From the poor rainfall, the district resulting in poor production of food hence
food insecurity.
Nzega district has been getting funds from WFP to the development projects
since 2001 to date as shown below:-
Though the government has been distributing food to the villages with shortage of food, did not fulfill the demand as the table shows.
Food deficit is greater compared to the food assisted by the government.
2. Needs of the population in targeted area according to priorities
In the process of O&OD conducted in the year 2008/2009 the specific goal
was food security and assurance of income. The main obstacle is moisture
insufficient. An opportunity is the charco dams that can be used for
harvesting rain water. The community set a goal of increasing availability of
water by rehabilitating of all charco dams in the District. Therefore one of the
strategies to achieve the goal is rehabilitation of charco dams found in the
District. The resources for implementation come from both internal sources
(community) and external sources that include DADPS, LGA and private
partnership
5.1Project Locations
The proposal locations are as follows:-
- Tree planting
Under this project it will involve excavation of holes, manuring and
watering. The trees are easily found in the District since within the District
there are growing who delt with tree nursery preparation. The types of
species expected to be planted are water as available all the time since
they are proposed is the one surrounding the charco.
- Sunflower cultivation
This will involve land preparation, cultivation, sowing, weeding and
harvesting. The project if indeed accepted will reduce poverty hence
promote income per household. At Ilalo village we have planned to have
200 household which will benefit from this project and the size of each
plot is one acre per household. At Wella II we have planned to have 100
household which will benefit from this project and the size of each plot is
one acre per household.
5.4Immediate objectives
- The specific objective is to increase the availability of adequate
water for horticulture, Livestock and domestic uses.
5.6Beneficiaries
Total number beneficiaries which are expected from 10 sites (villages) are
3,900 though this number can increase or decrease. For Wella II and Ilalo
have multiple projects this village can afford and complete the projects in
time because these villages have enough people to perform the activities
planned,. For example Ilalo had a total of 800 householder one projects
(Sunflower cultivation) need only 200 people. The rest will be constructing
road. The same is to Wella II village (have 812 people) only 100 people will
be cultivating sunflower.
6. Implementation plan
The project implementation plan is expected to start on July 2013 by
conducting meeting with village council to inform that the project proposal
has been accepted. Also to brief them about the process and responsibility of
village, District and W|FP in implementing the project. The village council will
conduct general meeting to introduce the project, and select committees
(food distribution committees). Also District Executive Director will appoint 8
technical staff for supervision works.
6.1Commodity management
There are two committees for each village which will deal with supervision of
works and commodity distribution. Also each village has a store for food
storage.
6.2Technical assistance
District Executive Directors’ Office will provide 8 technicians to supervise field
work as well as distribution work in cooperation with ward extension Officer
three days in the field and one day of distribution.
6.3Supervision and monitoring
Supervision of sunflower cultivation will be done by an extension worker who
is stationed to the project site (village). Issues of seeds, fertilizer and other
agriculture inputs are available in the shops which sell agriculture inputs. It is
the first time to implement sunflower cultivation by WFP but it is not a new
crop since people of this district practiced cultivation of sunflower due to its
tolerance to drought
6.7Worknorms
Food rations for participant (one participant per household) in this activity will
be distributed based on daily worknorms. Daily worknorms include the
definition of a piece of work that can be reasonably accomplished in six hours
workday taking into account the difficulty of the task. Participants are
expected to finish their daily task in order to receive corresponding ration, or
else a new piecework will not be assigned.
Food distribution is to take place once per week for the work accomplished by
participants.
