Introduction:
The creation of the state of Andhra Pradesh (AP) was entirely against the recommendations
of the States Reorganisation Commission (SRC) and the wishes of the Telangana people.
After the state's formation, the government's insolvency, arrogance toward the Telangana
populace, and disregard for implementing agreements and safeguards, along with frequent
violations, discrimination, and disrespect, led to the rise of agitations.

Body:
January 5, 1969 Agitation Commencement:

The agitation began at Kothagudem Thermal Power Station, where Krishna, a leader of the
KTPS employees, started a fast demanding:

o The removal of non-Mulki residents.


o Implementation of the safeguards signed in the Gentlemen's Agreement.
o Strengthening of the Telangana Regional Committee (TRC).

Khammam Protest:

Rabindranath, the leader of the student union of Osmania University (OU), began a fast unto
death at Gandhi Chowk in Khammam to show solidarity with Krishna (KTPS).

o He started his fast on January 8 and continued until January 25.

Osmania University Student Union Session on January 12:

The student unions of OU held a joint session supporting the agitation, adding three more
demands to those of the KTPS employees:

o The resignation of all nine Telangana ministers.


o The resignation of all Telangana MLAs.
o Appointment of a judicial inquiry committee on the misuse and diversion of Telangana's
surplus funds.

Involvement of Politicians:

An all-party conference held on January 18-19 raised additional demands:

o Replacement of non-Mulki residents with Mulki residents.

o Extension of Mulki rules for another five years.

Issuance of Government Order (GO) 36 on January 21, 1969:

o February 28 was set as the deadline for its implementation.


o Many Andhra residents who had married Telangana women began questioning the
legality of GO 36.
o A writ was filed against GO 36 on January 29. The High Court and later the Supreme
Court issued guidelines favoring the Andhra employees.

On January 13, 1969, Telangana Parirakshana Samithi was founded by a group of
