Execution Plan for Providing Security Services to the General Secretariat of the Council of

Ministers

Introduction This plan aims to provide comprehensive and effective security services for the
premises of the General Secretariat of the Council of Ministers in accordance with Tender No.
{2/2024} for a period of three years. Our company commits to adhering to all general and
specific terms to ensure high-quality services, guaranteeing the security and safety of the
building, its employees, and its visitors around the clock.

Objectives

 To provide protection and security for the General Secretariat building, its properties,
employees, and visitors.
 To ensure the efficient and effective implementation of security procedures 24/7.
 To comply with the required security standards as per the contract terms.

1. Preparation and Setup

A. Recruitment:

o Selection of a competent and experienced security team, appointing 24


personnel (22 males and 2 females) as per the specified schedule.
o Security personnel must be chosen based on their integrity and good conduct,
and must be citizens of Qatar or the GCC countries, or born in Qatar.

B. Provision of Necessary Equipment:

Secure all required equipment such as wireless communication devices, mobile

phones, inspection devices, and office supplies.
2. Training
o Provide comprehensive training for security personnel on safety and security
procedures.
o Train security personnel on the use of security devices such as baggage Scanners,
surveillance cameras, and wireless devices.
o Ensure security personnel can read and write in Arabic and speak English.
3. Deployment of Personnel
o Distribute personnel across three shifts (morning, afternoon, evening) to cover
the site 24/7.
o Distribution should ensure 12 personnel are present in the morning shift (10
men and 2 women) with the remaining personnel distributed throughout the
day.
4. Daily Security Procedures

A. Managing Entry and Exit:


o Prevent unauthorized individuals and vehicles from entering, and inspect bags
using baggage scanners.
o Verify gate passes and match them with the visitor's identity, then escort visitors
to their host.
o Record visitors and vehicle data and daily events, and store them.

B. Monitoring Security Equipment:

o Periodically inspect doors, windows, and equipment, recording any damages and
reporting to the authorities.

C. Attendance and Departure Recording:

o Use fingerprint devices and magnetic cards to record security personnel


attendance and departure.
5. Regular Meetings:
o Hold regular meetings to guide security personnel, assign tasks, and address any
previous issues.
6. Communication and Coordination

A. Communication with Management:

o Appoint a liaison within the General Secretariat to coordinate outside official


working hours.

B. Use of Communication Devices:

o Provide wireless communication devices and mobile phones to all security


personnel to ensure immediate communication.
7. Reporting and Monitoring

A. Daily Report Preparation:

o Record all daily events and incidents and submit them to the management.

B. Regular Monitoring:

o Conduct regular checkups by security supervisors at all guard points to ensure


smooth operation.
8. Compliance with Specific Conditions

A. Compliance with Local Laws:


o Ensure all security personnel and their supervisors are Qatari citizens or meet
the applicable conditions (BIQ).

B. Professional Appearance:

o Provide a uniform for security personnel displaying the company's name and the
security employee's name.

C. Rapid Response:

o Replace any security personnel upon management's request within 24 hours.


9. Emergency Plan

A. Emergency Procedures:

o Develop an emergency plan that includes handling security incidents, traffic


accidents, and other emergencies.

B. Communication with Authorities:

o Immediately contact the relevant authorities in case of any security or traffic


incident.
10. Compliance with Terms and Laws

 We ensure adherence to all specific and general terms mentioned in the tender
documents.
 We would like to state that we have all necessary licenses from the Ministry of
Interior to practice security services.
 We commit to regular performance monitoring and evaluation to ensure compliance
with required standards.

Mobilization Schedule (Period: 2 weeks after DOA)

Week 2 Day 1  Arrange uniforms


Day 2  Hold a meeting with all security personnel to explain all
plans and security procedures and assign tasks.
 Conduct initial training for security personnel on work
basics and required security procedures.
 Provide intensive training on using security
equipment such as bag inspection devices.

Day 3  Deploying guards and equipment according to the

Day 5  Conducting an emergency drill
Day 6  Holding a final meeting with all security personnel,
Day 7 reviewing all security plans and procedures, and
distributing tasks.
 Ensuring all equipment is ready and all security points
are covered.
