(Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control
of Pollution) Act, 1981 and without reducing your responsibilities under the said
Acts and after going through your proposal for achieving the effluent and gaseous
emission standards, it is to inform you that this Board grants you Permission to

subject to fulfillment of following terms & conditions :-

Terms & Conditions: -

1. Industry shall comply with all the terms and conditions of Environmental
Clearance issued by Ministry of Environment, Forest and Climate Change
(Impact Assessment Division), Government of India, New Delhi vide letter no. J-
11011/170/2007-IA.II(I) dated: 06/10/2022 (EC Identification No.
EC22A008CG123155).
2. Industry has to apply for fresh consent to operate for product and production and
capacity other than 1. Sponge Iron (2x300 TPD DRI Kiln) 2,00,000 MT/Year, 2.
Waste Heat Recovery Boiler (2x36 TPH Capacity) Based Power Plant (2x8
Megawatt TG Set) 16 Megawatt, 3. Iron Ore Crusher 14.40 Lakhs Tonnes Per
Annum, 4. Coal Washery 7.20 Lakhs Tonnes Per Annum, 5. Sponge Iron
1,00,000 Metric Tonnes Per Annum, 6. Generation of Power from Waste Heat 08
Megawatt & 7. Steel Billets 1.4 Lakhs Tonnes Per Annum.
3. Industry shall provide adequate facility for proper treatment of industrial and
domestic effluent. Industry shall provide ETP of adequate capacity and
efficiency. Close circuit cooling system shall be provided to recycle/reuse cooling
water. Acidic and alkaline effluent from DM water plant shall be neutralized in
neutralization pit and mixed in central effluent monitoring tank along-with cooling
tower blow down. Industry shall provide sewage treatment plant of adequate
capacity and efficiency for treatment of domestic effluent and also provide the
facility of disinfection through chlorine/sodium hypochlorite etc. Industry shall not
discharge any liquid effluent what so ever generated from various
operations/processes, cooling blow down, boiler blow down, sewage/sludge,
effluent treatment plant etc. into the river or any surface water bodies, and it shall

be reused wholly after proper treatment in the process, dust suppression or for
green belt development within premises. Industry shall make proper
arrangements of suitable drains/pipe networks to ensure adequate flow for full
utilization of treated effluent inside the premises. The concept of zero discharge
shall be adopted by the industry. Industry shall provide CCTV camera and online
effluent monitoring systems (EQMS) at outlet of ETP(s). Industry shall ensure the
treated effluent quality within the standard prescribed by Board published in
Gazette notification dated 25/03/1988. The major parameters shall not exceed
the following limits : -

a. pH 5.5 - 9.0
b. BOD 30 mg/L
c. COD 250 mg/L
d. Oil and Grease 10 mg/L
e. Suspended Solids 100 mg/L
Chhattisgarh Environment Conservation Board may further stipulate stringent
limit depending upon environmental conditions.
4. Closed cycle cooling system shall be provided. Minimum water for makeup
purposes shall be ensured. Industry shall provide adequate measuring
arrangements for the measurement of water utilized in different categories and
effluent generated. Industry shall only use treated effluent forpreparation of lime
/ neutralization slurry / other slurry for use in ETP. No fresh water shall be utilized
for such purposes. Industry shall use treated effluent for make-up of cooling
water / process water as maximum as possible.
5. Air Cooled condensers shall be used in the captive power plant.
6. No additional ground water withdrawal shall be allowed for expansion project.
Industry shall use harvested rainwater in the process as maximum as possible.
7. Water requirement for the proposed expansion project is estimated as 12,237
m3/day shall be met from surface water from Sapnai River. No additional ground
water abstraction is permitted.
8. Industry shall install separate digital water meter for measurement of ground &
surface water used at the inlet to all unit processes in the Steel Plants.
9. Industry shall submit appraisal report for usage of water from competent
authority.
10. Industry shall ensure maximum reuse of non-potable water.
11. Industry shall submit environment audit report within 06 month of all units
(including Sponge Iron & Power Plant) to be conducted by reputed Government
Institution like IIT / NIT or authorized agency etc.

12. Industry shall submit performance test report of all pollution control equipments
by NIT, IIT, (IoR) every year.
13. Industry shall submit compliance report of EC / CTE / CTO conditions of all the
units verified by third party every year.
14. Industry shall install system for continuous monitoring of effluent quality / quantity
as per CPCB guidelines for relevant parameters (like pH, Flow, Temperature,
BOD/COD etc.) and shall be connected to CECB / CPCB server. Industry shall
also install flow meter. Industry shall submit monitoring report of effluent
regularly. Calibration and validation of data shall be carried out of all CWQMS
and industry shall ensure availability of real time data in CECB / CPCB server.
15. Industry shall provide adequate air pollution control arrangements at all point and
non point sources. Industry shall ensure the emission of particulate mater less
than 30 mg/Nm3 from All units. Industry shall provide Electro Static Precipitator to
ensure particulate matter emission less than 30 mg/Nm 3 from the stacks of
sponge iron plant, power plant. Industry shall provide fume extraction system
followed by bag filters in Induction furnace. Industry shall provide suitable
pollution control equipment bag filter / scrubber to control emission from the
stacks of re-heating furnace of rolling mill. Submerged Arc Furnace shall be of
closed type/semi-closed type with 4th hole extraction system. Industry shall
provide ESP at Sinter & Pellet Plant also bag filter and gas cleaning system
at Blast Furnace. Bag filter at Coal Washery bag filter at Cement Grinding
Unit. Gaseous emission shall be within latest prescribed norms. Suitable &
effective air pollution control equipments (adequate dust extraction systems
followed by bag filters) for the control of emissions from processes/ operations
and for the control of emission during the handling& transportation of coal, fly
dust etc. shall be installed and maintained in proper order during operation. Dust
extraction and suppression systems followed by bag filters shall be provided for
control of fugitive dust emissions within and around the coal handling plant and
coal stockyard. Company shall install suitable & effective air pollution control
equipments at all transfer points, junction points etc. also. All the conveying
system, transfer point, junction point etc. shall be covered. Close conveying
system with dust suppression mechanism shall be used for transport of ash to
the storage silo. Industry shall provide bag filters of adequate capacity and
efficiency to ensure particulate matter emission less than 30 mg/Nm3 from the
stack of induction furnaces, rolling mill and ferro alloys plant. Adequate provision
shall be made for sprinkling of water at strategic locations for ensuring dust does
not get air borne. For controlling fugitive dust, regular sprinkling of water in fuel
handling and other vulnerable areas of the plant shall be ensured. Suitable
pollution control equipment such as ESP, bag filters, wet scrubber etc of
adequate capacity of efficiency shall be provided.

16. 85-90 % of billets shall be rolled directly in hot stage. RHF shall operate
using only Light Diesel Oil as a fuel.
17. Ultralow NOx burner with three stage combustion, flue gas recirculation and
auto combustion control system shall be used.
18. Fog / Mist Sprinklers at all conveyors point and on bulk raw material storage
area (at the transfer points) like Iron Ore, Coal and for Fly Ash and similar
solid waste storage areas.
19. Secondary fume extraction system shall be installed converters of Steel
Melting Shop. Sinter Plant shall be equipped with Sinter cooler waste
recovery system and suitable technology for control of dioxins and furans
emissions from the plant. Dioxin and Furan monitoring shall be carried out
once in six months at cement kiln stack. DeSox system shall be provided dry
type. NOx level shall be maintained below 600 mg/Nm 3 by using best
available technology.
20. Blast Furnace shall b equipped with Top Recovery Turbine (capacity more
than 450 M3), dry gas cleaning plant, stove waste heat recovery, cast house
and stock house ventilation system and slag granulation facility.
21. Stack of height as per formula H=14(Q) 0.3 (Where Q is maximum emission rate of
SO2 in worst condition in Kg/hr and H is stack height in meters) or as per
guidelines of Ministry of Environment & Forests, Government of India/Central
Pollution Control Board based on micro meteorological data with arrangement of
stack monitoring shall be provided. The heightof other stacks (if any) shall not be
less than 30 meters.
22. Industry shall adhere to sector specific guidelines / SOP published by CPCB
from time to time for effective fugitive emission control. Industry shall maintain
fugitive dust emissions to the minimum level in the areasof road transportation
routs of raw materials and wastes to ensure Ambient Air Quality within latest
prescribed standard.
23. Black topping/asphalting/concreting and maintenance with requisite water
sprinkling arrangements shall be ensured.
24. Space provision shall be provided in the layout and installation/retrofitting of the
Flue Gas De-Sulphurization (FGD) shall be carried out without delay, if 98 th
percentile values for SO2 exceed the prescribed permissible limit for sensitive
areas, rural, residential and other areas, based on actual monitored field data,
after commissioning of the power plant.
25. Regular monitoring of ground level concentration of SO 2, NOx, PM10 and PM2.5 at
at-least four stations shall be carried out in the impact zone and records
maintained. If at any stage these levels are found to exceed the prescribed limits,
the plant shall cease all operations till necessary control measures are provided.

The location of the monitoring stations and frequency of monitoring shall be
decided in consultation with Chhattisgarh Environment Conservation Board
Raipur. The data so collected shall be properly analyzed and periodic reports
shall be submitted to Regional Office, Raigarh, Chhattisgarh Environment
Conservation Board.
26. Industry shall install and commission Continuous Emission Monitoring System -
CEMS (as per CPCB guidelines for relevant parameters) in all the stack(s) of
Sponge Iron Plant, Induction Furnace, Rolling Mill, Ferro Alloys plant, WHRB and
FBC based power plant and shall be connected with CECB/CPCB server.
Industry shall install two no. CAAQMS in the premises in directions towards
nearest villages. Calibration and validation of data shall be carried out of all
CEMS / CAAQMS and industry shall ensure availability of real time data in
CECB/ CPCB server.
27. Industry shall install separate electric metering arrangements with interlocking
system for the running of pollution control device(s). Thesearrangements shall be
made in such a fashion that any non-functioning of pollution control device(s)
shall immediately stop the electric supply to the production / raw material supply
unit and shall remain tripped till the pollution control device/devices are made
functional again / rectified to achieve the desired efficiency. The record & log
book of electricity and chemical consumption for running the pollution control
equipments shall be maintained & submitted to Board every month.
28. All the industrial solid wastes such as ESP dust, slag, dust collected from APCD,
fines, mill scale, end cutting etc. shall be disposed off in environment friendly
manner as per rule.
29. All stockyards shall be having impervious flooring and shall be equipped with
water spray system for dust suppression. Stock yards shall also have garland
drains to trap the run off material.
30. Industry shall install a slag crusher to convert steel slag into aggregate for use in
construction industry, fine sand for use as flux in steel plant, sand in brick making
and as lime in cement making. Industry shall recycle/reuse 100% solid waste
generated in the plant. Used refactories shall be recycled as far as possible.
FeCr slag after jigging shall be subjected to TCLP test to ensure its
utilization of disposal in TSDF.
31. Industry shall install fly ash bricks making plant. Industry shall insure 100%
utilization of fly ash as per provisions of notification (as amended up to date)
issued by MoEF & CC regarding utilization of fly ash.
32. Industry shall use fly ash brick, fly ash block and fly ash based products in the
construction/repairing activities.
33. Internal roads shall be designed for 20 Million Standard Axle, Entry gate shall

have Bell Mouthed Entry. Industry shall be provided wheel washing system at
entry and exit of plant. All internal roads shall be made pucca. Roads shall be
cleaned regularly. Dust muck collected from the road shall be disposed in
environment friendly manners. Industry shall adopt good housekeeping
practices.
34. Industry shall take effective steps for safe disposal of solid wastes and sludge.
Oily sludge shall be sold to authorized recyclers / re-processors for proper
disposal through incineration. Used re-fractories shall be recycled as far as
possible. Industry shall obtain authorization from Board for management and
handling of hazardous materials as per Hazardous and Other Wastes
(Management and Transboundary Movement) Rules, 2016 (as amended upto
date). Industry shall strictly comply with all the measures specified in guidelines /
directions published from time to time by CECB / CPCB / MoEF&CC. Industry
shall ensure transportation of Hazardous Wastes through GPS mounted
vehicles.
35. Industry shall ensure transportation of raw materials / fuel by properly covered
vehicles. Vehicles used for transporting the wastes / sludge shall be covered
with tarpaulins and optimally loaded. Vehicular emissions shall be kept under
control and regularly monitored. Industry shall ensure transportation of coal
through mechanically covered vehicles on or before 12/07/2023.
36. Industry shall take proper action to control the noise pollution. Industry shall
install appropriate noise barriers /control measures including acoustic hoods,
silencers, enclosures etc. on all sources of noise generation to control the noise.
Earplugs/ear muffs etc. shall be provided to the employee working in the high
noise areas. The noise level shall not exceed the limits 75 dB (A) during the
daytime and 70 dB (A) during the night time within the factory premises.
37. Three tier Green Belt shall be developed in a time frame of one year in alteast
33% of project area with native species all along the periphery of the project site
of adequate width and tree density shall not be less than 2500 per ha. Survival
rate of green belt developed shall be monitored on periodic basis to ensure that
damaged plants are replaced with new plants in the subsequent years. Industry
shall increased the density of plantation from 1000 tree/ha to 2500 tree/ha by
taking up gap plantation.
38. Industry shall prepare GHG emissions inventory for the plant and shall submit
the programme for reduction of the same including carbon sequestration
including plantation.
39. Industry shall utilize modern technologies for capturing of carbon emitted and
shall also develop carbon sink/carbon sequestration resources capable of
capturing more than emitted. The implementation report shall be submitted to
the board in this regard.

40. Project proponent shall submit a study report on De-carbonization program,
which would essentially consist of company’s carbon emissions, carbon
budgeting/ balancing, carbon sequestration activities and carbon capture,
use and storage and offsetting strategies. Further, the report shall also
contain time bound action plan to reduce its carbon intensity of its operations
and supply chains, energy transition pathway from fossil fuels to Renewable
energy etc.
41. Industry shall provide garland drains with appropriate check dams all along the
raw materials / product storage areas etc. to avoid any possibility of erosion
(wearing away) during rain. Sump capacity shall also provide adequate retention
period to allow proper settling of silt material. Sedimentation pits shall be
constructed at the corners of the garland drains. Industry shall provide adequate
collection and treatment arrangement for proper management of storm water.
The surface run-off shall be de-silted through a series of check dams and drains.
42. Industry shall enhance the capacity of rainwater harvesting systems to increase
the ground water recharge. Industry shall develop rainwater- harvesting
structures and reservoirs / ponds to harvest the rainwater for utilization in the
lean season as well as to recharge the ground water table without delay. Industry
shall ensure recharging of ground water by rainwater harvesting of at-least
double the quantity of water use by themin expansion activities, which shall be
done within or outside the premises.
43. A robust and full proof Drainage Conservation scheme to protect the natural
drainage and its flow parameters; along with Soil conservation scheme and
multiple Erosion control measures shall be implemented within 10Km. radios of
the plant.
44. Industry shall provide appropriate arrangements to avoid air pollution, water
pollution, noise pollution etc. during construction phase and duringtransportation
of plants / machineries / equipments / construction materials etc. to the site. The
effluent from construction labour houses shall be treated properly and no effluent
shall be discharged outside of the premises. For controlling fugitive dust during
transportation and construction works, regular sprinkling of water in village roads
and other vulnerable areas of the plant shall also be ensured. The emission from
vehicles engaged for transportation of plants/machineries/
equipments/construction materials etc. to the site shall be ensured within
prescribed vehicle emission norms. First aid and sanitation arrangements shall
be made for the drivers and other contract workers during construction phase.
45. The construction of effluent treatment system and installation/up-
gradation/modification of air pollution control equipments shall be taken up
simultaneously with other civil/mechanical works of expansion activity. The
progress of the activities related to the project shall be submitted periodically to

46. Industry shall ensure compliance of mitigation measures and stipulation of
conditions issued by Ministry of Environment, Forest and Climate Change,
Government of India (MoEF&CC) / Central Pollution Control Board (CPCB) from
time to time regarding environmental management.
47. Industry shall establish an environmental management cell to carryout function
relating to environmental management under the supervision of senior executive
who will directly report to the head of organization. A full- fledged laboratory with
qualified technical / scientific staff shall be provided to monitor the influent /
effluent quality, ground water quality, storm water / runoff quality, surface water
quality, soil quality, ambient air quality, stack emission and environmental
samples etc.
48. Necessary fund shall be provided for implementation of the above conditions,
conditions to be incorporated in the ’consent to operate’ of the Board and for
environmental safeguards.
49. Industry shall obtain all necessary statutory clearances / licenses / permissions
from concerned Central Government / State Government Departments, Boards,
Bodies and Corporations etc. before establishment of plant with expanded
capacity. Industry shall follow direction issued by Central Government / State
Government, Central Pollution Control Board / Chhattisgarh Environment
Conservation Board from time to time regarding control of water & air pollution
and for environmental conservation.
50. Industry shall not claim any right on the basis of the “Permission to Establish”
granted of the Board. The issuance of this permission does not convey any
property rights in either real or personal property, or any exclusive privileges, nor
does it authorize any injury to private property or any invasion of personal rights,
nor any infringement of Central, State or local laws or regulations.
51. Industry shall not commission and operate plant with expanded capacity without
obtaining consents under section 25 of the Water (Prevention and Control of
pollution) Act, 1974 and under section 21 of the Air (Prevention and Control of
pollution) Act, 1981 of the Chhattisgarh Environment Conservation Board in any
circumstances. Industry shall follow any other condition(s) given at the time of
grant of consent under the Water (Prevention & Control of Pollution) Act, 1974
and the Air (Prevention & Control of Pollution) Act, 1981.
52. This permission to establish shall be valid for the period of five years effective
from the date of issue of this letter. This permission to establish shall be treated
as cancelled in case; no construction activity has been started on the site
regarding establishment of the industry during this period. Chhattisgarh
Environment Conservation Board reserves the right to extend the validity period
/ not to extend the validity period / cancel / withdraw the permission to establish

of the industry, based on the construction activities carried out on the site
regarding establishment of the industry.
53. Any change in production capacity, process, raw materials / fuel used, project
profile etc. shall be intimated to the Board and prior permission of the Board shall
be obtained for the same.
54. Board reserves the right to amend / cancel any of the above conditions, stringent
the emission / effluent limits stipulated above and add new conditions as and
when deemed necessary in the interest of environmental protection, change in
the project profile or non-satisfactory implementation of the stipulated conditions
etc.

The consent (for operation) as required under the Water (Prevention &
Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981
shall be granted to your industry after fulfillment of all the conditions mentioned
above. For this purpose you shall have to make an application to this Board in the
prescribed Performa at least two months before the expected date of
commissioning of the plant. The applicant shall not without valid consent (for
operation) of the Board bring into use any out let for the discharge of effluent and
particulate matter/gaseous emission.
