TERMS OF REFERENCE
Project Background
The Local Empowerment of Actors for Development (LEAD) in Lori and Tavush regions Project focuses
on overcoming complex place-based development challenges associated with the growing territorial
disparities in Armenia. The Project aims at bolstering the participation of a wide range of local
stakeholders in sustainable and inclusive socioeconomic development of their communities through
pilot implementation of the European Union (EU) LEADER1/ Community-Led Local Development (CLLD)
approaches in Lori and Tavush Regions. The novelty of the LEADER/CLLD methodology is the way it
differs from other development efforts – in its alignment with the integrated development paradigm, in
placing the mobilization of local social capital at the centre of developmental efforts, and in giving voice
and visibility to local people and their development ideas. The Project pursues the following objectives:
• Objective 1. Mobilize, capacitate and incentivize local actors to define community needs-driven
strategies in Lori and Tavush regions.
• Objective 2. Build supporting infrastructure to prioritize, implement and sustain local-grown
initiatives in Lori and Tavush regions.
• Objective 3. Improve the capacity of the relevant ministries and other bodies and develop policy
mechanisms at the national level for successful piloting and sustainability of the LEADER
approach in Armenia (policy component).
Local Action Groups (LAGs) are the key actors of the LEADER/CLLD initiatives formed by local partners
in a bottom-up way, responsible for local development, functioning on a certain territory delineated
based on economic, socio-cultural or other commonalities, who prepare and agree on territorial
development strategies, and facilitate the local development process on a long-term basis.
Within the “EULEAD4Lori and Tavush Regions” project five Local Action Groups (LAGs) were recently
established in Lori and Tavush Regions. The LAGs are composed of different stakeholders (public,
private, civil society) with a goal of ensuring strong and equal partnership, leading to cross-sectoral
multi-stakeholder cooperation in the target communities and settlements within the LAG territories.
The LAGs are responsible for developing territorial development strategies in line with the LEADER/CLLD
methodology.
Assignment Objective
As the five Local Action Groups: “Tashir+”, “Lorva Dzor”, “Gandzor”, “Aghstevi Hovit” and “Tsili Tsov”
formed in Lori and Tavush regions within the scope of the “EULEAD4Lori and Tavush Regions project”
were formed and officially inaugurated in July 2022, and with further expansion of LAG activities as
independent units coordinating and overseeing grant allocations and providing technical support to the
local population within the LAG territories, the LAGs need to have their own websites to serve as main

information and communication platforms about various opportunities, ongoing and upcoming
activities and events within the LAGs.
Therefore, the “EULEAD4Lori and Tavush Regions” project seeks to hire/engage a website development
company to design and develop five websites – one for each of the LAG.
Under the overall guidance and direct supervision of the UNDP Project Coordinator and in close
cooperation with the Project’s PR expert, the service provider will be responsible for the following:
• Design and develop five websites - one per each Local Action Group, which will be in line with
the overall branding and visibility style of the LAGs, adhering to the general EU visibility
guidelines.
• Support with selection of hosting company and registration of domains.
• Be responsible for de-bugging, technical support and maintenance for the first six months after
the development and acceptance of websites.
• Be responsible for training of personnel who will take on administration and content editing at
the LAGs.
• Good analytical and IT skills (data exchange networks, database management, etc.), ability to
express ideas clearly and concisely both orally and in writing.
• With good communication skills and ability to act in flexible and professional manner
• Fluency in Armenian and English.
• Familiar with UN core values and standards.
• Experience in working with international organisations will be considered as a plus.
A complete application should consist of a portfolio of previously developed websites with similar
requirements, full CVs and copies of diploma(s)/certificate(s) of all personnel to be involved in the
project.
Payment mode
The payments will be done as follows:
Deliverables 1 and 2: 50%
Deliverables 3 and 4: 50%
The final payment will be made upon completion of the assignment according to the submitted fully
functional websites, accepted by the project experts, and based on the signed handover-acceptance
act.
