Message from the General Chairs
On behalf of the organizing committee, we are pleased to invite you to ACM MobiHoc 2023,
which will be held in Washington DC on October 23-26, 2023. ACM MobiHoc is a premier
international annual conference with a highly selective single-track technical program dedicated
to addressing the challenges emerging from networked systems that must operate in the face of
dynamics. In addition to the three-day single-track technical program, MobiHoc 2023 will feature
two prominent keynote speakers: Professor Nitin H. Vaidya from Georgetown University and Dr.
Junyi Li from Qualcomm. It will also showcase a special panel, workshops, posters, and demos,
together with an N2Women meeting.
We would like to express our sincere thanks and appreciation to all whose contributions have
made MobiHoc 2023 a conference to be remembered and valued by all attendees. The
conference is the result of the hard work of many authors, reviewers, and conference committee
members. We are very grateful for everyone’s efforts in making this conference a success.
Special thanks go to Program Co-Chairs, Carla Fabiana Chiasserini and Bo Ji, who put together
a very strong technical program. We would also like to thank Andrés García-Saavedra, Parinaz
Naghizadeh, and Yin Sun who did an outstanding job in coordinating workshops. Thanks also
go to Chris Brinton and Carlee Joe-Wong for organizing the poster and demo sessions.
Numerous other individuals were instrumental in the success of the conference. Our gratitude is
due to Ness Shroff, the Steering Committee Chair, for his continuous support and guidance.
Tian Lan and Danda Rawat did a great job organizing the local arrangements. We thank Xingyu
Zhou for maintaining the conference website in a timely and professional manner. Chiara
Boldrini and Bin Li did an excellent job of coordinating the submission and publication of all
papers. Thanks are due to Morteza Hashemi and Huacheng Zeng for handling student travel
grants sponsored by the National Science Foundation, as well as Wei Lou, Parth Pathak, and
Anna Maria Vegni for promoting the conference. We thank the Registration Chair Laura

It is with great pride that we host ACM MobiHoc 2023 in Washington DC, the capital of the
United States. We hope that you find our technical program interesting and that you can take
some time to enjoy the many experiences that Washington DC has to offer.

Message from the Program Chairs
MobiHoc continues its tradition of bringing together a unique blend of researchers and
practitioners to contribute to and participate in a very highly selective technical program, which
is the result of a thorough and fair peer-reviewed review process. This year’s conference
program offers the regular, in-person format, with discussions following the presentations, live
keynote speeches, as well as a poster/demo session, that will provide much needed
opportunities for exchanging ideas and fostering community engagement. We hope that you will
find the conference, as always, intellectually stimulating.
We are delighted to report that this year’s program continues the tradition of excellence set by
this conference over the years. We received 137 submissions which showed an increase from
the previous year. After a thorough review process, summarized below, 30 papers were
accepted for presentation and inclusion in the proceedings. At such a selective acceptance rate
of 21.9% many of the papers that we could not accept are of good quality, and we are certain
that many of them will appear in the near future at other venues.
The paper selection process was handled by the Technical Program Committee (TPC). The
TPC included 99 excellent members with expertise spanning all the major areas relevant to the
conference scope. In particular, the TPC was composed of members from 17 countries and
drawn from universities, industry, and research centers.
The 137 submitted papers went through a first phase of reviews where each paper received at
least 3 reviews and most papers received at least 4 reviews, followed by a rebuttal phase, and
then a very active online discussion phase that took into account the authors rebuttals. Then,
several papers went through a second review phase before the TPC meeting. The reviews were
provided by the TPC members and, when needed, a few reviews were provided by external
expert reviewers. At the end of this process and based on the results of the online discussion,
19 papers were further discussed at the TPC meeting that was held online on July 8, 2023.
Following the discussions at the meeting, a total of 30 papers were accepted.
The rebuttal phase process was similar to the process adopted last year. After the first round of
reviews, the authors could respond with a one-page statement addressing questions from the
reviewers. The process was adopted again this year given that it received very positive
evaluation in last year's conference.
We are pleased with the strong technical program of the conference, represented by the papers
in these proceedings. The conference program covers a wide range of topics, machine learning
for networks, edge computing, privacy and security, next generation wireless and cellular
networking, scheduling and resource allocation, algorithms, performance evaluation, mobile
applications, and wireless systems. The call for papers included new topics such as network

and system support for machine learning. As a result, we have a session on learning on the
edge as well as several timely papers on these topics in various sessions.
Finally, we are grateful to the dedication of the members of the organizing committee who we
have worked closely with. We would like to acknowledge the TPC members and organizing
committee members of the MobiHoc community, who tirelessly strived to prepare an exciting
technical program even in these challenging times. Virtually all TPC members participated in the
online asynchronous discussion prior to the TPC meeting, and then held an in-depth 8-hour
real-time discussion during the online TPC meeting. Various other members on the organizing
committee worked tirelessly to put this program together. The steering committee provided
valuable advice on the organization of the conference and feedback on this year’s focus areas
in the call for papers. The poster/demo chairs worked hard to put together an exciting session
where authors could present their on-going work and experimental results. The publicity and
publication chairs put a lot of effort to ensure the wide dissemination of the conference call for
paper and a smooth publication process, respectively. The general chairs of the conference
stepped-up under pressure and limited time constraints to push the pieces together given
several logistical uncertainties associated with an in-person conference. Last but not least, we
would particularly like to thank all the authors for submitting, and finally presenting and
discussing their work at the conference.
