The Human Rights Council

Noting with great concern the violation of the rights of migrants and asylum seekers around the globe,

Noting further article 14 of the Universal Declaration of Human Rights, “Everyone has right to seek
and to enjoy in other countries asylum from persecution”,

Recoganising migrants as people who move away from his or her place or usual residence, whether
within a country or across an international border temporarely or permanently and for a various of
reasons,

Emphasaizing that asylum seekers are people who have applied for refugee status but have not yet
recieved a decision,

Deeply concerned for provision of adequate humatraian rights as highlighted in 1951 convention, the
Right to Work in article 17 to 19, the Right of Housing in article 21, the Right to Education article 22,
the Right to Public Relief article 23, its 1967 protocol, and The Global Compact for migration
adopted by the UN in 2018,

Appreciating the article 6 of the constitution of Pakistan 1973, article 32 of the 1982 Chinese
constitution, and article 46 of the 2012 law that concerns asylum and treatment of refugees,

Regretting the violation of humanitarian rights of migrant and asylum seekers in host countries such
as Myanmar,

Fully alarmed at the problems faced by host countries such as economical, social, and security
prespectives, which has strained countries like Lebanon,

Expressing concern over the situation of displaced Syrian refugees, with keeping in mind the
violation of UN convention of Rights of the Child, article 9 which underlines the significance of
keeping families together,

Deeply disturbed by the atrocities faced by Rohingyan asylum seekers, such as expulsion from their
country of origin, on the basis culture and religion,

Recoganizing the efforts of multiple internation NGOs such as IMO, Amnesty international, WHO,
WFO, and UNHCR,

1. Recommends the framework MUA,


a. Moving the refugees and asylum seekers from the place of over population to areas with low
population and larger areas, with the help of developed countries,
b. UN blue helmets who will be responsible for any kind of conflict and agruement,
c. Aid for everyone who has moved from one place to another, with the help of UNHCR,
2. Approves Syrian aid Endeveor
a. Continued collaborative effort with international organizations, such as the United
Nations and the UNHCR, to address the refugee crisis, This includes seeking
financial aid and support from the international community to provide for refugees,

b. Engaging in diplomatic efforts with regional players, including Turkey and Iraq, can
help coordinate a more comprehensive approach to the crisis,

c. Humanitarian assistance to Syrian refugees , including shelter, food, healthcare, and


education through the aid of international NGOs and other organizations like
UNHCR, WFO and WHO,

d. Support diplomatic efforts to find a peaceful resolution to encourage refugees to


return home voluntarily on international platforms,

e. Ensuring the security of both the refugees and the host communities by working
unanimously on international platforms,

f. Developing a long-term strategy to address the ongoing needs of Syrian refugees with
a joint effort with Humanitarian NGOs,

g. Strengthening legal frameworks and policies related to refugees can help provide
them with better protection and access to essential services,

h. Encouraging investment by countries like China and economic development in


regions hosting large numbers of refugees can help alleviate the strain on resources,
3. Considers Restoration of rights of asylum seekers and migrants:
a. Strengthen international and domestic laws to protect the rights of migrants and
asylum seekers to ensure that they have access to fair asylum procedures and legal
representation working in collaboration with governmental organizations like
Ministry of foreign affairs,
b. Promote awareness campaigns to educate the public about the rights and
vulnerabilities of migrants and asylum seekers to reduce discrimination to allign with
International Conevention on elimination of all forms of Racial discrimination,
c. Ensure access to healthcare services, including mental health support, for migrants
and asylum seekers, especially vulnerable populations such as children and pregnant
women in collaboration with governmental organization like Ministry of Health and
Medical Education,
d. Implementation of integration programs that help migrants and refugees access
education, employment, and social services to become self-sufficient members of
society to address article 22 'The right to education' of 1951 Convention and Article
17-19 'The right to work',
e. Addressing the root causes of migration, such as conflict, violence, and poverty, to
reduce the need for people to flee their home countries and discussion on
international platforms like UNHRC
f. Provide humanitarian aid to countries hosting large numbers of refugees to help them
meet the basic needs of asylum seekers in collaboration with WFP,
g. Foster international cooperation through international platforms to share the
responsibility of hosting and assisting refugees and migrants, as well as information
sharing on trafficking and smuggling networks,
h. Encourage collaboration between governments, NGOs, and private sector entities to
create comprehensive solutions,
i. Establish independent monitoring mechanisms to track and report on human rights
abuses against migrants and asylum seekers,
j.
Educational provision to all including vocational training with programmes suggested
by governmental organizations like Ministry of Educational,
k. Resettlement programmes with governmental organizations and BAFIA,
l. Prioritizing the needs of vulnerable groups, including children, women, and the
elderly, in policies and assistance programs through collaborative work of local and
international NGO and governmental organizations,
4. Affirms the framework CHS
a. to hold a ceasefire under the United Nations Security Council, so that refugees can
have proper attention,
b. Humanitarian aid under UNHCR, which includes food, water, clothes, education and
shelter,
c. Support from UNHRC, to form a UN team to give the support needed,
5. Advices framework MPI for violation of refugees and asylum seekers,
a. M for Monitoring and Accountability:

i. Establishing mechanisms for monitoring and reporting on the treatment


of refugees and asylum seekers in Morocco,
b. P is for Public Awareness and Education:

i. will Conduct public awareness campaigns and educational initiatives to


promote understanding and empathy toward refugees and asylum seekers
among Moroccan citizens,
c. I is for International Cooperation:
i. Where we will Collaborate with international organizations, neighboring
countries, and NGOs to share the responsibility of hosting refugees and asylum
seekers and providing humanitarian assistance
6. Accepts the AHR, for Syrian refugee crises,
a. Advocacy: Advocate internationally for Rohingya support and representation,
b. Humanitarian Support: Provide aid and collaborate for effective relief,
c. Regional Collaboration: Cooperate regionally for a more impactful response,
7. Calls for the United States and certain European nations, provided military and financial
support to various opposition groups,
8. Authorizes C I S U
a. Current situation, discrimination, inadequate protection, countries facing significant
pressure from migrants and Asylum Seekers, persecution in Rakhine state, millions of
people displaced
b. International law, 1951 convention and it's 1967 protocol, global compact for
migrants adopted by UN in 2018, Article 7, 19 of ICCPR,
c. Solutions, diplomatic efforts to end conflict, robust humanitarian assistance, support
for host countries, safe resettlement options, anti discrimination measures, safe
migration pathways and international cooperation for support and assistance,
d. UN involvement in Syrian refugee crisis, one of the famous example , in response to
this catastrophe , the un mobilized resources through agencies like UNHRE,UNICEF,
the world food program providing lifesaving assistance . Following the public
backlash against the Trump administrations zero tolerance policy in 2018 , several US
businesses publicly denounced the policy and offered support to affected families,
9. Endorses the SCF

a. Strengthen International Cooperation:- Encourage countries to


collaborate on refugee and asylum policies, share responsibilities, and support
each other in managing refugee flows,
b. Comprehensive Legal Frameworks: Implement and uphold international
conventions and agreements, such as the 1951 Refugee Convention and its 1967
Protocol, to ensure the protection of asylum seekers' rights,
c. Fair and Efficient Asylum Procedures: Establish transparent, accessible, and
timely asylum procedures to ensure that asylum seekers have a fair chance to
present their claim,
10. Declares the framework SPH,
a. For security of the Rohingya Muslim minority which would be under the supervision
of UNSC,
b. Protection, from all the rebellion groups,
c. Complete human rights under the monitoring by UNHRC,
11. Affirms E, P, E
a. Enhancing International cooperation
b. The Bangladesh government shoulf continue to host anf protect the Rohingya
refugees until they safely and voluntarily return to Myanmar as China has provided
humanitarian aid ans gas proposed a three-phase plans to resolve the crisis, which involved a
ceasefire, dialogue and development
c. Protecting civilian and providing humanitarian aid
d. securing that all people in need of humanitarian assistance.
e. Ending the armed conflict
f. The Myanmar gingerbread should end its military operations against the rowing yacht people and
restore their rights. China also hosted several meetings and consultations among Myanmar and
Bangladesh
