The Pakistan Business Council:


An Overview:
The Pakistan Business Council (PBC) is a research-based business advocacy platform established in 2005. It is now
supported by over 100 private sector local and multinational businesses with significant investment in, and long-term
commitment to sustainable growth of the country. They come from 14 countries, have leading roles in 17 major sectors
of the formal economy, generate 40% of annual exports, contribute a third of Pakistan’s total tax revenues and employ
three million. Their combined sales represent every 9th Rupee of Pakistan’s GDP.

PBC’s major objectives are to advocate polices that lead to creation of jobs, value-added exports and reduction in import
reliance through improved competitiveness of manufacturing, services and the agriculture sectors. It also promotes
formalization of the economy.

PBC’s over-arching theme, “Make-in-Pakistan” consists of three pillars: “Grow More/Grow Better”, “Make More/Make
Better” and “Serve More/Serve Better.” Its evidence-based advocacy is backed by over a hundred studies to date through
its full-time research team, supplemented by collaborative research with renowned industry experts and economists.
Through its Centre of Excellence in Responsible Business (CERB), PBC works to build capacity and capability of businesses
beyond its membership, to adopt high environmental, social and governance standards. PBC holds conferences, seminars
and webinars to facilitate the flow of relevant information to all stakeholders in order to help create an informed view on
the major issues faced by Pakistan. Through its presence in Islamabad and Karachi, it works closely with relevant
government departments, ministries, regulators and institutions, as well as other stakeholders including professional
bodies, to develop consensus on major issues impacting the economy.

PBC is a pan-sectoral, not-for-profit, Section 42 entity. It is not a trade body; therefore, it does not advocate for any
specific business sector. Rather, its key advocacy thrust is on easing barriers that thwart competitiveness of businesses

Background
The textile industry is Pakistan’s largest export industry and a major contributor to Pakistan’s GDP. The industry
contributes more than 60% to Pakistan’s exports.

With a rise in the global demand for clothing and with fast fashion becoming the norm, it is expected that developing
countries with large pools of young but unskilled and semi-skilled workers will increasingly try to take the route of
economic growth through exports of textile apparel. In the global apparel industry, price along with styling are now major
considerations. Despite being one of the few significant exporters of apparel that have complete value chains – raw
cotton to finished apparel, Pakistan has failed to become a major player in the global apparel chains even with its low
price per unit exports. There is thus a need for Pakistan to revisit its apparel strategy as the country currently appears
locked into the low-price segment with its exports concentrated in a few major markets.

As mentioned above, Pakistan’s apparel exports are locked in the low per unit price bracket which most of the countries
that Pakistan competed with in the early 2000s have exited. Pakistan both from a policy as well as an apparel industry
perspective, needs to take a longer view of the sector which is the most value-added sector in textiles.

There is thus a need to do a deeper study of the evolving apparel demand trends in Pakistan’s current largest export
markets, as well as in other potential markets. The objective of this holistic study is to begin to develop a consensus
within the country for putting in place a policy framework which will allow Pakistani firms to compete in the higher-value
segments of the apparel market.

The “The US Market for Imported Apparel & Pakistan” is the first in a series of apparel market studies that the PBC intends
to do in the coming months. Each of these studies will look at demand trends for apparel in Pakistan’s major markets. It
is hoped that these studies will lead to a government-industry dialogue on market trends in Pakistan’s major export
markets for apparel and Pakistan’s preparedness to respond to these trends as well as to suggest policy changes required
to adapt & grow in the apparel space.

The United States is Pakistan’s largest trading partner in terms of exports. The US is also the largest global importer,
increasing exports to the US would therefore be beneficial for Pakistan. It will also follow the old maxim that “increasing
exports in an existing market is easier compared to increasing exports in a new market”.

In this study of the US market, we look at apparel demand patterns in the US and try and see if Pakistan’s strengths match
demand and if not, what Pakistan needs to change, especially in the policy area to be able to maximize this opportunity.

The Study provides an overview of the top products of HS Code 61 and HS Code 62 imported by the US from its trading
partners including Pakistan. The study then looks at what Pakistan currently exports to the US under HS-61 & HS-62
with the objective of finding gaps in Pakistan’s current apparel export portfolio to the US. The study relies primarily on
secondary data supplemented with interviews with Pakistani apparel exporters to the US.

The US is the largest export partner of Pakistan and offers an opportunity for Pakistani apparel manufacturers to export
more. The US apparel market is a dynamic and diverse sector, characterized by rapidly changing consumer preferences,
fashion trends, and a robust retail landscape. According to recent industry reports, the demand for imported apparel
continues to grow, driven by factors such as cost-effectiveness, variety, and the global sourcing strategies adopted by
American retailers.

The CAGR of imports for tariff lines with synthetic compositions are generally growing at a faster CAGR as compared to
the traditional cotton-based apparel tariff lines. Not only is Pakistan not a major supplier in non-cotton-based apparel, it
is also in danger of seeing its overall share reduce in the coming years of the US apparel market.

In both HS-61 and HS-62, China, Vietnam, India and Bangladesh perform consistently better than Pakistan. For HS-61,
Vietnam has dominance in imports while for HS-62 Bangladesh appears in the top 3 import source for almost all the top
tariff lines. India is a competitor of Pakistan in both HS-61 and HS-62, and performs better than Pakistan even though
Pakistan’s per unit price is lower than India’s and Bangladesh’s. China is in the top 3 exporters in both HS-61 and HS-62
with higher per unit prices as compared to Pakistan.

The recent trend in apparel is shifting towards blended fabric (Synthetic fibers). China and Vietnam are top trading
partners for US for these products, holding a large market share. Pakistan can also increase its share in the US market if
Pakistan diversifies its product mix and focuses on products that are in high demand and are projected to continue to
have high growth rates in the coming years.

At least 50 percent of the top 20 products imported by the US under HS Code 61 are classified as apparel made out of
man-made fibers or synthetic fibers. The total contribution of man-made-fiber apparel to the top 20 US imports under
HS-61 was $ 17.7 billion USD or 36.5% out of the total imports of $ 48.6 billion USD for HS-61 in 2022. the CAGR for
apparel with synthetic composition has been 3.54% in the last five years.

Recommendations
Pakistan’s apparel exports present an opportunity for growth but this growth is subject to many factors. These factors
include the non-availability of imported raw materials at prices at which they are available to competitor country
exporters, gas and electricity charges are significantly higher than in competitor countries, industry suffers from weak
infrastructure including non-availability of industrial land, roads, trained workforce etc., old and outdated labor laws, a
government which primarily operates in the “control mode” as opposed to a “facilitate mode” when it comes to industry
and the national fixation with cotton fiber as opposed to apparel.

Pakistan’s apparel exports have the potential to grow at a higher trajectory if corrective measures are taken and the
global demand is catered to. The demand is shifting towards blended apparel while Pakistan is still focuses on cotton-rich
products. If the stakeholders develop a consensus, then exports of apparel made out of synthetic fibers can grow. Below
are some recommendations based on secondary research and on interviews conducted with apparel industry players and
other stakeholders:

ISSUE RECOMMENDATIONS

Lack of consensus between Consensus among various stakeholders: Consensus needs to be developed
major stakeholders between the apparel export industry and the domestic man-made-fiber
industry on the way forward.

Proper nomenclature of HS Correct classification of raw materials & finished items: Pakistan Customs

since they are not classified properly, there are sometimes issues when
importing the fiber or the fabric for re-export.

Major Findings of the Study


In 2022, revenue of the global apparel market reached $ 1.55 trillion USD, and the industry is forecast to continue to
show positive growth. Revenue was estimated to rise to almost $ 1.96 trillion USD by 2026. Within this vast global
market, the United States had the largest apparel market in 2022.

In 2022, the US’s total imports for HS Code 61 (Articles of apparel and clothing accessories, knitted or crocheted) and HS
Code 62 (Articles of apparel and clothing accessories, not knitted or crocheted) amounted to $105.4 billion USD. The top
import partners for apparel for the US in 2022 were China, Vietnam, Bangladesh, and India.

Pakistan’s Per Unit Price Advantage


From a per unit price perspective, Pakistan’s per unit price has been consistently lower for almost all products in both HS
Code 61 and HS Code 62. In both HS-61 and HS-62, India, China and Bangladesh perform consistently better than
Pakistan on a per unit price comparison. For HS-61, Vietnam dominates, while for HS-62 Bangladesh consistently remains
in the top 3 exporters for nearly all significant tariff lines. India, which like Bangladesh is a regional competitor for
Pakistan, in both HS-61 and HS-62, performs better than Pakistan even though Pakistan’s per unit price is lower than
both India’s and Bangladesh’s. As expected, China is in the top 3 exporters for major lines in both HS-61 and HS-62 with
a higher per unit price as compared to Pakistan.

Forecast Import Values Show Increases for Bangladesh, India, and


Pakistan
The forecasted US imports from China, Vietnam, India, Bangladesh, and Pakistan for 2025 are $ 22.85, $ 11.22, $ 6.98,
$ 12.45, and $ 4.09 USD billion respectively. The forecast shows that China and Vietnam will see a decline in their
apparel exports (Import values to the US) while imports from India, Bangladesh, and Pakistan to the US will be steadily
increasing.

Pakistan ranks as the 10th largest import partner for HS Code 61 and the 9th largest import partner for HS Code 62 for
the US. Though it is in the top 10 rankings for both HS-61 & HS-62 export values are well below potential. The share of
the textile and clothing sector in gross exports’ earning is more than 60.0% for Pakistan, however, Pakistan’s exports in
both apparel and home textiles are heavy on cotton-based products.

Increasing Use of Alternate Fiber in Apparel


The synthetic fiber which is currently most used for manufacturing apparel is polyester. Its demand overtook that of
cotton in 2002, and since then, it has increased much more rapidly than any other type of fiber. Out of the top 20
products imported by the US under HS Code 61, 50.0% of the products were made of synthetic fiber valued at $ 17.7
billion USD while at least 25.0% of the tariff lines imported under HS Code 62 were made out of synthetic fiber valued
at $ 12.6 billion USD in 2022.

An analysis of tariff lines of HS-61 & HS-62 with annual imports into the US of $ 50.0 million USD and more, shows that
imports of apparel made from synthetic fiber were valued at $ 23.7 billion USD in 2022 whereas for HS Code 62 the
corresponding number was $ 17.5 billion USD. The total imports of the US under HS-61 & HS-62 was $ 105.0 billion
USD. In 2022, the US’s total imports of apparel from Pakistan were worth just under $ 3.0 billion USD.

For imports from Pakistan, a total of 10 apparel tariff lines had values of more than $ 50.0 million USD. Out of these, 7
were in HS-61 with total imports of $ 1.4 billion USD while there were 3 tariff lines in HS-62 which had imports greater
than $ 50.0 million USD with total imports of $ 1.0 billion USD.

For apparel using MMF, there is only one tariff line from Pakistan with imports greater than $50.0 million USD; HS-
611596 – (Full-length or knee-length stockings, socks and other hosiery, incl. footwear without applied soles, of synthetic fibres,
knitted or crocheted (excl. graduated compression hosiery, pantyhose and tights, women’s full-length or knee-length stockings,
measuring per single yarn < 67 decitex, and hosiery for babies) with imports of $ 93.8 million USD in 2022. There are no tariff
lines in HS-62 made from synthetic fibre with annual imports of more than USD $ 50.0 million from Pakistan to the US.

There is thus clearly a disconnect between what the US imports and what Pakistan has to offer in both HS-61 & HS-62,
especially when it comes to apparel using synthetic fibers. China and Vietnam are major players for products under HS
Code 61 while under HS Code 62, China, Vietnam, and Bangladesh are the top importing partners for US for products
made using synthetic fibers.

Global Trend is Shifting in Apparel


Global demand trends show that man-made fiber apparel has been gaining popularity. The reasons for this include an
increase in athleisure, durability, price, and the perception that these are better for the environment. Synthetic textiles
are now softer, hang better, and even have a superior ability to absorb moisture as compared to cotton. They also fulfil
international safety and protection standards. This trend is clearly visible in the imports of apparel by the US and other
major markets for Pakistan.

Pakistan, thus, cannot ignore the potential that the global markets and especially the US market offer for import of
apparel (HS-61 & HS-62) made using synthetic fibers.

Top US Imports at HS-06


Delving deeper into the imports of the US, the table below shows the top 50 products imported by the US at HS-06 level.
In the top 50 products, most products imported belonged to HS-85 (Electrical machinery and equipment and parts
thereof; sound recorders and reproducers, television . . .). HS-87 (Vehicles other than railway or tramway rolling stock,
and parts and accessories thereof), and HS-84 (Nuclear reactors, boilers, machinery and mechanical appliances; parts
thereof). As shown in Table 4 below, there was only one tariff line in 2022 relating to apparel in the top 50 imports of the
US, this is highlighted below.

The revenue of the apparel market in the United States was estimated at $ 312.0 billion USD in 2022, with leading
retailers such as TJX and Macy’s each bringing in over $ 20.0 billion USD in sales. Specialist store-based clothing retail was
valued at over $ 300 billion USD in 2022, of which e-commerce brought in over $ 183.0 million USD. As the internet

As can be seen from both the tables above, the CAGR for tariff lines with synthetic compositions are generally growing
at a faster CAGR as compared to the traditional cotton-based tariff lines. Not only is Pakistan not a major supplier in non-
cotton-based apparel, it is also in danger of seeing its overall share reduce in the coming years of the US apparel market
as most growth is in non-cotton based apparel.

In both HS-61 and HS-62, China, Vietnam, India, and Bangladesh perform consistently better than Pakistan. For HS-61,
Vietnam has dominance in imports while for HS-62 Bangladesh appears in the top 3 exporters for almost all tariff lines.
India is a competitor of Pakistan in both HS-61 and HS-62, and performs better than Pakistan even though Pakistan’s per
unit price is lower than India’s and Bangladesh’s. China is in the top 3 exporters in both HS-61 and HS-62 with higher per
unit prices as compared to Pakistan.

China is the largest trading partner of the US with a 17.05 percent share in total imports of the US. The top ten apparel
products imported by the US from China under HS Code 61 at level 6 in 2022 are shown in table 6 below. The table
shows that at least six out of the top 10 products were made from man-made fiber or synthetic fiber.

US Apparel Imports from Vietnam


Vietnam is the 6th largest trading partner of the US and had a GDP of $ 408.8 billion USD in 2022. Vietnam’s economic
growth is projected to ease to 6.3 percent in 2023 from a robust 8.0 percent in 2022.

US and Vietnam have also signed a trade agreement - The US-Vietnam Bilateral Trade Agreement (BTA). It is a
comprehensive document covering trade in goods, protection of intellectual property rights, trade in services, investment
protection, business facilitation and transparency.

The top 3 products imported from Vietnam by the US in 2022 were Electrical Machinery (HS Code 85), Furniture (HS
Code 94), and Nuclear Reactors (HS Code 84). The total imports from Vietnam to the US stood at $ 136.0 billion USD in
2022.

The total imports of HS-61 & HS-62 from Vietnam were $ 18.87 billion USD in 2022. The total imports of HS-61 were $
10.90 billion USD. The top products imported by the US from Vietnam under HS Code 61 at level 6 in 2022 are shown
in table 13 below. Six out of the top 10 products imported from Vietnam by the US were made using man-made or

US Apparel Imports from Bangladesh


Bangladesh is the 37th largest trading partner of the US. US goods imports from Bangladesh totaled $ 11.2 billion USD in
2022, up 34.5 % ($ 2.9 billion USD) from 2021, and up 127.0 % from 2012.

The United States is Bangladesh’s largest export market. Both countries have signed a bilateral investment treaty, as well
as a bilateral treaty for the avoidance of double taxation.

The top products imported by the US from Bangladesh under HS Code 61 at level 6 in 2022 are shown in the table below.
Three out of the top 10 products imported by the US were made out of synthetic or man-made fibers.

US Apparel Imports from India


India was the 9th largest trading partner of the US in 2022 and had a GDP of $ 3.39 trillion USD. India and the US enjoy
good trade relations with total imports from India to US in 2022 standing at $ 91.0 billion USD increasing from $ 76.0
billion USD in the previous year.

The top 3 products imported from India by the US in 2022 were Natural or cultured pearls, stones (HS Code 71),
Pharmaceutical products (HS Code 30), Nuclear reactors, boilers (HS Code 84).

The total apparel imports by the US from India were valued at $ 6.0 billion USD in 2022. The imports of HS-61 in 2022
were $ 2.8 billion USD. The top tariff lines imported by the US from India under HS Code 61 at level 6 in 2022 are shown
in the table below. Cotton heavy tariff lines dominate imports of apparel at HS-61 from India.

Pakistan which is a developing country is included in the top 10 global textile exporters though its share in world textile
and clothing exports is just 2.2%. However, from the domestic economy perspective, Pakistan is highly dependent on the
textile sector.

Pakistani exports especially of textiles is mostly in the form of intermediate products such as yarn and fabric or low-end
finished apparel and home textiles.

Though, Pakistan is a textile exporting country, Pakistani companies have to import some raw materials and machinery
to run their production processes. Pakistan imports long-staple cotton from the US (Arizona), Egypt, and other countries.
It imports several types of manmade fibers (polyester, viscose, acrylic, and synthetic staples) from Korea, China, Vietnam,
Thailand, Malaysia, and Japan amongst others. The textile machineries and their parts are imported by Pakistan mostly
from European countries.

Pakistan’s exports in apparel and home textiles are heavy on cotton-dominant products. Adding to that, most products
are not value added and therefore have little room for higher profit margins.

Table above shows that the top 20 tariff lines under HS-61 contributed exports of $ 1,434.0 million USD in 2022 or
about 80.8% of total exports under HS-61 from Pakistan to the US. A further analysis of the top 20 tariff lines shows that
18 of the top 20 items were cotton based. The 2 tariff lines in the top 20 which were non-cotton based contributed $
109.8 million USD or 6.2% of the exports of the top 20 tariff lines. Further, 18 out of the top 20 tariff lines in HS-61 had
a positive CAGR for imports from Pakistan and though CAGR was positive, it was increasing at a much higher rate as
compared to CAGRs for US imports. In the 2 MMF categories in Pakistan’s top 20 exports to the US, again Pakistan’s
CAGR is higher than the CAGR for US imports. For the ‘2’ tariff lines in the MMF category, Pakistan had an import share
of 27.0% and 5.4%

Recommendations
Apparel manufactured out of synthetic or man-made fiber from Pakistan has significant potential for growth and can
contribute to the country’s overall exports. Development of this industry will have a positive impact on the overall
exports of the country.

Consensus among various stakeholders:

A consensus needs to be developed between the various industry players; i.e., the apparel manufacturers and the local
industry involved in the production of synthetic/polyester fiber. For synthetic/polyester apparel exports to increase, the
local apparel industry must have the same access to raw material as international competitors. At the same time a
considerable amount of investment has been made by the polyester industry in plants and this needs to be safeguarded.

Correct classification of raw material:

Most of the new materials which have been developed in the past 10 to 15 years are not classified separately by the
Pakistan Customs. In the absence of an updated classification, these new materials are subjected to tariffs which have
been imposed to protect domestic manufacturers who in most cases don’t make these products. It is therefore important
that proper HS-codes be assigned to these products.

Facilitate Pakistan becoming an apparel manufacturing hub:

The government needs to have in place a policy which encourages manufacturers to import for export duty free all raw
materials including yarn, fabric, accessories, packing material used in the manufacture of apparel.

Promote JVs in the apparel sector:

JVs in the apparel sector need to be promoted, in addition to ease of issuance of work visas for technical and managerial
staff, tax holidays for the units and zero or very low-income tax rates for expatriate staff need to be offered. In addition,
there should be no restrictions on repatriation of profits or salaries of expat staff.

Upskilling of Manpower:

A comprehensive plan needs to be implemented for upskilling manpower. Though some processes are common, others
need to be learnt. The government and industry need to develop some sort of a PPP to implement this and to ensure that
the upskilling is done in skills which are in demand

Industry Standards Need to be Mandated:

Industry standards need to be mandated to ensure that locally produced MMF apparel meets international standards, not
just of the fabric but also the apparel.

Incentivize apparel made from Synthetic fiber/MMF:

Government incentives for the apparel sector need to be focused on apparel made from synthetic or man-made fiber.

Special Economic Zones for Apparel

Special Economic Zones (SEZ) for apparel are needed to promote the sector, clustering will help the sector grow at a
faster rate. However, the size of the plots in the SEZ need to reflect the demands of the sector.

Better information is needed by the apparel sector regarding trends in the global synthetic apparel sector. Government
& industry need to work to identify the key markets and the marketing strategies for each.

key markets.

Promote sustainability & eco-friendly practices:

Industry will need to embrace sustainability and eco-friendly practices including the carbon footprint.

Trading Partners for Alternate Fibers
The Figure 12 shows that most of the products that have man-made, synthetic, or artificial fibers in their composition are
imported from China (42.0%) and Vietnam (48.0%) and they have sizable market shares. This shows that man-made fiber
apparel imports have a concentration in these countries because either they make their own fiber and have the capacity
to also value add and turn the fibers into apparel that is exported around the world including US or simply convert that
fiber. India is also manufacturing its own man-made fibers and, in the future, can have a bigger market share in apparel
made from man-made fibers.
