ary, ‘Support to farmers for Broiler farming (500 bird capacity) in Deep Utter System’ in individual mode under ‘State Plan Scheme” during the year 2024-25 (State share: -Rs3969.9Lakh) (Period 2024-25) Directorate of Animal Husbandry & Veterinary Services, Odisha, Cuttack sR Ny aS oe aie‘Support to farmers for Broiler farming (500 capacity)in Deep Litter System’ in individual Mode during the year 2024-25 Background Poultry has been the fastest growing sector in providing employment to a significant number of people in the State. Poultty rearing is done for egg and meat Production. For the year 2024-25, itis targeted to achieve 141.2 FMT of broiler meat Production. The Broiler farming in deep litter system can help to meet the mutitional requirement of growing rural population of the State. It can also be a source of additional income for small and marginal farmers, particularly the women. Aim: ‘This program aims to support 8500farmers for setting up of Broiler farms with a capacity of 600 birds, with 40% of the unit cost as subsidy to General, SC,ST ‘Women, Transgender &Differently Able(min 40 % disability) categoryduring2024-28, Objectives: * To enhance the poultry meat production in the state. * Enhance livelihoods and incomes among farmers through broiler meat Production. * Te support the nutritional requirement of the people through consumption of animal protein. * To build the capacity of the farmers for undertaking broiler farming in deep litter system as a profitable mini-enterprise. * To create self employment in rural areas particularly among the SC, ST, Women, ‘Transgender &Differently Able Category. * To improve the economic status of the rural& under privileged farmers. ‘Target Beneficiaries: {tis planned to cover 8500farmers, However, as per the letter no 2620, dated 24.02.2023 ‘ssued from FARD Department district can enhance upto 25% of their allocated target taking into account the requirement & potentiality of the District. Thereby, increasing the State target to 6875. Selection of farmers ii, iv. The willing farmers/ entrepreneurs /ST, SC, Women, Transgender &Differently Able(min 40 % disability) beneficiaries will be eligible to avail support. ‘The certificate of identity as transgender persons issued by District Magistrate as per ‘The Transgender Persons (Protection of Rights) Act, 2019" will be accepted for Transgender category. For differently able persons the certificate if disability issued by certifying authority / competent authority indicating 40% or more disability as per “The Rights of Persons with Disability Acts, 2016" will be accepted. Each entrepreneurwill apply online (hitp://sugam.odisha.gov.in) as prescribed, to the respective Block Veterinary Officer (BVO)or may contact with AVAS/VAS/BVO of respective block for assistance to apply. All beneficiaries covered under the scheme should be Aadhar linked to avoid duplication. While availing subsidy, beneficiary family will be considerod instead of individual member of family. One beneficiary family should not be Provided with multiple benefits under one particular scheme. A family will not be eligible for subsidy under the same scheme if any of its members has got subsidy during last three years. However, if any member of one family gets the benefit as a member of WSHG, then the other family member can avail any other scheme as in a group activity profit for each of the group members may not be enough. ‘The BVO shall compile the Block wise applications and thereafer undertake a joint verification in transparent manner of the proposed poultry unit. The BlockLevel Inspection Team shall comprise of the following members a. BVO/AVAS/VAS B. Concemed Livestock inspector/ VI/VSAS vill, The block level inspection team will take Seo tagged photographs (minimum 4 Photos from all angles of the site) of the site at the time of initial inspection, The team has to ensure that the proposal is a new Project. Annexure-I. &. On recommendation by the Block Level Inspection Team, the respective BVO shall forward the online applications to the CDVO, % On receipt of e-applications by the CDVO, a District Level Committee comprising of Chief Development Officer-cum-Executive Officer, ZillaParisad, CDVO, ADVO (LP), District Project Coordinator, Mission Shakti, District Project Manager, OLM and Project Administrator, IrDA other applicants in queue may be issued go-ahead. xl After approval of the list, Go ahead letterta the eligible farmers will be issued by the concerned CDVO as perAnnexure- II. Modalities of Implementation- * The Lis/PraniMitras/ Gomitras/ other such workers Will be tied up for providing handholding support to the farmers, * Alter issue of go-ahead leiter, the farmer will construct the poultry shed and other infrastructure. the format enclosed at Annexure-III, * Thereafter, the block level Inspection Team will inspect the poultry shed within eligible subsidyAnnexure-IV, * Then the beneficiary will stat rearing the birds, After induction of broiler chicks, ‘he Bensficiary will intimate local AVAS/ BVO in the format enclosed at Annexure-IIT.‘Thereafter, the block level Inspection Team will inspect the fully stocked poultry unit. They will take geo-tagged photographs of the Poultry Unit and recommend to the concerned CDVO for release of remaining 60% of the eligible subsidy Knnexure-IV. ‘The back ended subsidy will be releasedin two phases i.e40% of the eligible subsidythrough DBT modeonly to the beneficiary just after construction of poultry shed and 60% of the eligible subsidy after induction of chicks in the unit with due asset verification by the inspection team. The CDVO concerned will submit a monthly report on the implementation of the scheme to the Directorate of AH & VS, Odisha. The beneficiary list will be submitted by the CDVO to the Director AHVS which will be uploaded in the website of Directorate of AH&VS. Administrative Cost will be given to CDVOs to meet the expenditure incurred towards monitoring & supervision of the scheme. ‘The District wise indicative target of beneficiaries to be covered is shown atAinnexure - V.The Director AH & VS may revise the district wise target as per the demand and progress of implementation. The selected beneficiary to start the work at least within 2 months of issue of Go ahead letter. In case of failure to do so, a formal notice must be served to initiate the work within 18 days failing of which the go ahead issued will be cancelled and issued to an eligible beneficiary either new / in the waiting list approved by the DLC. ‘The applications of eligible and willing farmers who have already applied for establishing units under similar scheme in Go- Sugam for the year 2023-24 and are under wait list shall be considered for the financial year 2024-25 on priority. For the applications (for the year 2023-24) the concerned block and district officers are to contact with the beneficiaries and obtain his/her consent to establish the unit for the yr. 2024-25 so that application can be placed in the DLC for approval and issue of Go- ahead letter, ‘The target should not be a constraint for any district. The district officials can enhance it upto 25% of their allocated target taking into account the requirement & potentiality of the District. The letter bearing no 2620, dated 24.02.2023 issued from FARD Department may be referred for this purpose. The district officials are free to allocate Block targets according to the demand of different Blocks. b,* The beneficiary will be provided with 40% ofthe unit cost i.eRs72,000 as back ended subsidy per broiler unit. * Allprojects chall be Geo tagged with photographs and release of subsidy shall be made only after joint verification of the project by BLIT. * No additional manpower or Consultants shall be engaged for implementation of the scheme. This scheme shall be implemented with existing field staif, * Quality checking of chicks procured by the beneficiaries shall be ensured by concerned BVOs, database should be maintained in the Directorate website, ‘Training of the farmers i, Training will be organized at Block Head Quarter level or any other convenient place after final approval of the list. i. Procurement of Chicks ‘The beneficiary shall directly procurequalitychicks which will be properly monitored by the respective BVOs,Health Care Measures The BVO will provide all technical guidance to the beneficiaries for maintaining Proper veterinary health care and immunizationof the poulty birds, Monitoring and supervision * Regular supervision of the progress of the scheme will be done by the Directorate of AH & VS. The scheme will be reviewed by fortnightly the Directorate of AH & VS. * The district wise target will be fixed by the Directorate of AH & Vs in consultation with CDVOs. * The block wise target will be fixed by the concerned CDVOs. * Proper Documentation will be done by taking geo-tagged photographs of each broiler unit along with the beneficiary. * Regular monitoring will be done by the SDVO Concern along with ADVO LP under the direct supervision of the CDVO. * All data with regard to the scheme should be entered online on the Go- Sugamportalat Block and district level. * The monthly progress report will be submitted by the CDVO by 4" of every ‘month in the prescribed format to the DAH & VS for compilation.
