital literacy and smartphone access for girls and
women with disabilities.
Increase allocation of the total state budget for disability initiatives, to be the highest
in the country.

ECONOMIC GROWTH -
THE ODISHA WAY
Over last 5 years, Odisha’s economy has grown at higher pace compared to the National
growth rate. We will ensure Odisha continues to grow and become one of the Top Three
States in the country in next 10 years. We will continue this trajectory with focus on
demand and supply interventions, including investments, job creation, skill development,
infrastructure, connectivity, efficient agriculture and growth in service sector. We will
focus on New Age Tech industries like semiconductors, EVs, AI-based etc.

QUALITY
EDUCATION
Nearly 60 lakh children study in government schools in Odisha All 8,681 high
schools across the state have been transformed under 5T with smart classrooms,
modern playgrounds, laboratories, washrooms and quality pedagogic inputs. This 5T
Transformation initiative will be extended to other schools in phased manner.
Odisha Adarsha Vidyalayas (OAV) will be set up in every block along with student
strength increase. All OAVs will become Centres of Excellence. They will set standards
of education in the country.
The reservation of government school students in professional institutions will
continue.

HEALTH
FOR ALL
We will have one of the most accessible, responsive, hassle free and efficient health
systems anywhere in the country based on Biju Swasthya Kalyan Yojana (BSKY) and
smart efficient health care infrastructure and medical professionals. This was visible
during the COVID pandemic when Odisha had one of the lowest mortality rates in the
country with most efficient response mechanisms.
BSKY will be made a near Universal Coverage, including the urban middle class and
government servants, community staff, contractual staff etc. in a phased manner. Today,
nearly 3.3 crore people have benefitted from BSKY with expenditure of Rs 5,482 Cr.
Odisha’s immunisation is already higher than the national average. We will ensure full
immunisation of our children.
Odisha has one of the highest reduction in malnutrition in the country. We will ensure
this trajectory continues.
The number of medical colleges and paramedical institutions will be increased to
attain complete self-sufficiency in medical health professionals including doctors and
nurses. Odisha will be doctor surplus soon.
We will upgrade the health care infrastructure - PHCs, CHCs and District Hospitals
across the state under the Ama Hospital scheme.
We will operationalise the SCB Medical College with best in infrastructure as an AIIMS
Plus campus. VIMSAR Burla and MKCG Berhampur will be upgraded with around Rs
1000 crores projects.
We will operationalise the New Medical colleges at Phulbani, Jajpur and Talcher and
continue to strengthen other existing medical colleges.
We will build an Expressway between Bhubaneswar and Puri Airport with nodes for
townships and industrial estates to make it as an important economic corridor in the
country.
Biju Expressway (South) connecting Gopalpur with Jeypore will be completed at a cost
of over Rs 5,000 crores.
The LAccMI bus scheme will be expanded to connect all major villages to the nearest
big towns and then to district headquarters. Shree Jagannath Express Bus will be
increased in frequency and reach.
Major roads will be strengthened and widened and all major bridges shall be completed.
We will operationalise the Shree Jagannath International Airport in Puri and ensure
international air connectivity for the pilgrims from around the world to land directly in
the temple city.
Sports is for Youth. We will ensure that Odisha continues to be a major sports
destination of the country and our model of Sports development with focus on youth
will continue.
We will have the best of sports facilities and professional coaching programs across the
state. We shall continue our integrated approach to Sports with the entire ecosystem
support under 5T - from scouting talent to expert coaching to Sports science support
and building of sports infrastructure.
We will build International Cricket Stadiums in Barabati, Football Stadium in
Sambalpur, Integrated Sports Complex in Berhampur and sports complexes and
academies and fitness centres across the State.

COMPREHENSIVE
RURAL FACILITIES
AND SERVICES
We will provide comprehensive facilities and services to our rural families including
Food security through Ration Cards, clean drinking water Piped water supply, quality
health care through AMA Hospitals and Universal coverage under BSKY scheme, quality
education through the 5T High Schools and colleges, Free electricity for eligible rural
households, Free electricity for the Farmers, Financial inclusion through AMA Banks,
Mobile and broadband connectivity etc.
We will provide 10 Lakhs houses under the Rural Housing to cover the eligible families.
We will ensure good rural roads and bridges for all villages to provide connectivity
to even remote areas and expansion of the LACCMI bus services to GPs and Blocks/
District HQs.
We will develop major urban clusters to boost growth, productivity, and innovation.
These urban clusters will generate demand and become centres of economic growth.
We will double the urban population in the next 10 years.
The four major urban clusters to be taken up in next 5 years to help boost growth shall
be - Bhubaneswar-Cuttack-Khordha-Puri cluster, Sambalpur-Jharsuguda-Rourkela
cluster, Baripada-Baleswar-Bhadrak cluster and Berhampur-Chatrapur-Gopalpur
cluster. These clusters will be developed in a planned manner and all modern amenities
will be provided such as housing, water and sanitation, electricity, green spaces,
playgrounds, public transport, recreation centres, sports complexes, and educational
institutions.
We will also develop major towns like Bolangir, Koraput-Jeypore, Bargarh, Rayagada,
Bhawanipatna, Paradip, Dhenkanal, Joda-Barbil, Kendujhar, Angul, Malkangiri,
Nawarangpur, Parlakhemundi, Phulbani, Boudh, Sonepur, Deogarh, Kendrapada and
Nayagarh in a planned manner and provide with top class modern facilities.
The planned Bhubaneswar-Cuttack Metro shall be completed as per the timeline and
then will be expanded to connect Khordha and Puri.
We will build an international city in Puri with international airport, spiritual and
wellness centres, eco-friendly industrial hubs with world class facilities for citizens and
devotees.
In the slums in all the urban areas, we will provide free electricity up to 100 units to
households and for households consuming 100-150 units, 50 units will be free.
We will expand the Jaga Mission.
The First World ODIA language conference was recently hosted in Bhubaneswar
with the theme- Bhasa Hi Bhavisyata. We are committed to implement all the
recommendations of this conference, compiled by experts, students, linguists etc.
within three years. Such a conference shall happen at the international level once every
five years . At the state level, the Odia language conference shall be held every year
involving students and the youth of the state , apart from experts and linguists.
Odia, after being declared as a classical language, has not received any grant from the
centre in the last 10 years, we will set aside a sum of Rs. 100 Cr for the promotion of
Odia language and to take it forward into the digital age.
Our artists are the bearers of our proud heritage, and their empowerment is of utmost
priority. To preserve our rich performing arts, Kalakaar federations shall be developed
on the lines of Mission Shakti federations. Kalakaar pensions shall be increased in
coverage.
We will connect with the Odia diaspora and build strong networks through the Odisha
Parivar.
We will start Kalinga Shree and Kalinga Bhushan awards on the lines of Padma Shree
and Padma Bhushan to encourage and recognise achievement in various fields.
We will set aside a sum of Rs 1,000 Cr. for heritage conservation including places of
worship, places associated with our great heroes, and places of historical and cultural
importance etc. with an objective of ensuring our youth being proud of our culture and
language and connected to our glorious heritage.
Odia Culture is undeniably linked to Jagannath culture. All Jagannath temples in the
state shall continue to be taken up for preservation and provision of pilgrim amenities.
All other major temples of the state shall also be taken up. Similarly, places of faith
of our tribal population shall be taken up for protection and preservation through
respective SDCs. The faith of all communities residing in the state shall be respected
and protected.

FOOD
SECURITY
Odisha is the third largest contributor to the national food security basket. We will
continue to provide universal food security to our population while taking care of the
national food security basket.
We will provide Ration Cards to all the eligible families under the State Food Security
Scheme (SFSS) to ensure food security.
BJD has always taken steps to reduce regional disparity and work for all regions
and people. Towards this end infrastructure projects like Biju Expressway and air
connectivity to Jharsuguda, Jeypore, and Malkangiri, large irrigation projects like
Gangadhar Meher and Lower Suktel were undertaken and completed. Further, many
Industries have been established in Western Odisha.
Taking this forward, there will be more focus on Western and Southern Odisha with
roads bridges, industries, educational institutions and irrigation.
Food processing and Agro-processing industries will be given priority in Western and
Southern Odisha..

CLIMATE CHANGE &
ENVIRONMENT
While ensuring high growth of the economy, we will also make the development
sustainable and environment friendly.
We will introduce Odisha Climate Change Action Plan 2036 to tackle climate change.

GOOD
GOVERNANCE
Good Governance is the hallmark of BJD. This has been recognised and blessed by the
people of Odisha over the last 24 years.
We shall continue to strive for better governance based on 5T principles and Mo
Sarkar. 5T has already demonstrated how government interventions can effect
transformational change.
The scope of 5T shall be extended to all big projects. Timely completion in a transparent
manner shall be the hallmark of every major project.
Mo Sarkar will be aggressively implemented across all government offices. We
will establish a robust grievance redressal system, utilising a mix of technology
and outreach, that reaches even the remotest parts of the state to ensure inclusive
governance and addressing the needs of all citizens within a fixed time frame.
Odisha has always been known for its spiritual progress. Spiritual governance is our
strength, and we shall demonstrate it to the world.
Such governance has clarity of purpose and intent, hard work, spirit of service,
inclusion of all so that no one is left out and every citizen becomes a partner in
governance.
To create a responsive, humane and aware citizenry we propose to introduce yoga,
meditation and heritage study in all schools.
Agriculture

Women
Under Gender Budget, More than Rs 2.6 lakh Cr. of budgetary support was provided on
women related interventions between 2019-20 and 2023-24.
As promised, a dedicated Department - Mission Shakti Department – was established
for furthering the “Mission Shakti’ movement in the state, benefiting 70 lakh mission
Shakti SHGs.
Interest Free Loans up to 5 lakhs were given to Mission Shakti SHGs. More than Rs
40,000 Cr. worth of loans have been disbursed to SHG members between 2019-20 and
2023-24. The loan amount was increased to Rs 10 lakhs recently.
To promote entrepreneurship among women and to provide market for their product,
Mission Shakti Bazaar has been inaugurated in Bhubaneswar. There has been plan to
establish 5000 such Bazaars and retail outlets across the state in coming 5 years.
Farmers
Odisha is one of the pioneering states to present a separate Agri-Budget for better focus
on issues of farmer empowerment. Under the Agri-Budget, more than Rs 1 lakh Cr. of
budgetary support was provided to farmers between 2019-20 and 2023-24.
More than Rs 11,500 Cr. of financial assistance were provided to more than 64 lakh farmers
in the state in last 5 years under KALIA Yojana.
KALIA Scholarship was introduced for children of small and marginal farmers and landless
labourers to pursue higher studies in universities in Odisha and outside.
More than Rs 1.45 lakh Cr. worth of crop loans have been disbursed to farmers between
last 4 years. Further, Odisha Government introduced a scheme for providing interest free
loan up to Rs 1 Lakh and charge 2% interest for Rs 1-3 Lakhs loans.
The state also decided to bear the premium of the insurance for 3 years, thereby becoming
the first state in the country to provide free crop insurance to farmers.
Irrigation potential of around 20 lakh acres was created in the last five years. Various Iconic
and large irrigation projects were completed and inaugurated.
Millet Mission: Since 2017, the State has incentivised revival of an ecosystem for millet
cultivation through Millet Mission. Odisha became the first state to declare direct incentive
for millet cultivation through DBT. The Union government and the NITI Aayog have
recognized Odisha Millets Mission as one of the best models.
Odisha has become the third-largest contributor to the nation’s Public Distribution
System (PDS). In the first ever ‘State Ranking Index’ under the National Food Security
Act (NFSA), Odisha has topped the list of general category states.
Tribals
14 new Special Development Councils (SDCs) were created for the preservation and
propagation of tribal culture and the unique identity of all tribal groups in different districts
of the state. Around 80 lakh tribals in 177 blocks of the 23 districts will be the beneficiaries
of the SDCs.
Industrial Development
The state has implemented new industrial policy 2022 with best-in class provisions for high
industrial growth and jobs for youth. Single Window Go-Swift Portal has been developed
for investor facilitation & tracking. Three Make in Odisha Conclaves have been organised in
2016, 2018 and 2022 attracting huge investment.
126 industrial estates were developed with an area of 11,623 acres during last 5 years. The
industrial infrastructure budget has increased from Rs 50 Cr. in 2015-16 to over Rs 556 Cr.
in 2023-24.
Major parks/clusters developed include Infovalley Electronics Manufacturing Cluster in
Bhubaneswar, Kalinga Nagar National Investment & Manufacturing Zone, Food Processing
Park in 5 locations, Plastic Park in Paradeep, Seafood Park at Deras, Angul Aluminium Park,
Textile Park in Dhamnagar, Bhadrak
Over the past five years, the GO-SWIFT Single window portal for industrial investment has
facilitated the approval of more than 1860 projects, valued at over ₹11.63 lakh Cr.
In the last two decades, the sectoral growth in core sectors has been phenomenal: Cement -
22 times, Steel - 15 times, Aluminium - 7.5 times, Power - 3.5 times.
The investment in the Metals and mining industry has continued. Odisha, with abundant
supply of raw materials and investment planned in steel plants by major players like JSW,
ArcelorMittal Nippon Steel Joint Venture, Tata Steel, Rungta Mines, and JSPL is emerging as
the steel hub of the country.
Similarly, investment in aluminium sector by various players such as Vedanta, NALCO,
Hindalco, Kalinga Aluminum, Adani group making Odisha Aluminium Hub also.
Education
More than 1.20 lakh Cr. of budgetary support was provided to education between 2019-20
and 2023-24.
8681 High Schools have been transformed under 5T Initiative to Smart Schools. Around
10,80,000 students in these schools have access to smart classrooms, modern science
laboratory, ICT Labs, etc. Rs 4000 Crs have been spent for the transformation.
Similarly, transformation of 1950 Higher Secondary Schools & Degree Colleges under 5T to
Smart Colleges – Rs 1000 Crs.
Further, different amenities for students have been created in 54,465 schools under
“Mo School Abhiyan” and in 86 Colleges under “Mo College Abhiyan”, through alumni
contribution along with Government Grant.
State Government reserved 15% of seats in Medical and Engineering Colleges of the State
for the students who have passed 10th and 12th Examination under the state Board from any
Government Schools/College. This reservation has been applied horizontally covering all
vertical reservations as well as unreserved group.
Nua O Scholarship has been provided to all eligible UG & PG Students. 5,38,000 Students
have benefited from the Scholarship with annual total scholarship of Rs 530 Crs.
Health
During the last five years, more than Rs 50,000 Cr. has been allocated to Health sector
under the Budget.
90% population of the state have been covered Biju Swasthya Kalyan Yojana (BSKY). 25.37
lakhs claims amounting to Rs 5,482 Cr. have been processed since inception. 700 premier
private hospitals across 17 states have been empanelled.
Further, BSKY Nabin Card has been launched for Rural people in the state, ensuring near
universal coverage in the rural Odisha.
“Ama Hospital” scheme has been introduced with an aim of strengthening public health
infrastructure in the state. Under this scheme, all the 1,858 PHCs, CHCs, SDH and DHH will
be transformed over next 5 years with expenditure of Rs 3,178 Cr. In the first phase, 140
hospitals have been upgraded and inaugurated spending Rs 520 Cr.
Transformation of SCB-MCH, Cuttack has been undertaken to provide AIIMS Plus Facility,
with an investment of Rs 4,500 Cr.
MKCG MCH at Berhampur, VIMSAR at Burla, Rourkela Government Hospital (RGH) and
Acharya Harihar PG Institute of Cancer (AHPGIC) at Cuttack have been planned to be
upgraded at the cost of Rs 950 Cr., Rs 950 Cr., Rs 660 Cr. and Rs 900 Cr., respectively.
Infrastructure Development
Large scale Heritage Development work has been undertaken in Puri to make it a Heritage
City, under ABADHA scheme, with allocation of Rs 4,224 Cr. The iconic Shree Mandira
Parikrama Project has been completed at a cost of Rs 800 Cr. Development of other
projects under the scheme is under-going.
Rural Development
“Ama Odisha Nabin Odisha” scheme has been launched with an outlay of Rs 4,200 Cr. for
taking up measures to augment rural infrastructure in the state leading to accelerated
futuristic growth as well as to Promote, Preserve and Protect Jagannath culture and
tradition of the State.
An ambitious program of providing household tap water connection to each rural
house has been undertaken with a massive investment of Rs 27,000 Cr. The piped water
connection coverage has reached 73.13% as of March 2024.
‘AMA Bank’ service was introduced in the 4,373 unbanked Gram Panchayats in the state
out of total 6798 Gram Panchayats, to provide 15 bank related services. 2,742 Ama Banks
have been made functional.
Almost every GPs have been connected through bus services under LACCMI Scheme.
Under this scheme, 1088 Buses have been introduced and 7,500 Jobs have been created.
780 bridges were constructed under BSY between 2019-20 and 2023-24 to provide
connectivity in rural areas.
Urban Development
Two best-in-class Bus Terminals - Baba Saheb Ambedkar Bus Terminal, Baramunda,
Bhubaneswar and Cuttack Netaji Bus Terminal, Cuttack have been constructed and
inaugurated, with expenditure of Rs 210 Cr. and Rs 90 Cr., respectively.
Major Projects
Industries
Odisha is among the top 3 States in the country in new investments with a share of 11.8%
in the total cost of projects during 2022-23, as per a report by RBI.
Odisha is ranked 2nd in attracting investment in FY2023, as per latest report by
CMIE & CII.
Odisha’s GO-SWIFT Single Window portal received Silver Award at National
e-Governance Award 2020.
Registering a significant improvement in ”Ease of Doing Business”, Odisha has jumped from
29th position to be ranked among 6 ‘Achiever’ states in the Department for Promotion of
Industry and Internal Trade, Ministry of Commerce & Industry’s Business Reforms Action
Plan (BRAP) 2020 assessment report.
Odisha selected in Top 4 performing states in State Startup Ranking-2021.
Odisha secured 1st prize in the category of award given to States & Union Territories for
development of MSME sector by the Centre.
Odisha continues to be top performer in Startup Ranking for 2018, 21 and 2022.
Invest In Odisha awarded with “Best State Initiative” at the Chemtech CEW Leadership &
Excellence Awards 2019 in Mumbai.
Electronics and IT
Odisha wins Award of Excellence under State Category at the 19th CSI SIG e-Governance
Awards 2021 in Prayagraj.
Odisha Assembly has been adjudged as the number one Paperless Bidhan Sabha in the
country and is the only State to receive the Award of Excellence.
E&IT Department awarded Digital Empowered State of the Year at APAC News Network
Digital Empowerment Meet for successful implementation of ‘Odisha One’ & ‘Mo Seva
Kendra’ to ensure facilitation of all government services through digital platforms.

1. Youth Budget: We will be the first state to have a dedicated youth budget - Nabin Odisha
Youth Budget with Rs 1 Lakh Cr. for the next 10 years. This will be tabled in the Legislative
Assembly every year, like the Climate Budget and Gender Budget.
Nabin Odisha Magic Card – Unique, Innovative and Technology driven smart card
system which will inspire, nurture and mentor the students to excel in their academic
and non-academic pursuits. Based on performance of student, the card can be upgraded
to Gold, Silver and Platinum categories. There will be incentives related to mobile
recharge, travel concession, books concession, access to libraries and sports facilities,
online coaching etc.
Increase the coverage of Nua O scholarships and include company internship, English
speaking, interview management, and self-defence course facilities.
System of providing loans with interest subvention to pursue higher education.
Development of Nabin Odisha Portal for Youth, an All-in-One Portal providing various
facilities such as Online classes, career counselling, Placement support, networking
opportunities etc.
Nua O Competition at colleges across the state.
Subsidise transport for the youth shall be broad in scope to enable them to reach their
place of education/work.
The NUA-O Scholarships will be increased to Rs 12,000 per year for Boys and Rs 14,000
per year for Girls.
3. Skill Development of Youth: We will make them ready for the future through various skill
development programme and measures, which would include:
‘Skilled in Odisha’ Initiative will be further strengthened to provide high quality skill
development and good job placement in India and abroad.
‘Learn and Earn’ model apprenticeship programme will be launched in partnership with
the industry.
Training of youth in new age skills under Nutana Unnata Abhilasha (NUA) Odisha
Scheme
Establishment of 50 high performing ITIs/vocational colleges/Polytechnic which will
impart education and training on industry demand courses and skills, and ensure
placement through industry collaboration.
Support the Establishment of Institutes for New Age Technology and Skills.
6. Promotion Sports and Fitness among Youth: Further building on the reputation of
Odisha being the Sports Hub of the country, we will take various measures, such as:
Establishment of Integrated sports complex in every district of the state along with
Sports Academies for various disciplines.
Quality coaching from grassroots level up to Professional level.
Large Landmark Sports Infrastructure will be developed including International
Cricket Stadium, Barabati, Cuttack; Indoor Arena in Bhubaneswar; Football Stadium in
Sambalpur and a new integrated sports complex in Berhampur.
The youth of the State will be encouraged to pursue sport and fitness activities for
healthy and productive lifestyle. We will launch programmes to dissuade youth from
various addictions like drugs, alcohol and smoking etc.
We will set up fitness centers in all major towns of the state.
1. KALIA Yojana: We will further strengthen the implementation of the KALIA Yojana for
small and marginal farmers and landless cultivators. We will continue the committed
financial support and various benefits under the yojana.
2. Interest-Free Loans for the Farmers: We will enhance the Interest-Free loans for the
farmers from the current Rs 1 lakh to Rs 1.5 lakhs. We will ensure that farmers in large
numbers avail these loans and invest in the agricultural production. Incentives for purchase
of farm equipment will be further promoted.
3. Strengthening the Farmer Insurance: We will coordinate with the insurance companies
and ensure a robust mechanism to derisk and protect the farmers from the vagaries of
weather through timely accurate assessment and disbursement of insurance claims.
4. Remunerative Minimum Support Prices (MSP): We will work closely with the Government
of India to provide reasonable remunerative Minimum Support Prices. We will ensure that
the procurement process is further strengthened through transparency, technology and
infrastructure.
5. Strengthening the Social Security for the Farmer Families: We will ensure a strong social
security net for the farmer families so that the burden of expenditure for education of their
children and health issues are taken care by the government. We will ensure free quality
education of their children in the government and aided schools and scholarships for the
meritorious students for higher education. We will ensure universal health coverage of all
farmer families under the BSKY Yojana, and Rs 25,000 for daughter’s marriage.
6. Incentivise Crop Diversification: We will further strengthen and expand the support
systems for crop diversification like incentives, price support, training programmes,
extension services etc.
7. Strengthen Millet Mission: We will build on the success of Odisha’s Millet Mission and
expand the program. We will actively promote Millets as a climate-resilient sustainable food
with multiple health benefits. We will focus on the small and marginal farmers especially in
the Tribal areas for millet production and procurement.
8. Horticulture and Vegetable production: We will promote and support the production
of horticulture and vegetables which are suitable for Odisha. A network of cold storage
facilities will be established in partnership with the private and community organisations.
Established brands like Koraput Coffee will be further promoted and supported.
1. Initiatives for Construction Workers: The construction workers welfare fund will be
doubled with special emphasis on women workers. We will take several steps for the welfare
of workers through Odisha Building and Other Construction Workers Welfare Board, which
will include:
Scholarship for the children of workers will be increased in coverage and amount.
Rs 2 lakh death compensation to the kin of workers in unorganised sector.
Financial support for marriage of workers and their dependent girl child.
Maternity benefits to female workers to be expanded in scope.
Cover the women construction workers under BSKY.
500 affordable crèches near commercial hubs.
OBC Communities:
The people belonging to OBC communities constitute a large proportion of the state’s population
and contribute significantly to the State’s growth. Hence, we will bring several initiatives for the
benefit of OBC communities, especially youth.
We will provide priority scholarships for OBC students under the ‘Mukhyamantri
Medhabi Chhatra Protsahana’ Yojana for pursuing higher studies.
We will provide special coaching facilities and hostels for OBC students
We will be filling up all government vacancies reserved for OBCs in time bound manner
We will provide priority loans under the SWAYAM Yojana for youth from the OBC
community.
We will fund Rs 1000 crores over 10 years to provide a grant of Rs 1 lakh for 10,000
OBC youth every year towards self-employment. Similarly, entrepreneurship among
OBC youth shall be encouraged with interest subvention on loans up to 10 lakhs.
Continue our demand with Union Govt to take up SEBC-OBC Census along with
General Census for providing justice in reservation to the OBC population taking all
legal and legislative action. BJD will also place the state survey data in every forum.
Minorities Communities:
BJD has always worked for an inclusive society where minorities feel empowered and safe. This
will continue as an important priority.
Minority educational institutions and important places of worship shall be taken up
for development under 5T in a dedicated time-bound manner.
Self-employment among the Minority will be supported through the
SWAYAM Yojana.
Odisha Climate Change Action Plan 2036 will be introduced with climate change mitigation
strategies and target for renewable energy.
Continue expansion of forest cover with annual plan and long-term plan.
Continue expansion of mangrove cover to create strong defence against cyclones.
Increase emphasis on afforestation, avenue plantation and urban forestry programmes.
Increase plantation and green cover along with industry partnership, CSR activities and
through community partnership.
Incentivise transition to EV and facilitate installation of EV charging stations in communities
and apartments.
We will expand creation of green zones with community participation across the state.
We will continue to ensure protection of wildlife, clean rivers, flood protection and
green zones in public institutions and industries.
Good Governance is the hallmark of BJD. This has been recognised and blessed by the
people of Odisha over the last 24 years.
We shall continue to strive for better governance based on the 5T principles and Mo Sarkar. 5T
has already demonstrated how government interventions can effect transformational change.
The scope of 5T shall be extended to all big projects. Timely completion in a transparent
manner shall be the hallmark of every major project.
Mo Sarkar will be aggressively implemented across all government offices. We will establish
a robust grievance redressal system, utilizing a mix of technology and outreach that reaches
even the remotest parts of the state to ensure inclusive governance and address the needs
of all citizens within a fixed time frame.
Odisha has always been known for its spiritual progress. Spiritual governance is our
strength, and we shall demonstrate it to the world.
Such governance has clarity of purpose of intent, hard work, spirit of service, and inclusion
of all so that no one is left out and every citizen becomes a partner in governance.
To create a responsive, humane, and aware citizenry we propose to introduce yoga,
meditation, and heritage study in all schools.
3. Healthcare Professionals:
Due to our efforts in last few years, Odisha is emerging as a surplus state in Health care.
We are already surplus in MBBS doctors and have filled all the vacant positions.
In the coming years, we will be filling all the specialists posts across the state.
We will enhance the quality and network of the medical and para medical education in
the state and create health care professionals who will be able to serve the state, India
and also in other countries.
Building upon this momentum, we are committed to the continued implementation of larger
infrastructure initiatives. “Nabin Odisha” will emerge as the land where every citizen enjoys
access to best-in-class infrastructure across all aspects of life.
2. Metro Rail Project: The planned Bhubaneswar Metro shall be completed as per the
timeline and then will be expanded to connect Khordha and Puri.
4. Air Connectivity:
We will operationalise the Shree Jagannath International Airport in Puri and ensure
international air connectivity for the pilgrims from around the world to land directly in
the temple city.
We will build on the success of international flights to Dubai, Bangkok and Singapore,
explore a greater number of flights to international centers
Expand the air connectivity to all the major cities in the state to Metros in the country.
6. Irrigation Infrastructure:
We will make large scale investment in Irrigation and ensure irrigation facility to 20 lakh
acres of non-irrigated land in next 10 years.
Use latest technologies to ensure efficient water management and adequate water
reaching the end of the network.
7. Energy:
We will strengthen the energy infrastructure across the state to ensure reliable
affordable power supply for the domestic and industrial users.
Plan for the underground energy supply lines along the coastal urban areas to mitigate
the cyclone related damage.
Emphasis will be on the green energy transition and incentivise the investments in the
Green Energy sector.
We will promote energy conservation and provide incentives for renewable energy
initiatives.
We will provide free electricity to all domestic households consuming less than
100 units per month. For households consuming between 100-150 units, 50 units
will be free.
We will provide 10 Lakhs houses under the Rural Housing to cover eligible families.
Coverage of all villages with good quality roads and complete all the technically feasible
bridges under Biju Setu Yojana.
Strengthening of Location Accessible Multi-modal Initiative (LAccMI) Scheme bus
services to all the GPs with multiple trips per day as per local demand.
Primary schools’ infrastructure to be upgraded under the Mo School
5T Transformation programme.
PHCs and CHCs to be upgraded under the 5T Transformation AMA hospital programme.
Clean piped drinking water supply will be ensured in all the villages in a saturation
mode.
Quality and reliable Mobile Tower Connectivity in all the villages will be ensured. All
panchayats will be covered under the broadband network.
Irrigation facilities will be ensured for all the farm lands as per technical feasibility.
AONO Programme has been introduced with an objective of transforming rural Odisha
and we will continue to strengthen the implementation of the programme with focus on
community assets.
We will strengthen AMA Bank facility in all Panchayats of the state to ensure financial
inclusion in rural areas.
Four major urban clusters will be the focus of urban and economic growth in the State
- Bhubaneswar-Cuttack-Puri-Khordha, Sambalpur-Jharsuguda-Rourkela, Baripada-
Baleswar-Bhadrak and Berhampur-Gopalpur-Chhatrapur. Comprehensive planned
urban development with large investment will be made in these clusters to make these
areas emerge as economic engines of the state.
We will also develop major towns like Bolangir, Koraput-Jeypore, Bargarh, Rayagada,
Bhawanipatna, Paradip, Dhenkanal, Joda-Barbil, Kendujhar, Angul, Malkangiri,
Nabarangpur, Paralakhemundi, Phulbani, Boudh, Sonepur, Deogarh, Kendrapada and
Nayagarh in a planned manner and provide with modern facilities.
The major cities and towns in other parts of the state will also be developed as
the nodes for urban and economic development including the port-based cities
development.
We will build an international city in Puri with an international airport, spiritual and
wellness centers, eco-friendly industrial hubs with world-class facilities for citizens
and devotees.
Bhubaneswar-Cuttack Metro work in the Phase-1 will be operationalised as per the
project timeline of 4 years. Further expansion of the metro in next phases to Khordha
and Puri will be started.
Urban planning and regulation will be comprehensively reformed and governance
strengthened.
Urban and Municipal infrastructure and services across the state will be enhanced and
upgraded including the drinking water supply, sanitation, roads and pavements, traffic
management, street lighting, sewerage, drainage, etc.
Special focus will be on the slum development as Biju Adarsha colonies with good
infrastructure and maintenance with involvement of the communities. Under
Jaga Mission, the land rights issue will be prioritised for the eligible families. Skill
development initiatives will be taken up for the youths in the slums to provide them
with good job opportunities.
The First World Odia language conference was recently hosted in Bhubaneswar with the
theme- Bhasa Hi Bhavisyata. We are committed to implement all the recommendations
of this conference, compiled by experts, students, linguists etc. within three years. Such a
conference shall happen at the international level once every five years . At the state level,
the Odia language conference shall be held every year involving students and the youth of
the state , apart from experts and linguists.
Odia, after being declared as a classical language, has not received any grant from the centre
in the last 10 years, we will set aside a sum of Rs. 100 Cr as Odia Classical Language Fund
for the promotion of Odia language and to take it forward into
the digital age.
We will continue to pursue with Central Government for inclusion of tribal languages such
as ‘Mundari’, ‘Kui’, ‘Saura’ and ‘Ho’ languages in Article VIII of the Constitution.
We will connect with the Odia diaspora and build strong networks through the
Odisha Parivar.
We will start Kalinga Shree and Kalinga Bhushan awards on the lines of Padma Shree and
Padma Bhushan to encourage and recognise achievement in various fields.
We will set aside a sum of Rs 1,000 Cr. for heritage conservation including places of
worship, places associated with our great heroes, and places of historical and cultural
importance etc. with an objective of ensuring our youth being proud of our culture and
language and connected to our glorious heritage.
Odia Culture is undeniably linked to Jagannath culture. All Jagannath temples in the state
shall continue to be taken up for preservation and provision of pilgrim amenities. All other
major temples of the state shall also be taken up. Similarly, places of faith of our tribal
population shall be taken up for protection and preservation through respective SDCs. The
faith of all communities residing in the state shall be respected and protected.
Odia University at Satyabadi shall be made the number one language university in the
country by 2034, and an international Journal of Odia Studies will be published every year.
A world class State Institute of Fashion Technology (SIFT) will be set up to help our weavers
and artisans to get inputs on design and innovations. We will showcase out rich heritage in
textiles and connect with global markets.
All Padma awardees from Odisha shall get a pension of 25,000 per month for their
contribution in their respective fields.
Culture centres shall be revamped in every district to become the nucleus of Odia culture
promotion, and preservation.
Bhagabata Tungi will be promoted and developed in every GP across the state.
Utkal University of Culture will be developed as one of the premier Culture Universities.
Two crore provisions will be made for collaboration with South East Asia Research
Institutes to conduct research on maritime trade contacts between Kalinga and
South East Asia.
1. Food Security
We will provide Ration Cards to all the eligible families under State Food Security
Scheme (SFSS) to ensure essential commodities at free of cost.
Complete automation of paddy procurement and ration distribution.
Continue to provide meal at affordable rates at AAHAAR Centers.
Expand AAHAAR Centres at more locations such as areas near hospitals, bus stands
and railway stations.
2. Senior Citizens
We will set up a State-of-the-art Resource Centre for Elderly to identify emerging
needs, and propose necessary actions & reforms to promote active aging.
Our government will partner with private sector to set up active aging centres across
the state and create a cadre of Home Nurses for improved care of the elderly.
All eligible persons for pension will be covered under Madhu Babu pension Yojana in a
saturation mode.
4. Middle Class:
Middle-class households with monthly billing of 100 units will receive free electricity.
Households with monthly billing of 100-150 units will get 50 units of Free electricity.
We will extend BSKY coverage to middle-class families.
Provide increased subvention for housing loans up to Rs 20 lakhs.
Provide Scholarships and loans (up to Rs 10 Lakhs) for higher education along with
improving the ecosystem in public institutions to make children competitive and
future-ready.
Ensure affordable transport with the expansion of LACCMI and Mo Bus
within the state.
1. Special Category Status : Odisha has been demanding Special Category Status
for a long time. This is a genuine demand to rectify the historic neglect that Odisha has
suffered and the frequent natural disasters the state faces. BJP had promised this in their
2014 Manifesto but even after 10 years, they have done nothing. In 2019 and 2024, BJP
didn’t even bother to keep it in their Manifesto, completely ignoring this genuine demand of
the people of Odisha.
The people of Odisha have been deprived of their genuine funds in spite of Odisha contributing
significantly to the Central revenues. This has seriously affected the development projects.
This makes it clear that only when elections are there, the BJP makes tall promises to the people
of Odisha; they have no intention of implementing any of their promises.
