4. Rationale
The State's policy is to protect its citizens, especially the youth, from
the detrimental effects of dangerous drugs on their physical and
mental health. The State must further improve the effectiveness of the
law, given that the Philippines is one of the nations in the South East
Asia-Pacific Region that is most affected by dangerous drugs. The
National Government through the Department of Education promotes
the National Drug Education Program (DepEd Memorandum no.200
s.2016, Strengthening the National Drug Education Program in
Schools). It is intended as a preventive education and information
program to counter the dangers and disastrous effects of drug abuse.
Additionally, the Department of Education, as a learning institution,
constantly works to have an environment that

In compliance with Section 43 of Article IV of R.A. No. 9165,

sometimes referred to as the "Comprehensive Dangerous Drugs Act
of 2002," the Department of Education affirms its backing for the
National Drug Education Program (NDEP). Also, in support to the
Department of Education’s DepEd Order No. 48, s. 2016 also known
as the “Policy and Guidelines on Comprehensive Tobacco Control,”
the School Anti-Drug Abuse Council (SADAC) and Barkada Kontra
Droga (BKD) will conduct a SYMPOSIUM ON ANTI-SMOKING
AND ANTI-ILLEGAL DRUG USE AND ABUSE on (date) at

5. Objectives a. To strengthen the campaign for a completely drug- and
smoke-free environment led by Barkada Kontra Droga
(BKD) and the School Anti-Drug Abuse Council
(SADAC);
 b. To improve students understanding of the risks
associated with drug and smoking use.

c. To harness the officers' and students' capabilities in

order to promote a lively and engaging learning
environment where pupils are aware of the harmful
consequences of drugs and smoking

d. To encourage more involvement from educators,

parents, and other stakeholders in the battle against illicit
substances that harm the body and brain; and

e. To introduce students to a wider perspective in the

leadership position in order to maximize their potential and
foster an active and engaged learning environment for the
benefit of the community and schools
