Section 11:- THE DIRECTOR OF SPORTS

The Director of sport in conjunction with the Games Master shall arrange and

conduct all games and sport activities b. He/she must submit reports of sport and games equipments to
the Union every

semester.

e. The director of sport in collaboration with the Games Master shall be responsible

for the fixture of all internal and extemal sports and Games activities d. He/she shall put into writing,
request for funds needed for all sports and games activities before withdrawal of such money can be
made

e. After due constitution with the relevant organs on the union, he shall present

abead of time a programme of sporting activities for the current semester He/she shall display the
schedule on the Union's notice boards g He/she shall always be abreast of the sport/games accounts

h. He/she shall be the union Representative to the College Authority for the provision of adequate and
standard sporting equipment facilities

1. He/she must have GPA of at least 2.70 and above.

Section 12:- THE PUBLIC RELATION OFFICER


a. He/she shall project the good image of the College at State, National, and international levels. b.
He/she shall be the chairman of the Students' Union Press Editorial Board and

shall organize press release with the SEC.

He'she shall ensure that all Union activities are properly published,

Section 14: DIRECTOR OF WELFARE a. He/she shall be chairman of the welfare committee, and see to
the general well

being of Union members.

b. He/she shall be in charge of General sanitation of the campus and regular supply

of water.

e. He/she shall supervise the management of the student union cafeteria and buttery (if any).

d. He/she shall perform other duties assigned to him/her. e. He/she must have GPA of 2.50 and above.

Section 15:- CESSERS OF MEMBERSHIP OF THE EXECUTIVE COUNCIL

a. Any executive officers may resign in the cabinet or council, after giving at least a month written
notice.

b. In respect to (a) above, in the case of the President, the notice shall be refers to the General Secretary
but for any other officers the written notice shall be refers to the President.
c. Any officer may be removed from office if after being heard and given a fair audience in the opinion of
the 2/3 majority of the total membership of the SRC he has been found guilty

d. A member who vacates his office by suspension, resignation or by removal shall

properly hand over all property of the union in his/her possession render an immediate accurate
account to the president or any other officer appointed to carry out this by the president.

e. Where there is a vacancy in the council, it shall be filled at a bye-election conducted by the council.

f. The council shall be dissolved immediately after the new officers have been

swom-in.,

ARTICLE 9

Section 1:

THE JUDICIAL COUNCIL

The judicial power of the union shall be vested in the judicial arm of the union herein after revert to as
the judicial council (JC) and it shall constitute a FECASU

court of Justice

Section 2: COMPOSITION

4 The JC shall comprise the chief judge, the bead of panel of judges, five other
Judges, the clerk and the registrar.

6. Judicial council shall be nominated by SEC and approved by SRC not later than 2

weeks after commencement of an academic year

There shall be nine members including the chief judge, the head of panel the

secretary to be addressed as registrar and bailiff

Section 3: QUALIFICATION FOR MEMBERSHIP

To be qualified, a member,

a. Must have spent at least a semester in registered chamber on campus.

b. The chief judge and other members of JC shall be nominated with due consent of

the 2/3 majority of SEC

Shall be highly intelligent and truthful

Shall not be an ex-convict.

e. The CJ and Head Panel of judges must be full-time HIND student while other
members may be either HND or ND student.

f. Must have good knowledge of student's union constitution.

g. Must have GPA of not less than 2.75.

Section 4: FUNCTIONS OF THE JUDICIAL COUNCIL a. The judicial shall settle dispute between individual
members of the students'

union, clubs, societies, departments and insidious factions between SEC and SRC.

b. Shall thoroughly investigate all forms of disagreement/disputes among students union leaders,
club/committees/department executives whenever such complain

is lodge, and recommended appropriate disciplinary action to guilty party. c. Shall recommend the
recovery ofill-gotten gains or items from any officer found

guilty of official corruption.

d. With the assistance of union legal adviser and accordance with the provision of this constitution, the
judicial council shall formulate her own standing order, principles, precept and proceeding in law which
shall ascertain among other things series of punishment.

e. The judicial council shall interpret the union's constitution, and its interpretation shall be final.

f. The registrar and the clerk of the court shall not have voting right in JC.
g. The JC shall appoint student police among the student's populace.

h. In accordance with article 11 section 2e, the JC shall investigate the impeachment procedures and
pass its final verdict.

Section 5: APPOINTMENT OF LAWYERS

a. There shall be one lawyer each for SEC and the SRC. Their election/

appointment shall be by the body they are representing. b. A lawyer shall be one who is conversant with
the provision of this constitution, as well as the provision of federal public of Nigeria.

ARCTICLE 10

COMPOSITION AND FUNCTIONS OF OFFICERS OF THE HALLS OF

RESIDENCE

a Each Hall of residence shall have students Hall Executive Council. The Council shall consist of seven (7)
elected members who shall be officers of the Hall council.

b. Hall council officers shall deal especially with issues that affect the welfare of

students

c. The officers of the all council shall consist of the Hall chairman, General
Secretary, Sports Director, Financial Secretary, Treasurer Welfare and Social Secretary

d. All the Hall chairman shall each prepare a budget to be submitted to SEC and SRC not later than 4
weeks from the beginning of each academic year.

c. The activities of the officers shall be complementary to those of the union that is

SEC and SRC.

f. The Hall Chairmen shall appoint Head of Block (HOB) for each block of residence under his/her control
at the beginning of each academic year.

The election of Hall representative (Senator) shall be conducted along side with the election of hall
council officers.

,ARTICLE 11

IMPEACHMENT PROCEDURE.

Any officer of the union shall be liable for impeachment if he/she acts contrary to the provisions of this
constitution. The impeachment proceedings shall take this

order.

a. An impeachment motion, when moved shall be seconded and debated among the senators.

b. Two-third (2/3) majority of the SRC must support the approval for the impeachment of the officer in
question. c. The house shall thoroughly investigate the allegation leveled against officer in
question. d. The House on conviction after thorough investigation on the allegation shall proceed to
impeach the said officer of the student Union by two third (2/3)

majority vote of the SRC

e. The impeached officer can seek redress from the Judicial Council within seven

working days commencing from the day of his/her impeachment if not satisfy

with the impeachment procedure.

f. Incase President is impeached, bye-election should be conducted within the

council to fill the vacant post.

g. The post of president should not be left vacant for more than fourteen (14) working days in case of
impeachment.

NB: The impeachment procedure describe above is applicable to all the three arms of the Union;
however, in case of the Right Honorable Speaker or the Chief Judge, he/she must vacate his/her seat
while undergoing trial.

ARTICLE 12

ELECTION

Section 1: THE ELECTORAL COMMISSION


a. There shall be an Electoral Commission consisting of at least Nine members, seven (7) student
populace, and two (2) members of staff. They shall be appointed by the SEC with SRC consent.

b. The Chairman of the commission shall be full time HND student with good

dignity and integrity. c. The Commission shall consist not less than two (2) HND I students.

d. When the Chairman of the commission leaves the College he/she shall be

succeeded by any of the HIND I student in the commission.

e. In case the HND I student in section (2) d above looses his/her integrity, another nomination should
be made by SEC with approval of SRC.

The two (2) members of staff of the commission shall serve as Chief observer

during election.

g. The Electoral Commission shall organize and efficiently conduct Union

elections and by elections in very good faith.

h. The Electoral Commission shall be responsible to the SUG but shall not be controlled by any person or
group of persons.
1. No member of the commission shall cast a vote, nor can any one of them be nominated to contest
election.

Chief electoral Officers (Chairman of the commission) shall announce publicly election result
immediately the counting of votes is over. He shall within 24 hours paste the results on the union Notice
Board.

The commission shall arrange for the candidates to read their manifestos to the

congress the SEC elections.

1. The SEC shall appoint the chairman of the electoral board and shall be approve by the SRC.

m. The commission shall screen the contestant from time to time.

n. Any contestant found wanting in any area is liable to be disqualified by the

commission before election.

Section 2. ELECTION PRE-REQUSITE

a. Nomination papers of the candidates shall be sent to the Chief Electoral Officer in writing at the
appointed time. Such papers shall bear the signature of whoever nominating such candidates. The
nominee shall also sign as evidence of his consent to be nominated.

b. Any candidate wishing to contest must have paid his/her Union Duc. c. He/she must accompany
his/her nomination paper with two recent, Certified

passport size photographs.


d. The Chief Electoral officers is empowered to look into records of-attendance ascertain regularity in
the campus.

,e. The Chief Electoral officer shall list against each office, the names of the candidates and those who
nominated them He shall display this on the Union Notice Board not later than three days before
election.

f. The money of the contestant ie (forms) shall be used for the election and the rest shall be deposited
into Students' Union account after presenting it to the house.

Section 3: ELECTION REGULATIONS

a. All registered and matriculated student can vote but only matriculate student have

the right to be voted for.

b. No debtor to the union shall qualify to contest an election.

c. No ex-convict of the law shall be allowed to handle or contest election.

d. Contestants shall each appoint one person to represent them at every votes

collation centre.

e. Election into the SEC and SRC shall be open secret ballot, and no union member

shall vote twice.


I. There shall be a bye-election within fourteen (14) working days to fill any vacant

office in the SEC and SRC.

Military and Paramilitary personnel in service are not qualified to contest an

election under the SUG.

h. Every contesting Candidate must be academically sound with at least GPA of

2.80 for the President, the RT. Hon Speaker, the CJ, the Head of Panel of Judges,

the General Secretary while minimum of 2.50 for others in SEC, SRC and JC.

,Section 4: ELECTION PETITION a. An Election petitions shall be directed to the judicial Council within 72
hours

after the announcement of the election results as in article 12(2e). b. The Chairman of election position
shall be the Chief Judge of the Judicial

Council.

c. Any prejudiced, unsuccessful contestant shall have the right to file in his/her

allegations.
d. All petitions shall be addressed to the Tribunal (Judiciary Council) through the

CJ.

e. The Electoral Tribunal shall be responsible to the independent Electoral Commission in case of
information from electoral Commission.

f. The Tribunal shall publish its findings on the Union's Notice Board within four (4) working days.

Section 5: REMOVAL OF I LECTORAL OFFICER (5)

a. An Electoral officers shall be suspended on a majority vote of the other Electoral

officer on ground of gross misconduct.

b. The SEC therefore, shall re-nominate a substitute to fill the vacancy, with the approval of the SRC.

ARTICLE 13

Section 1: UNION AUDITORS

There shall be three Auditors viz-Auditor I, II and III appointed by the SRC from among the union
members. b. They shall audit the accounts of the Union within one week of submission by the

Treasurer and Director of Finance.

C. They shall submit their reports to the SRC, within two (2) weeks at the end of every semester. d.
Auditors shall not be dissolved along with the House. Only those that passed
out of the College shall be replaced. e. They shall cross-check the purpose for which money is spent. f.
When Auditor I leaves the College, he/she shall be succeeded by Auditor II.

g. The appointment of Auditor I and II shall be rotating among JC and SRC members while Auditor III
shall be appointed among the student populace. h. Auditor I shall open to both NDII and HNDII students
while Auditor II shall be IIND I student only and Auditor I shall be HIND II student only.

Section 2: SIGNATORIES TO UNION'S ACCOUNTS

a. Every cheque or order for withdrawal of money from the account of the union shall be signed by
three (3) officials viz- The President, The Director of Finance and The Treasurer. If there is a prolonged
absence of any of the above officers, the Executive council shall pass a resolution to nominate
replacement of any of the officers for the duration of his/her absence.

Section 3: REGISTRATION OF OFFICERS

2. Any elected officer of the union can resign his post by writing a letter of resignation to the Executive
council as in Article 9 Section 15a and b.

b. He/she shall submit his/her letter of resignation (2) weeks to the days of his/her resignation within
which the executive council will consider his/her letter of resignation.

c. A proposed resignation shall not take effect until the Executive council has
assented to it. d. In case of an en-mass resignation of the Executive members, such letters of resignation
shall be directed to the speaker of the SRC who will in turn inform the College Authority through the
Dean of Students Affairs officer. The SRC shall meet within 4 days to elect from among themselves a
caretaker committee The head of the committee shall act as the President in that wise.

e. In case of Rt. Hon Speaker, he/she shall direct his/her resignation letter to the Chief clerk at least two
weeks to the day his/her resignation. When the post of speaker or any other SRC is Vacant as a result of
resignation! impeachment from office, bye-election shall be conducted within 48 hours to fill the vacant
post

ARTICLE 14 COMMITTEE

Committees for specific functions on duties shall be appointed by the SRC in

which the SEC shall be informed after the appointment. The committee shall

carry out all their responsibility as and when occasion demands. They shall be

standing committees

Section 1: SOCIAL COMMITEE

a. The membership shall consist of the social secretaries of recognized clubs

departments and among others. b. The committees shall take charges of all ceremonies, field trips,
cultural and

musical activities.
e. It shall set conditions for the approval of clubs and societies

Section 2: WELFARE COMMITTE

a. All hall chairman shall be among the 8 members of welfare committee b. At least a female
representative shall be a member, while the welfare officer shall be its chairman.

c. It shall ensure the general cleanliness of the campus d. It shall be responsible for provision of standard
services in the battery if any

Section 3: SPORTS AND GAMES COMMITTEE

a. The committee shall comprise of the Director of Sport as chairman, departmental Director of Sport
and Hall of Residence Director of Sport. b. On behalf of the union he shall take decisions and coordinate
Sports/Games

activities.

c. On demand, he shall award honours to deserving members of the union.

d. The Director of Sports shall head the committee. e. The member of the committee shall not exceed
nine (9).

Section 4: PRESS/PUBLICATION COMMITTEE


a. This shall be the union press committee, distinct from the press club.

b. It shall leaded by the PRO.

c. It shall be responsible for the editing and publication of union bulletins and

manual.

d. The committee shall assist the PRO in the discharge of his duties. e. He shall always ensure adequate
publicity of the union activities including mass

media.

Section 5 AUDIT COMMITTEE

2. It shall comprise of the three auditors is in article 13 and the financial secretary

of each Hall of Residence. b. The committee shall be an independent body headed by auditor 1.

c. It shall see, examine and cross-check item bought against receipts issued. d. When mandated by the
SEC the auditor committee has the right to check the

accounts of any committee or society that is financially sponsored by the union. e. All the report of the
above named committee shall be presented to the house for

final say or result


Section 6: SOURCES OF INCOME

The funds of the students union shall be raise from;

a. Student Union Dues b. Special subscriptions (eg Registration of Clubs)

c. Donation and Grants (both outside and within the College) d. Fund raise activities (e.g during union
week

c. Net returns from Enterprise, etc.

N.B. The Statement of all these above stated income shall be presented to the

house if that request is made

Section 7-EXPENDITURE

a. The expenditure of the Union (according to approved Budget) shall be

on order of importance.

b. Any officer who acted on behalf of the Union shall within 72 hours of incurring any expenditure
submit the details of items/service paid for, with necessary receipts attached, to the Treasurer or
Financial Secretary. This amount may not exceed N1000.00

c. The Treasurer shall be allowed to keep an imprest of N2,000 for minor unforeseeable expenses
quarterly i.e three months.

d. Every expenditure and payment by the Union shall be by authorized voucher or cheque signed by the
Treasurer, President, and the officer concern. Any of these officers may not sign if a authenticity of claim
is lacking. c. Union committee shall be financially sponsored where and when necessary. f. Loans are to
be approved to Clubs, Societies, by the President, Speaker and

Treasurer

Section 8: BANKING

a. The Banker of the Union shall be any reputable Bank. b. The Union shall operate a current Account.

c. Each of all of residence shall have their own separate Bank Account in any reputable Banks.

d. All money received by the Director of Finance shall be deposited in the bank by the Treasurer within
72 hours, and such a deposit shall be supported with a Bank teller by the treasurer.

e. All money received by the Financial Secretary of halls shall also be deposited.

The hall Chairman, Treasurer, and financial Secretary with the consent of Hall

warden shall be the signatory to the Hall dues accounts.


Section 9 WITHDRAWALS

a. Withdrawal of any sum of money shall be by cheque signed by the President, Director of Finance and
Treasurer

b. Withdrawals shall only be made after the SRC has approved the purpose the amount it meant for.

c. No withdrawal shall be made effective without passing through the House of

parliament for approval.

d. All money/revenue that is equivalent on the above preventing Students Union due shall first be paid
into the Unions account before disbursement

Section 10: UNION PROPERTIES Every officers of the Students Executive Council shall take good care and
proper

account of Union properties and handover to his successor through a well- prepared official document
designed for this purpose by the Council

b. A successor should lodge immediate complaint to the Chairman of the Judiciary Council for any Union
property on record but which cannot be traced out. If such a successor for any dubious reason should
fail to lodge necessary complaint, he shall be deemed to have secretly removed the property and would
consequently be made to account for its recovery on the compliant of the officer succeeding him.

c. The Chief Judge shall upon the receipt of such complaint, make necessary inquiry and must convince a
sitting of the Judiciary to consider the matter in accordance to the provision of this constitution be
d. Any Student found/caught damaging or mishandling any Union property shall handed over to the
Judicial Council for disciplinary action.

e. The Student Common Room shall be run and managed by the Student Executive Council, but should
be taken care of by the Director of Social as may be required. The Director of Socials shall make
partitions, allocation and adornment of the Building whenever necessary.

Section 11: UNION EMPLOYEES a. All employees of the Union shall be appointed by the SEC with the
approval of

two-third majority of SRC. The Employee shall be controlled by them b. Any officer on behalf of the
Union must not award any contract exceeding One Thousand Naira 1,000 to any employee/outside
without the foreknowledge and

sanction of the Students Union leaders.

c. No employee of the Union shall be sacked without a month's notice except where fraud is involved

Section 12:HANDING OVER

1 All out going Union Executive (SEC, SRC, and JC) shall properly hand-over all Union properties, such as
Files, Money, Books, Assets, Liabilities, etc to the in- coming officers using a prepared format for the
purpose.

b. The process of handling-over shall come up immediately the new of Officers

have been sworn-in and oath of office by the senator.


c. The audited account of each out-going administration shall be presented to the in- coming
administration during the handing over and it shall be send to the house before the predecessors will
leaves the College

Section 13: ACCOMMODATION FOR THE UNION OFFICERS a. The President, the speaker and the Chief
Judge shall be honored with a whole

room in different hall of residence.

b. Other executives shall be accommodated in pairs.

c. The room shall be furnished and adorned according to the financial strength of

the Union

Section 14 OATHS OF OFFICER

No Union shall be recognized or such until he/she has taken the oath of office in

accordance with the provisions of this constitution. b. The oath shall be administered by a Magistrate or
o Solicitor during Swearing-in-

Programme. c. The oath shall be taken in the presence of the Students congress and

representatives of the College Staff.

,Section 15: REMUNERATION FOR UNION OFFICERS


As a result of the Students appreciation of the numerous and valuable services

rendered by the Executive for the progress of the Union, the following

allowances have been approved for them as stated here-under 2

Section 16: CONDITION FOR PAYMENT


a. The money shall be paid the end of every semester

b. Any officer found of embezzlement misappropriation of funds, and as a result of

such changed shall forfeit his/her entitlement for that semester during which the

offence was committed.

c. Any officers who resigned his post before the last fortnight of a semester shall

forfeit his/her benefits for that semester.

d. Payment shall be effected by Union Treasurer und Hall Treasurers. c. Hall Chairman shall be paid from
Hall due accounts.

Section 17: SERVICE CERTIFICATE AND AWARD

1. To every Student Union officers who rendered meritorious services, shall a service Certificate be
presented

Any Union Leader of lower cadre (members of the SRC, CEC. Hall Chairman, etc. may be honoured with
an award provided such has made remarkable contributions to the advancement of Student Unionism in
the College. The Certificates/Awards shall be presented at the send forth party for out-going

union officers. The ceremony shall be organized by the newly elected executives. d. An award shall be
any of. A vest a textbook, cup plates stationery, Certificate and other gift items.
Section 18: CODE OF CONDUCT FOR STUDENTS

a. Every member of the Union shall be expected to conduct himself/herself wisely.

disciplined and diligent.

c. No student shall be involve in the disturbance of peace, progress and security of

other students. The members of this noble union must not as well abhor assault, murder or cultism etc.
d. Students with soiled names i.e having committed any criminal offence shall not

be allowed membership of the SRC,CEC or JC

c. No student shall collude with others to perpetuate evil.

f. In case a student is cheated or maltreated, he/ she shall lodge the complaints with his or her hall
chairman, the judicial council or college authority for necessary action.

ARTICLE 15

Section1: INTERPRETATION OF THIS CONSTITUTION

A Union officers' are the same person as "Union executives' precisely they are: The speaker, Deputy
speaker, Clerk, Whip, Chief Judge, Head of Panel of judges and the Registrar. Others are all member of
the Central Executive Council.

b. When he/she is used, the feminine gender is equally connoted. e. This constitution is unique and
complete. Therefore the content of other foreign
shall not equate with the provisions therein.

d. Since no section of this constitution requires a prophetic nor a private interpretation, the judiciary
council shall be deemed qualified to rightly divide it and have a final say on every subject.

Section 2 AMENDMENT OF THIS CONSTITUTION a. This Constitution may be amended to suite


contemporary

situations provided such a move supported by at least 2/3 of the members of SRC b. A notice of such
proposal must first be sent to the College Authority before any amendment is made.

Section 3: EXTRA INTERNAL/EXTERNAL APPOINTMENTS a. Any member of the three arms of


Government shall neither be the President nor

the Vice President of a Club, Society, Department, etc. after his assumption of

office.

b. Any officer of the Union shall resign his post immediately he is elected into any

office in an organization which operates contrary to the Union's activities."

Section4: COMPLAINTS/SUGGESTION BOX

a. All Students shall be given equal opportunity to hear their views on matters affecting the Union. A
forum or doing this shall be through written pieces of advice, suggestion, questions, constructive
criticism, etc, which shall be dropped
into the Suggestion Box in the Common Room.

b. The suggestions/complaint shall be treated by the relevant aim of Student

Government.

Recommendation/ proffered solutions must be document, and a feedback (oral

written) sent to the complainer, adviser, etc. 4. Suggestion/complaints shall be reviewed every month
except during

examination.

Section 5: Ad-Hoc Committee

a. In addition to standing Committee temporary (ad hoc) Committee may be set up to carry out specific
functions. For example, ASSESSMENT COMMITTEE shall be consulted every Rain Semester to evaluate
the quality and consistence of services rendered by each Union executive and there upon recommend
commensurate awards etc to be received by the officers at the end of the academic year.

b. Each Committee shall have distinct duties and challenges to avoid wastage of

time, money, human resources and unhealthy rivalry. c. An ad-hoc Committee shall be set up only when
the need arises, and shall be dissolved after the completion of her assignments.

Section 6: RATIFICATION
1. Upon the presentation of this edition of the constitution it was scrutinized, and then approved and
ratified by the Student Congress, and the Governing Authority of the Federal College of Agriculture,
