Company Profile:

The Odisha State Beverage Corporation or OSBC is a Public Sector Undertaking (PSU) of Government of
Odisha. The OSBC was established on 30 January 2001 with the right and privileges of wholesale trade
and distribution of IMFL, Beer and country spirit in the State of Odisha. The Odisha State Beverages
Corporation allows the licensed suppliers or manufactures to store their beverages stocks in OSBC
warehouses on prepayment of excise duty and import fees.

The Corporation is the solo wholesaler for all kinds of Foreign Made Foreign Liquor (FMFL), India
Made Foreign Liquor (IMFL), Beer, RTD, Wine and Country Liquor (ENA based) in the State of
Odisha. The Supply Chain Management Policy" of the Corporation lays down the provisions that
govern the wholesale trade of the above categories of liquor. The terms and conditions of purchase,
storage, sale, import and transport of such liquor are prescribed in the Policy. The Supply Chain
Management Policy, which was elective from 01.01.2019 has been suitably amended taking into
account the changes made in Odisha Excise Act, 2008, Odisha Excise Rules, 2017, Excise Policy, 2020-21
and decisions made by the Board of Corporation in the meanwhile and the "Supply Chain
Management Policy, 2020" these amendments is effective from 01.04.2020.

Corporation: The Odisha State Beverages Corporation Ltd., in short "OSBCL", presently having its
registered office at 2“ Floor, Fortune Towers, Chandrasekharpur, Bhubaneswar-751023 and its depots
at different places in Odisha to facilitate procurement, storage & sale of
FMFL/IMFL/Wine/Beer/RTD/CL and sale of the same to the Licensed retailers.

Provident Fund (PF)

As per the government rule both employee and employer contributes a fixed percentage of the PF basis
towards the Provident Fund. The minimum percentage that each employee needs to contribute is 12% of
the base salary.

An employee can also select some percentage of fixed basis towards PF which is known as Voluntary
Provided Fund (VPF).

Pension Fund

As per the authority rule, an employer has to contribute a fixed percentage of the PF basis towards the
Pension Fund of an employee.

Also note that apart from these contributions, an employer has to contribute to the Employee's Deposit
Linked Insurance (EDLI or ESI).

In a SAP system, Provident Fund component allows you to maintain and process the following
components –PF, Pension Fund, EDLI, and VPF.

Retirement Benefits: in case of retirement leave salary of maximum 300 days, gratuity and epf is paid to
employee.

Leave salary calculation Rule: (Basic+DA)/30 * 33 =Result

Leave salary /pm = Result /12

Gratuity Rule = (Basic + DA)/26*15 = Result

Gratuity Rule/pm = Result/12

Arrear Process: In current scenario arrear is processed any time during the month after regular payroll
depending on the approval letter.

Employees are paid arrears when they get a salary hike in one month but receive the amount in some
other month. In this case, the company is due to its employees and the due amount which is paid at a
later date is termed as arrears.

Arrears are increments in salary carried forward from the previous months to be paid in the current
month. In simple words, whenever the payment that was to be made in the current month is paid later, it

is considered as paid in arrears. Employees are paid arrears when they get a salary hike in one month but
receive the amount in some other month. In this case, the

Calculation of salary arrears in the Indian Payroll process Example: Rahul has a salary of Rs. 10,000 in

the month of March and he gets an increment of Rs. 5000 in the month of April. Due to some backend

salary processing issues, the amount is reflected in the month of June. Also, in the month of June arrears

for the month of Apr and May will be reflected i.e., Rs. 10,000. Those components dependent upon basic

salary they will also come in arrear process .

Incentives Calculation Process

Leave process: There are various categories of leave in current scenario, Second Saurday and fourth
Saturday off in HO and no second saturaday and fourth Saturday is available at depot level.General shift is
available in both ho and depot. Calender Holidays is same.

Employees are entitled to many types of leaves. Therefore, there need to be different policies for different
leave types. Policies also can vary for different levels or categories of employment.

Designing a leave policy requires several inputs:

 Leave Types
 The weekend policy of the company.
 Leave rules for each leave type.
 Public holiday calendar for the company

Several types of leaves are either mandated by the government or voluntarily provided by the company.
Here is a list of some of the most common leave types commonly used in OSBC scenario.

Earned Leave (EL)

1. If vacation is availed of E.L should be reduced as follow:

Subordinate Judges and Munsifs.

Other government servants.

2. If vacation is a partly taken, reduction shall be the function shall be the fraction of 15 days/20days to
the proportion which the part of the vacation taken bear to the full period of vacation.

3. The total duration of vacation combined with E.L. is limited to 180 days.

4. The total duration of vacation combined with E.L. and commuted leave is limited to 240 days.

Maternity Leave

Consequent upon the recommendation of Sixth Central Pay Commission relating to maternity leave of a
government employee and the relevant office memorandum no 13018/2/2008 Dtd 11.09.2008 in the
ministry of personnel public Grievances and Pension. Government of India the state Government of India
after careful consideration have been pleased to decide that the existing limit of 90 days as per the
provisions of rule 194 of the Odisha service code will be modified as follow:

Granted to female Govt. servants

It is admissible on account of pregnancy, miscarriage/abortion and in cases of female Govt. servant have
less than two running children.

Maternity leave on pregnancy may be granted for a period of 90 days from the date of its
commencement of all cases.

The leave is not debited against the leave accounts.

No maternity leave shall be granted to a female Govt. servant for the third or subsequent issues.

Sick Leave

Sick leave means the period of time an employee is absent from work of without pay by virtue of sickness
quarantine or accident or out of town, medical, dental, referral for which compensation is not payable
under the employee compensation .Section 7 rule no 28 these employee are eligible of one month of
medical leave for every 18 month of service rendered at half the wages. Any person covered under the act
can avail sick leave is not less than the one eighteenth of service period at half the wages.

Casual Leave

This leave admissible up to 10 days in a calendar year upon under special circumstances casual leave five
days may be generated to an incumbent year in the calendar year. Casual leave in combination with
special casual leave may not allowed for more than ten days at a time, This leave or religious rites etc.
under ordinary circumstances, application for casual leave should be submitted three days prior to th e
date from which casual leave is required unless is necessary for the uniforeseen reason that sudden ill
ness,viamajor etc. The in cumbent on casual leave is not treated as an absentee from the duty. Casual
leave which is not recognized as a leave under the leave rules, cannot be combined with any other kind to
leave as admissible under the leave rule.

1.Casual leave cannot be claimed as a matter of right.

2. Casual leave should not be generated is cases is which some other from the of leave is appropriate.

3. Casual Leave or Casual Leave combined with special Casual Leave shall not be allowed for more than 10
day at a time.

Paternity Leave

The AIS Leave rule 1955 as well as CSS Leave Rule provide for paternity leave to male member of service
with less than two surviving children for a period of 15days during the confident of the wife of the child
birth. Keeping this in the view the state govt.have been pleased to the extended similar benefits of the
employees of the state govt.

1. During such a period of 15 days he shall be paid leaved salary equal to the pay drawn immediately
before proceeding of leaved.

Half pay leave

Leave earned in respect of completed years of providers in rules 1966.Half pay leave account of an
employee is generally credited with 20 days for every completed years of service inclusive periods of leave
of services inclusive of periods of leave of all kinds. It is also granted to a temporary employee provided
to sanctioning authority has reason to believe that the employee concerned will certainly return to his
duty on his on its expiry there is no its expiry. There is no restriction on an officer at his option for being
granted with half pay leave even if earned leave is due to him.

1. Half pay leave can be taken either on medical certificate or on private affairs.

2. Half pay leave can be converted into full pay leave by calling it is commuted leave.

Quarantine Leave

Quarantine Leave is a leave of absence from the necessitated duty order to not to attend office in the
consequence of presence of the infections disease in the family or house hold of a govtment servant.
Such a leave may be generated by the sanctioning authority prescribed in rule 8 on the certificate of a
medical or public health officer for a period not exceeding21days, or in exceptional circumstances, 30
days any leave necessary of quarantine leave purpose to excess of this period shall be treated as ordinary
leave, where admissible. Quarantine leave may also be generated when necessary continuation of other
leave subject to the above maximum. A Government servant on quarantine leave is not treated are absent
from duty and his pay is not intermitted.

If the system demands other leave types can be opened whenever situation comes.

Weekend Policy

Sunday is off for ho and depot, but second Saturday and fourth Saturday is off for HO only.

The heart of a leave policy is the set of rules that govern the policy. These rules cover aspects like
eligibility, quantum of leave to be granted each year, the frequency of grants (monthly or annual), carry
forwarding rules, availing, approval clubbing etc.

2.4.1 Holiday Calendar

Apart from paid leave, Govt Holiday calendar to be incorporated for employees to take Holidays.
