EXECUTIVE ORDER NO. 005 -S. 2024

“AN ORDER ADOPTING MUNICIPAL ORDINANCE NO. 02-T-2014 DATED JUNE


19, 2014 ESTABLISHMENT OF VIOLENCE AGAINST WOMEN (VAW) DESK AND
DESIGNATING VAW DESK OFFICER/VAW FOCAL POINT OF BARANGAY
APLAYA, MUNICIPALITY OF PILA, LAGUNA”

WHEREAS, The State condemns discrimination against women in all forms and pursues by all
appropriate means and without delay the policy of eliminating discrimination against women in
keeping with the Convention on the Elimination of All Forms of Discrimination Against Women
(DECAW) and other international instruments consistent with the Philippine law. The State shall
accord women the rights, protection and opportunities available to every member of society;

WHEREAS, The Magna Carta of Women (RA 9710) enacted on August 14, 2009 is a
comprehensive women’s human rights law the seeks to eliminate discrimination against women
by recognizing, protecting, fulfilling and promoting the rights of Filipino women, especially those
in the marginalized sectors;

WHEREAS, Chapter IV, Section 9. Protection from Violence of the same Act provides for the
establishment of a Violence Against Women (VAW) Desk in every barangay to ensure that
violence against women cases are fully addressed in a gender-responsive manner;

WHEREAS, Joint Memorandum Circular No. 2010-2 of DILG, DSWD, DepEd, DOH and
Philippine Commission on Women provides the guidelines and procedures pursuant to provision
of the Implementing Rules and Regulations of RA 9710 that there is a need to establish a
Violence Against Women (VAW) Desk in every barangay and designating officer thereat.

NOW, THEREFORE, I,HONORIO F. DEL ROSARIO , Punong Barangay of Barangay APLAYA


Pila, Laguna by virtue of the powers vested in me by law, do hereby order:

SECTION 1. Establishment of Violence Against Women (VAW) Desk and Designating HON.
LOLITA B. GELLIDO as a VAW Desk Officer there at.

SECTION 2. Functions of Barangay VAW Desk:


1. Respond to gender-based violence cases brought to the barangay;
2. Record the number of gender-based violence handled by the Barangay and submit a
quarterly report on all cases of VAW to the DILG Municipal Field Office and the Municipal
Social Welfare Development Office;
3. Keep VAW case records confidential and secured, and ensure that only authorized
personnel can access it;
4. Assist victims of VAW in securing Barangay Protection Order (BPO) and access
necessary services;
Develop the barangay’s gender responsive plan in addressing gender based violence,
including support services, capacity building and referral system;
5. Coordinate with and refer cases to government agencies, non-government organizations
(NGOs), institutions, and other service providers as necessary;
6. Address other forms of abuse committed against women, especially senior citizens,
women with disabilities and other marginalized groups;
7. Lead advocacies on the elimination of VAW in the community; and
8. Perform other related functions as may be assigned.

SECTION 3. Effectivity. This Executive Order shall take effect immediately and any other prior
issuances is hereby repealed, modified and amended accordingly.
