CAREER ASSESSMENT EXAMINATION (NCAE)
1. The Department of Education (DepEd), through the
Bureau of Education Assessment (BEA), with the
assistance of schools division offices (SDOs) and
secondary schools personnel, will administer the
National Career Assessment Examination (NCAE)
in School Year 2024-2025 within a five-day
testing window, two weeks after the opening of
classes pursuant to DepEd Order (DO) No. 55, s.
2016, titled Policy Guidelines on the National
Assessment of Student Learning for the K to 12
Basic Education Program.
GUIDELINES ON THE ADMINISTRATION OF THE NATIONAL
CAREER ASSESSMENT EXAMINATION (NCAE)
2. The NCAE shall be administered in two
consecutive days within the testing
window through a paper-based modality. It
will be administered to all Grade 10 learners
who are currently enrolled in public schools
and private schools with a government permit
or recognition.

3. The testing dates, within the testing window,


shall be determined by the SDOs in
coordination with the regional office (RO).

4. The NCAE is designed to provide guidance to


individual learners for their future educational
and career choices and to provide a basis for
profiling learners’ aptitude in the four Senior
High School (SHS) Tracks: Academic, Technical-
Vocational-Livelihood, Sports, and Arts and
Design. The results of the NCAE are utilized to
support the national framework on career
guidance and for entry assessment to the
specific SHS tracks/strands in all public and
private schools.

CAREER ASSESSMENT EXAMINATION (NCAE)
5. The NCAE assessment covers the following domains:
General Scholastic Aptitude (GSA), Academic Track, and
Occupational Interest Inventory (OII). The GSA covers
Reading Comprehension, Mathematical Ability, Verbal
Ability, Scientific Ability, and Logical Reasoning Ability.
The Aptitude for SHS Tracks contains: (a) Academic, which
includes Humanities and Social Sciences (HUMSS);
Science, Technology, Engineering, and Mathematics
(STEM); and Accountancy, Business, and Management
(ABM); (b) Technical-Vocational-Livelihood (TVL); (c)
Sports; and (d) Arts and Design. The OII is an
inventory/checklist of occupational interests which
provides an assessment on inclinations/preferences for
comprehensive career guidance.

6. Test accommodations shall be given to learners with
disabilities (LWDs) who will be participating in the
assessment activity following the provision stated in
Section 9 of DO 55, s. 2016.

7. BEA will manage the national implementation of the


NCAE with the assistance of the Ros and SDOs. BEA
will conduct a virtual orientation for Regional Testing
Coordinators, Division Testing Coordinators, and SDO
Private School Supervisors on the test administration
guidelines and details for the Program Support Funds.
The Schedule and meeting details will be sent through
a separate advisory.

8. An authorized forwarder will deliver and retrieve the test
materials to and from the SDOs.

9. Health and safety protocols must be followed in all


activities to be done in relation to the national test
administration.

test monitoring team in the whole region.

Pre-Test activities:

• Keeps the confidentiality of the TMs


• Requires every RE to count the sealed TMs
in the Distribution Room
• Facilitates the signing of BEA Form 3 (Test
Materials Accounting Form) to the REs

Chief Examiner (CE) He/She shall oversee the conduct of the test
in the school. The School Head (SH) shall

Sheet), and 6 (Answer Sheet Quantity and
Completeness Verification Sheet)
• Monitors the activities of testing personnels

• Places inside the CETRE the required TMs
• Submits to DTC Forms 5 (Test Booklet
Quantity and Completeness Verification
Sheet) and 6 (Answer Sheet Quantity and
Completeness Verification Sheet) separately

Supervising Examiner An SE shall be assigned for testing centers
(SE) with more than ten (10) rooms.

He/She shall monitor and supervise


the assigned testing rooms. He/She
shall conduct ocular inspection the day
before the test administration to be
familiarized with the school layout.

He/She shall assist the CE in the overall


test administration.

Criteria in Selecting Room Examiner (RE)

The test administrators must meet the following requirements:

1. at least a Teacher I to Master Teacher from the SDO,


2. must be external from the school. Should there be any special cases
where the school/REs are far from the city (island, farflung areas),
RE must not be the teachers of the participating learners.

Room Examiner (RE) He/She shall administer the test in accordance


with the standardized test administration
guidelines in the Examiner’s Handbook (EH).

Pre-Test activities:

• Receives the TMs in the Distribution

• Signs the BEA Form 3 (Test Materials
Accounting Form)

He/She shall administer the test in accordance

Confidentiality. He/She shall provide any
test-related assistance to the RE, if there
are reported Learners with Disabilities
(LWDs) in the testing room. He/She is not
required if there are no reported LWDs in the
testing room.

Support Staff

ACCOUNTING OF TMs BY THE CE
The CE shall account the TMs in accordance with the following:
a. Collect and account all ETREs assisted by the Supervising Examiner (if any).
b. Arrange and bundle the TMs accordingly in terms of the following:
• The ETREs should tally with the number of testing rooms.
• A report on the number of ETREs should accompany the bundle.

arranged consecutively. These should be resealed by stapling the open end of the

BREACH OF SECURITY IN NATIONAL EXAMINATIONS
AND CORRESPONDING SANCTIONS (DO 55 s. 2015 Section 13)
The security and integrity of test materials shall be upheld in the whole
process of test administration. This Order rescinds DECS Order No. 85,
s. 1999, “Breach of Security in National Examinations and
Corresponding Sanctions” and DepEd Order No. 47, s. 2015, “Inclusion
of Acts as Violations to National Examinations. ”The following acts are
deemed as violation/infractions of security pertaining to national
examinations in addition to:
1. Reading of test booklets other than by the examinee
2. Supplying answers to examinees
3. Cheating
4. Plagiarizing
5. Loss of test booklets

6. Photocopying of test booklets
7. Capturing test items through electronic gadgets
8. Distribution and posting of photos of the test booklet in any form of
media
9. Opening the test materials prior to testing schedule
10. Late submission of test booklets and/or answer sheets
11. Tampering of examinees’ answer sheets
12. Infringement of copyright
13. Allowing impostors and substitute examinees
14. Misrepresentation with regard to age, residence, and status
15. Failure to closely monitor test procedures resulting in test
irregularities

Any or all of the following sanctions will be imposed on any or all of


the aforementioned violations committed by those involved:

The degree of violation and corresponding sanction shall be
determined by the Chief Examiner.

a. First and second offenses: reprimand


b. Third offense: Cancellation of test papers/invalidation of
test results

The other administrative expenses may be used (not limited) to pay


miscellaneous expenses such as additional travel allowance to some
schools, supplies and materials, communication expenses, etc.

The downloading of PSF shall be by Region.

The breakdown of funding requirements will be emailed to the Regional


Directors once approved by the Office of the Undersecretary for
Finance.

FUND VALIDITY AND EXCESS ALLOTMENT

The validity of the fund will be indicated in the Sub-


Allotment Release Order (Sub-ARO). The excess or unused
funds may be used to pay expenses incurred in the
implementation of previous and succeeding education
assessments being administered by the Bureau of
Education Assessment (BEA).
