ENVIRONMENTAL AND SOCIAL MANAGEMENT STRATEGIES AND

IMPLEMENTATION PLANS FOR PROJECT NO. NO. S10/002/2023/2024/W/21

Construction projects implementation inevitably has impacts to the society especially the one it is
carried out within as well as impacts to the environment mostly the one immediate to the project
site. These impacts can both be positive or negative.
Throughout the implementation of this project, we expect to experience such impacts and entailed
below are the measures and plan we WEITO ENGINEERING CO. LTD will take to manage or
mitigate these impacts to the society as well as the environment so they are minimal and within
acceptable levels as per different guidelines by the Government of Tanzania through its
constitution, various institutional policies and contractual provisions.
Through its previous experienced in different projects and trainings to staff we will handle the
impacts listed as headings in accordance to mitigation techniques or measures below them.
Employment, Training and Income Generation Opportunities
The main positive impacts of the project during construction are employment, training and income
generation opportunities, this will be attained through;
 The project will provide temporary employment opportunities to the surrounding
community, we will do our best to employ locals so that they are given an opportunity to
participate in the project, this will be both through skilled and unskilled jobs.
 Locals will be trained and these skills will be useful for them in the future.
 We will strive to provide equal employment opportunities to the locals.
 The sale of food and other services to workers during construction will lead to some direct
incomes.
 We will purchase different goods and services from as many local suppliers as possible.

Health and Sanitation Risks


Since construction sites always involves a lot of people, sometimes there are health and sanitation
risks involved, to mitigate these risks we will do the following;
 Make sure there is availability of appropriate toilets at a close vicinity to the site to avoid
reckless defecation.
 Provide access to clean water for drinking and use at construction sites and camps
 Keep working environment and camps clean to avoid further contamination and diseases
 Identify nearby health facilities for any help especially during emergencies.
 Provide solid waste/garbage collection containers and coordinate their management.
 Avoid placing of camps and sanitation facilities such as toilets near water sources
 Avoid damping contaminating substances such as poisonous chemicals and fuels in water
sources

Increased Accidents at Construction zones


There are higher risks of accidents at construction zones, these maybe in the form of road accidents
or worksite accidents such as falls, cuts, burns e.t.c. To mitigate these we plan to do the following;
 Use appropriate signage such as road signs (speed limits, steep slopes, corners, construction
zone warnings e.t.c), hazard signs, warning signs for site specific situations
 Control access to construction sites through ways like, hoarding fencing, placement of
warning tapes, protection of excavations e.t.c
 Conduct trainings during daily site meetings and provide warnings of possible accidents
and how to avoid them for specific site activities.
 Have first aid always available at site with trained staff to provide appropriate help
 Provide safety gears and clothing for the workers
 Conduct public awareness for road users and locals within the project community
 Regular maintenance of tools, machinery and equipment to avoid accidents due to
malfunctioning
 Regular inspection of worksite to determine potential sources of accidents such as fires,
falls and the like and taking appropriate measures.

Spread of HIV/AIDS and other STDs


Due to the many interactions of people from different places who come for the construction project
and the community around the project, there are high risks of contaminating sexually transmitted
diseases especially HIV/AIDS. The following mitigation will be done to reduce these risks,
 Carrying out an awareness campaign for the community on dangers of STDs and the risks
involved
 Providing counseling services and testing through involvement of stakeholders such as
NGOs, hospitals and the community
 Make condoms available for the project team
Release of gases, exhausts and vapours to atmosphere
Air Quality can be greatly reduced from combustion of fuels used in equipment and vehicles. To
mitigate this we plan to;
 Use appropriate equipment and vehicles for particular tasks,
 Proper operations such as only running vehicles/equipment when necessary, following the
most efficient routes or methods of doing tasks and avoiding idling times.
 Maintain our vehicle and equipment well and on time, regularly and as per manufacturer
recommendation to increase fuel efficiency and reduce/avoid emissions.

Dust Air Quality Nuisance from dust emissions


Construction generally generates dusts, especially during earthworks and concreting. Dusts can
affect the society in so many different ways such as respiratory diseases and dirty houses. Thus we
will do the following to minimize such impacts to the society and environment.
 Dust suppression at work-sites and transport routes through methods such as watering by
bowsers
 Maintaining low speed limits on gravel or earth roads especially when dry.
 Protecting materials that easily generate dust such as sand by sheeting over trucks during
transportation or during site storage.

Noise Pollution from Construction Activities


Operations that involve machines, hitting, rock excavations, blasting and the like usually involve
a lot of noise which may affect nearby communities. This is even more evident when the Right of
Way of the project is through residences, schools or offices. We will mitigate this impact by;
 Selecting low noise and vibration emitting equipment ana machines for construction
 Use task appropriate machines and equipment
 Provide workers with noise cancelling/reduction tools when necessary.
 Work during off hours dependent on the community affected timings and characteristics

Erosion of river or channel banks, sediment contamination of surface waters


We will leave as much original vegetation as possible in place before cuts near watercourses so as
much stability is maintained and during cuts, we will only cut what is necessary for construction
purposes. The vegetation will then be
reinstated as quickly as possible as per the contract provisions.

Impeded water flow at water sources


When construction activities cross waterways such as open cuts or construction of culvers, box
culverts or bridges, there is quiet a significant interaction and disruption of flows and water quality
especially downstream, this becomes more serious if there is a community or biodiversity
downstream that depends on the water for survival, therefore we shall do the following to minimize
such effects;
 During open-cut watercourse crossing activities, bank and bed material will be segregated,
stored away from the active channels, and not be placed where flow or drainage will be
obstructed.
 Utilizing the dry season to carry out Open-cut river crossings where possible.
 Erosion and sediments control in the vicinity of waterways.

Surplus subsoil and aggregate and other materials likely to contaminate Project Site
Offsite disposal of surplus subsoil and aggregates will be disposed to spoil in appropriate offsite
disposal places after and environmental and social evaluation of such sites and disposal activity.
All temporary borrow pits and soil and rock disposal sites will be reinstated, unless instructed
otherwise by the engineer in charge.
Other possible options we shall consider for such surplus materials will include; crushing and
onsite re-use, offsite re-use, onsite safe placement if the material interacts well with the
surrounding landscape characteristics.

Destruction of existing utilities and infrastructure


Utilities and other infrastructure often cross road sections and vice versa. If no good planning and
care is taken, there is risk for disruption or destruction of such utilities or infrastructure. To reduce
such risk we plan to;
 Issue Early notices and warnings to users before interruption.
 Relocation of the utilities when possible, as facilitated by relevant authorities
 Immediate replacement of important utilities once damage has occurred.

Destruction of Property
During construction, there is a likelihood of destroying part of farms and related produce or even
properties. This will happen when individuals in the community have farms in the right of way of
the roads under construction, we will do the following to mitigate or reduce impacts of such
destruction;
 Giving notices to locals for them to save their produce by harvesting if possible
 Consult Employer on properties within right of way that have not been compensated
 Keeping the construction just within the right of way and avoid overreach to property
