1. Purpose
The purpose of this procedure is to describe the management of the Plant and
Equipment Department covering the purchase, servicing, maintenance, hire and
disposal of plant and equipment.

a. Equipment Availability and Transfer


This shall include an indication of the investment required for the non-available
equipment and the mobilization cost for the required equipment.
Following the award of a contract, Project Engineer and the Project manager shall
discuss and compare the requirements for plant and equipment identified in the
tender with the availability in the organization fleet. Any equipment that is
unavailable shall be purchased of hired as described here below.
The Project Engineer shall arrange for the transfer of equipment from the
Organization fleet, or the delivery of equipment to be purchased, to the project in
time to meet the program requirements.
The Project Engineer shall ensure that all equipment transferred to a project are
inspected before delivery and upon receipt.
b. Equipment Purchase and Hire
When a plant or equipment cannot be provided to a project from the Organization
fleet, procurement Manager shall decide to purchase the item or to hire it.
The Procurement and Store department with the assistance of Project Engineer
shall evaluate the information by considering the following factors and select a
supplier.
 The specification of the items offered by the suppliers meet the project
requirements.
 After sale service, including supplier’s workshop facilities.
 Delivery period.
 The geographic location of the supplier.
 Previous relationship with the supplier.
 Price.
In case of hire, the Procurement and Store Manager shall obtain quotations for a plant
or equipment and submit them to the Project Manager for review and approval. Upon
approval, the Project Manager shall mobilize the item.

c. Maintenance of Plant and Equipment

The Project Engineer shall establish maintenance and servicing schedules for plant
and equipment. Where appropriate, the schedules shall take account of the
manufacture’s recommendations.
The working hours or distance travelled of the plant equipment shall be record.
Defects identified during routine servicing shall be reported to the project Engineer
who shall decide the action to be taken. The plant or equipment shall not be used
until defects that compromise safe operation, health of the operator or pollute the
environment have been repaired.
Servicing of plant and equipment shall normally take place in a dedicated workshop.
The workshop shall meet all the health, safety and environment standards.
When servicing is not possible in the workshop, the Project Engineer shall ensure
proper arrangements have been made to service the plant or equipment on site and
ensure that the generated waste i.e. used oil filters, hydraulic fluid, spare parts) are
disposed in a proper manner.
Operators of plant and equipment have the duty to report defects, fluid leaks and
visible exhaust emissions. Upon receipt such report, the Workshop Engineer shall
ensure that the effective remedial action is promptly taken.
