2. Project Introduction
The project aims at providing a real time tracking, monitoring and scheduled
dispatching system for call taxies running in any cities. The tracking will be provided
through a GPS network.
HIGHBAR will provide automatic meter reading system inside the taxis. This automatic
fare meter system will help in monitoring the actual revenue earned by one particular
taxi against number of passenger and no of kms driven
The proposed system will have the below system components
3. System Components
The components listed below form a complete call taxi dispatch management system
kit for each taxi. This kit will be installed inside each taxi.
The envisaged system shall be broadly categorized into following major blocks.
The automatic taxi meter features a bright display and simple operation. The four
buttons used for normal daily meter activity are flanked by additional buttons, used
for printing and special functions when these become available. The meter can be
interfaced with automobile electronics or older transducer systems via an external
module
HIGHBAR application software (Eazytrack) is used for processing the data viz.
generation of detailed and exception reports and various other analytical reports with
provision of audit trail for (RADIO TAXI COMPANY) taxies. However, there should be a
provision of generating certain combined reports for Radio taxies, if required in order
to rationalize route timetables of taxies.
Step 1: Customer calls the Call Centre on specified telephone number. The customer
need not be a pre registered in Taxi dispatch system.
Step 2: A customer details form pops up on the screen of call taker who is not
engaged on another call. The call taker has to fill up following information:
a. Name
b. Telephone / Mobile No.
c. Address of Pickup
d. Email ID
e. Landmark: This landmark should match with Point of Interest in the Radio Taxi
Company’s database.
f. Pickup Time
g. Destination
Step 3: The application software will be intelligent enough to find out the near by
vehicles against any particular customer location which is received over phone by call
center executive. The system will be capable of sorting out the maximum used/non
used vehicle and assign new job to the less used vehicle
Step 4: The customer details are passed on to the Auto dispatcher. The auto-
dispatcher sends the pick up details to 10 nearest empty vehicles to the Landmark for
the bidding purpose. The distance is aerial distance from the Latitude / Longitude of
the Landmark. Empty cab is the one which is logged in and meter is not running.
Out of responding bidders, one bidder is short listed using pre defined parameters.
The user has an option to select one predefined parameter e.g. Nearest Distance
Vehicle, Low taxi business on the day etc. The Auto dispatch process takes 2 minutes.
An SMS confirmation along with vehicle no. and driver name is sent to the customer.
Also SMS intimation is sent to the driver on both the Mobile data terminal (MDT) and
mobile number.
Step 5: Manual Dispatch – This step is followed only when the Auto dispatch process
fails to generate bid responses from the drivers. The reason can be failure of
communication channels or drivers not interested in pick up.
Manual dispatcher views the empty cabs near to the landmark provided by the
customer by seeing the aerial distance. This selection is manual and hence the
allocation to the vehicle is on discretion of manual dispatcher. However, normally the
manual dispatcher uses nearest aerial distance.
Step 6: Cab picks up the customer – Once cab picks up customer, he starts the meter.
The start meter is a trigger for start of journey. The cab is engaged now and cannot
be allotted another bid.
Step 7: Journey Complete – the cab driver pressed print bill button on the meter and
the journey is stopped. The cab is empty now and can be allotted with a new bid.
System is proposed to be configured in such a way, so that when ever ignition of the
vehicle is switched on, the automatic meter will also get switched on and the driver
need to flag on/off. The information is stored on the back end control station

a) OBU shall be mounted on each taxi for logging the vehicle movements together
with Time Stamp.
c) The data collected by unit shall be transmitted to Central Server hosting the
Application Software located at Central Control Station in real-time using an
appropriate communication back-bone.
d) The data collected at Central Control Station shall then be plotted on GIS
Application Software for real time display of vehicle(s) position on GIS map,
thus enabling Taxi company to effectively monitor the fleet.
e) The Application Software shall generate all the detailed and exception reports
using the stored data of the taxies (like deviation from scheduled route,
timings, halting at scheduled taxi stops etc.) required for monitoring & analysis
separately for Radio taxies. However, there should be a provision of generating
certain combined reports for Radio taxies, if required.
f) The Application Software also provides the facility for playing back the stoppage
time at each taxi stop and route taken by the particular Radio taxies.
h) Data on taxi timings, arrival timings at particular taxi stops, routes and land
marks on routes, taxi stops data, etc shall be fed to the Passenger Information
System (PIS) installed in Radio taxies and at the identified taxi terminals.
i) Control Station officials shall be able access the system specific to taxies of a
particular depot over the internet and through User ID, Password
authentication / authorization.
j) Control Station officials shall be able to track vehicles specific to that particular
Cab and shall be able to generate pre-defined reports as well as query based
reports specific to these vehicles.
l) The data collected at Central Control Station, will then be processed and
transformed into useful information and fed to the decision support engine for
route planning & optimization.
q) Software will enable messaging to taxi driver as well as the passenger in case of
any emergency
9. Technical Requirements
a) System Support:
User Access Control: The system provided by HIGHBAR shall provide the means to
control and restrict the system access for critical and confidential data. Security /
User Access Controls are required at the following levels:
a. Sub-system
b. Function
c. Buttons / Hyperlinks on a Window
d. Fields on a Window
e. Data Records
The user access control capability will support the limiting of access to certain
objects, and the filtering records of certain objects based on the user role, and the
user’s attributes, including position of person in the organizational hierarchy.
The system administrator will have the ability to create new roles, Give a role access
to an object and where applicable define the level of access (‘R’ – Read, or ‘U’ –
Update)
Define the Access Filter that will be used by a particular user role when accessing the
object. The Access Filter will limit the user to a subset of records of that object,
based on the user’s attributes.
a. The HIGHBAR TAXI DISPATCH SYSTEM shall provide a user driven data archiving
capability, with support for flexible archiving periods and selected tables.
1. OBU shall have in-built GPRS modem for sending data through Mobile SIM card
about status and position of the taxi and for receiving configuration changes,
software upgrades or changed database information from Central Control Station.
3. The embedded software in the OBU shall facilitate the capture of parameters
related to taxi travel on routes as may be required for analysis in future.
4. OBU shall have a battery back up in case the battery of the taxi is disconnected or
there is a problem with the power of the taxi.
5. OBU shall be able to receive & transmit voice communication to & from Central
Control Station, as well as vehicle related information (e.g. scheduled routes, trips,
duty plan, route identification points, land mark identification points, mapping of
vehicle position on route points, etc) and other information related to PIS. OBU shall
be able to process the above information effectively.
6. The data collected by OBU on a taxi, should be transferable to the Central Control
Station at pre-defined intervals and otherwise on a need basis as well for the
effective functioning of the HIGHBAR Taxi dispatch system
7. OBU shall be rigidly mounted on the taxies and shall be vibration & shock resistant,
heat resistant, dust resistant and water / rain splash resistant and shall be tamper
proof. It should not be inferior to relevant industry standards.
1. Central Control Station in one of the Radio taxies office premises, for which taxi
company will provide room.
2. Application Software shall provide mechanism to view taxies on the map, status
changes and emergency alerts in case of breakdown / accidents or any other
emergency situation.
3. User(s) will able to view multiple taxies on a single map during live tracking.
However the HIGHBAR Taxi Dispatch system should also have the capability to provide
one-taxi-one screen mode to Users as per their requirement(s).
4. Spatial database shall be present to hold GIS data and made available to mapping
engine for displaying on the map.
• Position of the particular vehicle at any given point of time mapped to the land
mark location, area, etc.
• Tracking the complete route taken by particular vehicle on time scale, Route
specific distance traveled by a taxi on a given date & time,
• Monitor start time of the trip, completion of the trip, number of trip(s)
completed, etc.
• Monitor in-shedding /out-shedding of taxies from depot automatically without
human intervention.
• Time taken to complete a trip by specific taxi, route based, within specified
time slots in a day
• Deviations taken by the specific taxi during the duty / trip related to routes,
stoppages at taxi stops, over speeding, distance traveled between stops with in
specific time, etc
6. Reports generated through the Application Software shall be accessed through web.
Reports shall have drill down facility to the lowest level of transaction i.e., the
summary level report can be drilled down till the lowest possible transaction.
7. GIS based application software shall be able to plot the relevant location data on
the digitized map, to track the moment of the taxies online.
10. HIGHBAR TAXI DISPATCH SYSTEM shall be capable of processing the data collected
through AVTS, and other systems in future in order to transform the same into
relevant information as a feed to route planning & optimization system.
2. This help desk facility set up shall have trained people from Vendor side as well as
from RADIO TAXI COMPANY side to provide voice based vehicle movement related
support to driver of the taxies. The help desk officials shall be able to provide
instructions to the drivers on over speeding, non-stoppage of taxi at scheduled taxi
stops and diversion of the routes, etc.
3. The driver of the taxi shall be able to send signal / emergency message by pressing
a button on the device, to control room in emergency / break down situations.
4. The driver of the taxi shall be able to initiate the voice communication only for
pre-configured numbers (Central Control Station, Base Station(s) etc.). He will also be
able to respond to communication established through Central Control Station and
Base Station(s) etc. Confidential
