RMT User Guide 4 Overview of the MLAT System

4 Overview of the MLAT System

The Saab Sensis MLAT system shows the position, speed, and identification of
targets that are on or near the airport surface. Aircraft are the primary targets.
Ground vehicles that have a Mode S transponder are secondary targets.

The MLAT system can operate with a wide range of airport configurations.
MLAT surveillance can track aircraft during all phases of movement, including
departure, landing, exiting, taxiing, stopping, and parking. The MLAT system
sends target information to its own display units and to external airport target
information fusion processors.

Figure 4-1 below shows a high-level diagram for a typical redundant MLAT
system.

4 Overview of the MLAT System RMT User Guide

A typical airport MLAT system includes an MLAT processing cabinet at a central

monitoring location and Remote Units (RUs) that are positioned to optimize
surveillance. The RUs receive, decode, and accurately timestamp target
replies:

n Automatic Dependent Surveillance - Broadcast (ADS-B) long squitters

n Mode S short squitters

n Other Mode S and Air Traffic Control Radar Beacon System (ATCRBS)
signals

NOTE: A squitter is a spontaneous transmission that is not the result

of a Mode S interrogation.

The RUs send target information to the MLAT processing cabinet. This cabinet
includes a Target Processor (TP), which processes the information. It also
includes a Maintenance Display Terminal (MDT), which give you a maintenance
interface to the system.

The MLAT system also includes 1 or more Reference Transmitters (RefTrans).

The RefTrans help the system to synchronize the clocks in the RUs. This
synchronization is necessary for the system to do accurate multilateration.

The MLAT system does the following:

n Detects, decodes and time stamps Mode S and ATCRBS replies

n Interrogates full Mode S UF/DF combination

n Interrogates ATCRBS in Whisper/Shout mode (Singlet and Doublet)

n Filters out unwanted replies

n Synchronizes the system using a RefTran

n Calculates a 2-dimensional or a 3-dimensional position report

n Extracts ADS-B position report from DF-17 squitter

n Correlates call sign with Mode 3/A

n Uplinks Differential Global Positioning System (DGPS) corrections using

UF 20 format

n Gives the system Built-In-Test Equipment (BITE) for monitoring system

performance

4 Overview of the MLAT System RMT User Guide

4.2 Reference Transmitter Description

The Mode S secondary surveillance system is specified in International Civil
Aviation Organization (ICAO) Annex 10 specifications for transponders. The
term "squitter" refers to a regular transmission that is not the result of a Mode S
interrogation. The primary function of the Reference Transmitter is to send Mode
S squitters that identify the RU (and possibly its location) to RUs in the MLAT
system.

The Reference Transmitter (Figure 4-2 on the facing page) does 2 important
functions:

1. The RefTran helps to synchronize the clocks in the RUs. The clock
synchronization is necessary to let the system do multilateration on targets.
To synchronize the clocks, the RefTran transmits squitters that the RUs
receive. The timing of these signals, and the known locations of the RefTran
and RUs, lets the TP calculate correct times and thus correct positions of
targets.

2. The RefTran is a BIT stimulator. The MLAT system continuously

monitors the squitters of each RefTran. The system identifies a fault if the
position of the RefTran changes or if the RefTran stops sending
squitters. The TP also constantly monitors the time stamps and the number
of RefTran detections received at each RU. If these values are incorrect for
an RU, the TP automatically sends a reset for that RU.

The enclosure of the RefTran is environmentally sealed for stand-alone install-

ation on the airport surface. The unit can survive harsh environments. The
RefTran connects with the RMT via a serial connection cable. This connection
lets you use the RMT to monitor and configure the RefTran. For more inform-
ation on the RefTran, refer to the MDS Installation and Maintenance Manual
referenced in 2.1 Saab Sensis Corporation Documents on page 2-1.

4. Select Start > Run.

5. In the Run window, enter the location of the RMT program file. For
example: C:\RMT.exe

6. Click OK.

7. The RMT starts communication with the RefTran in the sequence that
follows:

a. If power to the RefTran is OFF and you set it to ON, the RefTran sends
an "Inquire" message to the RMT. The RefTran waits 1.5 seconds for a
signal from the RMT.

b. When the RMT receives the "Inquire" message, it sends a "Data Ack"
message.

c. If the RefTran receives the "Data Ack" message from the RMT in less
than 1.5 seconds, it thinks it is connected to the RMT, and thus does
not transmit RF.

d. If the RefTran does not receive the "Data Ack" message in less than
1.5 seconds, the RefTran thinks that it is not connected to the RMT,
and thus transmits RF.

OR

If the RefTran has power and operates correctly, when you connect the
RMT, this does not have an effect on the RefTran. The RefTran is
connected to the RMT and continues to transmit RF.

NOTE: If you can not make the communications interface

between the RMT and the RefTran, contact Saab Sensis Customer
Service.

8. After you set up the communications interface between the RMT and the
