1. INTRODUCTION
National Highways Authority of India (NHAI) has taken up development of some of the
highways entrusted by Ministry of Road Transport & Highways through Public Private
Partnership (PPP) on Design, Build, Finance and Operate (DBFO) basis / HAM / O&M, OMT
and EPC Basis.
It is stipulated in the Model Concession Agreements (MCA)/Contract Agreements of the PPP
projects that the Concessionaire shall develop, implement and administer a surveillance and
safety programme for providing a safe environment on or about the Project Highways and/or
shall comply with the safety requirements set forth in Schedules/Clauses of the
Concession/Contract Agreement in Development, Construction and Operation &
Maintenance Phases of the Project.
As per Modal Concession Agreement, NHAI will appoint an experienced and qualified firm or
organization for carrying out safety audit of the project highway in accordance with the safety
requirements set forth in Schedule “L” of Concession agreement.
In this regard RITES has been entrusted with the appointment of Safety Consultant for Road
Safety Audit during Operation and Maintenance period for Porbandar – Jetpur section
from Km 1+960 to Km 117+600 of NH‐27 (design length = 115.64 km) in the State of
Gujarat.
The Road Safety Audit has been carried out to identify the road environmental factors of the
project road with reference IRC: SP: 88 checklists pertaining to Safety Audit of Existing roads
and submit the Road Safety Report.
1.1 Background
An audit involves one set of professionals reviewing the work of other professionals, and this
calls for much diplomacy and respect. Highway designers whose work is being audited
should keep an open mind and accept that the audit team may be able to improve on the
safety aspect of the design to the benefit of road users.

The safety audit team comprising Sr. Road Safety Auditor, Traffic Planner/Engineer and Road
Safety Auditor to carry out the safety audit for Porbandar - Jetpur Section of NH-27 from Km
001+960 to Km.117+600 in the State of Gujarat. A joint site inspection has been carried out
with the representatives of Authority, Independent Engineer, Concessionaire, and Safety
Consultant from 01st to 02nd February 2023.
RITES safety team has discussed mitigation measures to enhance safety during the audit
completion meeting on February 03, 2023, chaired by PD-PIU Rajkot and attended by
representative of Team Leader of IE, Project Manager of Concessionaire and RITES safety
team.
Be realistic and practical, but do not rule out options on cost grounds
Check compliance with relevant standards and guidelines (while remembering that
compliance with standards does not guarantee that the road will be safe)
Note:
1. The above observations/recommendations are based on the minimum requirement as
per IRC/MORTH and other relevant codes.
2. Any Departure from IRC Standards, Concessionaire shall be held responsible and legal
action may be initiated as per The Motor Vehicles (Amendment) Act 2019.
Disclaimer:
The audit covers physical features of the highway that may affect road user safety and it has
sought to identify potential safety hazards. However, the auditors point out that no guarantee
is made that every deficiency has been identified. Further, if all recommendations in this report
are to be followed, this would not confirm that the highway is “safe”, rather an adoption of the
recommendation should improve or increase the level of safety of the facility.

2 AUDIT METHODOLOGY
The base details were collected from the site office of the concessionaire.
It has been found that the use of checklists is a valuable tool while conducting an audit. The
detailed checklist as per IRC: SP: 88-2019 was given in the inception report.
