GUIDELINES ON ADMINISTRATION OF CONTINUOUS ASSESSMENT TESTS

FOR THE CERTIFICATE IN ACCOUNTING AND MANAGEMENT SKILLS


EXAMINATION
I. BACKGROUND INFORMATION ON THE CERTIFICATE IN ACCOUNTING AND
MANAGEMENT SKILLS (CAMS) QUALIFICATION
(a) Introduction
Kasneb introduced the Certificate in Accounting and Management Skills (CAMS)
qualification effective 1 July 2018 following a comprehensive stakeholder
engagement process which identified a critical gap in lower level accounting and
management skills for certain sectors of the economy. Holders of the CAMS
qualification possess the competencies to provide basic accounting and management
services to small and medium size enterprises (SMEs), non-governmental
organisations (NGOs) and similar entities in the private and public sectors.

(b) Minimum entry requirement


The minimum entry requirement for the CAMS qualification is KCSE mean grade D
(plain) or its equivalent.

(c) Duration of the course


The course is expected to take an average of one year, which is equivalent to 1,200
course hours. Level I is expected to take an average of six months (600 course
hours) while Level II is also expected to take an average of six months (600 course
hours). Students should be provided with at least four (4) months of continuous
learning supplemented with other learning modes.
(d) Progression and exemption
 Holders of the CAMS qualification are eligible to pursue the ATD qualification.
 Holders of the CAMS qualification are exempted in ATD Level I (four papers)
as applicable.
(e) Tuition
Candidates pursuing the CAMS qualification are required to attend tuition in
accredited training institutions. The tuition may be class-room based, distance and e-
learning (DEL) or virtual modes of study. Where there is no accredited institution,
candidates will be required to attend an institution which is a member of the Kenya
Association of Technical Training Institutes (KATTI) duly registered by TVETA.
(f) Assessment
Under the revised syllabuses, marks from continuous assessment tests administered
by training institutions will account for 15% of the total score while the kasneb
examination will account for 85%.

(g) Number of CATs


Training institutions will be required to administer two (2) CATs, one in mid-semester
and the other before the end of semester.

(h) Other policies, rules and regulations


The policies, rules and regulations applicable on other kasneb examinations also
apply to the CAMS examination.

II. GUIDELINES FOR IMPLEMENTATION OF CONTINUOUS ASSESSMENT TESTS (CATs)
FOR CAMS

The following guidelines are for administration of continuous assessment tests (CATs) for
CAMS.

1. A candidate must have both CAT and final examination scores in order to be
assessed and awarded a result.
2. Only accredited training institutions (interim and full, or those in process of
accreditation) will be allowed to administer CATs.
3. Two CATs will be administered at the mid-semester and end-semester stages subject
to ensuring the scores for the two CATs and average are submitted to kasneb not
later than fourteen (14) days before the examinations are administered.
4. The mid-semester CAT should cover at least 50% of the syllabus while the final CAT
should cover at least 85% of the syllabus.
5. The weights on the topics will be issued by kasneb and regularly reviewed as
appropriate.
6. An internal panel at institutional level comprising representatives from subject experts
from key departments shall be established to review internal procedures for CATs
and approve CATs prior to administration.
7. kasneb shall undertake an analysis of the scores for the CATs vis a vis the final score
for each student and where significant deviations are noted, refer to the institution for
further explanations.
8. kasneb reserves the right to reject any or all of the CAT marks where there are
reasonable suspicions that the marks submitted may not be reliable. Where such
marks are rejected, no CAT marks will be awarded to the student, while the final
score awarded to the student will be the marks scored in the final Kasneb
examination (out of 85%).
9. Where a student fails a paper after the final examination, the student shall be treated
as if he/she was a new student for the purpose of these requirements as they apply to
that paper.
10. Records of CAT marks shall also be maintained by the institutions in hard and soft
copies for at least six months after the final release of results by kasneb. However,
actual student scripts for CATs shall be maintained for at least three months after the
final release of results by kasneb.
11. The marks shall be submitted by the Head of institution through uploading on the
institutional portal to be created by kasneb and also via email to
[email protected] copied to [email protected].
12. A student must sit for two CATs. Where a candidate misses a CAT for justifiable
reasons, such as sickness, the institution shall make arrangements for a replacement
CAT to be administered after not more than 14 days for the mid-semester CAT and 7
days for the end-semester CAT. A report shall be submitted to kasneb on
replacement CATs administered.
13. Institutions shall put in place adequate appeal mechanisms for students dissatisfied
with their CAT scores.
14. Students shall be required to commence tuition not later than 14 days after the
commencement of the term or semester. This requirement shall also apply to
students registering for distance/online learning modes.
15. Records shall be maintained of class attendance and be availed for verification by
kasneb or its agents when requested.

Note: An institution that fails to comply with the above requirements shall have its candidates lose the
CAT marks and only scored on the basis of 85% of the final examination score. This is in addition to
other penalties including withdrawal of accreditation certificate.
