The Scheduler’s role is to translate the execution strategy into the most
optimized event plan (lowest cost, shortest duration, fewest resources).
Nav-x® Execution Strategy Best Practice Procedure for the most Optimized Event Plan (aka the Schedule)
Purpose: Collaborate with key stakeholders to produce the most optimized, navigable, and controllable event plan for the STO event Execution Phase.
Key Stakeholders: AMT (Asset Management Team—Operations, Technical, Engineering) | Execution Coordinators | Planning & Scheduling | Contracting &
Logistics | Risk Management | Optional: Safety, Environment, Waste Management (invited to later meetings along with core team and steering committee).
Step 1) Set up the STO Execution Strategy Room in a centralized location and
schedule weekly Execution Strategy Workshops (T-minus 3 – 6 Months),
Step 2) Review Level I Milestone Schedule and agree on Systemization and
Phases (S/D | Decom/ISO | Open/Clean | Inspect/Repair | Close | PSSR / SU),
agree on Scorecard Milestones, e.g., assets open for inspection, ready to close,
Step 3) Review Premise and KPIs/Targets (Safety, Quality, Efficiency) with PF
(Productivity Factor) by phase, contractor, discipline, and work type,
Step 4) Review approved scope based on Process Integrity (Shutdown), Asset
Integrity (Turnaround), and Mechanical Integrity (Outage) by Asset Type, e.g.,
Heaters, Exchangers, Vessels, Piping, Valves, Rotating, E/I, Projects,
Step 5) Categorize and prioritize Assets (Task/Work Order/Job Package) and
bundle job packages by Parent Assets or Work Type and Execution Strategy,
Step 6) Produce Level III Plan (aka Schedule) with manual scheduling (CPM) to
produce Longest Path/Critical Path for each System (multiple Critical Paths
might create the overall event Longest Path/Critical Path, with several Near-
Critical Activities (Level IV and Level V Dynamic Scheduling Methodology),
Step 7) Use DSM to schedule all remaining Work Package Activities to produce
the most optimized plan (run ‘what-if’ scenarios for density modeling, SIMOPS),
Step 8) Review Resource Histograms for over-allocation and adjust limits as
necessary, until plan is optimized with lowest cost, shortest duration, fewest
resources)—continue until all key stakeholders agree; then, Baseline.
