1 SCOPE
This engineering guide includes the recommended practices for preparation of
Site, Overall and Area Plot and equipment layout of PDVSA plants or process
units for production, refining, gas compression and processing, petrochemical,
Orimulsion, and product storage and distribution facilities.
This engineering guide does not include recommended practices for preparation
of plot plans and equipment layout of PDVSA pilot plants, marine terminal, Lake
Maracaibo and offshore facilities. In such cases, the good engineering criteria will
prevail. For piping layout, see PDVSA Specification H–251, Process and Utility
Piping Design Requirements.
For equipment construction, operational and maintenance spacing requirements,
the Engineering Guides PDVSA IR–M–01, “Separación entre Equipos e
Instalaciones”, and PDVSA IR–M–02, “Ubicación de Equipos e Instalaciones en
Relación a Terceros” shall govern.

3 PRESENTATION
3.1 General
These instructions outline the primary considerations and recommended
practices to be followed in the development and presentation of plot plan drawings
for onshore installations.
Plot plans shall be prepared in such a manner that will clearly illustrate required
layout and spacing of equipment for safe operation and maintenance, together
with necessary fire protection.
The site plans and plot plans are very important means of information transfer
within and between Design, Process and Project Groups. These drawings must
be kept up to date at all times and regularly issued.
3.1.1 Plans
Site plans represent the total overall Plant arrangement. The first step is to
produce topographical map of the site area with the following:

a. Plant outline and levels relative to sea level and geographic north relative to local
bench mark or marks.
b. Locations of the following local facilities – major highways, local roads, railroads,
power lines and pipe lines (existing and proposed). Possible harbor (tides and
sea depth) and river docking (river depth with seasons) locations, and adjacent
plants together with local dwellings.
c. Annual, daily and hourly rainwater design factors plus wind directions and rates.
River levels recorded and sea level (tide) rates over one of the following periods:
5, 10, 25, 50 or 100 year max.*
*To be determined by local or national code requirements.
This will be used as a basic background for superimposing the major areas that
constitute the Plant, such as plant roads, limits of fence boundary lines, rail
entrances and exits, storage tank areas, buildings, ponds, flare or flares, storage
areas, process unit battery limits and extent of utility facilities, etc.
No equipment will be shown in process units or utility facilities other than outlines
of buildings, cooling water towers, flare center lines, and large collecting areas
(liquids or solids). All components will be shown on separate detailed plots
(designated as overall process unit plot plans). These overall plot plans may need
to be split into individual area plot plans depending on scale and plant size.
3.1.2 Site Plan – Presentation
All dimensioning shall be preferably by coordinates, including the following
boundaries: battery limits, property limits or site fence. Coordinates may be
relative (north–south–east–west) to nearest benchmark of the geographic area
or complex where facilities will be erected. Plan North and set grid system will be
indicated on Site Plan drawing.
Adjacent facilities, properties, pipeline, roads, bridges, power lines, sea shore,
creeks, rivers, lakes, swamps, hills, forests, and other geographic or human
references shall be indicated (but not dimensioned) if they affect facility or
installation layouts, or for construction purposes.
Where possible, complex benchmark elevation (relative to mean sea level) shall
be indicated.
Grade elevation reference of an adjacent existing facility shall be used provided
negative elevation values will be avoided. If not available, a fictitious grade
elevation of 100,0 m for a specific unit or facility may be agreed if convenient for
equipment erection and construction purposes, in order to avoid negative
elevation values. The elevation of fictitious grade relative to mean sea level or
complex benchmark shall be indicated on drawing.
The actual North, plant North, and prevailing wind direction arrows shall be
located in the top right side of drawing. General notes, referenced standards and

specifications, reference drawing list, complex benchmark elevation from sea


level and legend shall be indicated on the right side of drawing.
Recommended site plan scale: Set to suit “E” size drawing sheet.
3.1.3 Overall Unit Plot Plan – Presentation
Overall unit plot plans shall show all process and/or utilities units of a major plant.
Relevant equipment or installations, pipe trenches, roads, substations, packaged
units, piperacks inside and outside battery limits of process or utilities areas,
interconnecting piperacks and roads between process or utilities areas shall be
shown.
Surrounding roads and adjacent plants or installations references shall be
indicated on drawing.
Overall plot plans include scaled outline relevant equipment and installation on its
correct locations. Relevant equipment and installations numbers and center lines
shall be shown. Road center lines and battery limits coordinates shall be shown.
All plant clearances will follow those indicated on Section 3 of this procedure.
Dimensioning shall be preferably by coordinates.
If existing adjacent facility elevation is not available, elevations shall be relative
to Reference 100,0 m level, but shall be only shown different grade levels,
piperacks and relevant structures.
The actual North, plant North, and prevailing wind direction arrows shall be
located in the top right side of drawing. General notes, referenced standards and
specifications, reference drawing list, complex benchmark elevation from sea
level and legend shall be indicated on the right side of drawing.
Recommended overall plot plan scale: Set to suit “E” size drawing sheet.
3.1.4 Area Plot Plans – Presentation
Dimensioning shall be complete with all fixed equipment located by means of
coordinates. Equipment and installations shall be represented by figures
(rectangles, circles, semi–ovals and others) that best fit, and shall be outlined to
scale. Access spaces, drop–out and pull–out areas shall be shown but not
dimensioned. All plant clearances will follow those indicated on Section 3 of this
procedure.
All equipment locating elevations shall be listed on equipment list. Grade,
piperack, structures and main platform elevations shall be shown. Elevations of
small platforms attached to vessels and towers may not be indicated.

right side of drawing. General notes, referenced standards and specifications,
reference drawing list, complex benchmark elevation from sea level and legend
shall be indicated on the right side of drawing.

Recommended area plot plan scale: Set to suit “D” size drawing sheet. Preferred:
1:100. Maximum acceptable: 1:50.
The following equipment or installation reference points of location shall be used
throughout project:

All other equipment shall be centerline of shell, box or shaft, and centerline of inlet
nozzle.

4 SITE AND PLOT PLANT DEVELOPMENT – DATA


REQUIRED FOR DEVELOPMENT
After obtaining vicinity of selected area for new plant together with contour
drawings and limits, the following data is required.

4.1 Project Design Information


4.1.1 Locations of surrounding road, rail, sea or waterway facilities and acceptable
tie–in locations.

4.1.2 Locations of external feed lines (water, feedstock, power and gas), future and
existing sewerage and product lines, and existing encroachments that may exist
i.e. power cables and city gas and sewer systems (which can be located or must
remain). If they are to remain, clearances will be required.

4.2 Site Conditions


4.2.1 Soil conditions – * Bearing capacity, runoff, and water table level. (*These affect
foundations).
4.2.2 Wind velocities, prevailing wind direction, temperature range and rainfall.
4.2.3 Actual North and site North, direction.
4.2.4 River water levels or sea water levels (if available).
4.2.5 Roads, accessways and storm water handling required.
4.2.6 Local railway codes and standards.
4.2.7 Site coordinates or distance to complex bench mark.

4.3 Area Design Data


4.3.1 Process Flow Diagrams or Piping and Instrumentation Flow Diagrams together
with specifications.
4.3.2 Equipment list and sizing (vendor data where possible).
4.3.3 Firefighting data.
4.3.4 Foundation type or types.

4.4 Site Services


Services that will be routed below ground.

4.5 Size and Capacity of Cranes


4.5.1 For construction.
4.5.2 For maintenance.

5 CLEARANCE AND ACCESSIBILITY


5.1 Scope
This subsection presents basic criteria for equipment spacing in the design and
layout of new plants and expansions of existing plants.

5.2 Basic Design Considerations


The objectives of the spacing recommendations in this subsection are as follows:
– Constructability.
– To permit access for firefighting.
– To permit access for operators to perform emergency shutdown actions in a fire
situation.
– To minimize involvement of adjacent facilities in a fire and hence prevent further
equipment failures.
– To insure that critical emergency facilities are not subject to fire damage.
– To segregate high risk facilities or equipment.
– To separate continuous ignition sources from probable sources of release of
flammable materials.
– To avoid danger or nuisance to persons or facilities beyond the adjacent
property lines.
– To permit access for normal inspection, operation and maintenance.
– To permit equipment replacement (if required) and connected piping
dismantling.
– To insure site security.

6 PLATFORMS, STAIRS, AND LADDERS (ACCESS AND


LAYOUT REQUIREMENTS)
Location of all platforms, ladders and stairways shall be in compliance with
accessibility and safety requirements; maximum vertical distance between
platforms shall be 9.0 meters (by Venezuelan law).

6.1 Platforms with Stair Access


Platforms with stair access shall be provided at:
6.1.1 Points which must be service frequently per 8–hour shift, i.e. furnace firing
platforms, boilers, etc.
6.1.2 Locations serving mechanical equipment, i.e. stationary cranes, elevated
compressor foundations, vacuum ejectors, etc.
6.1.3 Heavy major instrument analyzer installations not mounted at grade, requiring
frequent access will be given stair access; light instrumentation will be served by
ladders.
6.1.4 Maximum stair run – 4.0 meters.

6.2 Platforms with Ladder Access


Platforms with ladder access shall be provided at:

6.2.1 Exchangers with centerline located 3.0 meters or more above grade.
6.2.2 Points which require operating access less frequently than once per 8–hour shift,
i.e. some designated valves, certain motors, etc.
6.2.3 Points requiring access for maintenance, including column or vessel manways
(except as listed in sub–paragraph below), nozzle flanges, relief valves,
removable heads or covers, top flange of vertical reboilers, etc.
Platforms shall not be required for manways, when manway centerline elevation
form grade is:
a. 6.0 meters and under, where accessibility to internals is not the purpose.
b. 3.0 meters and under, where accessibility to internals is the purpose.
6.2.4 Air coolers, which have interconnecting walkways provided for service to valving,
fan motors and instruments.

6.3 Dual Access Requirements


Two means of access shall be provided at:
6.3.1 Elevated platforms, 3.0 meters or more above grade, which serve three or more
vessels when lack of such access might prevent emergency escape for
personnel.
6.3.2 Any platform serving fired process equipment, i.e. at each end of horizontal
heaters.
6.3.3 Any platform serving two or more elevated pieces of equipment which are
concurrently maintained or operated.
6.3.4 Large elevated structures, if reaching any part of platform requires more than 20.0
meters of travel to or from a single access.

6.4 Ladder Requirements


6.4.1 Side access ladders shall be preferred to front access ladders.
6.4.2 Wherever practicable, ladders shall be arranged so that the user faces the
equipment or structure rather than open space.
6.4.3 All ladders shall be provided with safety bars or swing gates at points of entry to
each platform or level. (Chains shall not to be used). These are to be built in
accordance with the following PDVSA Engineering Standards:
Ladders: PDVSA 0602.2.217, 0602.2.221, & 0602.2.222.
Swing Gate: PDVSA 0602.2.223.

Swing Bar: PDVSA 0602.2.226.

7 EQUIPMENT LOCATIONS
7.1 Pumps
7.1.1 Standard base Ht. 300 mm above area grade level.
7.1.2 Pumps to be located on plans by reference to centerline of shaft and centerline
of discharge nozzle (for most types of pumps).
7.1.3 Pumps shall be located with centerline of shaft perpendicular to pipe rack
centerline and discharge nozzles aligned in a common centerline along side pipe
rack.

7.2 Compressors
7.2.1 Large compressors shall be elevated to insure space for any or as many of the
following that affect machine.
a. Where lube and seal systems are not mounted on machine: High enough to
permit gravity flow to holding tanks (line slope required will be indicated on P &
I Diagrams).
b. Bottom inlet line flow considerations (required straight length).
c. Surface condenser, expansion joint and pump maintenance height requirements,
if bottom turbine outlet.
d. Air cooling ducting to motor.
e. Pulsation dampener and accompanying piping, plus sleeper heights.
7.2.2 Horizontal maintenance withdrawals to be considered.
a. Piston removal space plus area for handling (+ 1.0 m).
b. End withdrawal (for barrel type compressors) space and handling could require
cradle and extended foundation.
c. D.C. electrical motor separation (rotor and stator) space, could require cradle and
extended foundation.
d. Shaft removal.
7.2.3 Vertical clearances of lifting facilities depends on obstructions, component sizes
and sling allowance.
7.2.4 Personnel shelters and compressor shelters.

a. Compressor shelter.
b. Personnel shelters: shall be soundproofed, unless otherwise instructed.
7.2.5 Operating control panel, panel access (sufficient for maintenance access
required front or rear).

7.3 Heat Exchangers


7.3.1 Shell and tube exchangers at grade, will be located by a common channel nozzle
centerline from centerline of rack columns. Distance will be determined by longest
exchanger together with pump and operation aisles.
7.3.2 When possible, the channel end of exchanger will be kept clear of overhead
obstruction, allowing overhead crane access. If this is not possible in multi–story
structure, then other handling facilities must be provided.
7.3.3 Davits will be supplied on shell cover when crane access is not possible.
7.3.4 Double “U” tube exchangers will be located relative to outer tube (shell) nozzle
location. If grouped they will be located on common centerline relative to pipe rack
column centerline.
7.3.5 Space will be allowed for the maintenance of vertical exchangers. Method will be
dependent on whether fixed tube or removable bundle.
7.3.6 Space will be allowed for removable bundle pulling–out of horizontal shell and
tube exchangers.

7.4 Air Coolers


7.4.1 Air coolers shall be located in such a manner that permits both safe and practical
access for maintenance and operation.
7.4.2 Air cooler location may be in process area and must be kept clear of potential fire
sources (such as light product or hot oil pumps with operation temperature equal
or above its auto–ignition point).
7.4.3 Must be located to prevent recirculation of heated air and kept clear of hot
equipment and uninsulated hot piping.
7.4.4 Platform access must be provided to all drivers for air coolers and platforms must
be strong enough to permit driver maintenance.
7.4.5 Air coolers shall not be located over compressors or pumps of flammable
products.
7.4.6 Air coolers may only be placed over drums and exchangers belonging to the same
system and then only when those vessels are functioning below ignition

temperature, provided a barrier (concrete platform or steel plate deck) impedes


air flow from such equipment to air cooler.
7.4.7 When forced to be installed piperack, the following conditions must be met.
a. Keep all flanging, valves and filters clear of area below fan and air passage area.
b. Allow enough vertical distance to avoid obstructing air passage to or from fan.
c. Locate outside furnace area, and arrange to permit crane access for air cooler
maintenance.
d. Piperack and supporting structure must be fireproofed to meet their location
requirements.

7.5 Fired Heaters and Boilers


7.5.1 Where practical, furnaces shall be located near unit boundary for ease of access
and safety, and they must be arranged for ease of tube pulling, with suitable
drop–out space. Road access will be required to tube pulling end. Tube pulling
end will be kept clear of external piping, or will be supplied with removable
connecting piping if required.
7.5.2 A common stack is permitted, where economical, with suitable ducting and
dampeners.
7.5.3 Permissible Stack–Height – Should be relative to associated plant equipment and
Local or National Codes whichever govern.
7.5.4 Other space requirements often met are as follows (and should be questioned):
a. Decoking facilities.
b. Soot Blowers: Retractable or rotary (operation and maintenance).
c. Air preheating: (Burner air supply).
These facilities are often omitted from process flow diagrams. (Always check).
7.5.5 Prevailing winds should be considered. Equipment handling light hydrocarbons
should be located downwind of heaters.

7.6 Vessels
7.6.1 Vertical vessels: Will be placed on a common centerline parallel to the piperack,
unless design conditions demand otherwise (Association with steel structure or
compressor house, for example).
7.6.2 Horizontal vessels shall be located on common tangent line parallel to the
piperack, unless design conditions demand otherwise (mounted in structure or
over piperack).

The distance from rack column centerline will be relative to pump and aisle
requirements (Accessway allowance).
7.6.3 Davits will be mounted on top of shell to handle internals and relief valves, etc.
that are not accessible by crane. Davits and manways will be located to permit
lowering into accessible drop–out area and catalyst loading/un loading.
7.6.4 Large vessel will be supplied with lifting lugs suitably located to aid in erection.
Equipment erection sequence and method must be considered when lugs are
being located always check with Construction Group.

7.7 Piperacks
7.7.1 Piperacks will be sized to accommodate design needs + 15% and width may be
determined by air coolers. Additional space must be allowed for electrical trays
(with design needs and 15% extra allowed).
7.7.2 Minimum rack height: Inside units a minimum clearway beneath rack of 3650
mm and half pipeway level spacing. Outside unit height will be determined by
minimum clearance required by mobile cranes or railway clearances where
required. See PDVSA 0602.1.585.
7.7.3 Piperacks will be overhead inside and between process units. For remote offsite
facilities pipeways shall be at grade or inside trenches.
