About this report
This report provides bi-annual data about the student visa and temporary graduate visa programs administered by the
Department of Home Affairs (the Department). The report has been produced to assist education providers,
representative bodies and policymakers.

Data is sourced from several Departmental visa processing and recording systems. Data can be dynamic and there can
be delays in transmission of information from the Department's global operations. Variations in figures between this
report and previous issues can occur. The current financial year should always be considered provisional.

For privacy reasons < 5 has been used where a number in a table is between 1 and 4. Further data about the
student visa program, including yearly student visa trends and comprehensive data on student visa grants by
sector and country from 2002-03 to the 2018-19 program year is available on the department's website at:

Definition of terms
Applicant type: Under the Migration Regulations 1994 (the Regulations), there are two types of
applicants. These are primary applicants and secondary applicants. These terms are
defined below.

If the table or graph heading includes the word 'primary', such as 'primary applications'
or 'primary visa holders', dependants (secondary applicants) are not included.
Citizenship country: The country of citizenship of the visa applicant or visa holder. Where a visa applicant or
visa holder has more than one citizenship country, either the citizenship of the travel
document or the citizenship nominated by the visa applicant is used.
Destination: Where a visa holder has moved from one type of visa to another. This most commonly
occurs where a temporary visa holder applies for a permanent visa. However, many
temporary visa holders go on to apply for a further temporary visa. The original visa is
determined by the last visa held prior to the destination visa being granted. Destination
visas include visas granted onshore and offshore.
Granted: Unless otherwise specified, the number of visas granted includes primary and review
grants.
In Australia: In this report, refers to the location of the client at the time the application was lodged.
An onshore applicant may already hold a visa of the same kind or may be applying for
another type of visa.
Last visa held: This refers to the last substantive visa held by a visa holder (that is, the last visa other
than a bridging visa) prior to a point in time. The last visa held may have expired or still
be in effect.
Lodged: Lodged is the count of paper applications receipted in a departmental office
or submitted electronically.
Outside Australia: In this report, refers to the location of the client at the time the application was lodged.
Primary applicant: The primary applicant is the person who must satisfy the primary criteria for the grant of
a visa under the Regulations. In this case, it would be the person proposing to study in
Australia.
Primary application: An application lodged by a primary applicant.
Primary grant: An outcome where a decision maker (which may include system generated decision
making) makes an assessment based on the initial visa application which results in a
visa being granted to an applicant.
Primary visa holder: A person who has had a primary application for a visa granted.
Secondary applicant: Secondary applicants must satisfy the secondary criteria for the grant of a visa under
the Regulations. In this case, a secondary applicant is generally a dependant of the
primary applicant.
Secondary application: A visa application lodged by a secondary applicant.
Secondary visa holder: A person who has had a secondary application for a visa granted.
Skilled Occupation List: The Medium and Long-term Strategic Skills List (MLTSSL) is a list of skilled
occupations that deliver high value skills needed by the Australian economy and aligns
with the national workforce development strategy. It applies to international students
who wish to apply for the Graduate Work stream under the Temporary Graduate
(subclass 485) visa. To apply for this stream, students must nominate an occupation
on the MLTSSL and graduate with skills and qualifications that closely relate to this
occupation.
Snapshot date: The snapshot date is a point in time at which a count is undertaken. In this report, the
number of visa holders in Australia at a point in time is used.
Visa applicant: Used to refer to clients applying for a visa. Unless otherwise specified, the term covers
both primary and secondary applicants.
Visa holders in Australia: The number of visa holders lawfully in Australia. This is not a count of all valid visas, as
a number of visa holders may be outside Australia on the snapshot date.

Background to the student visa program
International students must have a valid visa for the duration of their studies in Australia. Most international students
will need a student visa. However, visitor visas permit up to three months study and working holiday maker visas
permit up to four months study. Further information about these visa options is available at:

There are seven sectors in which a student visa holder may study:

1) English Language Intensive Course for Overseas Students (ELICOS) sector is for international students
undertaking a stand-alone English language course that leads to a certificate level award or non-formal
award.

2) Schools sector is designed for international students applying to study in Australia in a primary, junior
secondary or senior secondary school course or an approved secondary school exchange program.

3) Vocational Education and Training sector is designed for international students applying to study in Australia
and whose main course of study is a certificate, vocational education and training diploma, vocational
education and training advanced diploma, vocational graduate certificate or vocational graduate diploma.

4) Higher Education sector is designed for international students applying to study in Australia and whose main
course of study is a bachelor degree, associate degree, higher education diploma, higher education
advanced diploma, graduate certificate, graduate diploma or Masters by coursework.

5) Postgraduate Research sector is designed for international students who want to study a Master’s degree by
research or a Doctoral degree in Australia.

6) Non-Award sector is designed for international students who want to study non award foundation studies or
other full time courses not leading to an Australian award.

7) Foreign Affairs or Defence sector is designed for international students who are sponsored by the
Department of Foreign Affairs or Department of Defence to study a full-time course of any type
in Australia.

To be eligible for a student visa, applicants must be accepted for full time study in a course listed on the
Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS). Applicants must also meet
financial, health insurance, English language proficiency and health and character requirements.

There is no limit on the number of student visas issued each year. If applicants meet requirements, they will be granted
a student visa. Student visas are issued for the entire period of study in Australia. Visas are granted in alignment with
the period for which the applicant has Overseas Student Health Cover (OSHC).

There are two other visas related to the student visa program, the Student Guardian visa and the Temporary Graduate
(subclass 485) visa. The Student Guardian visa is for individuals who wish to accompany and care for minors studying in
Australia. The Temporary Graduate visa allows international students to live and work in Australia temporarily after they
have finished their studies.

Family members

Students can apply to have partners and dependant children under the age of eighteen accompany them to Australia.
These family members are known as secondary visa holders and are counted in student visa numbers. A parent or
guardian seeking to accompany an international student to Australia may be eligible for a Student Guardian visa.

Ability to work
From 1 July 2023, Student visas include a visa condition that, once the course has commenced, allows most students to
work for up to 48 hours per fortnight while their course is in session and for unlimited hours during course breaks. The
limitation imposed by this visa condition reflects the purpose of a student visa; that it is to allow entry to Australia in order
to study, not to work. Secondary visa holders are subject to a visa condition that limits them to 48 hours work per
fortnight at any time.

Higher degree by research students on a Postgraduate Research Sector visa may work unlimited hours once their
Masters or PhD course has commenced. Dependants of students studying a Masters or PhD research course have no
limitation on their work hours.

Simplified student visa framework (SSVF)


On 1 July 2016 the SSVF was implemented replacing both Streamlined Visa Processing arrangements and
the Assessment Level Framework. Key changes under the SSVF include:

 international students apply for a single Student visa (subclass 500) regardless of their chosen course of study
 student guardians apply for the new Student Guardian visa (subclass 590)
 a single immigration risk framework applies to all international students
 all student and student guardian visa applicants are required to lodge their visa application online
through ImmiAccount

Financial capacity requirement


Students and their families need to be aware of the costs involved in studying and living in Australia. In order to meet the
financial requirements for the grant of a student visa, applicants must be able to demonstrate that they have access to
sufficient funds to cover tuition fees, travel costs, educational costs for any accompanying school age children and living
costs for the full study period.

An updated financial capacity requirement came into effect from 1 October 2023. The update to the financial capacity
requirement reflects Consumer Price Index (CPI) increases since 2019 up to and including June 2023.

Genuine temporary entrant (GTE) requirement


The GTE requirement was introduced on 5 November 2011 to enhance the integrity of the student visa program.

The GTE requirement explicitly addresses whether the individual circumstances of an applicant indicate that their
intention is for a temporary stay in Australia.

Factors that the Department may consider as part of the GTE requirement are set out in a Ministerial Direction available
at http://www.homeaffairs.gov.au/StudyinginAustralia/Documents/direction-no-69.pdf and include:

 circumstances in the applicant’s home country;


 the applicant’s potential circumstances in Australia;
 the applicant’s immigration history;
 the value of the course to the applicant’s future; and/or
 any other matter relevant to the applicant’s intention to stay temporarily.

Overseas Student Health Cover (OSHC)

Overseas students must have health insurance for the duration of their stay in Australia. The OSHC assists international
students to meet the costs of medical and hospital care that they may need while in Australia.

Visa refusals
A decision to refuse a student visa application is made when a delegate of the Minister is not satisfied that the applicant
meets the legal criteria for grant of a visa. When refusing a visa application, the Department provides an applicant, or
their agent, with a written decision record that sets out the reason for the decision.

Background to the subclass 485 visa
The Temporary Graduate visa (TGV) provides international students the opportunity to live, study and work in Australia
temporarily after the completion of their studies in Australia. Further information is available at

The TGV has the following streams:

 Graduate Work stream - for international students who have recently graduated with qualifications from an
Australian institution that are relevant to specific occupations Australia needs. Applicants must have a
qualification relevant to an occupation on the Medium and Long-term Strategic Skills List and be assessed by
a relevant assessing authority as having skills suitable for their nominated occupation. Successful applicants
are granted a stay of up to 18 months.

 Post-Study Work stream - for international students who have recently graduated with a degree from an
Australian institution. This stream is only available to international students who applied for, and were granted,
their first student visa on or after 5 November 2011. Successful applicants are usually granted a stay of
between 2 to 4 years, depending on the qualification obtained.

 Second Post-Study Work stream - introduced in January 2021, for holders of TGV (first Post-Study Work
stream or Replacement stream) who graduated with a degree from an Australian institution located in a
regional area. Successful applicants are granted a stay of between 1 and 4 years. This is dependent on
location of the educational institution that led to the grant of the first TGV in the Post-Study Work stream and
the regional area resided during the first TGV in the Post-Study Work stream or Replacement stream.

 Replacement stream - for current and former TGV holders who lost time on their original visa due to COVID-
19 travel restrictions. The Replacement stream usually applies a stay between 18 months and 6 years.

Post-Study Work Extension

From 1 July 2023, Post-Study Work stream applicants with a select degree may be eligible for an extended 2 years on
their visa. This extension is only available to applicants eligible for the Post-Study Work, Second Post-Study Work and
Replacement streams.

Hong Kong and British National Overseas passport holders

Students who are Hong Kong (HK) Special Administrative Region (SAR) and/or British National (Overseas) (BNO)
passport holders, completing studies or qualifications in Australia, can apply for a TGV on the successful conclusion of
their studies or qualifications.

HK and BNO passport holders in the Graduate, Post-Study Work and Replacement streams may stay for 5 years. HK
and BNO passport holders in the Second Post-Study Work stream may stay up to an additional 2 years, dependent on
where they studied, lived and their degree.

Current and future TGV holders from HK may have a pathway to permanent residency.

Eligible visas
To be eligible for a TGV, graduates must have completed their studies in Australia while on an eligible student visa and
met the Australian Study Requirement (ASR) in the 6 months before they apply for this visa.

Australian study requirement
The ASR is defined as study in Australia in a course registered on the Commonwealth Register of Institutions and
Courses for Overseas Students (CRICOS) for a period of at least two academic years (92 weeks). The course should be
conducted in English and should be completed in no less than 16 calendar months.

From 25 November 2023, online study requirements returned to their pre-COVID state. Online study undertaken during
the COVID concession period (1 February 2020 to 25 November 2023 inclusive) continue to count towards the ASR.

Family members
Family members must meet health and character requirements and must provide evidence of their relationship to the
TGV applicant. Family members can apply to join the TGV holder in Australia after the TGV has been granted as a
subsequent entrant. Family members of applicants who hold a select degree and are applying for a 2 year extension
must first apply for and be granted a subsequent entrant Post-Study Work stream visa.

Ability to work and study

The TGV contains no requirement for graduates to work in specific areas or sectors linked to their qualification.
Graduates who work within a skilled occupation may be able to use this experience to eventually transition into Skill
stream visas. Dependants and secondary applicants are able to work and study on the TGV.
It is the responsibility of the TGV holder to seek their own employment if they are granted the visa. The
Australian Government is not responsible for arranging employment.

Upcoming priorities under the Migration Strategy

The Migration Strategy released on 11 December 2023 outlines the Government’s vision for getting migration working for
the nation and building a migration system that delivers for workers, businesses and all Australians. Under the Migration
Strategy, the Government is recalibrating student and graduate visa settings to support both the education sector and

More specific details on implementation of the proposed TGV changes, outlined in the Migration Strategy, including in
relation to HKSAR and BNO passport holders and the Australian Indian - Economic Cooperation and Trade Agreement
(AI-ECTA), will be communicated ahead of planned implementation of changes proposed in mid-2024.

Executive Summary
Key Points
 In the 2023-24 program year to 31 December 2023, there continued to be strong demand for a student visa.

 High levels of demand for a student visa and an increase in the number of applicants attempting to obtain a
student visa using fraudulent documentation or information and inappropriate use of the program to enter and/or
stay in Australia contributed to an increased number of refusals and longer processing times for some cohorts.

 In the six month period from 1 July 2023 to 31 December 2023:


o there were 282,302 student visa applications lodged - an increase of 14 per cent when compared with
the same period in 2022-23 (247,103 applications lodged).
o the Department granted 195,934 student visas - a decrease of 31 per cent when compared with the
same period in 2022-23 (283,940 visas granted).
o there were 76,639 Temporary Graduate visa (TGV) applications lodged - an increase of 45 per
cent when compared with the same period in 2022-23 (52,748 applications lodged).
o the Department granted 50,205 temporary graduate visas - a decrease of 52 per cent when compared
with the same period in 2022-23 (105,073 visas granted).

 In the three month period from 1 October 2023 to 31 December 2023:


o the overall student visa grant rate was 81.9 per cent - compared with 87.6 per cent during the same
period in 2022-23.
o the median processing time for all primary student visas granted was 15 calendar days - compared with
42 calendar days during the same period in 2022-23.

 On 31 December 2023:
o there were 71,281 student visa applications on hand - a 76 per cent increase when compared
with 31 December 2022 (40,528 applications on hand).
o there were 547,075 student visa holders in Australia - a 20 per cent increase when compared
with 31 December 2022 (456,970 visa holders in Australia).
o there were 22,904 TGV applications on hand - a 30 per cent increase when compared
with 31 December 2022 (17,610 applications on hand).
o there were 179,830 TGV holders in Australia - a 24 per cent increase when compared
with 31 December 2022 (144,694 visa holders in Australia).

 From 1 July 2023, student visa holders can work no more than 48 hours a fortnight while their course of study is
in session.

 An updated financial capacity requirement came into effect from 1 October 2023. The change represents an
increase of approximately 17 percent on previous figures, and reflects Consumer Price Index (CPI) increases
since 2019 up to and including June 2023.

 From 1 July 2023, the Graduate Work stream of the TGV returned to pre-COVID settings. Applicants need to
undertake a skills assessment and nominate an occupation off the Medium Long Term Strategic Skills List
(MLTSSL). The maximum duration of stay for applicants has reverted to 18 months from 24 months.

 From 25 November 2023, TGV applicants are required to be in Australia at time of lodgement (with the
exception of subsequent entrants and replacement stream). Applications are able to be granted onshore or
offshore.

 Study completed online can only count towards 25 per cent of the Australian Study Requirement (ASR);
however, online study undertaken, while holding a visa that allowed study during the COVID concession
period (1 February 2020 - 25 November 2023), will continue to count towards the ASR.

 The Australian Government is recalibrating student and temporary graduate visa settings to support both the
education sector and Australia’s migration needs, and create clearer pathways for students.

 On 11 December 2023, the Australian Government released the Migration Strategy. The Migration Strategy
draws on the key findings of the 2023 Review of the Migration System (the Parkinson Review) and reflects the
Government’s response to the Rapid Review into the Exploitation of Australias Visa System (the Nixon
Review).

 On 14 December 2023, a new Ministerial Direction was signed formalising the Australian Government’s
processing priorities for the student and student guardian visa programs. The new student visa processing
priorities apply to all visa applications lodged on or from 15 December 2023, as well as applications lodged prior
to this date that were yet to be finalised.

 Other student and TGV reforms to be implemented in 2024 include:


o replacing the Genuine Temporary Entrant (GTE) requirement with a new Genuine Student
(GS) requirement;
o raising the English language proficiency requirements for both a student visa and a TGV;
o aligning the duration of the TGV with the time required to identify those graduates with the skills
and capability to succeed on a permanent skilled visa;
o removing the extension of Post-Study Work rights;
o abolishing the TGV Replacement stream, a COVID-19 concession;
o renaming the main streams of the TGV to be more reflective of study requirements for applicants; and
o reducing the maximum eligible age for a TGV from 50 to 35 years (inclusive).

4 Processing times
The time required to process student visa applications
depends on many factors including the supporting evidence

50 per cent of primary student visa applications lodged in
Australia were decided within 64 calendar days and 50 per
cent of primary visa applications lodged outside Australia
were decided within 11 calendar days.

5 Applications on hand
On 31 December 2023, there were 71,281 primary student
visa applications on hand - compared to 40,528 applications
on hand on 31 December 2022. Of the total primary student
visa applications on hand, 31,612 applications were lodged
by applicants located in Australia and 39,669 applications
were lodged by applicants located outside Australia.

On 31 December 2023, there were 22,904 primary TGV


applications on hand - up from 17,610 on 31 December
2022.

6 Visa holders in Australia


On 31 December 2023, there were 547,075 student visa
holders in Australia. This is an increase of 20 per cent when
compared with 31 December 2022 (456,970 student visa
holders in Australia).

4 Processing times
This section contains information on 25, 50 and 75 percentile processing times for primary applications.

In general terms:

25 percentile means that 25 per cent of applications granted during the period were processed within
the number of days shown in the tables. Conversely, 75 per cent took longer than the number of days
shown. This measure gives an indication of how long it is taking to process the more straight-forward
student applications.

50 percentile more commonly known as the median, it means that 50 per cent of applications granted
during the period were processed within the number of days shown in the tables. Conversely, 50 per
cent took longer than the number of days shown. This measure gives an indication of how long it is
taking to process the typical student applications.

75 percentile means that 75 per cent of applications granted during the period were processed within
the number of days shown in the tables. Conversely, 25 per cent took longer than the number of days
shown. This measure gives an indication of how long it is taking to process the more complex student
