Subject: NOTIFICATION OF STANDARDMEDICINE LIST (SML) FOR BULK


PURCHASE ALONG WITH INDICATIVE QUANTITIES FOR
EMERGENCY, INPATIENT AND OPD OF PRIMARY AND
SECONDARY HEALTHCARE FACILITIES

Kindly refers to the subject cited above.


2 The Directorate General Health Services, Punjab, in consultation with all
stake holders including Medical Superintendents, Consultants, Senior Medical
Of cers, Medical Of cers, Pharmacy Managers, Technical experts of USAID Global
Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Pakistan
and procuring agencies of P&SHD has standardized the list of medicines along with
indicative quantities to be made available in Emergencies, Indoor Patient Department
(|PD) and Outdoor Patient Departments (OPD).
3. During the nalization of Essential Medicine List (EML), it was noticed
that procuring agencies are not following the rationale on procurement and there was
no uniformity in the bulk procurement of medicines rather reliance was merely put on
the local purchase of drugs. Moreover, all type of medicines were never available
within the health facility. Hence, a comprehensive working, through noti ed
committees, has been made to standardize the list of medicine along with indicative
quantities keeping in view the overall budgetary allocation, bed strengths, procurement
history (Bulk and Local Purchase), current stock position and cross feedback from the
procuring agencies.
4 The Department concurred the above proposal. The sole purpose of
issuance of such list is to ensure the availability of all medicines for all disease
categories, through bulk purchase mode at economical prices rather than local
purchase, in best interest of patients. Moreover, this will ensure uniformity, economy
of scale and transparency in procurement.
5 Following key considerations I guidelines must be followed:
• Individual entity/ Procuring Agency may increase/ decrease quantities of
individual item within 30 % range at their own level. But any increase
shall be adjusted in other less required item(s) by keeping in view of
overall budget.
For increase/ decrease in more than 30%, and addition l deletion of any
item is required in the standard medicine list for bulk purchase, matter

will be referred to committee headed by DGHS who shall approve or
reject the same within seven working days. It is advisable that such
arrangement may be made at the procurement planning stage. In case
of non-reply, the concerned procuring entity may approach 1033
Department helpline for early decision.
Overall orders shall be within allocated amount for the year and
corresponding prorata adjustment may be made equally to all items to
adjust the quantities as per available budget allocation.
• The procuring agency will hold fortnight meetings to review the
medicines utilization at facilities and will pass directions for equal
utilizations of same group of medicines at a time.
The items for dialysis ward, Dental, Blood Bank will be dealt separately
as per their respective budget allocations.

6. All the Procuring Agencies under Primary & Secondary Healthcare


Department are required to follow this standard list of medicines for bulk purchase
along with indicative quantities.
