Lifesaving Appliances & Fire Fighting Equipment
Equipment intended for recovery of person from the water shall be marked with “RE” according to the Recovery
Plan

Introduction
Use of this SOLAS Check List when completing the monthly inspection of Lifesaving Appliances aboard this vessel, fulfills the requirement set out by
the International Convention for Safety of Life at Sea, 1974 and amendments (IMO Resolution MSC.152(78) which came into force 1 July 2006) as
detailed in Chapter III, Regulation 20.7 and Regulation 36.1. It will also provide a record of the weekly inspections required by Regulation 20.6.

This Check List is suitable for use on various types of ships.

The purpose is to provide a schedule and record that will ensure that certain specified Lifesaving Appliances are regularly inspected and main-
tained.

The owner or operator should carefully study this Check List and add any other relevant items found on board that have not been itemized.

Some items may not be applicable to certain vessels. In such cases the listed item should be neatly deleted from the text.

In addition to entering dates on which on-board checks were completed, dates of items such as life raft servicing, davit fall renewals, davit load test,
etc. should be recorded.

This SOLAS Check List is divided into two parts. The first part is for use when completing the weekly inspection of survival craft and rescue boats,
the general emergency alarm has been tested, and the lifeboats moved from their stowed positions in accordance with SOLAS Ch. III, Regulation
20.6. The second part relates to the monthly inspection of all lifesaving appliances, including lifeboat equipment and turning out lifeboats from
their stowed position as required by Regulation 20.7.

For each LSA item a separate page is provided for recording brief details of defects found during the inspections and the date on which the
defect was rectified.

The Check List has been arranged so that it will provide a complete record for one year.

Chapter III, Regulation 20


Operational readiness, maintenance and inspection.

20.6 Weekly inspections.


The following tests and inspections shall be carried out weekly and a report of the inspection shall be entered in the logbook:
.1 all survival craft, rescue boats and launching appliances shall be visually inspected to ensure that they are ready for use. The inspection shall include, but is not limited
to, the condition of hooks, their attachment of the life board and the on-load release gear being properly and completely reset;
.2 all engines in lifeboats and rescue boats shall be run for a total period of not less than 3 minutes, provided the ambient temperature is above the minimum temperature
required for starting and running the engine. During this period of time, it should be demonstrated that the gear box and gear box train are engaging satisfactorily. If the
special characteristics of an outboard motor fitted to a rescue boat would not allow it to be run other than with its propeller submerged for a period of 3 minutes, a
suitable water supply may be provided. In special cases, the Administration may waive this requirement for ships constructed before 1 July 1986;
.3 lifeboats, except free-fall lifeboats, on cargo ships shall be moved from their stowed position, without any persons on board, to the extent necessary to demonstrate
satisfactory operation of launching appliances, if weather and sea conditions so allow; and
.4 the general emergency alarm system shall be tested.

20.7 Monthly inspections.


.1 All lifeboats, except free-fall lifeboats, shall be turned out from their stowed position, without any persons on board if weather and sea conditions allow.
.2 Inspection of the life-saving appliances, including lifeboat equipment shall be carried out monthly using the checklist required by regulation 36.1 to ensure that they
are complete and in good order. A report of the inspection shall be entered in the logbook.

Instructions for on-board maintenance.

Instructions for on-board maintenance of life-saving appliances shall be easily understood, illustrated whenever possible, and, as appropriate, shall include the following for
each appliance:
.1 a checklist for use when carrying out the inspections required by regulation 20.7
.2 etc…

x Any defect must be reported via the respective form to the company.

x For defects on LSA and FFE -which has no backup- an exemption letter from the Flag state is mandatory.

x If trainings, boat maneuvers or drills cannot be carried out due to port restrictions, bad weather or
other reasonable grounds the company shall be informed in addition to a Logbook entry with root
cause and entry when the drill was carried out next.

x All LSA and FFE must be checked at least annually, in addition to other requirements, by the crew.
The check has to be documented on the equipment in a clear manner.

A member of the ship’s crew who has the necessary training and who carries out the work onboard under direct supervision
of a senior officer holding an advanced fire- fighting certificate (experienced person holding a Merchant Shipping STCW II/2
or III/2 certificate of competency and an Advanced Fire Fighting certificate).

Competent person is a person who is trained and has the necessary skills, practical experience and knowledge of the type of
lifting appliances and gears which he is required to inspect. He is to be provided with the necessary tools and spare parts to-
gether with manufacturer’s recommended maintenance instructions. This person may be a shipyard, a ship’s Officer or a per-
son or company documented as being competent through the company’s quality system
