ROPOSAL FOR THE IMPLEMENTATION OF WFP ASSISTANCE UNDER THE

COUNTRY PROGRAMME (CP 200200) 2011-2015

“Component 2: Productive Safety Nets “

1. Brief background on the Organization


- Nzega District Council is one of the six Districts of Tabora Region and it is
located between 32030-33030’ longitudes East of Greenwich and latitude
3045-5000’ south of equator. The District borders Igunga district in the
east, Uyui District in the south, Kahama District in the west and
Shinyanga rural district in the north. It covers an area of 7,319 squares
Km out of these 3,352 KM 2 is an arable land and 1,180 Km 2 is a range
land. Area for game reserve is 939.98 Km 2 human habitant covers
411Km2, water, shrubs and hills occupies 1,404.2 Km 2 and 32Km2 for
minerals.

- Nzega District is divided into 4 Divisions, 37 wards and 167 villages.


Nzega District had a total population of about 582,583 as the result of the
national census carried out in 2012. The number of household is 97,097.

- Nzega District is characted by unimodal type of rainfall, which falls


between November to April an average rainfall is usually less than
700mm. rainfall are unreliable and they are unevenly distributed. A dry
spell normally occurs between January and February. Rainfall data for the
past 6 cropping seasons is shown below:-

From the poor rainfall, the district resulting in poor production of food hence
food insecurity.
Nzega district has been getting funds from WFP to the development projects
since 2001 to date as shown below:-

Due to dry spell facing the district, the district and proposed villages has been receiving food assistance from government for t he past
five years as the table shows below:-

Though the government has been distributing food to the villages with shortage of food, did not fulfill the demand as the table shows.
Food deficit is greater compared to the food assisted by the government.
2. Needs of the population in targeted area according to priorities
In the process of O&OD conducted in the year 2008/2009 the specific goal
was food security and assurance of income. The main obstacle is moisture
insufficient. An opportunity is the charco dams that can be used for
harvesting rain water. The community set a goal of increasing availability of
water by rehabilitating of all charco dams in the District. Therefore one of the
strategies to achieve the goal is rehabilitation of charco dams found in the
District. The resources for implementation come from both internal sources
(community) and external sources that include DADPS, LGA and private
partnership

3. Other ongoing activities in the targeted area related to food security


and agricultural development
The planned activities of the actor in the District that relate to food
security/poverty reduction which link to this project are as follows:-

In the financial year 2013/2014 the DADPS budget has allocated Tshs.300,
290,000/= for implementation of following activities, Construction of
Irrigation infrastructure, purchase of power tiller, construction of Godown and
charco dams for horticulture and Livestock.
5. Scope of the activities proposed
The planned activities for financial year 2013/2014 are mainly divided into
four:-
- Rehabilitation/construction of eight charco dams
These charco if rehabilitated will solve the problem of insufficient
water/moisture for crop production and water for livestock
- Construction of market access road these will make easy transportation of
agriculture produce hence increase value of the crops and raise the
income of the beneficiaries.
- Sunflower cultivation this project will help a farmer to increase income
- Environmental conservation will help to control soil erosion, conservation
of water as well as improve air circulation.

5.1Project Locations
The proposal locations are as follows:-

1.1Strengthening of Wella II charco dam


This project is located in Igusule ward, Wella II village, Bukene Division in
Nzega District. The charco is an existence, was constructed in 1960’s since
the approach of implementation didn’t involve the beneficiaries, there was no
one who care about it. For this reason the charco silted because of various
community activities. Since the government realized this, has come with new
approaches which involve beneficiaries in all process of implementation. This
will bring a sense of ownership and sustainability.

1.2Sunflower Cultivation of Wella II


This project is located in Igusule ward, Wella II village, Bukene Division in
Nzega District. It is a new project due to the fact that, a big area of the
district is receiving a little amount of rainfall. People of this village decided to
select sunflower cultivation because of its tolerance to drought. If the project
be accepted will improve the income of the farmers. The plan is to cultivate
50 hectors which will benefit 100 household this being one acre for each
household. AT this village there is an extension officer for technical
assistance, the villagers will be sensitize to use cow dung and composite
manure for the good yield. The village has got a total of 830 household. So
the labour is not a problem.

1.3Construction of Ilalo Market Access road


This project is located in Igusule ward, Ilalo village, Buken division in Nzega
District. It is a new project if this project accepted, will link the Ilalo village
with their neighbors of Small Township Isaka, where they used to get there
essential needs. Also the transportation of agriculture produce will be easy
hence get high price. It is a 9 Km road.

1.4Sunflower Cultivation of ILalo


This project is located in Igusule ward, Ilalo village, Bukene Division in Nzega
District. It is a new project due to the fact that, a big area of the district is
receiving a little amount of rainfall. People of this village decided to select
sunflower cultivation because of its tolerance to drought. If the project be
accepted will improve the income of the farmers. The plan is to cultivate 100
hectors which will benefit 200 household this being one acre for each
household. AT this village there is an extension officer for technical
assistance, the villagers will be sensitize to use cow dung and compost
manure for the good yield. The village has got a total of 800 household. So
the labour is not a problem.
1.5Construction of Lakuyi charco dam
The project is located in Itobo ward and Lakuyi village,Mwakalundi Division. It
is in Nzega District just about 30 Km from Nzega town. It is a new project,
there is no land conflict since the area selected belongs to village government
if the project is accepted will assist to supplement water for irrigation at
Lakuyi irrigation scheme of which its source of water for irrigation is not
reliable.

1.6Rehabilitation of Kipungulu charco dam


The project is located in Mizibaziba ward in Kipungulu Village, Puge Division.
The charco was constructed in 2008 under the DADPS project. At the time of
construction of this charco the population was very small, but when the
construction was completed. It makes more people shift from other villages of
the District for the need of water for domestic and livestock uses. Due to this
fact the water is not sufficient hence there are needs to increase the depth as
well as the height of embankment in order to get more water.

1.7Rehabilitation of Ngukumo charco dam


This project is found in Nkiniziwa ward, Ngukumo village Puge Division. It is
about 40 Km from Nzega town. It is an existing project it was built in 2008
under DADP project since its construction there has been an increase of
people from other villages seeking water. Hence as in Kipungulu charco the
water is not enough. So there is high demand of water. So if this project will
be accepted will solve this problem, therefore there is a need to increase
water depth as well as strengthen the embankment.

1.8Rehabilitation of Uchama charco dam


The project if found in Uchama village, Ijanija ward, Nyasa division it is north
of Nzega town about 15 Km. It is an existing project, the charco was
constructed in 1950’s the period of chiefdom. In the el nino rains the charco
broken. Due t to its significant villagers of Uchama request for an assistance
to rehabilitate the broken portions and increase the height of embankment.

1.8Environmental conservation at Mbogwe


This project is found in Mbogwe village, Mbogwe ward, Nyasa Division it is
northeast of Nzega town about 15 Km. It is a new project aimed to conserve
a water of the charco which was constructed by WFP in 2011. It is impotent to
have trees around the charco as to minimize the erosion problems.

1.9Construction of Kasela charco dam


The project is found in Kasela village, Kasela Ward, Mwakalundi Division,
North West of Nzega town 30 Km from Nzega town. It is an existing project,
was constructed in 1960’s. Due to human activities the charco now is silted.
So there is now a need to desilt and strengthen the embankment as to the
request of the Kasela villages.

1.10 Construction of Mwambaha charco dam


The project is found in Mwambaha village, utwigu ward, Nyasa Division. It is
about 30 Km along Tabora road south west of Nzega town. It was
constructed in 1970’s by the farmers for the purpose of getting water for
livestock and domestic uses due to increase demand of water depth as well
as strengthening of the embankment.

1.11 Construction of Wella dam


The project if found in Wella village, Wella ward, Nyasa Division it is 40 Km
east of Nzega town. It is a new project the area is surveyed. The purpose of
this dam is to get water for irrigation and domestic uses. The villages are
highly in need of this dam.
5.2Activities proposed
The planned activities for the 2013/2014 are:
- Rehabilitation of eight charco dam’s this involves excavation,
Transportation and compacting of soil material to strengthen the charco
dam embankment. There is no land conflict for implementation of this
projects since the land is owned by the village government, so there will
be no any delay in implementation the area of this charco dam is surveyed
and its drawing available.

- Construction of market access road


Will involve bush clearing, formation of road embankment, excavation of
drains, soil excavation and gravel transportation. The District has a budget
of culverts about 12,000,000/= the culvert will protect the road being
washed by rains.

- Tree planting
Under this project it will involve excavation of holes, manuring and
watering. The trees are easily found in the District since within the District
there are growing who delt with tree nursery preparation. The types of
species expected to be planted are water as available all the time since
they are proposed is the one surrounding the charco.

- Sunflower cultivation
This will involve land preparation, cultivation, sowing, weeding and
harvesting. The project if indeed accepted will reduce poverty hence
promote income per household. At Ilalo village we have planned to have
200 household which will benefit from this project and the size of each
plot is one acre per household. At Wella II we have planned to have 100
household which will benefit from this project and the size of each plot is
one acre per household.

5.3 Indicators and milestones


(i) Rehabilitation of Wella II charco dam
- Four hundred meters of dam embankment and irrigation canals
will be seen.
(ii) Sunflower cultivation at Wella II
- Fifty hectare of sunflower will be seen

(iii) Construction of Lakuyi charco dam


- Embankment of 200m long will be seen
(iv) Construction of Ilalo market access road.
- A road of total length of 9km with drains will be seen.

(v) Rehabilitation of Kipungulu charco dam


- An embankment of 250m long will be rehabilitated.

(vi) Rehabilitation of Ngukumo charco dam


- An embankment of 300M long will be rehabilitated and seen.

(vii) Rehabilitation of Uchama charco dam


- An embankment of 200M long will be rehabilitated and seen.

(viii) Rehabilitation of Kasela charco dam


- An embankment of 250M long will be rehabilitated and seen.

(ix) Environmental conservation at Mbogwe
- 12,000 trees will be planted around the Mbogwe charo dam
(x) Ilalo Sunflower cultivation
- One hundred hectare of sunflower will be seen

(xi) Construction of market access road at Ilalo


- A road of 9Km long will be seen

(xii) Construction of Wella dam


- Three hundred meters of dam embankment will be seen.

5.4Immediate objectives
- The specific objective is to increase the availability of adequate
water for horticulture, Livestock and domestic uses.

- The other objective is easy transportation of agricultural produce.


So to raise the value of the crops produced.

- Also increase the income of the farmers through cultivation of


sunflower as cash crop.

5.5Long term objectives and sustainability


Community will be assured for food security and income at house hold level.
For the case of sustainability, there will be a committee for collecting
operation and maintenance funds. There will be also an constitution to lead
the society. Also the production per unit area will be improved by training
farmers through demonstration plots.

5.6Beneficiaries
Total number beneficiaries which are expected from 10 sites (villages) are
3,900 though this number can increase or decrease. For Wella II and Ilalo
have multiple projects this village can afford and complete the projects in
time because these villages have enough people to perform the activities
planned,. For example Ilalo had a total of 800 householder one projects
(Sunflower cultivation) need only 200 people. The rest will be constructing
road. The same is to Wella II village (have 812 people) only 100 people will
be cultivating sunflower.

5.7Rationale for choosing period of implementation


The best period of project implementation is July-December 2013.

6. Implementation plan
The project implementation plan is expected to start on July 2013 by
conducting meeting with village council to inform that the project proposal
has been accepted. Also to brief them about the process and responsibility of
village, District and W|FP in implementing the project. The village council will
conduct general meeting to introduce the project, and select committees
(food distribution committees). Also District Executive Director will appoint 8
technical staff for supervision works.

6.1Commodity management
There are two committees for each village which will deal with supervision of
works and commodity distribution. Also each village has a store for food
storage.

6.2Technical assistance
District Executive Directors’ Office will provide 8 technicians to supervise field
work as well as distribution work in cooperation with ward extension Officer
three days in the field and one day of distribution.
6.3Supervision and monitoring
Supervision of sunflower cultivation will be done by an extension worker who
is stationed to the project site (village). Issues of seeds, fertilizer and other
agriculture inputs are available in the shops which sell agriculture inputs. It is
the first time to implement sunflower cultivation by WFP but it is not a new
crop since people of this district practiced cultivation of sunflower due to its
tolerance to drought

6.4 Contribution of the NGO (if applicable)


Not applicable

6.5 Contribution of the district


District council will provide 8 technicians to supervise all activities. Also will
provide vehicle for supervision and monitoring and has allocated
67,840,000/= for supervision, monitoring and vehicle maintenance.

6.6 Responsibilities of the community


The community is responsible for off loading the commodities at the delivery
point. Also to ensure that the commodities shall not be stolen, lost or damaged
(provision of security guard and store).

6.7Worknorms
Food rations for participant (one participant per household) in this activity will
be distributed based on daily worknorms. Daily worknorms include the
definition of a piece of work that can be reasonably accomplished in six hours
workday taking into account the difficulty of the task. Participants are
expected to finish their daily task in order to receive corresponding ration, or
else a new piecework will not be assigned.

Different worknorms can be established for the same activity considering


aspects such as the soil conditions when digging. For planning purposes an
average daily norm should be used.

Food distribution is to take place once per week for the work accomplished by
participants.

6.8Daily ration per participant


The daily ration per participant for all activities will consists of:
Maize: 3 kg
Pulses: 450 g
Oil: 225 g

6. Budget
