Innovating Happiness

The journey of development is a never ending process as one may reach at the top of evolution
process individually, but one’s duty towards the mankind still remains. It is said that the
happiness sustains once coming from within, but the role of happiness without also has much
to do with the same of within.
Institute for Integrated Rural Development (IIRD) Shimla – India, being privileged member of
ARISE Network India, Global Compact Network India and recently got the Special Consultative
Status with the ECOSOC of United Nations, has innovated the way to the treasure of
HAPPINESS.
This experiment to bring smiles on the faces of the people was conceptualised six years back by
the organisation and now being implemented in the state of Himachal Pradesh and
Uttarakhand with pilot testing in Gram Panchayat Behal Pairi of Balh Block in Mandi District of
Himachal Pradesh in India under Mission RIEV (Ruralising India Empowering Villages).
To bring smiles on the faces of the people, the process starts with identifying the factors
creating worries in people followed by providing customised solutions for removing the worries
at their door-step within shortest timeline, minimum price and with optimum quality. The
conceptual framework was gradually digitised and continuously tested to make it as a befitting
solution provider platform not only for the Indian conditions but with the globally replicable
vision.
The families enrolled as member with unique family code undergo an holistic NEED
ASSESSMENT of each member of the families as per the age group. The portal prioritises the
needs and presents the available solutions with modalities, timeline and applicable cost. The
member has options to select the most needy services and the contract gets automatically
generated and shared via email to the member. The details appear in the dashboards of the
service providing teams at Panchayat Level First for further processing and goes on to Block,
District and State Team Dashboards as per the defined levels of the services. Hence creating
abundance of employment opportunities besides easing out the lives of the people.
Each of the unit i.e. Panchayat, Block, District and State does have provision of constituting an
Advisory Board comprising seasoned citizens who keeps on providing the patronage to the
affairs of the Mission. The role of the Advisory Board is also to function as First Response Force
in case of any disaster like situations within their jurisdiction and to present itself as a 24x7
Support Team to its members in all the adverse situations. This is the great tool of reducing the
disaster risk by creating HOPES in the lives of people when they are near to shut down all the
doors of their hope.
The Mission has converted into a Multistate Multipurpose Cooperative Society where the
services like in integrated Risk Management, Social Security, Education, Health, Agriculture,
Horticulture, Livestock, Banking & Finance, Entrepreneurship and Business Development, Area
Adoption Support Services, Land & Property, Legal, etc. are available at door step through the
increasing network of the Mission. Mission is daring to target creating employment scope for
50,000 people in HP; 20,000 in UK, setting up Banking Services in 3500 Panchayats in HP within
one year.
A day will come when everyone in the states, wherever it is launched, will not be able to feel
safe, secure and happy without becoming member of the Mission RIEV. Seeking everyone’s
