1. PURPOSE
To identify the effective precautions and actions to be taken in the event of an emergency that
could cause threat to life, property, or the environment from accidental or natural causes. Thus,
ensuring maximum protection of life, environment, and property. To establish a systematic, safe,
and orderly means of evacuation of a building or area by effected personnel, in the least possible
time to a designated area.

This guidance is provided to Protect life, property, and the environment, Minimize the severity of
emergency situations, and comply with applicable legal requirements.

2. SCOPE
This procedure is applicable to all Employees in the Organization.

3. EFFECTIVE DATE
This procedure is enforced on 08.01.2021.

4. DEFINITIONS
4.1. Organization
Organization refers SNME, Head Quarters, Bahrain, SNME-Bahrain, ANPC- Saudi Arabia, QAIG-
Qatar, Nass Group- Oman and AGN Al Ghanim Nass Kuwait.

4.2. Business Unit


Business Unit refers SNME-Bahrain, ANPC- Saudi Arabia, QAIG- Qatar, Nass Group- Oman and
AGN Al Ghanim Nass Kuwait.

6. RESPONSIBILITY & ACCOUNTABILITY


It will be the responsibility of the General Manager, Country Manager, Depot Manager, SHEQ
Manager, Operation Manager, Department heads and supervisors to ensure that suitable
arrangements and trained personnel are available to react in an appropriate manner to the types
of emergency that may occur in the course of the work being undertaken.

7. PROCEDURE

7.1. IN CASE OF FIRE AT WORK SITE


7.1.1. When a fire has been detected in a working area the Alarm must be raised
immediately, if possible try and control the fire without putting self or others in
danger.
7.1.2. If the fire is likely to get out of control, call the emergency services immediately. The
designated HSE supervisor/fire warden will ensure that the emergency services have
been informed and take all reasonable steps are taken to prevent fire from
spreading, without endangering lives.
7.1.3. All personnel are to be evacuated from the area of danger to the identified assembly
point, established near the main entrance.
7.1.4. A member of the fire response team (FRT) will be designated to control and
supervise the evacuated personnel at the designated assembly point and check that
all personnel are accounted for. The SHEQ Manager or his substitute shall provide
the list of all persons actually at the location for a head count.
7.1.5. No one is to leave the assembly point for any reason until everyone is accounted for
and the all clear is given by the fire response team leader.
7.1.6. Only trained personnel should attempt to control the fire using certified fire
extinguishers or equipment. If the fire cannot be contained, priority has to be given

to personal safety. A member of the FRT will check that all personnel have been
evacuated from the danger area. Only after the safety of the personnel is
established, will equipment and buildings be prioritised.
7.1.7. The designated HSE Supervisor/Emergency Responder shall inform the management
of the emergency.
7.1.8. A designated person will ensure that all access roads to the premises are kept free
for emergency services.

7.1.9. After arrival of emergency service, all actions are to be coordinated with the Officer
in Charge.

7.2. MEDICAL EMERGENCY AT WORK SITE


7.2.1. Ensure that the area around the medical emergency is secured and safe and that the
victim is in a safe position if possible.
7.2.2. Only trained first aid personnel should attempt to treat the victim.
7.2.3. Depending on the seriousness of the emergency, the emergency services shall be
informed as per the Emergency Response Plan.
7.2.4. The department head and/SHEQ manager or supervisor must to be alerted.
7.2.5. All injuries/illness reports for ANPC (Operation Base and Field services) shall be
maintained by the SHEQ Manager.
7.2.6. Investigation of incident/accident to be performed by the direct Department
Head/Supervisor of the injured person assisted by the SHEQ Dept and sent to
Regional SHEQ Manager.

7.3. OIL & CHEMICAL SPILL


7.3.1. Inform the SHEQ officer and the Emergency services as per the Emergency Response
Plan.
7.3.2. Remove all involved persons from the spill area and move to the designated
assembly point.
7.3.3. First responders should ensure that immediate measures are taken for containment
of the spill viz. spill kits.
7.3.4. The spill area shall be cordoned off and isolated from other activities.
7.3.5. Ensure that the persons involved in the containment of spill wear proper PPE.
7.3.6. Remove any contaminated clothing and used contaminated PPE and dispose of it
safely.
7.3.7. The responsible Manager/Supervisor shall arrange for cleaning and/or removal of the
contaminant

7.3.8. Ensure that all contaminated absorbents are disposed of and treated as special
waste.
7.3.9. Investigation of root cause of incident should be undertaken by Department head or
competent person with the assistance of the SHEQ dept and reports sent to Regional
SHEQ Manager.

7.4. EVENT OF VEHICLE ACCIDENT


The event of a vehicle accident that occurs during carriage, the members of the vehicle crew
shall take the following actions where safe and practicable to do so:
7.4.1. Apply the breaking system, stop the engine and isolate the battery by activating the
master switch when available.
7.4.2. Avoid sources of ignition, in particular do not make smoke or switch on any electrical
equipment.
7.4.3. Inform the appropriate emergency services, giving as much information about the
incident/accident and substances involved as possible.
7.4.4. Make themselves and the area safe by putting on the warning vest and place the self-
standing warning triangle/ signs as appropriate.
7.4.5. Keep the transport documents readily to be available for responders on arrival.
7.4.6. Do not walk into or touch any spilled substances and avoid any inhalation of fumes,
smoke, dusts and vapors by staying upwind.
7.4.7. Where appropriate and safe to do so, use the fire extinguishers to put out
small/initial fires in tires, brakes and engine compartments.
7.4.8. Fire in load compartments shall not be tackled by members of the vehicle crew.
7.4.9. Where appropriate and safe to do so, use on-board equipment to prevent leakages
into the aquatic environment or sewage system and to contain spillages.
7.4.10. Move away from the vicinity of the accident, advise other persons to move away and
follow the advice of the emergency services.

7.5. EVENT OF EMERGENCY AT THE JETTY STATION


The event of Any emergency that occurs at the Jetty during operation, the crane
operator, riggers and support riggers shall take the following actions where safe and
practicable to do so:
7.5.1. Stop work, secure, and make your work area safe (if safe to do so)
7.5.2. Proceed to your nearest assembly area.
7.5.3. Gather with or notify your Supervisor (Station Number, name of crew with you) and
perform a headcount of your team.
7.5.4. Report any personnel that you think is missing.
7.5.5. Remain at the assembly area until all clear siren sounds or until instructed.
7.5.6. If all clear report back to your work area.

8. IN CASE OF FIRE IN CAMP ACCOMMODATION


8.1. Alarm must be raised immediately, if possible try and control the fire without putting self
or others in danger.
8.2. If the fire is likely to get out of control, call the emergency services immediately.
8.2.1.1 Designated HSE supervisor/fire warden will ensure that the emergency services
have been informed and take all reasonable steps are taken to prevent fire from
spreading without endangering lives.
8.3 All non essential personnel must proceed to their designated assembly point and take
their room tag from the board then proceed to their designated line and wait for further
instruction.
8.4 The team leader then will dispatch the fire warden team to check on all personnel from
their respective room.
8.5 No one is to leave the assembly point for any reason until everyone is accounted for and
the all clear signal is given by the fire response team leader.
8.6 Only trained personnel should attempt to control the fire using certified fire extinguishers
or equipment.
8.6.1 If the fire cannot be contained, priority has to be given to personal safety.
8.6.2 A member of the FRT will check that all personnel have been evacuated from the
danger area.
8.6.3 Only after the safety of the personnel is established, then equipment and
buildings be prioritised.
8.7 The designated SHEQ Officer/Emergency Responder shall inform the management of the
emergency.
8.8 A designated person will ensure that all access roads to the premises are kept free for
emergency services.
8.9 After arrival of emergency service, all actions are to be coordinated with the Officer in
Charge.

9. IN CASE OF MEDICAL EMERGENCY IN CAMP ACCOMMODATION

9.1. In the event of a Medical Emergency, the first responsible person on-site shall become
the First Responder. It is important that any subsequent responders follow the directions
of the First Responder. At no time should a First Responder place themselves or others in
harm’s way to render assistance.
9.1.1. Survey and assess the situation including assessment of potential hazards.

9.1.2. Designate a specific person to:


a. Call 997
b. Retrieve First Aid supplies.
c. Notify ERT/Medic/Camp Boss
d. Meet and escort responding emergency personnel.

9.1.3. If trained, render First Aid until emergency personnel arrive. Remember to
calm and reassure the patient.
9.1.4. If you are designated to call in an emergency, be prepared to provide the
dispatcher with the following information:
a. Name
b. Exact address/location
c. Phone number you are calling from —this phone should remain manned
until the emergency passes or EMS personnel arrive
d. Number of injured
e. Type of emergency
f. Medical situation/suspected injury
g. Present condition of the patient
h. Status of any First Aid treatment being rendered.
i. Specific directions to the venue and location to meet escort

9.1.5. Many conditions may be life-threatening, but three in particular require


immediate action:
9.1.5.1. Respiratory Arrest
9.1.5.2. Circulatory Failure
9.1.5.3. Severe Bleeding

9.1.6 Respiratory arrest and/or circulatory failure can set off a chain of events that
will lead to death. Severe and uncontrolled bleeding can lead to an irreversible
state of shock in which death is inevitable. Before caring for lesser injuries, the
first aider should follow the ABC method to check for life-threatening
conditions:
9.1.7 Primary Survey Airways – Establish responsiveness, position the victim, and
ensure adequate breathing. If there are no signs of breathing, artificial
ventilation must be given immediately.

9.1.8 Bleeding – Make a careful and thorough check for any bleeding. Control
serious bleeding.
9.1.9 Circulation – In cases of circulatory failure, a person trained in
cardiopulmonary resuscitation (CPR) should check for a pulse, and if none is
detected, start CPR at once. In making the primary survey, do not move the
victim any more than is necessary. Rough handling or unnecessary movement
might cause additional pain and aggravate injuries. If the patient is
unconscious or there are any complications with any of these components,
activate EMS immediately; otherwise proceed to the secondary survey.

9.1.10 Secondary Survey When the life-threatening conditions have been controlled,
the secondary survey should begin. The secondary survey is a head-to-toe
examination to check carefully for any additional unseen injuries that can
cause serious complications. If the victim is conscious, explain that you are
going to perform the head-to-toe survey and inform him/her what you are
going to do at each step in the process. Be reassuring at all times.

9.1.10.1 Neck – Examine for neck injury – tenderness, deformity, medical


identification necklace, etc. Spine fractures, especially in the neck
area may accompany head injuries. Gently feel/look for any
abnormalities. If a spinal injury is suspected, stop the survey until the
head can be stabilized.
9.1.10.2 Head – Without moving the head, check for blood in the hair, scalp
lacerations and contusions. Gently feel for possible bone fragments
or depressions in the skull. Loss of fluid or bleeding from the ears
and nose is an indication of possible skull fracture.
9.1.10.3 Chest – Check the chest for cuts, impaled objects, fractures and
penetrating (sucking) wounds by observing chest movement. When
the sides are not rising together or one side is not moving at all,
there may be lung and rib damage.
9.1.10.4 Abdomen – Gently feel for cuts, penetrations and impaled objects;
look for spasms and tenderness.
9.1.10.5 Lower Back – Feel for deformity and tenderness.

9.1.10.6 Pelvis – Check for grating, tenderness, bony protrusions and


depressions in the pelvic area.
9.1.10.7 Genital Region – Check for any obvious injury.
9.1.10.8 Extremities – Check for discoloration, swelling, tenderness, and
deformities which are sometimes present with
fractures/dislocations. Paralysis in the arms and legs indicates a
fractured neck. Paralysis in the legs indicates a fractured back. Check
for a medical bracelet.
9.1.10.9 Back Surfaces – Injuries underneath the victim are often overlooked.
Examine for bony protrusions, bleeding and obvious injuries.

9.1.11 Abrasions/Wounds
9.1.11.1 Irrigate wounds and abrasions with clean running tap water for 5
minutes or until there appears to be no foreign matter in the wound.
If running water is unavailable, use any source of clean water.

10. REPORTING AND RESPONSIBILITY


10.1. It is the responsibility of the Site supervisor to notify the SHEQ Manager upon the
discovery of an emergency situation.
10.2. The site supervisor has the primary responsibility for implementing the Emergency Action
Plan actions in their assigned areas.
10.3. Emergency drills will be performed at regular intervals to ensure that all; personal are
aware of the pertaining duties and responsibilities.
10.4. All interested parties shall be informed about the location of the alarms, access routes,
emergency doors, assembly points and first aid kits.
10.5. The employees concerned shall be responsible for explaining the emergency response
procedure and related information as per the above clause to the visitors and contract
employees with them.
10.6. Once the situation is normalized, a detailed investigation as stated in the Management
System Procedure shall be carried out on the causes of the emergency situation and the
risk assessments shall be revised accordingly.
10.7. The Emergency Response Plan shall be reviewed after every
incident/accident/emergency situation and/or in the Management Review Meeting
conducted periodically.
10.8. The extent of damage caused to the personal/property/environment shall be assessed
and adequate corrective & preventive actions shall be initiated.

10.9. The SHEQ Supervisor must ensure that all employees are trained (against the Training
Matrix) for firefighting as well as first aid.
10.10. All employees are responsible for recognizing potential hazards, and when required, for
initiating emergency actions.
10.11. All employees are responsible for remaining familiar with the Emergency Action Plan
procedures.

9.2 Actions for a fire on camp accommodation site

All Personnel Sound the alarm by way of the hand siren,


Inform Camp Boss.
All Personell All personnel go to their designated Assembly Area at the Main
camp
Duty and Off duty SHEQ • Conduct headcount.
Officer • If personnel are missing, Team Leader dispatch Fire warden to
conduct room search (do above only if safe to do so & use
the buddy system at all times)
• If there are casualties give first aid treatment by trained
personnel only
• Call for medical assistance from male nurse, If necessary
evacuate
• Casualty to offsite medical facilities (follow instruction from
medical emergencies)
• Inform Camp Supervior of situation and ask for assistance if
required
• Off duty personnel and (Catering crew) to assemble at Muster
Point and wait for instructions.

Emergency Response Proceed to ERT Staging Area, be ready, and wait for further
Team instructions.
Fire Team Attempt to put out fire with the firefighting equipment available.
If fire is out of control inform camp boss.
Camp Boss Camp boss to call for ask SHEQ Manager or Substitute for offsite
assistance.
Mechanic / Electrician Go to camp accommodation site to assess the situation.
• If necessary evacuate personnel to an offsite assembly point.
• Electrician to shut down power to camp (depends on wind
direction)
• Mechanic to isolate diesel tank (depends on wind direction)
• Wait for offsite assistances

In the Event of an Emergency, proceed and assemble at the designated Assembly area located at Tanajib
Camp Gate 1 (Junior) and Gate 2 (Senior)
- Emergency Response Team Leaders and members proceed to ERT Staging Area (Near the Clinic)
- If Assembly Area 1 is unaccessible then everyone should proceed to Assembly Area 2.
- If Assembly Area 2 is unaccessible then everyone should proceed to Assembly Area 1.
- If both are unaccessible everyone proceed to the main gate near security.
