II. EXECUTIVE SUMMARY

In response to COVID-19 Pandemic Health protocols which have been

implemented through DepEd Task Force COVID-19 Memorandum No. 47, Project

MMS will have initiated and implemented in the school to minimize surface touching

and maximize the health safety of the teachers and staffs who are frontliners of

education. This project aims to reduce teachers’ contact during time-in and time-out,

since two MMS Terminals will be set-up and stationed at the BNCHS main gate and

secondary gate near Grade 7 buildings. Project MMS correspondingly will strengthen

the monitoring of teaching and non-teaching staffs’ log-in and log-out. The system is

programmed to send a message to the department heads or year level coordinators

whenever a teacher moves-in or moves-out the campus to ensure everyone’s

punctuality and religious service despite the “No Face-to-Face Policy.” Furthermore,

this project also aims to maintain the “No Touching of Surface Policy” to avoid the

spread of COVID-19 Pandemic.

BNCHS Project MMS is majorly undertaken to address the health and safety

of more than 230 teaching and non-teaching staff of Bayugan National

Comprehensive High School, and minorly to monitor teachers and staffs’ promptness

and sincerity in the workplace. The major activities include teachers and staffs’

profiling, orientation on how to use the MMS and provision of QR code to teachers

and staff.

All teachers and staff who will be involved in the project implementation will

participate a dry-run to test and ensure the reliability and functionality of the system.

The dry-run will be conducted by the school’s ICT Coordinator who undergone

trainings and workshops on Computer Systems.

The project will be a continuous program of the school thereby ensuring its

sustainability. This can be done by utilizing the project for students’ ID system for the

next school years and maintain up-to-date data of teachers and staffs’ information for

easy access towards the smooth and effective institutionalization of the project.

III. TARGET BENEFICIARIES

The target beneficiaries are the more that 230 teaching and non-teaching staff

of Bayugan National Comprehensive High School who are on duty despite the threat

of COVID-19 to continue serve the learners.

IV. PROJECT OBJECTIVES AND OUTCOMES/BENEFITS

a. Project Objectives

General Objective: Maintain health and safety protocols in the workplace

amidst COVID-19 Pandemic.

Specific Objectives: On the implementation of the project:

a. Teachers and staff are monitored in terms of their punctuality and sincerity

in the service;

b. Teachers and staff develops health consciousness by maintaining the “No

Touching of Surface Policy;” and

c. Teachers and staff develops the discipline of proper social distancing

during time-in and time-out.

b. Project Outcome

It is expected that at the end of the school year, monitoring system of

teachers and staff is strengthen and will give convenience to department

heads and year level coordinators in tracking their subordinates. Besides, a

100% COVID-Free institution is also expected.

V. APPROACH AND METHODOLOGY

To attain the objectives, various plans will be adopted. Before the

implementation of the program, the following components are considered:

1. Profiling of the teachers and staff is done. This include their personal

information and the ID picture which is flashed on-screen during time-in and

time-out.

2. Stakeholders Involvement

Before the project’s implementation, stakeholders are made aware of

the project proposal. They are also made to agree on the implementation of

the project since the project will also be utilized by learners when No

Face-to-Face Policy is lifted. Furthermore, an orientation conference will

also be conducted to mobilize all possible stakeholders for awareness of the

project and to strengthen their involvement in terms of financial support.

3. Dry-run

All teachers and staff who will be utilizing the project will join a dry-run to

ensure the reliability and functionality of the MMS. This will also be conducted

to make sure that all teachers and staff know how to use the system.

4. Provision of QR Code

A QR code is provided to each teacher and staff of the school, which will be

scanned by a scanner and will also serve as their attendance. The scanned

QR code will flash the teacher and staff’s information.

All teaching and non-teaching staff will place their QR Code on the scanner

and let the scanner retrieve their personal information. However, before a

teacher can scan, he/she will wash his/her hand for sanitation. A temperature

scanner is also placed beside the MMS to assure that teachers are physically

well before entering the school vicinity.

At the end of the month, a consolidated time logs will be given to each

department for DTR purposes. Each department heads will check the

teachers’ DTR for verification purposes.

6. Monitoring and Evaluation

The members of the system monitoring team are composed of 3

personnel which are the ICT Coordinator, Database Manager and a system

programmer.

Department heads will take shoulder on the monitoring of teachers’

attendance.
