1. PURPOSE
The purpose of this Method Statement is to outline the general requirements which should be
taken into consideration when Excavation works (Trench and Structural) in accordance with
Project requirements.

2. SCOPE OF WORKS
2.1 General Description

The purpose of this Method Statement of Excavation works is to define the procedures and
methodologies required to deliver the Works in compliance with the project specification,
This document must be read in conjunction with the Memorandum of Procedure which
describes the rules relevant to the management of the Works.

G) Project is defined in the Memorandum of Procedure and not repeated here.

Section 8 Sequence of the Works (Methodology) of this method statement identifies the
specific steps & arrangements which shall be followed during the delivery of this Method
Statement, including:

• Trench Excavation
• Structural Excavation

2.2 Logistics

Stakeholder Engagement

The Stakeholder Management Plan defines Project stakeholders and the mechanisms for
managing the stakeholder process. The specific stakeholders affected by this Method Statement
include but are not limited to:

6. RESPONSIBILITIES

Project Manager
• Responsible for controlling the Project entire activities & for the overall coordination with
the Client/Consultant.
• Coordinating and following up the planning, progress, resource in adherence with Quality
and HSE requirements.
• Monitor the Project progress and financial performance and advice concern of the
corrective and preventive action in case of slippage or violation.
• Organize the site so that work is carried out to the required specifications with a minimum
risk to men, equipment and materials.
• Adhere to the Project Specific Quality Management Program and HSE Requirements.

QA/QC Engineer
• Identify the Projects Specific Quality Requirements, Develop the Project Specific Quality
Assurance Program (Project Quality Plan), Inspection and Test Plan (ITP), Operational and
Control procedures, Mechanism and Forms and ensure effective implementation of the
same.
• Resolving day to day Quality issues with Client/Consultant Representative, Responsible for
initiating on site quality control inspections.
• Ensure compliance with applicable Standards as well as relevant statutory requirements.
• Monitoring & Evaluate the performance in terms of Quality requirements for Sub-
Contractor.
• Responsible for the work entire Quality Assurance, Quality Control & inspection programs.
• Produce all Quality related documents & necessary quality reports as requested.
• Provide written procedures & to coordinate in formalizing the Method Statements with the
Construction Manager/Site Engineers to describe the job specific work for each stage of
activity.

Site HSE Engineer


• Responsible for entire HSE matters and preparing Risk Assessment (RA) in line with Method
statements for particular activity.
• Liaison with Client/Consultant Representative for HSE issues.
• Monitoring the HSE requirements as per Project Specifications and Consultant
requirements.

• Ensure that all workers have a safe place of work, advice safe system of work and provide
adequate instructions, training and supervision to enable employees to work in safety.
• Carry out site survey on daily basis to ensure that the HSE Methods of working are in
operation & that all regulations are being observed.
• Report, determine & analyze the cause of any accident or dangerous occurrence and
recommend measures for preventing recurrence

• Chief Surveyor: Chief surveyor will be in-charge of the Topographic survey. He will lead the
survey team and will coordinate with all the concerned parties and ensure survey works is
in time and with proper quality.
• Surveyors: The surveyor will be responsible for all survey work and will report to chief
surveyor.

Site Engineer
• Adheres to the Project specific method statements, procedures, inspection programs & HSE
instructions to get the activities performed to Engineer’s Representative satisfaction with
full coordination with the HSE & Quality personnel.

7. PERMITS and LICENSE


External Permits

External permits for the project are approved and issued at Project level as described in the
Memorandum of Procedure.

• Excavation Permit
• De watering permit
• Temporary Lagoon Permit
• Water Discharge permit
• RO2 – Road Opening Form (Utilities)
• RO3 – Road Opening Form (Traffic)
In addition, the following specific external permits are required for the Works described by this
Method Statement:

• Service Investigation
Internal Permits to Work

The following internal permits to work will be necessary as required by the operations:

• General Permit
• Excavation Permit
• Confined Space

Public Interface

• All construction traffic will access the site project - Road and Infrastructure in Semaisma
Package -4. This route will be communicated to all suppliers in advanced of any deliveries to
site. Residents in the area will be impacted on by the increased volume of construction traffic
and will be kept up to date with regular updates.

8. WORK SEQUENCE

8.1 Pre-requisites ( Trench & Structural )


• All necessary work permits shall be obtained from the authorities, prior to the
commencement of any activity at site and shall remain valid throughout the entire duration
of the operation.
• All Survey Instruments should have valid Calibration Certificates.

• Ensure that all warning signboards available at work area.

• Ensure that all the Driver’s / Operator’s Should carry valid license.

• Ensure that persons involved with the works are adequately trained & equipped with the
required PPE against the work hazards.

• Ensure having adequate number & suitable Survey equipment and trained & experienced
Surveyor’s /workforce that enable the work to be done smoothly in relation with the HSE,
Quality & Client requirements.

• Warning signs & traffic cones should be set all around the site work area as necessary.

• Ensure that Flag man are available with each individual Equipment’s

• Entire survey work to be done based on Qatar National Grid and Height Datum (QNHD),
Permanent/Government Bench marks shall be protected.

8.2 Work Methodology ( For Trench Excavation )


• Entire route/area shall be scanned (by means of metal detectors and trial pits) for identifying
any existing utilities. If any existing live utilities are found crossing the proposed utility trench
mechanical excavation shall not be allowed in its close proximity.
• The utility line excavation route will be set out as per approved coordinates and the foot print
of the trench marked on the ground. Dimension of proposed trench excavation to be
indicated. Any points of crossing will be clearly marked by traffic cones 1 m on either side.
• Excavation will begin using mechanical mean (where no existing services found) according to
the soil type. Excavated soils will be stockpiled in a safe distance away on one side of the
trench to maintain a natural barrier to the excavation. The trench bottom will be continuously
monitored till the required level is reached.
• In area of pipe or cable crossing identified by trial pits, hand excavation will proceed on the
top of the underground service.
• The soil around the service line will be removed by hand, exposing the bottom of the service
line.
• All exposed service shall be given suitable protection against damage and those more than 1m
long shall be supported by slings or props. Any obstacle found to be within the proposed
alignment of the utilities shall be recorded and notified to the Engineer’s representative.

• Excavated materials shall be loaded to standby dump trucks and shall be transported to the
approved dumping/stockpiling area.
• Once the required depth of excavation attained as per AFC drawing, the formation level will
be inspected to obtain approval from Client Representative.
• The excavation sides should be cut at a face inclination not steeper than two horizontal to one
vertical (2H: 1V) for the silt sandy materials and not steeper than one horizontal to 6 vertical
(1H: 6V) for the lime stone layers.
• Side slopes could not achieved due to insufficient lateral distance or for any reason, temporary
and/or permanent lateral support (shoring) system will be necessary and shall be installed.
• The sides of the excavation shall be adequately supported at all times as per Clause 3.5.5
Section 6 Part 3 “Earthworks” of QCS 2014.

Proposed protection of the side of excavation shall be as follows: (for Trench and Structural
Excavation)

• Ensure that the edges of the excavation are protected against collapse of any materials by
making proper sloping/ benching or steps.

• Each side of excavation or trench / Structure must be protected by using green mesh.
• Barrier to be provided to help tools and equipment at a safe distance from the upper edge of
each wall of the excavation.
• Shoring shall be provided where applicable.
• Each side of excavation or trench / Structure in loose soil must be protected by using proper
support structure (i.e. sheeting, bracing and shoring).

Temporary Supports / Protective System: (For Trench and Structure)

• Supporting walls of excavation with vertical shores or sheeting to prevent any collapse.
• Shoring must be installed from the top down and removed from the bottom up.
• If the trench / Structure is adjacent or too closed to other utility or trench, cross braces/jack
supports to be place horizontally between trench walls.
• Separate submittal for backfilling works shall be submitted for review and approval as per Doc.
Method Statement for Backfilling and Compaction.
• Final approval shall be obtained from Client Representative’s.
• Any damaged to existing properties during execution of works shall be reinstated.

Structural Excavation

• Prior to commencement of any excavation, an overview of location shall be carried out to


ascertain the type of soil to be excavated to deploy the appropriate equipment.
• Any existing service passing within the proposed structure shall be exposed, identified,
mapped and diverted outside the excavated area prior to commencement of the excavation.
• Any existing service falling within the excavation area however not clashing with the proposed
structure shall be adequately supported after carefully exposing the live service manually.

• The unsuitable soil shall be removed and carted away to a designated tip approved by Client/
Engineer or Engineer’s Representative.
• Excavated suitable material shall be stock piled at a convenient place for re-use after the
approval by Engineer/ Engineer’s representative.
• Excavation shall be carried out up to the required level as per the latest AFC drawings.
• In the areas of deep excavation (more than 2.0 m depth) in loose soil, sides shall be stepped
or sloped for protection against edge collapse according to site condition.
• Sufficient width of excavation shall be ensured for safe working and construction space inside
the trench.
• If ground water is encountered, continuous dewatering arrangements shall be made using
adequate number of suitable pumps to keep the sub-grade stable and dry which is suitable to
execute subsequent operations. The water will be discharged to an approved discharge point.

• No excavated soil shall be deposited within 1.0 m distance from the edge of the trench.

• Excavated areas shall be properly barricaded (hard barricades if necessary) and protected to
avoid accidents.

• The bottom surface of excavated areas shall be leveled and compacted and offered for
inspection to Engineer’s Representative, in case any over cut shall be filled with approved
filling material to a minimum compaction of 95% of relative MDD.

• Foundation or Formation level shall be as per AFC drawing and level check sheet shall be
attached with IR. The compaction test shall be carried out to ensure a minimum compaction
of 95 % of MDD.

9. QUALITY CONTROL & QUALITY ASSURANCE

• Each and every Excavation (Trench & Structural) activities shall be inspected and approved
by client representative, IR and Survey reports shall be prepared / Submitted separately.

10. HEALTH SAFETY & ENVIRONMENT

• HSE induction courses shall be provided to all personnel prior to site attendance.
• All manpower to use the required PPE during execution of all the works.
• Regular tool box meeting shall be conducted to explain the nature of works and associated
risks.
• Continuous on-site supervision will be conducted to ensure safe environment at all times.
