1 GENERAL
1.1 Purpose

The aim of this method statement is to Demolitaion & Dismantal of Concrete,Asphal House,Culverts
and Exisisting Utilities ,
disposing the resulting materials in designated area. Contract No. 1100001342 NEOM) WO-023 will
SCOPEby MASCO, according to the specifications as well as consultant’s/client instructions.

4 DEFINITIONS AND ABBREVIATION

In this Method Statement (as hereinafter defined) the following words and expressions shall have the
meanings hereby assigned to them.
 The Client “NEOM” and its legal successors
 The Consultant or the Engineer means the firm or company named working with the Client
to act as ‘Consultant’ for the design and supervision of construction, who is BECHTEL,
including its representatives, successors and permitted assigns.
 The Contractor’ means MASCO has been nominated by the Client and the legal
successors to execute the work.
 The Subcontractor’ means any company or third party agency who will execute a particular
part of the work under control and supervision by MASCO.

5 RESPONSIBILITIES (For all activities on site

5.1 Project Manager:


MASCO Project Manager has the overall authority and responsibility for all aspects of the project. His
responsibilities include as:
 Ensuring adherence with MASCO Company Policies.
 Managing site project activities on behalf of The MASCO.
 Establishing project requirements, policies, organization and schedule.
 Monitoring project’s progress and quality, approving final resolution of all items of non-
conformance.
 Approving all subcontracts.
 Ensuring implementation of the MASCO QA/QC Program.
 Issuing all projects directives.
 Managing project’s costs.
 Initiating and negotiating with NEOM for all change orders and / or work requests and signing
change order and / or work requests.
 Preparing, approving and submitting progress reports to the NEOM.
 Having final authority on all site project activities

5.2 Construction Manager:


 The Construction Manager controls and coordinates all work activities carried out in the
construction site. His responsibilities as:
 Establishment and implementation of work procedures in the MOS for the execution of work
 Review detailed construction schedule including redefinition of priorities where necessary
 Control and coordination of the work entrusted to Sub-contractors
 Planning and scheduling of the work force and equipment
 Review of the materials delivery schedule
 Preparation of data required for compilation of the Work Progress Report
 Preparation of the change order proposals
 To verify existing utilities within the proximity of the proposed work, responsible for assuring
notification of the Utility owner if utility hit occurs

5.3 Technical Manager:


 MASCO Technical Manager has the responsibility for ensuring that the Project Drawings,
Workshop Drawings and Method Statement of all the works have been prepared in accordance
with the requirements and fully coordinated with the other parallel activities.

5.4 QA / QC Manager:
 Representing the project for all quality matters
 Developing and maintaining the Project Quality Plan.
 Verifying implementation and adherence with QA/QC
 Quality Procedures and / or work instruction.
 Preparation of new procedures and / or work instructions
 Reporting items of non-conformance to the Project Manager
 Reporting on the corrective action / resolution of non-conformance
 Verifies program implementation by conducting project specific audits
 Liaison with NEOM / ETSD to coordinate and assist in NEOM audits, surveillance, inspections
and approvals.
 Establishing, maintaining and overseeing the document control and record keeping function.
 Establishing, maintaining and overseeing the Non-destructive Testing and Wild Engineering
functions.

 Quality Monthly Report Preparation.
 Evaluation of Suppliers/ Sub-Contractor’s Quality Systems
 Coordination and supervision of activities related to the collation of the “Project Record Books”
 Preparation and submission of “Two Week Look Ahead Schedule” requirements
 Preparation and submission of “Monthly Management Review Reports” on monthly basis
 Organize Inspection and Test Plan for procurement, construction and commissioning phases.
 Procurement and Project Inspection, witnessing and monitoring in accordance with the
approved inspection and test plan.

5.5 QC Inspector:
 Duties and responsibilities of QA/QC Inspector could be typically enumerated as follows:
 Ensure compliance with the requirements of the contract scope of work, technical specifications
and contract quality plan.
 Conduct quality control inspection tasks in accordance with the requirements of the established
inspection plans.
 Initiate RFI after verification of activities to be offered for Inspection
 Signs and dates inspection reports for those inspection steps actually performed. Provides final
acceptance sign-off of all prescribed inspection reports attesting to the completeness of the
project
 Calibration and use of the necessary measuring and test
 Coordinate for the third party agency for the required test.
 Initiate preparation of the job site quality control records.
 Reporting both verbally and in writing any non-conformance discovered.
 Reporting daily a descriptive of each day’s work
 Conduct weekly QA/QC Tool pipe meeting.
 Shall report/coordinate with NEOM / BECHTEL personnel for witnessing all inspections and
acceptance of the work items

5.6 Site Engineers:
 Co-ordinate all the site activities required for the execution of Work according to the contract.
 Laisse with site representatives of Client and Engineer to co-ordinate safety procedures
 Co-ordinate and explain the work to be carried out to the Supervisors / Site Foreman.
 Ensure the compliance of works with the related approved Quality Control Plan.

5.7 Safety Manager:
 Ensuring work is carried out in a safe manner and, in an accordance with any manufacturers’
instructions etc., good standards of workmanship;
 Ensure site staffs are working in accordance with agreed Risk Assessment and Method
Statements (RAMS) particularly where activities have the potential to cause environmental
harm;
 Give healthy and safety advise to compete the site waste management plan and, ensure it is
followed;
 Ensure that the CESMP is implemented throughout all phases of the project;
 Carry out daily checks on site to ensure the site is secure and tidy;
 Weekly checks and “toolbox talks” carried and recorded. Weekly site inspection;
 Reviewing and improving conditions or methods/procedures where appropriate; and,
 Keeping records of and, reporting any incidents and close calls (near misses)

5.8 Environment Manager


The Environmental Manager is responsible for:

 Provide advice to Project Director / Manager / QHSE Manager on measures
required to comply with the requirements of applicable environmental legislation and
environmental authorities including the specific requirements of the project approvals and
supporting documentation;
 Develop, review, implement and, update this CEMP in accordance to the requirements of
NEOM CEMP;
 Monitor and, report on the implementation of this CEMP and environmental performance;
 Set, monitor and, review environmental objectives and targets;
 Identify areas requiring improvement and, develop action plans, communicate compliance
requirements, and, ensure all environmental obligations including legislative requirements and,
approvals are complied with;
 Set, monitor and review environmental objectives and targets;
 Conduct environmental site inspections, auditing, monitoring and training, identify improvement
actions and, track implementation of actions;
 Ensure relevant statutory legislation is monitored and, the requirements followed;
 Maintain adequate environmental records;
 Liaise with stakeholders as required;
 Ensure environmental issues are considered by all staff and are applied to their work;
 Identify, investigate and, report on actual and potential environmental incidents and, non-
conformances;
 Develop and, implement corrective and, preventive actions to prevent recurrence of incidents
and, non-conformances;
 Attend HSE committee meetings as required; and,
 Monitor the implementation and effectiveness of the CEMP.

5.9 SAFETY OFFICER


 Responsible for the Client’s HSE implementation
 Liaise with Site Engineers in implementation of site Safety Plan and issue safety directives
accordingly.
 Makes sure HSE roles, responsibilities, policies, plans and objectives are communicated to all
relevant personnel
 Ensure that PTW requirements has been secured and must be available at site
 Liaise with the Project Safety Manager in identifying the HSE training requirements of personnel
and assist in arranging internal and external training.
 Investigate accidents and incidents that result in “Lost Time Accidents” (LTA’s).

5.10 Surveyor:
 MASCO Surveyor under the direction of the nominated chief surveyor has the responsibility to
check the established main reference and check levels at regular intervals.

5.11 Supervisors / Foremen:


 MASCO Supervisors have the direct overall responsibility for the supervision of their allocated
area including the direct supervision of the fixers and labors involved and the strict
implementation of safety rules and procedures.

7 DISPOSED MATERILAS STORAGE

 Disposed materials off site as specified & as directed by the Engineer Project Specification-
S18127-0100D SECTION 311000 ,clause 3.8
8 METHOD OF DEMOLITION
Demolition/Disposal of Box culvert as per Project Specification- S18127-0100D
 to prevent the impact of existing structures, a groove should be made on them, After the groove has
been created, demolition will be carried out with a jackhammer.
 The demolition will be done by jackhammer in pieces
 All existing structures will be remove that interfere with new constructions.
 The box culver demolition will be start from south bond to north bond & all moving traffic will
diverted on existing bridge
 There will be temporary detour on north bond side
 When start demolition of bridge, temporary detour (North bond) will be used for moving traffic.
 Prior to demolition work, any working plat form required must be properly inspected with EPM safety.
 If any support are necessary during the dismantling process,it must be properly provided.
 During demolition, dust should be controlled using a dust suppression system as per the project
specification.
 Contractor Masco should be ensure that demolition work is carried out under the direect supervision of a
competent person to avoid any damage/crack in existing structures
 After completion of new box, culverts all moving traffic will be detour from temporary service to
new constructed box culvert for the construction of remaining box culvert works.

 All the traffic will be diverted as per traffic management plan.

9 SAFETY PRECAUTIONS

 All health, safety and environment rule and regulations shall be strictly adhered and must be
put in practice to avoid unnecessary accidents and damage during the work execution.
 Demolition Area from Highway side should be Barricade with corrugated sheet up to 2.5M from
ground level to protect the highway traffic from flying objects.
 All heavy equipment involved in demolition operation should be protected with Safety Protection
screen (Wire Screen) to protect the heavy equipment cabin / operators during demolition
process.
 Area of demolition barricade to avoid any unauthorized entry.
 Follow the MS risk assessment & implement mitigation to avoid any incident attached with MS.
 All traffic safety arrangements would be implemented as specified in the MASCO Traffic
Management and per attached JSA.
 All PPE should be provided to all personnel (Safety Helmet, goggle, cover all, shoes, gloves,
dust mask, etc.
 PPE shall be worn at all times.
 Safety Signage, warning signs (i.e. PPE must be worn, danger excavated area. etc.
 Toolbox talks shall be conducted regularly about safety and environmental matters related to
construction activities at site.
 All equipment and tools shall be of suitable capacity, in good condition, certified, inspected and
color-coded.
 All equipment shall hold suitable fire extinguisher.
 Underground utilities mapping shall be done and necessary protection shall be provided.
 Task specific PPE to be provided according to the data sheet safety precautions.
 Ensure to follow the control measure on toxic chemical and fumes.
 The mitigation plan on defective hand tools, improper use of tools.
 The Control measure on Hot Weather and Heat Stress.
 Start the work only after ensuring that it is safe in all respects- Stop work when it is not safe.
 If there will be lifting involve in this work and Implement safe lifting procedure.
 In accidents of major nature such as those resulting in severe human injuries, fire, and explosion,
etc., and natural calamities, the work will be stopped immediately and appropriate emergency
response procedure adopted as per procedures already in place.
 An emergency plan will be available and will follow the protocol of immediately informing to EPM
if there is a Near Miss, Incidents and Accidents.
 Site engineer shall organize and provide temporary access and walkways for persons, vehicles,
and equipment required for the works to ensure the safe working of the personnel and remove
on completion of the same.
 All materials and tools shall be stored in a clean, dry, and organized manner. All materials will
be stacked and barricaded. Unwanted material will be disposed of in dumping yards.
 Contractor MASCO shall provide adequate welfare facilities for workers suck as washing, toilet,
rest and changing facilities, and somewhere clean to eat and drink during breaks

10 ENVIRONMENT

Throughout this work, the following Environmental mitigation controls will be carried out:

10.1 Waste Management

 Waste materials shall only be deposited in approved locations


 Any toxic or hazardous waste materials or containers of such materials shall be disposed of by
methods and in locations approved by BECTHEL/NEOM.
 Handling of all litter and waste packaging materials, or containers of such materials, shall be
disposed of by methods and in locations approved by BECTHEL/NEOM.
 Incorrect disposal of waste material shall be reported as an incident. Toilet and other liquid
wastes shall be disposed of as directed by BECTHEL/NEOM.
