EXECUTIVE ORDER No. 04 Series of 2023

ORGANIZATION OF BADAC AUXILIARY TEAM (BAT)

WHEREAS, Republic Act 9165, also known as the “Comprehensive Dangerous Drugs Act
of 2002”, protects the state and its individuals from the possible harms brought about
by the abuse of illegal drug substances and it also has provisions supporting the
unrelenting campaign against trafficking and use of illegal drugs through and effective
enforcement of anti – drug policies, programs and projects;

WHEREAS, DILG Memorandum Circular No. 2015-63 entitled Revitalization of the


Barangay Anti-Drug Abuse Council (BADAC) and their Role in Drug Clearing Operations
provides for the organization of the BADAC Auxiliary Team to compose an ideal number
of 25 members per 2,000 population of the barangay representing streets, Puroks,
subdivisions or sitios;

WHEREAS, Section 5 of DDB Regulation No. 3 series of 2017 entitled “Strengthening the
Implementation of Barangay Drug Clearing Program”, mandates for the organization of
the BADAC Auxiliary Team in all local government units;

NOW, THEREFORE, I, Mecilla B. Jarabe, Punong Barangay Mariroc, Tabaco City, by


virtue of the power vested in me by law, do hereby order:

SECTION 1. ORGANIZATION OF BADAC AUXILIARY TEAM (BAT)


There shall be 20 (number) members of the BAT in the barangay. All members of
the BAT are residents of the barangay with good repute for probity and integrity.
Section 2. COMPOSITION
The BAT shall be composed of the following members:

SECTION 3. DUTIES AND FUNCTIONS


1. Identify and report to the BADAC, drug dependent cases and/or suspected
pushers/illegal drug laboratories in his/her area
2. Assist in the conduct of information campaign against illegal drugs and its
negative consequences
3. Help facilitate in the preparation and distribution of information materials in
collaboration with the school, neighborhood association, etc.
4. Initiate the conduct of neighborhood activities to prevent drug addiction in his
area of operation especially among children and youth

The BADAC Auxiliary Team may elect their team coordinators, assistant coordinators
and other officers to make the team more functional and effective. The Barangay
Chairpersons shall report their expanded BADAC or BADAC Auxiliary Team and
individual members to CADAC copy furnished the DILG City Field Office.

SECTION 4. EFFECTIVITY. This Order shall take effect immediately.

EO NO . 15 SERIES OF 2023
“ AN ORDER RE- ORGANIZING THE BARANGAY TANOD BRIGADE
OF BARANGAY MARIROC, TABACO CITY, ALBAY”.
WHEREAS, the Barangay Tanod Brigade Plays an important Role in the
development and progress of the barangay, since it is one of the implementing mechanism of
the Barangay Peace and Order Committee (BPOC) , which was the primary task of ensuring
that peace and order prevail in the barangay;
WHEREAS, Chapter 2, Section 387 (b) of the local Government Code provides that
the Sangguniang Barangay may form community brigades and create such other positions or
offices as may deemed necessary to carry out the purpose of the barangay government in
accordance with the needs of public service , subject to the budgetary limitations and
personal services prescribed under Title Five , Book II of this Code;
WHEREAS, Chapter 4, Section 391 No. 16 of the same Code mandates the
Sangguniang Barangay , as legislative body of the barangay ,to provide the organization of
the community brigade , barangay tanod or community service unit as may be necessary;
WHEREAS, Chapter 4, Section 393 (d) further provide that all duly appointed
members of the Barangay Tanod brigades or their equivalent , which shall not be more than
twenty (20) in each barangay , shall be granted insurance or other benefits during their
incumbency, chargeable to the barangay of the city or the municipal government to which
the barangay belongs;
NOW , THEREFORE , I HON. MECILLA B. JARABE , Punong Barangay of
Mariroc, Tabaco City, Albay, by virtue of powers vested in me by law do hereby order the
reorganization of the Barangay Tanod Brigade and Designate ALBERTO P. BORJAL as
the Chief Tanod .
SECTION 1. Composition. The Barangay Tanod Brigade shall have the following members
with its team leader:

SECTION 2. Duties and Responsibilities.


Under the Supervision of the Punong Barangay, the Barangay tanod shall:
1. Assist the barangay officials in the prevention of the crime and the promotion of
public safety;
2. Conduct patrol/ronda in the barangay;
3. Report to the concerned barangay officials or through hotline “ 911” the occurrence of
any crime, fire , accidents , public disturbance , and environmental degradation
activities and other untoward incidents in the barangay;
4. Monitor the presence and /or activities of suspicious persons , criminals , and other
lawless elements within their jurisdiction and report the same to the proper authorities
or through hotline 911;
5. Conduct surveillance on crime breeding areas within the barangay/purok and report
their observation/findings to the proper authorities or through Hotline 911 ;
6. Assist th police and the Lupong Tagapamayapa in the execution of warrants and other
judicial prosses such as tracking the whereabouts of the missing persons, in arresting
escaped prisoners and other fugitive from justice, and in the recovery of stolen
properties;
7. Coordinate closely with the barangay officials and police/local authorities in the drive
against all forms of crimes such as terrorism , smuggling , carnapping , drug
trafficking , drug pushing , illegal gambling , child abuse , crime against women, all
forms of vices and syndicated crimes;
8. Assist in the implementation of the fire code of the Philippines ;
9. Detect all forms of fire hazard and other public safety hazard/violation and institute
corrective measure with their capability;
10. Assist in the facilitating smooth flow of traffic; and;
11. Perform other function as may be directed by the Punong Barangay .

SECTION 3: EFFECTIVETY. This Executive Order shall take effect immediately upon its
approval.
