Website development for five Local Action Groups (LAGs)


in Lori and Tavush Regions

Project Background
The Local Empowerment of Actors for Development (LEAD) in Lori and Tavush regions Project focuses
on overcoming complex place-based development challenges associated with the growing territorial
disparities in Armenia. The Project aims at bolstering the participation of a wide range of local
stakeholders in sustainable and inclusive socioeconomic development of their communities through
pilot implementation of the European Union (EU) LEADER1/ Community-Led Local Development (CLLD)
approaches in Lori and Tavush Regions. The novelty of the LEADER/CLLD methodology is the way it
differs from other development efforts – in its alignment with the integrated development paradigm, in
placing the mobilization of local social capital at the centre of developmental efforts, and in giving voice
and visibility to local people and their development ideas. The Project pursues the following objectives:
• Objective 1. Mobilize, capacitate and incentivize local actors to define community needs-driven
strategies in Lori and Tavush regions.
• Objective 2. Build supporting infrastructure to prioritize, implement and sustain local-grown
initiatives in Lori and Tavush regions.
• Objective 3. Improve the capacity of the relevant ministries and other bodies and develop policy
mechanisms at the national level for successful piloting and sustainability of the LEADER
approach in Armenia (policy component).
Local Action Groups (LAGs) are the key actors of the LEADER/CLLD initiatives formed by local partners
in a bottom-up way, responsible for local development, functioning on a certain territory delineated
based on economic, socio-cultural or other commonalities, who prepare and agree on territorial
development strategies, and facilitate the local development process on a long-term basis.
Within the “EULEAD4Lori and Tavush Regions” project five Local Action Groups (LAGs) were recently
established in Lori and Tavush Regions. The LAGs are composed of different stakeholders (public,
private, civil society) with a goal of ensuring strong and equal partnership, leading to cross-sectoral
multi-stakeholder cooperation in the target communities and settlements within the LAG territories.
The LAGs are responsible for developing territorial development strategies in line with the LEADER/CLLD
methodology.

Assignment Objective
As the five Local Action Groups: “Tashir+”, “Lorva Dzor”, “Gandzor”, “Aghstevi Hovit” and “Tsili Tsov”
formed in Lori and Tavush regions within the scope of the “EULEAD4Lori and Tavush Regions project”
were formed and officially inaugurated in July 2022, and with further expansion of LAG activities as
independent units coordinating and overseeing grant allocations and providing technical support to the
local population within the LAG territories, the LAGs need to have their own websites to serve as main

information and communication platforms about various opportunities, ongoing and upcoming
activities and events within the LAGs.
Therefore, the “EULEAD4Lori and Tavush Regions” project seeks to hire/engage a website development
company to design and develop five websites – one for each of the LAG.

Duties and responsibilities

Under the overall guidance and direct supervision of the UNDP Project Coordinator and in close
cooperation with the Project’s PR expert, the service provider will be responsible for the following:

• Design and develop five websites - one per each Local Action Group, which will be in line with
the overall branding and visibility style of the LAGs, adhering to the general EU visibility
guidelines.
• Support with selection of hosting company and registration of domains.
• Be responsible for de-bugging, technical support and maintenance for the first six months after
the development and acceptance of websites.
• Be responsible for training of personnel who will take on administration and content editing at
the LAGs.

The structure of websites


• The menu bar of the home page should contain the following sections: About, LEADER, Projects,
Media (gallery, News, Events), Publications, Contact
• The main page should showcase the News section/What’s New, Media (Gallery), Motivation
stories, Facts and figures, Related websites, a statement on Cookies policy, a Disclaimer
accompanied by logos and links to social media accounts
• To be bilingual: in Armenian and English, easy for navigation, with clickable links and search
button.
• Collect functional and analytical cookies

Technical and functional requirements:


• The websites support all browsers MS Edge, Chrome, Mozilla Firefox, Opera, etc.
• The websites contain administrative software CMS (Content Management System). CMS should
provide easy and flexible way to administer content of the website, to manipulate with menu
and all the pages. I should be compatible with various screen sizes and resolutions and enable
easy reading on mobile phones.
• 2-3 templates of websites’ layout should be offered to select from (ex. positions of menu). CMS
provides an easy way to enter a new topic to any specified item of menu and submenu in two
languages. CMS has WYSIWYG module with image and video support. For each topic added in
submenu, CMS should ask for two versions in two languages but may allow leaving empty one
of them. CMS has the possibility to enable and disable the visibility of a certain page in websites.
CMS enables adding more users, who can administer websites. The platform should be flexible,
easily customizable, with possibility to easily upload existing materials. It should cater for
various content formats such as word, excel, pdf, videos, animations, ppts and provide the
possibility of uploading various content formats easily into the platform. The platform’s ability
to have a visual content is paramount. The content capture and delivery will include Word
document, PDF, XML, PowerPoint presentations.
• The platform security should be top notch assuring content confidentiality as well as protecting
the site’s data.
• SSL certificate should be added.
• Websites should use analytical cookies to store and collect essential information.
• Inserting information on websites- the relevant pages of all sections on the websites should be
developed by programming method. Editing of the content/information should be done
through the system back office, which will allow changing the structure of pages and editing
information without using programming skills. The websites developer will provide the
customer with all necessary tools: with definite functional parameters.
• The websites should not be based on an open-source software such as WordPress, Joomla
etc.
• The offeror should design the content, the architecture and the structure of the website.
• The developer should offer Archive content migration(from 2011) timeline.
• News tech should be used for coding: React JS, PHP+Laravel, PostgreSQL or MongoDB as
database.
• Ensure implementation of secure coding practices.
• The platform should be feature-rich and able to stay up to date with the ever-changing tech
requirements. Expected functionalities should include Administration, easy and interactive
navigation through the website.
• Develop web and mobile responsive design, implement responsive interface for the platform
to be user-friendly on mobile devices as well.
• Ensure seamless and intuitive user experience
• Connect the domain of the website with the hosting, if necessary
• Ensure the smooth, timely and complete transfer of the source codes and all rights related to
the system to the GEF.
• The final elements of design to be additionally discussed.
• Daily and weekly backup should be enabled/setup at the hosting site.
• Maintenance and minor development support for at least 6 months.
• Other - The main block to be placed on each page, as well as contact information on bottom.
The web page will contain as minimum 2 visitors counters (use ready-made counters).

Required qualifications to the website developer:


1. The service provider must be a registered website development/design company with a sound
portfolio demonstrating at least 10 successfully completed projects/websites within the last 3 years
2. The team must demonstrate broad expertise in PHP, LARAVEL, REACT, HTML,DHTML, XML, RSS, CSS,
OOP, JavaScript, JAVA, PHP, MySQL, SQL and ORACLE, AJAX method, Adobe Photoshop,
3. Strong analytical and IT skills (environmental information systems, data exchange networks,
database management, etc.), ability to express ideas clearly and concisely both orally and in writing.
4. Experience developing and implementing processes, systems, procedures and standards for web
content development.

• Fluency in Armenian and English.
• Familiar with UN core values and standards.
• Experience in working with international organisations will be considered as a plus.

Specific requirements to key personnel to be engaged in websites development:


1. Project manager (Development Team leader), M.S c. in Computer Science, Math or related
filed as well as Project management with a minimum of 5 years of experience (indicative
number of working days-100 days)
2. At least two Software Engineers with 3 years and more software design and development
experience in the design of electronic management systems with the focus on web
programming; (indicative number of working days- 100 days)
3. UI/UX specialist with a minimum of 3 years of experience; (indicative number of working
days- 60 days)
4. Quality assurance and testing specialist with 3 years and more experience; (indicative number of
working days- 60 days)
Expected Outputs
• Interim output/report in format and date proposed by the Customer.
• Developed and launched five websites in operation and final report.
• Technical support and training for website users

The assignment’s whole duration is 6 months.

A complete application should consist of a portfolio of previously developed websites with similar
requirements, full CVs and copies of diploma(s)/certificate(s) of all personnel to be involved in the
project.

Payment mode
The payments will be done as follows:
Deliverables 1 and 2: 50%
Deliverables 3 and 4: 50%
The final payment will be made upon completion of the assignment according to the submitted fully
functional websites, accepted by the project experts, and based on the signed handover-acceptance
act.
