I. RATIONALE

Achieving progress accompanies the need to maintain peace and order in


communities in which socio-cultural and economic activities thrive. This is further
emphasized in the principle that good governance engenders safety. The Local
Government Code mandates duties and responsibilities in which local government
officials and other functionaries are called to carry out the welfare of communities
they serve. Getting into the grassroots and the forefront of crime prevention, disaster
response and maintenance of peace and order is the Barangay Peacekeeping
Action Team – a significant pillar towards the advancement of a stronger nation.
Thus, it is imperative that requisite skills be honed more cogently so that roles and
responsibilities as empowered citizens and partners of law enforcers in the
maintenance of peace and order in the communities are strengthened - hence, this
design.

II. OBJECTIVES

Generally, this training is aimed at providing BPAT Members with the


necessary knowledge and skills in performing roles and responsibilities as partners
of law enforcers. Specifically, at the end of the training, the participants should be
able to:

 Discuss and internalize the roles of barangay tanods and barangay officials
in the maintenance of peace and order, public safety and disaster
preparedness and response; and,

 Know their duties and responsibilities as well limitations in performing their


functions.

III. PROJECT DESCIPTION

Training content shall be utilized as prescribed in the BPAT Program of


Instruction Manual. Instructional methodologies include lecture-discussion,
simulation exercises, coaching, drill, structured learning exercises and other
appropriate practices.

PROGRAMME OF ACTIVITIES

Program flow may vary according to availability of subject matter experts


(SMEs). Ice breakers are integrated between sessions to further the interest of
participants and engage learning faculties. Music Video/AVPs on station
accomplishments are also shown in-between breaks to engage participants and
create awareness of activities undertaken by station personnel. Role play and open
forum are also utilized as the training proper progresses.

B1. The Barangay Peacekeeping Action Teams (BPATs) were


conceived to address concerns on peace and order and public safety in
the grassroots level - the barangay. This way, it will create an impact
on the lives of citizens on a real time basis to be enjoyed by the basic
unit of society - the Filipino Family.

B2. A unified and collaborative mechanism between stakeholder


sectors leading to a strengthened reciprocal partnership between the
Local PNP, Local Government Unit (LGU), and Barangay Units thereby
maintaining peace and order in the City.
