RATIONALE :

One of the concerns that affects the learning process of the community is nutritional deficiency.
In order to improve nutrition in the provincial of Antique, established the Gulayan sa Bayan
Program to boost the awareness of the community on the significance of growing vegetables.

The Gulayan sa Bayan Project aims to establish community gardens, nurseries and vegetable
production centers to sustain the food production and have a ready source of vegetables and
fruits to complement the supplementary feeding in school. It will help improve and increase
vegetable production and consumption by teaching thethem the methods of sustainable
production that can be replicated in their respective homes.

Moreover, the vegetable harvest will also provide the schools with income to buy more
seedlings. Aside from the increased availability of vegetables, Gulayan sa Bayan also provides
the beneficiaries heightened awareness in environment protection through the productive use
of recyclable waste and materials.

To sustain this program, the Provincial Government of Antique through National wealth will be
conducting a training and retooling to identified recipient for CY 2024. The training and
retooling would help and encourage the community to refrain from consuming foods and
chemicals derive from Pesticide/Insecticide which is considered health hazards. Also, the
activities lined up are more on assessment of the Performance/accomplishment of the
identified beneficiaries as well as discussion of the issues and concerns with regards to the
implementation of the project. Finally, we will be searching for Best Gulayan sa Bayan in
Western Visayas, the purpose of which is to recognize the community who perform and
implements well in their learned knowledge, ideas and technologies during the conduct of their
training, we will be giving a set of garden tools and assorted vegetable seeds that serves as
their prizes during the activity to those best community implementers. Hence, this proposal.

GENERAL OBJECTIVE:

1. To raise public consciousness on health and nutrition by planting vegetables in available


space in the community.
2. To restore food miles by providing local source.
3. To promote social interaction and serve of belonging.

PROJECT DESCRIPTION:

The Gulayan sa Bayan Project will consist of Garden Tools & Vegetables Seeds for vegetables
products. The target Beneficiaries are school with Accessible Land for this Project.

Prior to the distribution of Tools & Vegetables seeds the Recipient beneficiaries will secure a
long area which is Accessible to the community and a project orientation will be given regarding
their duties and responsibilities.
IMPLEMENTATION AND MONITORING:

The Provincial Government will be responsible for the procurement of Tools and vegetables
which conforms to R.A. 9184 Government Procurement Reform Act and shall be distributed
individually to the different identified farmer beneficiaries throughout the province. The
Provincial Project Monitoring Committee (PPMC) will regularly Monitor and evaluate the
implementation of the project. The province shall ensure that the project shall serve its purpose
and its direct beneficiaries will be benefitted together with the indirect beneficiaries.

TARGET BENEFICIARIES:
The beneficiaries of this project are the individual in the community with accessible land for this
livelihood project in the Province of Antique.
