ELECTRICAL SYSTEM
All testing and commissioning activities shall be carried out as per equipment
manufacturer’s recommendation and the requirements mentioned in this
specification. Accordingly, bidder shall prepare appropriate field quality plan
and submit for owner’s approval.
Bidder to also refer clause no. 4.0 for details of electrical work.
For further details bidder shall refer Key Single Line Diagram provided as
Annexure-1.
Bidder to prepare cable schedule earthing layouts. Necessary input will be
given by Owner. Touch up paint to be done by bidder.
2.1 The electrical installation work shall comply with the latest applicable
Standards, Regulations, Electricity Rules and Safety Codes of the locality

2.2 In case of conflict between the standards and this specification, the most
stringent condition shall govern. Bidder to also refer codes and standards
mentioned in section D2.1 of this specification.
3.2 The BIDDER shall furnish all tools & plants, welding equipment, rigging
materials, scaffolding, platforms, ladders, testing equipment, test connections,
and kits etc. required for complete installation, testing and commissioning of
the items included in the scope of work.
3.3 The OTHER supplier and Owner engages engineers to supervise the
installation, testing and commissioning of their equipment. The BIDDER shall
extend full co-operation to these engineers and carry out the works as per their
instructions. The BIDDER's work shall include minor rewiring/modifications as
may be necessitated during commissioning. Providing such assistance shall be
deemed to be included in the BIDDER's basic scope. Whenever required the
BIDDER shall include loaning of skilled and unskilled personnel for work by
OWNER/other agencies, on Manhour/Man day rates, for normal and overtime
work to meet the project schedule.
3.6 The work shall be carried out strictly as per the instructions and layout
drawings of the OWNER/OWNER’s ENGINEER/SUPPLIER/
MANUFACTURER. In case of any doubt/misunderstanding as to correct
interpretation of the drawings or instructions, necessary clarifications shall be
obtained from the OWNER/OWNER’S ENGINEER. The BIDDER shall be held
responsible for any damage to the equipment consequent to not following the
SUPPLIER’s/MANUFACTURER's instructions correctly. All necessary

3.7 The BIDDER shall be responsible if any installation materials are lost or
damaged during installation. All damages and thefts of equipment/component
parts, after take over by the BIDDER, till the installation is taken over by
OWNER shall be made good by the BIDDER.
3.8 The BIDDER shall have a separate cleaning gang to clean all equipment under
erection and as well as the work area and the project site at regular intervals to
the satisfaction of the OWNER/OWNER’S ENGINEER. In case the cleaning is
not to the OWNER'S satisfaction, he will have the right to carry out the cleaning
operations and any expenditure incurred by the OWNER in this regard will be
to the BIDDER's account.
3.9 In order to avoid hazards to personnel moving around the equipment such as
switch gear etc., which is kept charged after installation, before commissioning,
such equipment shall be suitably cordoned off to avoid accidental operation of
the equipment.
3.10 The BIDDER shall carry out touch-up painting on any equipment indicated by
the OWNER/OWNER’S ENGINEER, if the finish paint on the equipment is
soiled or marred during installation handling. The paint will be supplied by the
OWNER.
3.11 The BIDDER shall also include the following in his scope:
3.11.2 Chipping and punching holes/openings in concrete floors/walls and brick walls
and finishing them good and providing channels and embedment wherever
required. Fabrication and installation of chequered plates to close floor
openings left around switch gears/panels etc.
3.12 The BIDDER shall ensure workmanship of good quality and shall assign
qualified supervisors/engineers and competent labours who are skilled, careful
and experienced in carrying out similar works. The OWNER/OWNER’S
ENGINEER shall reserve the right to reject non-competent persons employed
by the BIDDER, if the workmanship is not of good order.

3.15 Special tools and tackles required for installation, operation and maintenance
of electrical equipment.
3.16 Bidder shall supply and installation of Fire break and fire sealing for the cabling
system.
3.17 Tools, Tackles and handling devices required for erection, testing, commissioning
shall be carried by the bidder.
3.18 All statutory clearances as required for electrical system during erection stages
from the statutory authorities concerned in the locality where the plant is being
setup.
4.2 415V AC motors and 220 V DC motors covered under this package as per
system requirement.
4.4 NSPBD
4.5 Variable Frequency Drive panels / control transformers (as required) with all its
associated accessories as per process requirement.
4.6 Sub-Distribution boards for deriving and distributing power supply as required
for the system.
4.8 Local Panels, local push button stations and Local Junction boxes.

devices supplied by other vendor.
4.10 Adopter boxes / panels where the equipment terminal is not suitable to
terminate the cables.

4.12 Fire Detection & Alarm system and Communication system based on inputs
and guidance from respective package supplier.
4.13 Electrical system related miscellaneous items like Marshalling and Adaptor
boxes, Three phase Welding receptacles, Rubber mats, Danger boards, First

aid charts, First aid boxes, Electrical Hand gloves to operate MV and LV
Equipment, gas masks, earthing equipment/trollies, welding equipment, site
testing equipment etc.
4.14 HT Power, LT power, control, instrumentation and any special cables related to
supplied equipment.
4.15 Cable trays and accessories as required. Complete cable carrier system along
with its supports for the cables under bidder scope. Supply, fabrication and
installation cable support including insert plate under bidder scope.
4.16 Above and below ground Earthing system and Lightning protection system
4.19 DG set
4.21 220V DC system including 1 x 100% battery bank and battery chargers, Main
DCDB and Sub DCDB panels.
4.22 Distribution Boards for AC and DC power supply like ACDB, Ventilation DB as
required.

controlled voltage supply including 2 x 100% battery bank, and 230V UPS
ACDB for Instrumentation & Electrical system.

completion of WLFGD system.

1.1 Equipment shall be installed in a neat workmanlike manner with proper care
during handling to avoid any distortion or damages to delicate instruments.
1.2 Foundation work for all equipment will be carried out by the bidder. Base
frames for switch gear/MCC/control panel shall be fabricated and installed by
the BIDDER.
1.3 All electrical panels, equipment, cable trays, earthing & lightning protection
system, etc shall be installed based on Owner's approved layout & GA
drawings of other package suppliers.
Separate cable trays/tiers shall be provided for different voltage grade cable
viz., 11 kV power, 415V/240V power, control cables and instrumentation
cables
Cable trays shall be supported at every 1000 mm interval.
All outdoor cable trays shall be erected in vertical plane. Vertical trays
(raceways) and all outdoor cable trays shall be provided with removable 16
gauge galvanised MS sheet covers.
Cable trays shall be installed as per the approved cable tray/ raceway layout
of the respective area.
These include construction of cable trenches, cable tunnels, duct banks etc.
The BIDDER shall provide the embedment plates by using anchor fasteners.
Civil works such as making holes/grooves in floor slab/wall and patching up in
an approved manner any holes made in the walls/floors by the BIDDER,
embedment of short lengths of conduits, plates in floors, walls etc. shall be

deemed to be included in the scope of BIDDER. The Bidder shall work in co-
ordination with the other contractor of mechanical, I&C, Civil, HVAC etc at site.
1.6.2 Any change in routes of cables which are required to be made to suit site
conditions shall be carried out by the BIDDER in consultation with the
OWNER’s ENGINEER / OWNER and after his approval. All such changes
shall be incorporated by the Bidder in the relevant project drawings and in
cable schedules for which the OWNER / Owner’s Engineer will furnish soft
copies of original drawings. The bidder shall take Plots / Prints as the case
may be after incorporating all changes carried out at site and forward the
same along with soft copy to OWNER / Owner’s Engineer for further action
1.6.3 All thefts and damage of cables or equipment to which cables are to be
connected, till the installation is handed over to the OWNER, shall be made
good by the BIDDER
1.6.5 It shall be the BIDDER’s scope for storing all short lengths of cables and
arranging for reconciliation billing. All such lengths which can be effectively
reused and cable lengths not used shall be collected and returned to the
OWNER’s stores.
1.6.6 Standard cable grips and reels shall be utilised for cable pulling. In using
woven basket type grips on lead sheathed cable, care shall be taken to avoid
damage to the cable and seal, which shall be made up and maintained during
cable installation. If unduly difficult pulling occurs, the BIDDER shall check
pull required and suspend further pulling until further procedure has been
approved by the OWNER’s ENGINEER/OWNER. Maximum pull tension shall
not exceed recommended value for the cable measured by dynamometer. In
general any lubricant that does not injure the overall covering and does not set
up undesirable conditions of electrostatic stress or electrostatic charge may be
used in pulling insulated cables in conduits and ducts. In particular, soap shall
not be used as lubricant. For cables over 1100V volts and having non-metallic

jackets without adequate static shielding, the lubricant should not include
hygroscopic greases that will leave a conducting film on the surface of the
cable.
After pulling cable, the BIDDER shall record cable identification and data
pulled, neatly with water-proof ink on linen tags at all cable ends. This is in
addition to the cable identification tags to be tied by GI wire at each end of the
cable as shown in standard drawing enclosed in notes and details.
1.6.7 Cable take-off from drums shall be so planned as to avoid using joints and
splices in the run of the cable. Cable splices will be made only after obtaining
permission of the ENGINEER. Splices where permitted, shall be made in a
neat workman like and approved manner by specialists in this class of work,
attention being paid to higher voltage splices and splices involving armour or
lead sheath construction. Splices shall be made by the BIDDER for each type
of cable in accordance with the instructions issued by the cable SUPPLIER
and the ENGINEER. Before splicing, insulated cables shall have conductor
insulation stepped and bound or pencilled for recommended distance back
from splices to provide a long leakage path. After splicing, insulation equal to
that of the spliced conductors shall be applied at each splice. In baring
conductors for splices, care shall be taken to avoid kinking of strands.
1.6.8 Cables shall always be protected from mechanical injury and from absorption
of moisture at unprotected ends. Damaged cables shall be replaced at the
BIDDER’s expense.
1.6.9 Sharp bending and kinking of cables shall be avoided. The bending radii for
various types of cables shall not be less than those specified in cable
installation notes. If shorter radius appears necessary, no bend shall be made
until clearance and instructions are obtained from the OWNER’s
ENGINEER/OWNER.
1.6.10 Where cables cross roads/railway tracks and water/oil/gas/sewage pipes, they
shall be run in hume/steel pipes. The depth of burial of the pipes shall be as
indicated on project drawings; however, it shall not be less than 600mm.
1.6.11 When power cables are laid in the proximity of communication cables,
minimum separation between power and communication cables shall be not
less than 460mm for single-core cables and 300mm for multi-core cables.
Power and communication cables shall, as far as possible, cross at right
angles to each other.
1.6.12 The end portions of directly buried cables shall be protected as indicated in
the relevant enclosed typical drawings, by bringing out the cables from earth
at the entry/exit points in conduits/pipes.
1.6.13 Cable on cable racks, in cable trays and upon emerging from conduits shall be
formed to avoid bearing against edges of trays, racks, conduits or their
supports upon entering or leaving trays, racks or conduits. Cables in
horizontal runs in trays shall be tied by 3mm nylon cord to the cable trays.

1.6.14 Cables shall be clamped along walls, ceilings, columns, structures etc. on
emerging out from trenches, trays, embedded conduits etc. before they are
connected at equipment terminals/enter into junction boxes etc.
1.6.15 The BIDDER shall make connections to small electrically operated devices on
equipment installed as accessories to, or assembled with other equipment and
requiring two-wire or three-wire connections. Connections to recording
instruments, float switches, limit switches, pressure switches, thermocouples,
thermostats and other miscellaneous equipment shall be done as per the
SUPPLIER’s/ENGINEERS’s drawings and schedules.
1.6.16 The BIDDER shall be responsible for correct phasing of the motor power
connections and shall interchange connections at the motor terminal box, if
necessary after each motor is test run.
1.6.17 At terminal point where the conductor and cable insulation will be terminated,
terminations shall be made in a neat, workmanlike and approved manner by
men specialised in this class of work. Terminations shall be made by the
BIDDER for each type of wire or cable in accordance with instructions issued
by cable SUPPLIER and the OWNER’s ENGINEER. The BIDDER shall have
on hand at the job site the SUPPLIER’s drawings on high voltage cable
terminations. Terminations shall be made using compression type lugs. Main
runs of power and control cables shall consist of PVC/XLPE insulated
armoured or unarmoured cables. Terminations of such cables will generally
occur in terminal boxes where splices may be required, using a special
compression or clamp type termination, beyond which PVC insulated

conductor, will continue to the terminals of the control device. Terminal boxes
in which splices occur may require filling with compound after completion of
splices.
1.6.19 When control cable cores are to be fanned out and cabled together with cord,
the BIDDER shall make connections to terminal blocks, and test equipment for
proper operation with some extra length of cables before cables are corded
together. If there is any doubt as to proper connection, the BIDDER shall
make temporary connection to another terminal without splicing cable.
Splices will not be accepted, and any cable cut out short shall be replaced and
installed, at the BIDDER’s expense. After correct connections are established
through operating equipment, cables shall be cut to correct lengths, connected
to terminals in the specified manner and corded together where necessary to
hold cables in place in workman like manner.
1.6.20 Jointing of cables shall be carried out in accordance with the other Supplier’s
special instructions. Hardware like clips, clamps and tools required for cable
jointing work shall be supplied by the BIDDER. Cables shall be firmly clamped
on either sides of a straight through joint at not more than 300mm away from
the joints. Identification tags shall be provided at each joint and at all cables.
Single core cable joints shall be marked so that phase identity at each joint
can be determined easily. The joints shall be located at the most suitable
places. There shall be sufficient overlap of cables to allow for the removal of
cable ends which may have been damaged.
Joint pits shall be sufficiently spaced to allow the jointers to work with as much
freedom as possible. When two or more cables are laid together, joints shall
be arranged to be staggered by about three meters.
Cable seals shall be examined to ascertain if they are intact and also that
cable ends are not damaged. If the seals are found to be broken or lead
sheath punctured, the cable ends shall not be jointed until after due
examination and testing by the OWNER/OWNER’s ENGINEER. Before
jointing is commenced, insulation resistance of both sections of cables to be
jointed shall be checked to be satisfactory by megger and insulation values
recorded.
1.6.21 Special tools, clips and saddles, locknut, etc, required for the connection and
termination of mineral insulated cables shall be supplied by the BIDDER.
During installation, connection and termination of mineral insulated cables,
care shall be exercised to ensure that aluminium sheath is not damaged. The
cable shall be bent using special bending tools approved by the

1.6.22 Metal sheath and armour of the cable shall be bonded to the earthing system
of the station. Bond shall be of atleast 70sqmm copper conductor unless
otherwise specified.
1.6.23 All new cables shall be megger tested before jointing. After jointing is
completed all L.V. cables shall be megger-tested and H.V. cables (3.3kv and
above) Hi-pot tested before commissioning. The test voltage for Hi-pot testing
shall be as per the relevant cable standards.1100/650 Volt grade cables shall
be tested using 1000 volt Megger.
The BIDDER shall arrange necessary testing kit and instruments required for
field testing.
1.7.1 Cable drums shall be handled and stored in an approved manner on hard and
well drained surface so that they may not sink. In no case shall the drum be
stored on the flat i.e., with flange horizontal. Rolling of drums shall be avoided
as far as possible. For short distances, the drums may be rolled provided they
are rolled slowly and in proper direction as marked on the drum. In absence
of any indication, the drums may be rolled in the same direction as it was
rolled during taking up the cables.
1.7.2 For unrolling the cable, the drum shall be mounted on jacks or on cable
wheels without bending and shall be rolled slowly so that cable should come
out over the drum and not below.
1.7.4 All possible care shall be taken during unrolling and laying to avoid damage
due to twist, kink or sharp bends.
1.7.5 Cable ends shall be kept sealed to prevent damage and ingress of moisture.
1.7.6 While laying cable, cable roller shall be used at an interval of 2000mm (2
metres). The cable shall be pushed over the roller by a gang of people

positioned in between rollers. Cables shall not be pulled from the end without
having intermediate pushing arrangements.
(a) The BIDDER shall install test and commission power and control
cables and any other cables which will be furnished by the OWNER.
Cables, Cable glands and lugs will be provided by owner/other supplier
at site. Cable trays, cable ducts, embedded conduits, trenches etc will
be made available by the other contractor/supplier to the extent
possible. However, all the necessary accessories like cleats, clamps,
saddles, trefoil clamps, spacers, nylon chords for tying and cable
identification tags shall be arranged by bidder to complete the cable
installation.
(b) The cables shall be laid in built-up trenches, directly buried in ground,
on cable trays, vertical raceways, clamped on structures/walls/ceiling,
pulled through pipes and conduits etc. as shown in the typical/project
drawings. The scope of cable installation shall include laying, pulling
of cables, proper dressing of cables on cable trays, racks, vertical
raceways.
(c) The installation of buried cables shall also include work of excavation,
backfilling, etc. Required brick covers for medium and low voltage
cables, pre cast concrete covers for high voltage cables, route/joint
markers, sand shall be arranged by the bidder for directly buried
cables.
(d) The cable installation shall include additional clamping of the cables to
cable trays and cable supporting arms by means of cable ties / strips at
3 m intervals, in their horizontal run, after installation of cables.
Interval of clamping shall be 1.5 m for cable trays in vertical
disposition. Bidder shall arrange the required materials.
(a) All cables shall be connected at both ends.. The scope of work shall
include making the requisite holes in the gland plate, fixing the glands,
terminating the cables in the glands, mounting of core balance CT if
required, earthing the cable armour, crimping the cable lugs on each
core, neatly clamping the cables in cable alleys/wiring troughs and
connecting to the terminals as per the wiring diagrams and the cable

schedules. The cable and core identifying tags and core identifying
ferrules respectively shall be supplied and installed by the Bidder as a
part of cable termination work. Only required Cable glands and the
lugs will be furnished by the Owner.
(d) The equipment will be generally provided with undrilled gland plates for
cables / conduit entry. The BIDDER shall be responsible for punching,
drilling of gland plates, painting and touching up. Holes shall be made
by / drilling.
(e) Control and instrumentation cables / cable cores entering control panel
/ switchgear / MCC / miscellaneous panels shall be neatly run in PVC
channels/ trough or bunched, clamped and tied with cable ties to keep
them in position. Spare cores shall be similarly tagged / ferruled / cross
ferruled with a suffix letter “S” along with cable numbers and coiled up
after end sealing
(f) All cable entry points shall be sealed and made vermin and dust
protected. Unused openings shall be effectively sealed

(b) The BIDDER shall plan and cut the cables in such a way that joints are
avoided as far as possible and also the wastage of cable is limited to a
minimum.
(c) Joints shall not be permitted in control cables. However, in long runs of
power cables, joints shall be permitted at an accessible location which
shall be chosen in consultation with OWNER/OWNER’S ENGINEER
before work is taken up. A record of all joints giving cable number, type
of cable, type of joint, location and date of jointing shall be kept by the
BIDDER.
(d) The straight through jointing method and its application technique shall
be of thoroughly proven type. Jointing kits shall be supplied by owner,
(e) Wherever junction boxes are provided for cable joint of control cable,
the BIDDER shall indicate in as built drawing indicating location of
junction boxes and submit the same to OWNER/OWNER’S
ENGINEER.
(a) Each cable shall be tagged with numbers that appear in the cable
schedule. The tag shall be of aluminium with the number punched on it
and securely attached to the cable/conduit by not less than two turns of
20 SWG GI wire. Cable tags shall be of rectangular shape for power
cables and of circular shape for control cables. Cable tags shall be
provided on all cables at each end, on both sides of wall/floor
crossings, on each duct/conduit entry and at every ten (10) metres in
cable trench/tray racks.

(d) The cable tags and markers shall be arranged by the bidder.
(a) The BIDDER shall maintain a detailed account of all material received
including the power and control cables entrusted to him. Full records
shall be maintained and updated weekly regarding the use of the
material in his custody, and these shall be available to the OWNER for
inspection.
(b) All scrap produced by the BIDDER shall be removed daily from the
plant area to OWNER’s waste dump, and the work site shall be kept
reasonably clean. The cut lengths of cables, pipes etc. which are to be
used later for material accounting shall be removed to BIDDER’s
stores.
1.10.1 The BIDDER shall install all conduits/pipes required for the cabling work as
per project drawings/notes.
1.10.2 Conduits/pipes shall be, laid along the walls/structural members, along floors
and ceilings. Conduit and pipe sleeves which are required to be embedded in
walls, roof slabs, floors, etc. to be furnished by the BIDDER for cabling work at
site. However, in places where such pipe sleeves have not been provided by
the OWNER, the BIDDER shall install conduit/pipe sleeves in place wherever
necessary by breaking walls/floors as required by the ENGINEER to
OWNER's satisfaction. All conduits/pipes shall have their ends closed by caps
until cables are pulled.
1.10.3 Water-proof sealing shall be done for all outdoor to indoor conduit/pipe inserts
by means of bell mouth termination pieces and bitumen based cold set water-
proof compound. Fire-proof sealing shall be done for pipe inserts in floor
slabs, in walls of pressurised rooms and hazardous area, wherever indicated
in project drawings. The water-proof/fire-proof sealing of pipe inserts shall be
as per the typical drawings.
1.10.5 Each conduit run shall be marked with its designation as indicated on the
drawings. Identification shall be by means of painting so located that each run

1.10.6 The BIDDER shall have at site dies for threading pipe of conduit of diameters
and threads corresponding to the standards of the countries furnishing the
equipment. He shall thread or cut off and rethread pipe/conduit and shall
install adapters or reducers when required to connect sections conforming to
different standards or specifications. He shall ream out threads and weld
conduit to join the system together, if necessary. When cutting a conduit, it
shall be firmly held in a vice or by other suitable means and shall be cut
square, preferably using cold-cut-off saw, power hacksaw or other approved
tool for cutting conduit, without leaving larger inside burrs or otherwise leaving
damaged ends. Cut ends shall be reamed and all burrs and sharp edges
removed. Ends requiring threading shall have field-run threads cut clean and
true with sharp, unworn dies to conform with pipe thread standards for thread
dimensions, length of thread, depth of thread and taper. All field threaded
ends of metallic conduits/pipes shall be reamed after threading and zinc rich
cold galvanising.

The fabrication and installation of supports and the clamping or fastening of
conduits to racks and supports shall be included in the scope of work of the
BIDDER. Drilled and tapped holes for screw fastening for conduits on
galvanised or painted steel shall be touched up with red lead and same
finishing paint before making up the connections.
1.10.9 Where and if thin wall conduit is specifically permitted, conduit system shall be
made up in a neat manner, using compression type fittings, which do not
require threading of the tubing. Fittings shall be made up with full thread
engagement between nuts and expansion sleeves and where thin wall
conduits enter boxes, shoulder of fittings shall bear tightly against box with
locknut inside drawn up tightly. If difficulty in attaining clamping action from
both inside and outside of entry hole is encountered in bringing shoulder of
fittings to bear, locknuts shall be used on the fitting both inside and outside of
the box at the entry hole. All joints shall have structural rigidity and low
electrical resistance across joints.
1.10.10 All fittings on conduit systems having threads connections shall be made tight,
with full thread engagement and with a minimum of wrench work in order to
avoid wrench cuts. Joints shall provide structural rigidity and low electrical
resistance to ground across the joints in metallic conduit runs. Metallic conduit
runs into metal boxes without threaded hubs shall have two (2) locknuts and a
bushing for connections unless otherwise shown on the drawings. All open
conduit ends shall have bell mouths with water-proof/fire-proof sealing, unless
other terminations are required. Threaded joints shall be made up by turning,
if possible, from a point where a bend in the conduit occurs, or by using the
offset in the conduit. All threads in steel conduit shall be cleaned and well
painted with zinc rich paint or approve equivalent protective coating on steel
conduit not to be embedded in concrete shall be smoothened and cleaned,
after which they shall be touched up as specified by the ENGINEER. Slip
joints other than approved expansion fittings shall not be used.
1.10.11 All conduit terminations shall be located as shown on the drawings, where
dimensioned. Accuracy of location shall be within 6mm of the drawing
dimensions except where greater accuracy may be required to avoid
interference, to allow proper spacing and clearance for fitting or to permit
proper insertion into terminating device.
1.10.12 A reasonable number of long radius bends and standard conduit elbows
40mm and over in normal conduit diameter may be furnished for use in
permissible locations in the installation. All other bends in metallic conduits
shall be field-bent. Long radius bends may be used in steel conduit runs to be
embedded in concrete and standard radius bends may be used for turning out
of thin slabs. Long radius bends and standard elbows under conditions
requiring the same, may also be used in fabricating long runs of exposed steel

conduit. Bends in embedded steel conduit runs and all bends in exposed runs
where two or more conduits run parallel shall be field bent to suitable radius to
produce a neat appearance. All field- bends required in conduit runs shall
have uniform long radius sweeps bent on a suitable power bender or with
other approved bending tools. The radius of any conduit bend measured from
the centre of bend to the nearest external surface of the conduit shall be not
less than 12 times the nominal diameter of conduit. Where a shorter radius
becomes necessary, it may be reduced upon approval of the ENGINEER.
1.10.13 Bends shall be free from cracks, crimps or other damage to the pipe or its
coating and shall not have the pipe section unduly flattened. Bends having a
minimum inside diameter ten (10) percent less than the true diameter of the
conduit or a cross sectional area five (5) percent less than the true c/s area
shall be rejected.
1.10.15 For underground runs, depths required for major runs of conduits and ducts
shall be determined by uniform pitch shown in drawings towards given
elevations of ends of conduits and ducts and hand-holes. Where no such
elevations are given for individual conduits, either in banks or run singly, the
standards regarding depth established for these conduits and ducts for which
elevations are shown shall be maintained.
1.10.17 Where embedded conduits leave masonry, whether for permanent termination
or for temporary termination for subsequent continuation, they shall have a
minimum threaded projection of 50mm beyond the ultimate finished surface of
masonry, unless otherwise indicated on the drawing. The BIDDER shall be
responsible for determining the position of such finished surfaces, recognising
the fact that finished courses, curbs etc. may be incorporated in the structural
designs, and will be placed subsequent to the masonry work in progress or
completed at the time conduits to be embedded are placed. This required
projection beyond ultimate finished surfaces of masonry shall not apply in

special cases such as where a bend emerging from the concrete would be
complete or where the drawings or scope of the work clearly require that the
exposed portion of the conduit is to be carried to a particular point.
1.10.18 Where embedded conduits turn upwards from a slab or sill, the termination
dimensions shown on the drawings, if any, shall be taken to represent the
position of the straight extension of the conduit external to and immediately
following the bend. At least one half the arc length of the bend shall be
embedded.
1.10.19 Where conduits are stubbed out of masonry for future extension outside the
structure, they shall be specially protected against corrosion and shall be
terminated with a coupling and end cap, the threads well coated with zinc rich
paint and the entire end consisting of cap coupling and conduit shall be
painted as per the instructions of the ENGINEER/OWNER.
1.10.20 Conduits extending out of floors, walls, ceilings etc. and which are exposed to
possible damage shall be boxed in or otherwise protected after installation.
1.10.21 In installing asbestos pipe or other fibre conduit, no cracked pieces shall be
used and sections cracked or broken during or after placement shall be
replaced. As specified above, ends of all conduits shall be clean. Exposed
ends of runs, such as at hand-holes, shall have bell mouths installed to
present rounded edges and ends of run for which bell mouths cannot be
installed shall have round edges. Sealing compound or Asbestos cement
shall be used on all joints whether or not the conduit is encased in concrete.
The sealing compound or asbestos cement shall be applied in accordance
with the MANUFACTURER’s recommendation.

All floor openings for vertical cable trays/raceways shall be sealed by fire-proof
compound. The scope of work shall include supply, preparing and laying of the
compound.
2 EARTHING SYSTEM
2.1 Earthing system shall be provided for the entire plant (FGD). This shall be
complete with earth grids and electrodes including those buried in soil in the
plant area, embedded in concrete inside the buildings and all the above
ground earth conductors for all the equipment & systems of the plant.
Earthing system shall consist of earth grids and electrodes buried in soil in
the plant area, embedded in concrete inside the buildings to which all the
electrical equipment, metallic structures are connected to have earth
continuity for safety reasons.
The earthing system shall conform to IS 3043, IEEE 80.
treated earth pits, electrode shall be provided as per IS 3043. Bidder has
to provide chemical type earth pit. Necessary number (minimum two no.)
of treated earth pits shall be provided for LAs, and neutral earthing of
Power transformer and LV Service transformer.
d) Equipment Earthing Leads
The size of the earthing leads shall be decided based on the type of
equipment and structure to be earthed and shall be provided generally
as per IS-3043. Number of sizes shall be standardised to simplify
procurement.
e) Conductors for lightning protection system
The size of conductors for lightning protection system shall be decided
based on mechanical strength.
2.4 EARTHING SYSTEM LAYOUT
2.4.1 The earthing system installation shall generally comply with IS-3043, IEEE-80
and Indian Electricity Rules. Earthing system shall be designed in a manner
that provides a means to safely discharge lightning strokes to earth, reduce
step and touch potential to safe level and confine dangerous soil currents. The
BIDDER shall also submit the earthing layouts to electrical Inspector for his
approval. Necessary modification wherever required shall be carried out by
the bidder and to get approval from the Inspector at no extra cost to the
Owner. The earthing system shall be integrated with the existing earthing
system of the plant. Earthing layout to be prepared by Bidder after necessary
earth resistivity testing and calculation. New earthing grid to be connected with
existing grid at two points.
2.4.2 After installation, the resistance of the ground grid shall be tested in presence
of OWNER as per IE rules. If the resistance is observed to be not less than 1
ohm, the Bidder shall derive additional earth pits such that resistance is less
than 1 ohm. After the test, report shall be submitted to Electrical Inspector for
approval. The submission of Earthing layouts, drawings and obtaining final
clearances & approval from Electrical Inspectorate shall be within the scope of
the BIDDER.
2.4.3 Metallic frames of all equipments, supporting structures adjacent to current
carrying conductors, lightning protection system conductors and neutral points
of various systems shall be connected to a single earthing system. Two
earthing leads shall be used if rated voltage of equipment is above 250V. If
the rated voltage is 250V or below, one earth lead shall be provided. Metallic
structures adjacent to electrical equipment shall be earthed by one earthing
lead. Transformer NGR enclosures shall not be earthed intentionally or
otherwise. Suitable insulating arrangements shall be provided to prevent
earthing of these through mounting structure. Main earthing in Transformer

yard, FGD area, switchgear rooms, and other buildings shall be in form of
grids.
2.4.4 Earthing conductors in outdoor areas shall be installed at a minimum depth of
600 mm.
2.4.5 All cable trays in the plant buildings as well as inside the trenches shall be
connected to earth grid at an interval of about 10 m.
2.4.6 Neutral of the service transformers shall be connected to two nos. treated
pipe earth electrodes. Required Salt, Charcoal, sand for treated pit shall be
supplied by Bidder.
2.4.7 The main earthing grid in FGD area and earth grid in the rest of the power
plant area shall be suitably interconnected through test pits. It shall be
ensured that the grid resistance of each of these systems is less than one
ohm.
2.4.8 All fences shall be earthed.
2.4.9 The earthing system layout shall be provided to the contractor.

2.5.10 Connection between the equipment earth lead and the grid conductor shall
be welded. For rust protection, the welds shall be treated with zinc chromate
primer and coated with zinc rich paint.
2.5.11 The cable sheaths, screens armour shall be earthed at both ends for multi-
core cables. For single core cables the same shall be done at one end
(switchgear end) only.
2.5.12 All bimetallic connections shall be treated with suitable compound to prevent
moisture ingression.
2.5.13 The fences shall be grounded in the areas of high personnel movement and
where the fence crosses the ground grid. All fence gates shall be provided
with grounding jumper.
2.5.14 BIDDER shall demonstrate the effectiveness of Earthing system by
measurement of earth resistance, step and touch potential at different
locations.
3 LIGHTNING PROTECTION SYSTEM
Lightning protection complete with vertical air termination rods, horizontal roof
conductors, down comers, test links and pipe electrodes shall be provided for all
structures for which the safety norms dictate requirement as per relevant
standards shall be provided. Lightning protection shall conform to IEC 62305.
3.1 Lightning Protection System Layout shall be provided by Bidder.
3.1.1 The lightning system installation shall generally comply with IEC 62305 code of
practice for the protection of building and allied structure against lightning.
3.1.2 Each down conductor shall be connected to a rod electrode, which in turn shall
be connected to the station earthing system through test links.
3.1.3 The down conductors from the masts/peaks/shield wires shall be run along the
tower and connected to the test links mounted on the towers at 1000m from the
ground level. Conductors from the test links shall be connected to the rod/pipe
electrodes. Lightning design calculations shall be submitted to the OWNER for
approval along with their layouts.
3.2 LIGHTNING PROTECTION INSTALLATION PRACTICE
a) Conductors of lightning protection system shall not be connected with
conductors of safety earthing system above ground level.
b) The down conductors shall be welded to steel structures at regular
interval or cleated to wall. Wherever welded, the weld locations shall be
treated to provide rust protection.
c) Each down conductor shall be provided with a test link at a height of
about 1000mm above ground level.

4 CABLING SYSTEM
4.1 CABLE LAYING
4.1.1 Cables will generally be laid on cable trays either in trenches, overhead
supported from building steel/structures, vertical raceways, clamped on
structures/walls/ceiling, pulled through pipes and conduits, concrete trenches
etc. (Direct buried cables is not acceptable) Cables shall run in concrete
trenches in those electrical rooms at ground level, which are without any
spreader room below.
4.1.2 In indoor pumps, mechanical equipment areas overhead cable trays shall
generally be used and local concrete trenches shall be used outdoor in
transformer yard.
4.1.3 For inter plant connections, the cables shall be routed through an
overhead cable bridge pipe cum cable bridge.
4.1.4 For underground crossing of railways, road etc. additional protection shall
be provided in form of hume pipe or concrete encased rigid steel
conduits (duct bank).
4.1.5 A.C. and D.C. circuit will not be run in same cable. Further, separately fused
circuit will run in separate cables.
4.2 CABLE TERMINATION & JOINTING KITS
4.2.1 Cable joints shall be avoided to the extent possible, only after approval from
OWNER. If joints are unavoidable due to circuit length, in excess of
permissible maximum drum length, they shall be heat shrinkable type, tapex
type or premoulded push on type having a short circuit with stand capacity of
40kA for 1 sec. for 6.6kV cables and 50kA for 1 sec. for 1100V grade cables
(fault currents shall be higher based on system study result).
Preferred working space between the cable support arms and the walls are
as follows.

4.3.3 Cable/Cable tray supports
Cable tray supports shall be fabricated from standard steel structures of
different sizes. The sizes selected shall be adequate for the weight of
cables/trays encountered. Vertical raceways shall be formed by either
structural members or slotted angles or by running the prefabricated trays
vertically. The steel members shall be hot dip galvanised.
4.3.4 CABLE TAGS & MARKERS
(a) Each cable shall be tagged with numbers that appear in the cable
schedule.

(b) Cable tags shall be provided on all cables at each and (just before
entering the equipment enclosure), on both sides of a wall or floor
crossings, on each duct/conduit entry, and at every ten (10) metres in
cable tray runs. Cable tags shall also be provided inside the
switchgear, motor control centres, control and relay panels, etc., cable
identification is also required where number of cables enter together a
gland plate.
4.4 CABLE INSTALLATION GUIDELINE
4.4.1 Cables to each circuit shall be laid in one continuous length. Cable jointing
shall be avoided. Jointing will be allowed only for the cases where the route
length is more than the maximum possible drum length.
4.4.2 Direct Buried installation of cables is not acceptable. Outdoor cables shall be
laid either in cable trays in trenches or on cable racks.
4.4.3 Where cables cross roads and water, oil, gas or sewage pipes, the cables
shall be laid in hume or steel pipes. For road crossings, the pipe for the cable
shall be buried at not less than 600 mm. Hume pipes shall be preferred to
steel pipes from the point of view of corrosion.
4.4.4 The cables shall be tied to tray rungs by means of 3 mm dia. nylon cord at an
interval of 5000 mm and also at bends.
4.4.5 Different voltage grade cables shall be laid in separate trays. When trays are
arranged in tiers, HV cables shall be laid in top trays and cables of
subsequent voltage grades in lower tiers of trays.
4.4.6 The HV power cables shall be laid in trays / on racks as follows.
i) In single layer only without exception.
ii) 3 core cables to be laid in touching formation.
iii) Single core cables to be laid in trefoil groups.
4.4.7 Single core power cables for 3 phase AC circuits laid in trays/racks/ trenches
in trefoil groups shall be held in trefoil clamps placed at an interval of 3 m.
The trefoil groups of cables shall be additionally tied by means of 3 mm dia.
nylon cord as follows.
i) At an interval of 1m when laid in cable trays/racks.
ii) At an interval of 750 mm when laid in trenches without cable trays.
4.4.8 All HT cables shall be laid in single layer. 1.1kV grade power cables of
120 mm² size and above shall normally be laid in single layer in trays/on
racks. Power cables below 120 mm² may be run in double layers, where
required, due to space restrictions. Single core cable shall be laid in the trefoil

formation with single dia (Highest size cable dia) spacing between the two
trefoils.
4.4.9 Control and instrumentation cables can be laid up to a maximum of three
layers in each tray/rack. Approximately 10% space on the cable trays shall be
provided for future.
4.4.10 The bending radii for various types of cables shall not be less than those
values specified by the cable manufacturer.
4.4.11 Wherever cables have to be laid to top of cooling tower and different
elevations of chimney, the cables shall be laid in conduits embedded in 50
mm thick concrete. The number of conduits shall be subject to Owner’s
approval considering different conduits for different phases / application.
4.4.12 Metallic sheaths, screens and armour of all multicore cables shall be earthed
at both equipment and switchgear end.
4.4.13 Sheath and armour of single core power cables shall be earthed at
switchgear end only. For long lengths of cables multiple earthing may have to
be adopted to safeguard against the presence of standing voltages under
normal as well as fault conditions.
4.4.14 Civil / structural works as required for the entire installation work also shall be
included in the scope of BIDDER.
4.5 CABLE CARRIER SYSTEM INSTALLATION PRACTICE
4.5.1 Minimum level difference between two tiers of horizontal cable trays in
building and trenches shall be 300 mm. In vertical race ways with multi-tiers
the tiers shall be located atleast with 400 mm intervals.
4.5.2 In trenches & tunnels the width of the cable tray shall be limited to 600 mm.
4.5.3 Separate cable trays/tiers shall be provided for different voltage grade cables
viz., 6.6KV power, 415V/240V power, control cables and instrumentation &
communication cables. Communication links wherever redundant shall be run
in different conduits and in separate trays.
4.5.4 Cable trays shall be supported at every 1500 mm interval.
4.5.5 Cable trays shall be welded to the mounting/carrier structures.
4.5.6 Each continuous laid out length of cable tray shall be earthed at minimum
two places by GS flats of minimum size 50mm x 6mm, the distance between
earthing points shall not exceed 10 metres.
4.5.7 At least 300mm clearance shall be maintained between the top tray and
beams, piping or other obstacles to facilitate installation of cables in the tray.
A working space of not less than 600mm shall be maintained on atleast on
one side of each tray.

4.5.8 When cables are taken in vertical raceways / trays and they pass from
one floor & other floor pipe sleeves in concrete shall be provided.
4.5.9 No cable trays shall be mounted near hot zones like hot flue gas duct, steam
pipe, etc.
4.5.10 Based on the voltage grade of the cable, separate cable trays shall be
provided to lay the cable.
5 LIGHTING SYSTEM
5.1 The scope of installation work shall include storing and unpacking of
materials, receipt of materials from Purchaser’s/other supplier’s store, fixing
of all items associated with lighting system, laying and fixing conduits,
wiring, termination, testing, commissioning and all other work items
necessary for completing the job. The supply of all mounting accessories,
hardware and consumable items like fixing saddles, spacer plates, junction
boxes and suspension conduits for the fixture fixing/suspension points,
connectors, jointing ferrules, all fixing brackets, screws and studs and
earthing wires shall be deemed to be included in the scope of installation
work.
5.2 Unless specifically noted otherwise, lighting panels, light control switches and
receptacles shall be installed at the following mounting heights from finished
floor/ground levels:
5.3 All lighting panels located indoor/outdoor shall be installed by the bidder on
walls/columns by fastening to suitably grouted studs of not less than 12 mm
diameter.
5.4 Lighting fixtures of appropriate types as per other supplier’s drawings shall be
installed by the bidder as per the typical mounting arrangement drawings
furnished to him.
5.5 In case of installation of a recessed mounting lighting fixture, the false ceiling
has to be marked as per the lighting fitting and the marked portion has to be cut
in order to accommodate the lighting fixture. The lighting fixture shall be
suspended till the required height (Till the grove created for the lighting fixture)
by using two steel wires which are anchored and fastened to the ceiling.
5.6 Suspensions in the form of conduits/chains/steel structural members etc., clamps
for installation of fixtures above false ceiling, fixing brackets or similar items

other supplier. Shades or reflectors of light points shall not be in contact with
structural members, pipe work etc.
5.11 Minimum size of rigid conduits used for wiring shall be 20 mm diameter in case
of exposed systems and 25 mm diameter in case of concealed/ embedded
systems.

6.12 The BIDDER may engage specialist engineers from the equipment
MANUFACTURERS to supervise the installation, testing and commissioning
of their equipment.
6.13 The BIDDER shall cooperate through the OWNER with other BIDDERS at
site, in all matters of common interest, so as not to obstruct operation of
others and to ensure the safety of all personnel and works at the site. In case
of any conflict OWNER decision will be final and binding.
6.14 The BIDDER shall be responsible for cleaning all equipment under erection,
storage, the work area and the project site at regular intervals to the
satisfaction of the OWNER. In case the cleaning is not to the OWNER’s
satisfaction, he will have the right to carry out the cleaning operations and
any expenditure incurred by the OWNER in this regard will be to the
BIDDER’s account.
6.15 Care shall be exercised in handling to avoid distortion to stationary structures,
the marring of finish or damaging of delicate instruments or other electrical
parts. Adjustment shall be made as necessary to the stationary structures for
plumb and level, for the sake of appearance or to avoid twisting of frames,
binding of hinged members etc.
6.16 The BIDDER shall move all equipment into the respective buildings through
the regular doors or floor/wall openings provided specifically for lifting/moving
the equipment. The BIDDER shall make his own arrangement for lifting of the
equipment. No part of the structure shall be utilised to lift or erect any
equipment without prior permission of the OWNER/ ENGINEER.
6.17 Foundation work for all switchgears, control panels/desks, neutral grounding
equipment, cable trenches etc. will be carried out by the Bidder.
6.18 BIDDER shall arrange for periodic inspection of the material/equipment in his
custody until taken over by OWNER. BIDDER shall also keep a check on the
deliveries/stored equipment/material covered under his scope of erection.
The BIDDER shall advise OWNER well in advance regarding possible hold-
up in his work due to expected delays in delivery of free issue of materials.
6.19 The BIDDER shall install, test and commission the equipment furnished by
the OWNER.
The BIDDER shall include the following in his scope:
6.19.1 Supply & installation of danger/warning plates, labels, insulation rubber
sheets/gloves, first aid chart & box, sand bucket, fire extinguishers etc.
6.19.2 Danger/warning plate having text written in English, Hindi and applicable
vernacular language shall be provided on all electrical equipment for voltages
415V and above. The boards shall have the skull and cross bones, danger
sign, together with the inscription, inscribed in white letters on red

supply through Lighting Transformer of suitable design to Emergency Power

incoming cables at both ends (shown in attached SLD) as well as other
cables for lighting system will be in Bidder’s scope.
b. Any other supply voltage, if required for the electrical system ,shall be
arranged by the Bidder through suitable means as necessary
The aviation warning lights are required to be provided at various levels. The
number of obstruction lights to be installed at specified level shall be such
that the obstruction is indicated from every angle in the azimuth. Fixtures on
each level shall be arranged at the same elevation and with equal radial
spacing around the chimney. The aviation warning lights shall be supplied
complete with all accessories and control unit.

The aviation warning lights shall be high power light emitting diodes (LED)
and to be installed on chimney shall be as follows:
Type Intensity Colour Character
The top most lights shall be placed between 3M to 5M below the top of
chimney and the rest at each platform level. The lights shall be spaced
equally with minimum four (4) numbers around the chimney.
The aviation warning lights shall be adequately secured to the chimney
against wind forces and shall be mounted so that they are accessible for
lamp replacement and cleaning.
The lighting system shall be energized through an adjustable timer (0-24 hrs).
The timer shall cause the control unit to energize and de-energize the
aviation lighting system automatically as per the preset time. In addition auto-
manual selection with manual ON-OFF facility of the lights shall be provided
in the control unit.
Temporary Aviation Warning Lights
The Bidder shall provide temporary aviation obstruction lights during
construction of the chimney. The lights shall be provided on the upper most
part of the chimney or the surrounding scaffolding as construction proceeds
upward. The supply circuits for these lights shall be furnished, installed and
maintained by the Bidder. The lights shall continue to exist till permanent
lights are commissioned.
8.9.3 INTERIOR AND EXTERIOR LIGHTS
Interior platforms and staircase shall be illuminated by industrial well glass
luminaries with LED fixtures. The number of fixtures shall be selected based
on an illumination level of 70 lux for the staircase and platform. Fixture and
control gear shall conform to degree of protection IP55 (min.).

At least two (2) fixtures on each platform level shall be fed from aviation
warning lighting board (emergency source). All staircase lights shall also be
fed from emergency system.
Necessary junction boxes with MCBs shall be provided on each platform to
control the platform and staircase lights.
One (1) 5/15A, 240V, single phase industrial, weatherproof type, suitable for
wall/ column mounting, 3-pin receptacle (third pin earthed) with suitable
interlock shall be provided on each internal and external platforms. At least
two 63A, 415V, three phase industrial, weatherproof type, 5-pin receptacles
shall be provided at the internal platforms.
Chimney Elevator Machine Room
Industrial fluorescent luminaries with 2X40W fluorescent lamps with reflector
shall be provided for Elevator machine room. The lux level shall be 100 lux.
Four (4) nos. of bulk head luminaries with 150 W HPSV lamp and wire guard
shall be provided in the elevator pit.
Lift landing shall be provided in all elevations in which aviation lamps will be
mounted.
Cage-ladder Landing Lighting
The normal and emergency lighting of the cage-ladder landings shall be done
with industrial well glass luminaries with LED lamp equivalent to 70W HPSV
lamps .
Platform Lighting
The normal and emergency lighting of the platforms at different levels shall
be done with industrial well glass LED luminaries.

SECTION D 2.3
The BIDDER shall carry out insulation resistance tests by meggers of following
rating.
The BIDDER shall carry out the tests as specified in Cable Installation Notes of
this specification.
The BIDDER shall ensure the continuity of all conductors and joints. Earth
continuity and earth resistance measurement tests shall be performed by the
BIDDER at places indicated by the OWNER.
The BIDDER shall furnish a detailed item wise list of all instruments and tools
along with quantity of each, necessary for checking, testing and commissioning
of equipment. Any special instruments required for testing & commissioning
shall be supplied by bidder. These shall include, but not limited to the following.

2.0 PAINTING
All surfaces to be painted shall be thoroughly cleaned for dust grease and
other impurities before application of paint. Cable tray support structures,
vertical raceways, mounting channels and brackets for local devices, etc. shall
be given one coat of zinc chromate primer followed by two coats of aluminium
alkyd paint.
All such paints and painting shall be part of the installation of the respective
items.
The BIDDER shall hand over and the OWNER shall take over the
works/equipment/systems covered under this contract only after they have
been completely installed, tested and commissioned in all respects by the
BIDDER to the entire satisfaction of the OWNER/OWNER’S ENGINEER and
after the said works/equipment/systems have been certified fit for commercial
operation.

iii) Measurement of full load current.
iv) Test running of the motors, checking the temperature rise and
identifying the hot spot etc.
4.3 MV Switchgear
The following minimum tests/ checks shall be conducted at site. Any other
tests/ checks as per the manufacturer’s recommendation shall also be
carried out.
a) General
i) HV test on complete switchboard with CT and breaker/ contactor in
position
ii) Check continuity and IR value of space heater
iii) Check earth continuity for the complete switchgear board
d) Relays
i) Insulation resistance between AC to DC terminals and between all
terminals and body
ii) Check minimum pick up voltage of DC coils
iii) Relay settings
The following minimum tests/ checks shall be conducted at site. Any other
tests/ checks as per the manufacturer’s recommendation shall also be
