Application Guidelines

MEXT Scholarships 2021


Undergraduate in different areas
To avoid errors in the application process, we carefully ask that you read the complete instructions in English in
their entirety. Detailed information about this scholarship program will be available at the Embassy of Japan. The
Spanish translation and the English version of the call are only to facilitate its dissemination, the Japanese version
will take precedence over the translations. If you have questions about the content of the text, you should consult

The Government of Japan, through the Ministry of Education, Culture, Sports, Science and Technology
(MEXT), offers scholarships to Colombian students who wish to pursue undergraduate studies ("Gakubu"
professional level) in Japanese universities for the 2021 academic year. under the Japanese Government
scholarship program (Monbukagakusho).

Our objective is to promote human talent through academic preparation, to form bridges of friendship
between Colombia and Japan and contribute to the development of both countries and the world.

1. DEFINITION OF “UNDERGRADUATE STUDENTS”:


Those who are enrolled in an undergraduate course of study at a university, or who are receiving
preparatory education in the Japanese language and other subjects prior to university placement.

2. FIELDS OF STUDY:

Candidates must choose a field of study (Social Sciences and Humanities or Natural Sciences), a course
and a major from the table below. A candidate can choose up to three possibilities:

NOTE: A candidate who intends to major in Natural Sciences and would like to choose more than one
major must select his or her three major options within the same course (example: Natural Sciences A, B
or C) and write them on the form in order of priority. However, a student who selects a Natural Sciences-
C course as his first option can choose, as a second option, a career from group B or C and as a third
option a career from Course B since Course C offers only two possibilities. .

3. PREPARATION COURSE BEFORE ENTRY TO THE UNIVERSITY

(1) Preparation course before entering university:


① The scholarship recipient will enter the preparation school designated by the MEXT (At Tokyo
University of Foreign Students for scholarship recipients who chose 2. (1) Social Sciences and
Humanities, or at Osaka University for scholarship recipients who chose 2. (2) Natural
Sciences) where you will receive an intensive course in Japanese and other subjects for one
year as a preamble to your university education. The curriculum consists primarily of
Japanese language training, but also includes studies in subjects such as Japanese topics,
mathematics, English, social sciences (for programs in social sciences and humanities), and
physics, chemistry, and biology (for programs in the social sciences and humanities). in
natural sciences).
② The scholarship recipient who completes the preparation course will enter the university
designated by the MEXT if he or she passes the university's admission exam. The scholarship
recipient will not be able to enter the university if it is considered that he cannot satisfactorily
complete the preparatory course, in which case he will have to return to Colombia on the
date indicated, and the expenses of his return ticket will not be covered.
③ If the scholarship recipient is not admitted to the university, even if they have completed
their preparatory education studies, the scholarship will be canceled and they will have to
return to their country.

(2) University education


① The MEXT, in consultation with the university involved and the preparation school, will decide
where you will apply for admission. The decision will take into account the following: the
results of the exams taken at the Embassy of Japan, academic achievements in the
preparation school, your field of study, the capacity of the university, etc. The scholarship
recipient will not be able to object to the decision made by the MEXT.
② The academic year begins on April 1 of each year and ends on March 31 of the following year.
③ All instruction will be in Japanese (except when the student is admitted directly to a
university that does not require knowledge of Japanese).
④ The professional title will be given to the scholarship recipient who finishes his or her degree
within the agreed period and has obtained the credits required at the university.

(3) Change of field of study or transfer to another institution


① The scholarship recipient will not be allowed to change the field of study under any
circumstances. (Social Sciences and Humanities A and B, Natural Sciences A, B, and C)
② The scholarship recipient will not be allowed to transfer to another institution during the
period of the preparatory course or the undergraduate course.
③ The scholarship recipient must take the courses determined by the preparation school,
regardless of whether they have been taken at a university outside of Japan. There will be no
room for approvals.

4. DIRECT INCOME
(1) Candidates who have sufficient knowledge of the Japanese language may choose to enter their
university directly without taking the preparatory course. For cases in which a university's
undergraduate degree does not require knowledge of Japanese at the time of registration and
allows candidates to enroll without taking the preparatory course, applicants may enter directly
and begin their undergraduate studies at the Japanese university. (These cases are called “Direct
Entry”), and for these the start must be for the spring semester (the scholarship holders would
arrive in Japan in April 2021, and would start in the spring semester) or for the fall semester (the
Scholarship holders would arrive in Japan in September or October 2021, and would begin in the
fall semester) depending on the academic calendar of each university.

(2) The decision on the universities for the placement of applicants who wish to enter directly will
be made by the MEXT and the corresponding university. The university will examine the
applicant's academic merit (high school academic grades, etc.), and determine whether the
applicant has adequate language skills to take an undergraduate course in Japanese or English,
determined by the language proficiency exam score. (JLPT) for Japanese. Some universities may
conduct interviews with applicants or other exams.

(3) The consultation period for direct entry will be determined after the second stage of evaluation
until January 31, 2021. The results for direct admission to the undergraduate program vary
according to the results of the consultation and the period in which they end.
① The university has confirmed the applicant's acceptance during the consultation period: The
candidate will enroll in the accepted university, specifying direct entry to the university.
② The university has refused to accept the applicant during the consultation period: the
applicant must enroll in the institution providing the preparatory course.
③ The accepting university has confirmed the applicant's acceptance after the final consultation
period: The applicant will enroll at the accepted university, specifying direct admission to the
university.
④ The university has refused to accept the applicant after the final consultation period: The
applicant must withdraw from the selection process.
5. REQUIREMENTS AND CONDITIONS:
MEXT accepts applications from international students that satisfy the following requirements and
conditions. Our objective is to promote human talent through academic preparation, to form bridges of
friendship between Colombia and Japan and contribute to the development of both countries and the
world.
1) NATIONALITY: Candidates must have the nationality of a country that has diplomatic relations
with the Japanese government (in the case of Colombia, this point would apply). Those people
who have Japanese nationality at the time of application will NOT be eligible. However, people
with dual Colombian-Japanese nationality who reside outside Japan may apply, as long as they
renounce Japanese nationality before arriving in Japan. The first review of candidates will be
carried out at the Japanese diplomatic mission of the country corresponding to the candidate's
nationality. In this case, the Japanese Embassy in Colombia, located in the city of Bogotá.

2) AGE: Candidates must have been born on April 2, 1996 or later. However, candidates who meet
the conditions of the academic profile stipulated below in point ③ must be 18 years or older at
the time of admission to the university in Japan.
Exceptions are limited only to those candidates who MEXT considers have not been able to
apply within the age limits due to circumstances in the candidate's country (such as mandatory
military service, or loss of educational opportunities due to armed conflict, etc.). . There will be
no exceptions for personal reasons (financial, family, health, university or employment situation
of the candidate, etc.).
3) ACADEMIC PROFILE: Candidates must meet one of the following conditions. In the case of
candidates who wish to directly enter the undergraduate program, they must meet any of the
following conditions ① , ③ or ④
① Candidates who have completed 12 years of education or who have completed their high
school studies in a country other than Japan. (Candidates who meet this condition by March
2021 will be eligible. However, those wishing to start in the fall semester through direct entry
must have completed 12 years of study by August 2021).
② Candidates who completed their studies at an institution equivalent to a Japanese secondary
education institution, in a country other than Japan. (Candidates who meet this condition by
March 2021 will be eligible.)
③ Candidates who have successfully passed an academic test that is equivalent to completion
of 12 years of education outside Japan. (Candidates who meet this condition by March 2021
will be eligible.)
④ Apart from the conditions points ① , ② and ③ above, candidates who are eligible for
admission to the Japanese university at the time of application.

4) JAPANESE LANGUAGE: Candidates should be willing to study the Japanese language, as well as
be interested in Japan and eager to deepen their understanding of its culture before and after
arriving in Japan. Also, they must be willing to study the academic curriculum in Japanese.
NOTE: It is a requirement to have prior knowledge of the Japanese language, since a
MANDATORY language exam is carried out in the selection process.

5) HEALTH: Candidates must submit a health certificate form signed by a doctor confirming that
the candidate does not have any physical or psychological condition that would prevent or make
it difficult for them to carry out their studies in Japan.

6) ARRIVAL IN JAPAN: In principle, candidates must be able to arrive in Japan between April 1 and
7, 2021. Departure from your country of origin cannot be before April 1, 2021. If the scholarship
recipient must enroll at their university for the fall semester through direct entry, they must be
able to arrive in Japan during the period specified by the university that accepted them, within
two weeks before or after the university start date . If the scholarship recipient cannot travel
within this specific period, their travel expenses will not be covered by the scholarship.)
Except in those cases that the MEXT considers extenuating circumstances, those candidates who
cannot arrive in Japan during the previously stipulated period must renounce the scholarship.

7) VISA REQUIREMENTS: In principle, the chosen candidates must acquire a “Student” visa issued
at the Embassy of Japan in Colombia, located in the city of Bogotá before their arrival in Japan. If
the applicant has another type of visa (“Resident”, “Long Stay”, etc.), it is necessary to change
the status of their current visa to a student visa and enter Japan again. The applicant must keep
in mind that once their status as a MEXT scholarship student expires, and even if they reapply
for the visa they previously had (“Residence Visa” or “Long Stay”), such visas will not necessarily
be granted. . Likewise, the applicant must take into account that the scholarship will be canceled
if he or the scholarship recipient arrives in Japan without a student visa.

8) EXCLUSIONS (Not eligible): Candidates who meet any of the following


conditions will NOT be eligible. If any of these are identified after the start of the scholarship,
the candidate will be asked to renounce the scholarship:
① . Those candidates who are military personnel or employees of this same body at the time
of their arrival in Japan or during the period in which they receive the scholarship.
② . Those candidates who cannot arrive in Japan on the dates designated by the MEXT or by
the university that will host them.
③ . Those candidates who have previously received a scholarship from the Japanese
government (this includes those who have renounced the scholarship upon arrival in
Japan). The Monbukagakusho Honorary Scholarship for Privately Funded International
Students is not included in the Japanese government's MEXT programs.
④ . Those candidates who are applying to another MEXT Scholarship program. This includes
programs for which scholarship payments will begin in fiscal year 2020, even though the
final results of their selection have not yet been decided, and programs that begin their
scholarship payments in fiscal year 2021.
⑤ . Those candidates who are already enrolled in a Japanese university with "Student"
residency status and those who are or plan to be enrolled in a Japanese university as a
privately funded international student during the scholarship application period. This does
not apply to privately funded students at Japanese universities who complete their studies
before the start of the scholarship, return to their home country at the time of application
for the scholarship, and acquire a new student visa before returning to Japan.
⑥ . Those candidates who receive scholarships from institutions other than MEXT (including
government institutions in Colombia) simultaneously with the MEXT scholarship.
⑦ . Those candidates who are unable to obtain their diploma and therefore cannot satisfy the
requirements related to their academic profile by the deadline.
⑧ . Those candidates who have dual nationality (Japanese and Colombian) at the time of
application and who cannot verify that they will effectively renounce their Japanese
nationality upon arrival in Japan.
⑨ . Those candidates who change their residency status to something other than "Student"
after their arrival in Japan.
⑩ . Those who plan, from the time of application for the MEXT scholarship program, to
participate in long-term research (such as fieldwork or internship) outside Japan or plan to
take a long-term leave of absence from the preparatory educational institution or
university.
9) OTHERS: The scholarship recipient must contribute to mutual understanding between Colombia
and Japan through their participation in academic and community activities that allow the
internationalization of Japan during their stay in this country. After having returned to their
country of origin, former scholarship recipients must maintain contact with the universities
where they studied, cooperate by completing surveys, participate in events carried out by the
Embassy and work to improve relations between Colombia and Japan.

6. SCHOLARSHIP DURATION:

1) Students who take the preparatory course prior to starting their university studies: The
scholarship period will be for 5 years from April 2021 to March 2026, including one year of pre-
university education in the Japanese language and other subjects that will be provided when
reaching Japan. For those who study Medicine, Veterinary Science, Dentistry or a 6-year
university degree in Pharmacology, the scholarship period will be 7 years until March 2028.

2) Students who enter the university directly, without a preparatory course: in case of direct
entry to the university, the scholarship will last 4 years (6 years for those who study Medicine,
Dentistry, Pharmacology and Veterinary Medicine). The scholarship period will begin from the
moment of enrollment in the university designated by the same university.

Note 1: The registration period may be April, September or October 2021, depending on the
academic calendar of each university. Scholarship disbursements will begin in September 2021,
only if the accepting university's start date for the fall semester is September 1, 2020.
Disbursement of the scholarship will begin in October 2021 if the university's fall semester begins
between September 2, 2021 and September 30, 2021.

Note 2: If the scholarship recipient finishes his or her degree early or cancels his or her
undergraduate course early to enter a graduate program, the benefits of the scholarship will be
until his or her graduation from the undergraduate degree or until its cancellation. The period of
the scholarship in case of not taking the pre-university course will be from the moment they begin
university studies as such.

Note 3: For the undergraduate degree in Pharmacology, scholarship recipients must take the
“Common Performance Exams in Pharmacy” implemented before completing their internship. In
the event that it is impossible for scholarship recipients to pass these exams, the scholarship could
be cancelled.

3) Scholarship Extension:

If a scholarship recipient graduates from their undergraduate program and is admitted to a master's
degree during the period of their scholarship, they could access an extension after completing
certain exams directed by the MEXT, taking into account that they are a student with excellent
academic merits.

7. SCHOLARSHIP BENEFITS

1) STIPEND: 117,000 yen per month. A subsidy of 2,000 yen or 3,000 yen per month will be added to
those beneficiaries who will carry out their studies in specially designated regions. These amounts
are subject to change each fiscal year, depending on the government's budget. If the scholarship
recipient is absent from the university for an extended period, the scholarship will be suspended for
that period.

2) TUITION: Costs related to admission exams, tuition and academic expenses will be covered by the
Japanese government.

3) TRANSPORTATION COSTS:
① . Transportation to Japan: An air ticket will be given to the scholarship recipients according to the
itinerary and route designated by the MEXT, which ensures the student's arrival within the
stipulated period. The air ticket will be in economy class from the international airport closest to the
scholarship recipient's home to the international airport most used to reach the destination
university. Expenses such as ground transportation from home to the international airport, airport
taxes, airport usage fees, special travel taxes, or ground transportation within Japan will NOT be
covered by the scholarship. If the recipient must travel to a third country before coming to Japan for
visa purposes because there is no diplomatic mission in his or her country, the recipient will also
bear, at his or her own expense, the travel from his or her home country to a third country. country,
with travel and accommodation expenses incurred in the third country. In principle, MEXT will not
provide a plane ticket from a country other than that of their residence in cases where the
scholarship holder must leave a third country due to personal circumstances. If the scholarship
recipient arrives in Japan, before or after the date stipulated in (“5. (6) ARRIVAL IN JAPAN”), travel
costs to Japan will not be covered.

② . Transportation from Japan: In principle, MEXT will issue a ticket to scholarship recipients who
graduate from university and return to their home country at the end of the last month of the
scholarship period. (See “6. DURATION OF THE SCHOLARSHIP"). The air ticket will be in economy
class from the international airport most used to get to the university to the international airport
closest to the scholarship recipient's home. Expenses such as ground transportation from home to
the international airport, airport taxes, airport use fees, special travel taxes or ground transportation
within Japan will NOT be covered by the scholarship. If the scholarship recipient returns to his or her
own country due to personal circumstances, or for the reasons stipulated in point (“8. SCHOLARSHIP
SUSPENSION”) before the end of the scholarship period, your return ticket will not be provided.

If the scholarship recipient continues to live in Japan after finishing the scholarship to continue their
studies or for work reasons, their return ticket will not be covered, even if it is for a temporary
return.

8. SCHOLARSHIP SUSPENSION
The scholarship will be suspended for the reasons set forth below. If any of these situations apply, the
scholarship recipient will be ordered to partially or totally return the amount of the scholarship they
have received so far. The scholarship may also be suspended for the time necessary to make a decision
on the matter.
① The intern has lied on his application;
② The scholarship recipient has violated any article of his commitment to MEXT;
③ The intern has violated any law in Japan and has been sentenced to prison for a period greater
than 1 year or for an indefinite period;
④ The scholarship recipient has been expelled or suspended from his or her university or
preparatory education institution, or has received another type of punishment as disciplinary
action in accordance with the regulations of the university or institution that accepted him or
her;
⑤ It has been determined that it will be impossible for the scholarship recipient to complete his or
her studies in the time normally required due to poor academic results, absences, or suspension
from the university;
⑥ The scholarship recipient did not apply for a student visa before traveling to Japan or changed
their status to something other than “Student”;
⑦ The scholarship recipient has received a scholarship from another institution (excluding those
specified for research purposes);
⑧ If the scholarship recipient continues to a more advanced level of education without having
received endorsement for an extension of the scholarship period.

9. SELECTION:

1) In cooperation with ICETEX, the Embassy will carry out a preliminary review through the submitted
documents, written exams and an interview.

② The use of calculators or other electronic devices is not permitted when taking the exam.

2) The results of the preliminary review will be notified to each candidate on the date assigned by the
Embassy. The reasons for these results will not be reported . Those who pass the first selection filter
will not necessarily be selected as MEXT scholarship recipients.
3) The candidates who have been shortlisted will be recommended to the MEXT. The MEXT will make
the final selection of those recommended and will decide who will obtain the scholarships.

4) The results will be announced at the end of January 2021. The reasons for these results will not be
reported. No objections to university assignment will be accepted.

1) People with an international bachelor's degree or from certified bilingual schools (English) can
present language certification from their institution. Certificates of studies in English-speaking

11. GRADES

(1) Scholars are advised to start learning the Japanese language and have some information about
the climate, customs, manners, Japanese education, and differences in its legal system before
traveling to Japan.
(2) It is highly recommended that fellows bring approximately USD $2,000 or its equivalent in yen to
cover immediate needs during the first month after arriving in Japan. Since the first payment of
the scholarship will be given between a month and a month and a half after your arrival.

(3) The scholarship amount will be transferred to the Japan Post Bank (JP BANK) bank account
opened by each scholarship recipient upon arrival in Japan. Scholarship payment transfers will
not be made to other bank accounts.

(4) The scholarship recipient must join the National Health System (Kokumin Kenko Hoken) upon
arrival in Japan. With such membership, if you receive medical treatment in Japan, you will be
reimbursed a portion of the cost.

(5) Scholarship holders are suggested to purchase “My Number Card” upon arrival in Japan.

(6) Accommodation:
① During the preparatory education period, scholarship recipients may reside in the
residences of Tokyo University of International Studies or Osaka University, depending
on where they have enrolled. The costs related to this must be contributed by the
scholarship recipient.
② Residences attached to universities: Some universities have residences for foreign
students. Scholarship holders enrolled in these universities can stay in these residences
under certain conditions. However, due to the limited number of rooms, some of these
residences may not be available. The costs related to this must be contributed by the
scholarship recipient.
③ Private residences or apartments: Those who cannot find accommodation in the
aforementioned residences may live in private residences, apartments, or in dormitories
provided by the university itself with its own funds. It is difficult for scholarship
recipients with dependents (spouse and children) to find appropriate housing in Japan.
The intern is asked to travel alone to Japan first to secure housing before his or her
dependents come to Japan.

(7) If you are chosen as a scholarship recipient, your personal information (such as name, gender,
date of birth, nationality, university where you completed your studies, major, period of study,
employment or academic information after completing your studies, information on contact,
among others) may be shared with government organizations for the purpose of using it in
foreign student exchange programs of the Japanese government. With this data, we seek to
provide support during study time, monitor and improve the system for foreign students.

The personal information of the scholarship recipients, except for the date of birth and contact
information, may be published upon completion of their studies in materials produced by the
Japanese Government as a means of advertising to promote the acceptance of foreign students
in Japan. Especially, to present former MEXT scholarship holders with active roles in countries
around the world.

These details are included in the commitment that stipulates the rules that every MEXT
scholarship recipient must abide by when accepting the scholarship.

be cancelled, or scholarship recipients may not be able to come to Japan even after being
selected.

(12) The call is subject to change or cancellation depending on the situation in Colombia and Japan
regarding the new coronavirus COVID19.
