UGANDA BUSINESS AND TECHNICAL EXAMINATIONS BOARD

MODULAR ASSESSMENT SYLLABUS FOR NATIONAL


CERTIFICATE IN PAINTING AND DECORATING

FEB 2023
1.0 PREAMBLE
The Ministry of Education and Sports is spearheading modularization of assessment as
part of the implementation of the Technical and Vocational Education Training (TVET)
policy, 2019 reforms.

This Modular Assessment Syllabus (MAS) was derived from the National Curriculum
Development Center (NCDC) curriculum of National Certificate in painting and decoration
(2016) which is currently being taught and assessed for trainees.

The syllabus looked at related content in the curriculum and realigned it into four (4)
major modules of; House Painting, Sign Writing, Building Technology And
Industrial Painting Processing emphasizing skills acquisition for the workforce to
stimulate service delivery and infrastructural development both in private and public
sectors. Each module will also have Real Life Project and Industrial Training. Six (6) other
support modules have been identified and included which have to be done by trainees
who wish to pursue further education and will be done at the end of each respective
years of study as it was in the NCDC curriculum (2016). The support modules include;
vocational Mathematics I & II, Life Skills, Computer Applications, Kiswahili and
Entrepreneurship Skills. Computer Aided design has also been included which will be
taught and assessed at the end of the second year as it was in the NCDC curriculum
(2016).

The modules are flexible and allow candidates interested in academic progression to join
at any time while participating in productive activities for community transformation.

3.0 MODULE DESCRIPTION 3.1 MODULE 1: HOUSE
PAINTING
Expected outcome: By the end of the module, the trainee should be able to

prepare the surfaces and apply the selected materials.

Tasks and duties


(i) Inspect the work area to determine the required tools and materials
(ii) Put on the safety wears
(iii) Construct scaffolding
(iv) Prepare the surface for painting
(v) Apply appropriate material on prepared surfaces.

(vi) Clean tools, equipment and the work area.

(vii) Store tools and equipment

3.2 MODULE 2: SIGN WRITING


Expected outcome: By the end of the module, the trainee should be able to design
and make signposts and posters.
Task and duties
(i) Identify and use drawing instruments

(ii) Draw the required designs and letters

(iii) Cut out stencils.

(iv) Apply colours in the designs

(v) Select tools and materials for cutting stamp

(vi) Design, cut stamps and fix to handle

3.3 MODULE 3: BUILDING TECHNOLOGY


EXPECTED OUTCOME
By the end of the module, the learner should be able to construct structures and
finish to the required standards.
Tasks and Duties:
(i) Observe health and safety regulations on site
(ii) Select material and prepare mortar and concrete
(iii) Place concrete and cure as required
(iv) Carry out site and soil investigation
(v) Clear level and hoard site

(vi) Set out the building
(vii) Excavate foundation trenches

(viii) Construct plinth and neat walls

(ix) Construct floor and finish to the required standard.


(x) Fix door, window, curtain rail, picture rail, cornice etc.
(xi) Carry out walls and other structural finishes.
(xii) Apply protective coatings on metals.

(xiii) Convert, season and preserve timber.

(xiv) Measure, cut and fix glass on frames using correct tools.

(xv) Measure the quantity of work, materials and costs.

(xvi) Prepare job specifications and bill of quantities for construct.

3.4 MODULE 4: INDUSTRIAL PAINTING

Expected outcome
By the end of this module, the learner should be able to use painting and decorating tools,
equipment and apply paints and varnishes on different surfaces.
Tasks and Duties:
(i) Observe health, safety and maintain plant and equipment

(ii) Use and maintain spray, flame and steam cleaning equipment

(iii) Prepare surfaces to receive various Materials

(iv) Select the Materials to be used.

(v) Use appropriate methods of applying materials


(vi) Apply tying and dying techniques for various fabrics
(vii) Engrave articles manually and mechanically

(viii) Measure, cut and trim wall paper

(ix) Match and shade wall paper


(x) Hang wall paper on surface

ASSESMENT FORMATS
Year 1 July – August Series

NCPD 111 HOUSE PAINTING This paper shall have two sections A and B. Section A shall
consist of 3 science questions and the candidate shall be

20 marks. Section B shall consist of 5 technology questions
and the candidates will be required to answer 3 questions and
each question will carry 20 marks. The total duration of the
examination shall be 3 hours.

NCPD 112 HOUSE PAINTING This paper shall consist of one compulsory question to be
marked out of 100%. The duration of the practical question

NCPD 113 REAL LIFE The real life project shall consist of continuous assessment

The examinations board shall verify the authenticity of the
awarded marks from the completed projects on the ground
and learner’s participation through presentations.
