SMBC LEAGUE RULES AND REGULATIONS

1) The Officials will use the FIBA Rules in Officiating.


a. Timeouts:
i. One (1) timeout may be availed by each team per quarter from First to Third
Quarters, while in the final quarter, two (2) timeouts may be availed.
ii. The unused timeout during the first quarter may be carried over to the second
quarter only, while the unused timeout of the third quarter may be carried over
only until the last two-minutes of the fourth quarter.
b. Fouls:
i. Only 5 fouls may be committed by each player, including the team captain.
ii. TECHNICAL FOUL – 1 free throw shot plus ball possession if the ball is still on
hand (arrow system if the ball has already been released)
iii. UNSPORTSMAN FOUL – 2 free throw shots plus ball possession, and erring
players shall rest for 2 minutes.
iv. FIST AND FIGHTING – League disqualification of the offending players
c. Other rules not mentioned above shall be briefly explained during the opening
ceremony or prior to the start of the opening match.
2) LEAGUE RULES:
a. GAME PERIOD
i. For the First Half, each quarter (first and second quarter) shall be composed
of two (2) 6-Minute Periods or a total of twelve (12) minutes per Quarter.
ii. For the Second Half, each quarter shall only be composed of a 10-minute
period.
iii. First to Third Quarter shall be played on a running time (including the shooting
of free throw shots).
b. TEAM COMPOSITION:
i. Participating teams may have a maximum of eighteen (18) players
ii. Fifteen (15) players are required to complete the team (if less than 15 players
are present during the game, the opposing team who complied the above
number of players shall be granted two (2) free throw shots per lacking player
(to be done prior to the start of the third period).
iii. A minimum of eight (8) players each team shall be required in order not to
forfeit the game which number shall be required prior to the start of the
second quarter.
c. GRACE PERIOD:
i. Only fifteen (15) minutes grace period shall be given by the officials. Once the
team fails to comply with the required number of players, the opposing team
shall be declared Winner by Default.
d. GAME STOPPAGE:
i. If a game is stopped due to fortuitous event or force majeure (like power
failure, bad weather condition or other calamity) which renders the court
unplayable, the following shall apply:
1. If the match is stopped during the first and second quarter, the game
shall be reset to a new game with another playing date. The score will
be back to zero and the time will be reset.
2. If the game is stopped during the third, fourth, or overtime period, the
game will be resumed to another playing date adopting the score, the
number of personal and team fouls, the number of timeouts, and the
remaining time of the game when it was stopped.
e. TOURNAMENT FORMAT:
i. The league will adopt a Single Round Robin Series for the elimination round.
ii. After the elimination round, the Top 4 Teams will advance to the Semi-finals.
iii. The No. 1 team will meet the No.4 team for Semi-finals in a knock-out system.
Provided, that if the No.1 team has a perfect record, they will have a twice to
beat advantage.
iv. The No.2 team will meet the No.3 team in a knock-out system.
v. Winners between No.1 vs No.4 and No. 2 vs No.3 will advance for the
championship, while the losers will play for third place.
f. BARANGAYAN SET UP:
i. Each player must be able to play during the first and second quarter of the
game. Players who were not able to play during the first half (for any reason)
may not be allowed to play for the third or fourth quarter.
ii. Minimum of eight (8) players must be present prior to the start of the second
quarter to avoid losing by forfeiture.
iii. During the first and second quarters, the players who already played on first
or second 6-minute period may only play for the succeeding 6-minute period
when all the players have already played.
iv. If less than five (5) players remain for the second 6-minute period, the
opposing team will choose among the players who already played on who will
complete the second unit. (No bonus free throw)
g. UNIFORMS:
i. No Team/Player shall be allowed to play without wearing the proper uniform.
h. DISCIPLINE AND CONDUCT:
i. All players must, at all times, act as a true sportsman.
ii. Any player, coach or manager who commits any acts of violence or
unsportsman-like conduct shall be penalized with a suspension in the game
depending upon the gravity of the violation/situation (to be determined by the
game officials).
iii. Players who are under the influents of liquor or any prohibited substance are
not allowed to play.
i. BREAKING OF TIES:
i. In case of double tie, “WIN OVER OTHER” system shall be used to break the
tie.
ii. In case of triple tie or multiple ties, the goal average or quotient system shall
be used to break the tie.
